This study was carried out to complement water quality standards and to establish new concept for water quality standards reflecting current state of water quality in small streams. By this purpose, discriminant analysis was performed and Water Quality Level Model (WQLM) was developed using the data such as EC, BOD, $COD_{Mn}$, SS, T-N, T-P, $NH_3-N$ in 224 agricultural streams. To give water quality level for water quality parameters, it divided into 20% respectively in the order of excellent water quality. On the basis of the lowest water quality level, water quality level of small streams is granted. As a result of it, number of stream corresponding to Level I was no, Level II was 2 streams, Level III was 22 streams, Level IV was 70 streams, and Level V was 130 streams. Average of water quality in each level was the highest in Level V. EC, SS, and T-N of 7 parameters were selected in variance concerned water quality level. By standardized canonical discriminant function coefficient, EC of three variances was the highest in 0.625 at the discriminant power. The next was T-N (0.509), SS (0.414). By discriminant function for water quality level, Level II was equal to $-2.973+19.376{\times}(EC)+0.647{\times}(T-N)+0.009{\times}(SS)$, Level III was equal to $-3.288+19.190{\times}(EC)+0.733{\times}(T-N)+0.041{\times}(SS)$, Level IV was equal to $-4.462+27.097{\times}(EC)+0.792{\times}(T-N)+0.053{\times}(SS)$, and Level V was equal to $-9.117+40.040{\times}(EC)+1.305{\times}(T-N)+0.111{\times}(SS)$. As a result of test at real agricultural watershed of Jeongan and Euidang in Gongju city, the fitness of WQLM was high to 88.78%. But, to get accomplished water quality assessment more exactly in agricultural streams, we had to concentrate and get vast data, and WQLM was modified and complemented continually.

Boryeong Seadike located at southwestern seashore of Korean peninsula completed in 1997. Sluice gate operation can be an important factor to maintain lake water quality and reduce retaining time of pollutants within lake. The lake water quality simulation model, WASPS was adopted and tested to find out proper gate operation timing and discharge amount. From the simulation of sluice gate operation, the results showed that the later the time of discharge for loosing 1 day successively to 6 days, the better the quality of water. Discharge amount showed relatively minor changes of water quality. This means that pollutants flowed into lake from watershed do not have enough time to mix up with deep water when the gate opened at early time. About 3 days delay of discharge caused the dilution effect to stabilize the lake water quality in case of Boryeong freshwater lake.
Water quantity and quality monitoring at Taipei Watershed Management Bureau (WRATB) is not only a daily business but also a long term job. WRATB is responsible for providing high quality drinking water to about four millions population in Taipei. The quality of drinking water provided by WRATB is among one of the best in Taiwan. The total area is 717 square kilometers. The water resource pollution is usually divided into two categories, point source pollution and nonpoint source pollution. Garbage disposal is the most important component of the point source pollution, especially those by tourist during holidays and weekends. Pesticide pollution, fertilizer pollution, and natural pollution are the major contributions for nonpoint source pollution. The objective of this paper is to implement remote sensing, geographic information systems, and global positioning systems to monitor water quantity and water quality at WRATB. There are 12 water quality monitoring stations and four water gauge stations at WRATB. The coordinates of the 16 stations were determined by GPS devices and created into the base maps. MapObjects and visual BASIC were implemented to create application modules for water quality and quantity monitoring. Water quality of the two major watersheds at WRATB was put on Internet for public review monthly. The GIS software, ArcIMS, can put location maps and attributes of all 16 stations on Internet for general public review and technical implementations at WRATB. Inquiry and statistic charts automatic manipulations for the past 18 years are also available. Garbage disposal by community and tourist were also managed by GIS and GPS. The storage, collection, and transportation of garbage were reviewed by ArcMap file format. All garbage cart and garbage can at WRATB can be displayed on the base maps. Garbage disposal by tourist during holidays and weekends can be managed by a PDA with a GPS device and a digital camera. Man power allocation for tourist garbage disposal management can be done in an integration of GIS and GPS. Monitoring of water quality and quantity at WRATB can be done on Internet and by a PDA.

This study was conducted in the summer of 2005 in Shindong-myeon, Chuncheon-si, Gangwon-do to assess the quality of drinking water and to evaluate their potential pollutants. Ninety four water samples were collected from three classes of water supplies such as simple piped water, supplied own water and others (Supplied local water). Most residents used simple piped water (72.63%). 31.25% residents thought the water quality was bad and landfill was the main source of pollution that affected water quality. To correspond this perception, water quality was measured according to Drinking Water Quality Standard. The general bacteria, coliforms, and $NO_3-N$ exceeded the standard but the water qualities in these four areas were suitable for Drinking Water Quality Standard. The simple piped water showed low mean concentration of excess rate compared to supplied own piped water except general bacteria. Hardness, pH, and $NO_3-N$ showed significantly higher effects on drinking water quality. To evaluate the effect of effluent from landfill, water quality was measured according to distance and altitude. However, there was no effect of landfill effluent. To find out the effect of rainfall, we compared water quality of the year 2003 with that of 2005. The result showed significant differences in hardness and $NO_3-N$ concentration. This study confirmed that $NO_3-N$, coliforms, and general bacteria are main pollutant of water supply in rural community. Therefore, it is necessary to regularly maintain simple piped water supply, supplement sewer facilities, and educate residents about public health risk associated with drinking water in rural area.

