  • The special observation using Radiosonde was performed to investigate precipitation events over the east coast of Korea during the winter season from 5 January to 29 February 2012. This analysis focused on the various indices to describe the characteristics of the atmospheric instability. Equivalent Potential Temperature (EPT) from surface (1000 hPa) to middle level (near 750 hPa) was increased when the precipitation occurred and these levels (1000~750 hPa) had moisture enough to cause the instability of atmosphere. The temporal evolution of Convective Available Potential Energy (CAPE) appeared to be enhanced when the precipitation fell. Similar behavior was also observed for the temporal evolution of Storm Relative Helicity (SRH), indicating that it had a higher value during the precipitation events. To understand a detailed structure of atmospheric condition for the formation of precipitation, the surface remote sensing data and Automatic Weather System (AWS) data were analyzed. We calculated the Total Precipitable Water FLUX (TPWFLUX) using TPW and wind vector. TPWFLUX and precipitation amount showed a statistically significant relationship in the north easterly winds. The result suggested that understanding of the dynamical processes such as wind direction be important to comprehend precipitation phenomenon in the east coast of Korea.

  • The Urban Canopy Model (UCM) implemented in WRF model is applied to improve urban meteorological forecast for fine-scale (about 1-km horizontal grid spacing) simulations over the city of Seoul. The results of the surface air temperature and wind speed predicted by WRF-UCM model is compared with those of the standard WRF model. The 2-m air temperature and wind speed of the standard WRF are found to be lower than observation, while the nocturnal urban canopy temperature from the WRF-UCM is superior to the surface air temperature from the standard WRF. Although urban canopy temperature (TC) is found to be lower at industrial sites, TC in high-intensity residential areas compares better with surface observation than 2-m temperature. 10-m wind speed is overestimated in urban area, while urban canopy wind (UC) is weaker than observation by the drag effect of the building. The coupled WRF-UCM represents the increase of urban heat from urban effects such as anthropogenic heat and buildings, etc. The study indicates that the WRF-UCM contributes for the improvement of urban weather forecast such nocturnal heat island, especially when an accurate urban information dataset is provided.

  • This paper presents an artificial neural network (ANN) based model with a back-propagation algorithm for short-term load forecasting in microgrid power systems. Owing to the significant weather factors for such purpose, relevant input variables were selected in order to improve the forecasting accuracy. As remarked above, forecasting is more complex in a microgrid because of the increased variability of disaggregated load curves. Accurate forecasting in a microgrid will depend on the variables employed and the way they are presented to the ANN. This study also shows numerically that there is a close relationship between forecast errors and the number of training patterns used, and so it is necessary to carefully select the training data to be employed with the system. Finally, this work demonstrates that the concept of load forecasting and the ANN tools employed are also applicable to the microgrid domain with very good results, showing that small errors of Mean Absolute Percentage Error (MAPE) around 3% are achievable.

  • The KIAPS global model and data assimilation system were extended to assimilate brightness temperature from the Sondeur $Atmosph{\acute{e}}rique$ du Profil $d^{\prime}Humidit{\acute{e}}$ Intertropicale par $Radiom{\acute{e}}trie$ (SAPHIR) passive microwave water vapor sounder on board the Megha-Tropiques satellite. Quality control procedures were developed to assess the SAPHIR data quality for assimilating clear-sky observations over the ocean, and to characterize observation biases and errors. In the global cycle, additional assimilation of SAPHIR observation shows globally significant benefits for 1.5% reduction of the humidity root-mean-square difference (RMSD) against European Centre for Medium-Range Weather Forecasts (ECMWF) Integrated Forecast System (IFS) analysis. The positive forecast impacts for the humidity and temperature in the experiment assimilating SAPHIR were predominant at later lead times between 96- and 168-hour. Even though its spatial coverage is confined to lower latitudes of $30^{\circ}S-30^{\circ}N$ and the observable variable is humidity, the assimilation of SAPHIR has a positive impact on the other variables over the mid-latitude domain. Verification showed a 3% reduction of the humidity RMSD with assimilating SAPHIR, and moreover temperature, zonal wind and surface pressure RMSDs were reduced up to 3%, 5% and 7% near the tropical and mid-latitude regions, respectively.

  • This study is performed to consider the threshold values of heavy rain warning in Korea using 98 surface meteorological station data and 590 Automatic Weather System stations (AWSs), damage data of National Emergency Management Agency for the period of 2005 to 2009. It is in need to arrange new criteria for heavy rain considering concept of rainfall intensity and rainfall damage to reflect the changed characteristics of rainfall according to the climate change. Rainfall values from the most frequent rainfall damage are at 30 mm/1 hr, 60 mm/3 hr, 70 mm/6 hr, and 110 mm/12 hr, respectively. The cumulative probability of damage occurrences of one in two due to heavy rain shows up at 20 mm/1 hr, 50 mm/3 hr, 80 mm/6 hr, and 110 mm/12 hr, respectively. When the relationship between threshold values of heavy rain warning and the possibility of rainfall damage is investigated, rainfall values for high connectivity between heavy rain warning criteria and the possibility of rainfall damage appear at 30 mm/1 hr, 50 mm/3 hr, 80 mm/6 hr, and 100 m/12 hr, respectively. It is proper to adopt the daily maximum precipitation intensity of 6 and 12 hours, because 6 hours rainfall might be include the concept of rainfall intensity for very-short-term and short-term unexpectedly happened rainfall and 12 hours rainfall could maintain the connectivity of the previous heavy rain warning system and represent long-term continuously happened rainfall. The optimum combinations of criteria for heavy rain warning of 6 and 12 hours are 80 mm/6 hr or 100 mm/12 hr, and 70 mm/6 hr or 110 mm/12 hr.

  • Photovoltaic power generation systems make up a large part of the low carbon energy trend. The purpose of this study is to utilize PVsyst, a commercial forecasting program, to forecast research on the design stages of photovoltaic power generation for wider applications of this system in railroads and to consider prospective issues for photovoltaic power plants that are currently being operated. Given this, we will compare the forecast value of generated photovoltaic power, derived from foreign weather forecast information provided by NASA, along with information from Meteonorm, and the forecast values derived from the KMA weather information. By comparing these values with amounts actually generated by KPX, this research aims to secure propriety rights for wider application of photovoltaic power generation systems in railroads, and to contribute to low carbon energy for the new climate of the future.

  • In this study, we performed verification of VSRF (Very Short Range Forecast of precipitation) model and application of NWSPC (National Weather Service PC) rainfall-runoff model in Kyoungan-chun basin. We used two methods for verification of VSRF model. The first method is a meteorological verification that evaluates the special quality feature for rain amount between AWS and VSRF model over Kyoungan-chun basin, while second method is a hydrological verification that compares the calculated Mean Area Precipitation (MAP) between AWS and VSRF Quantitatively. This study examines the usefulness of VSRF precipitation forecasting model data in NWSPC hydrological model. As a result, correlation coefficient is over 0.6 within 3 hour lead time. It represents that the forecast results from VSRF are useful for water resources application.

  • This study is to assess the applicability of the Extreme Forecast Index (EFI) algorithm of the ECMWF seasonal forecast system to the Global Seasonal Forecasting System version 5 (GloSea5), operational seasonal forecast system of the Korea Meteorological Administration (KMA). The EFI is based on the difference between Cumulative Distribution Function (CDF) curves of the model's climate data and the current ensemble forecast distribution, which is essential to diagnose the predictability in the extreme cases. To investigate its applicability, the experiment was conducted during the heat-wave cases (the year of 1994 and 2003) and compared GloSea5 hindcast data based EFI with anomaly data of ERA-Interim. The data also used to determine quantitative estimates of Probability Of Detection (POD), False Alarm Ratio (FAR), and spatial pattern correlation. The results showed that the area of ERA-Interim indicating above 4-degree temperature corresponded to the area of EFI 0.8 and above. POD showed high ratio (0.7 and 0.9, respectively), when ERA-Interim anomaly data were the highest (on Jul. 11, 1994 (> $5^{\circ}C$) and Aug. 8, 2003 (> $7^{\circ}C$), respectively). The spatial pattern showed a high correlation in the range of 0.5~0.9. However, the correlation decreased as the lead time increased. Furthermore, the case of Korea heat wave in 2018 was conducted using GloSea5 forecast data to validate EFI showed successful prediction for two to three weeks lead time. As a result, the EFI forecasts can be used to predict the probability that an extreme weather event of interest might occur. Overall, we expected these results to be available for extreme weather forecasting.

  • In this study, we examined the structural analysis of water demand fluctuation for water distribution control of water supply network. In order to analyze for the length of stationary time series, we calculate autocorrelation coefficient of each case equally divided data size. As a result, it was found that, with the data size of around three months, any case could be used as stationary time series. we analyze cross-correlation coefficient between the daily water consumption's data and primary influence factors. As a result, we have decided to use weather conditions and maximum temperature as natural primary factors and holidays as a social factor. Applying the multiple ARIMA model, we obtains an effective model to describe the daily water demand prediction. From the forecasting result, even though we forecast water distribution quantity of the following year, estimated values well express the flctuations of measurements. Thus, the suitability of the model for practical use can be confirmed. When this model is used for practical water distribution control, water distribution quantity for the following day should be found by inputting maximum temperature and weather conditions obtained from weather forecast, and water purification plants and service reservoirs should be operated based on this information while operation of pumps and valves should be set up. Consequently, we will be able to devise a rational water management system.