This study aimed to develop a plan for effective performance of a watershed through correct identification of a river watershed by using the flowrate of the river and water quality data, which is the basis for the establishment of the water environment policy. The target river for water quality improvement was selected based on the monitoring result for 4 water systems in Chungcheongnamdo province in the recent 3 years. The result of analysis for the distribution of discharge capacity by a pollution source group for the water quality improvement target river showed that most of the target river has a high discharge capacity in the water system for living and livestock. Analysis for the density of the total discharge capacity of the whole watershed of Chungcheongnamdo indicated that the river that needs water quality improvement has high BOD concentration and high discharge load density at the point that this river is located. Thus, for efficient watershed management through selection and concentration, Chungcheongnamdo needs to improve the target river in priority. Stepwise planning is also required to establish and execute the water quality improvement in order to satisfy said target water quality, and establish the index for the water improvement rate for its evaluation.
Water quality improvement projects are being implemented without predicting the effect of water quality improvement on Lake Sapgyo. As the method of selecting the target stream for the effective conduct of water quality improvement projects the method of rating the streams were studied. To build a stream grading method, 60 major streams in the Lake Sapgyo system were monitored. The selection method of rivers subject to priority management for water quality improvement was applied to the stream grading method using the Analytic Hierarchy Process (AHP). The analysis of importance by site by stream grading method revealed the following: water quality (36.0%), flow (26.1%), travel load (13.4%), TMDL density (12.0%), TMDL (8.9%), and area (3.7%). The pollution level of the river was scored by using the stream grading method, and the ranking of 51 streams was calculated. Based on this, the group was classified into six grades (A-F). Among the groups, the F and E groups were selected as the priority management streams. Cheonan-Cheon (Cheonan City) was selected as the first stream to establish water quality improvement measures in the Lake Sapgyo system, and Seowoo-Cheon (Dangjin City) was selected as the second site, and Oncheon-Cheon (Asan City) was selected as the third site. Each local government is expected to improve the water quality improvement effect with limited resources when establishing and implementing water quality improvement measures for the streams (F group, E group) to be managed in this study.
Remotely sensed data is regarded as a potentially effective data source for the measurement of water quality and for the environmental change of water bodies. In this study, we measured the spectral reflectance by using multi-spectral image of low resolution camera(LRC) which will be loaded in the OSMI multi-purpose satellite(KOMPSAT) scheduled to be launched on 1999 to use the data in analyzing water pollution. We also investigated the possibility of extraction of water quality factors in water bodies by using remotely sensed low resolution data such as NOAA/AVHRR. In this study, Shiwha-District and Sang-Sam Lake was set up as the subject areas for the study. In this part of the study, we measured the spectral reflectance of the water surface to analyze the radiance of the water bodies in low resolution spectral band and tried to analyze the water quality factors in water bodies by using radiance feature from another remotely sensed data such as NOAA/AVHRR. As the method of this study, first, we measured the spectral reflectance of the water surface by using SFOV( Single Field of View) to measure the reflectance of water quality analysis from every channel in LRC spectral band(0.4~O.9${\mu}{\textrm}{m}$). Second, we investigated the usefulness of ground truth data and the LRC data by measuring every spectral reflectance of water quality factors. Third, we analyzed water quality factors by using the radiance feature from another remotely sensed data such as NOAA/AVHRR. We carried out ratio process of what we selected Chlorophyll-a and suspended sediments as the first factors of the water quality. The results of the analysis are below. First, the amount of pollutants of Shiwha-Lake has been increasing every you since 1987 by factors of eutrophication. Second, as a result of the reflectance, Chlorophyll-a represented high spectral reflectance mainly around 0.52${\mu}{\textrm}{m}$ of green spectral band, and turbidity represented high spectral reflectance at 0.57${\mu}{\textrm}{m}$. But suspended sediments absorbed high at 0.8${\mu}{\textrm}{m}$. Third, Chlorophyll-a and suspended sediments could have a distribution chart as a result of the water quality analysis by using NOAA/AVHRR data.

Fresh water lake was developed as a result of tidal land reclamation of the Sukmoon area. Water quality of lake has been monitored before and after sea-dike construction. Water quality degradation has been observed after Sukmoon sea-dike construction. In this paper observed water quality of the Sukmoon lake is presented and possible measures to improve water quality are also discussed.
SWMM and WASP5 were applied for pollutant loading estimate from watershed and reservoir water quality simulation, respectively, to predict estuarine reservoir water quality. Application of natural systems to improve estuarine reservoir water quality was reviewed, and its effect was predicted by WASP5. Study area was the Hwa-Ong reservoir in Hwasung-Gun, Kyonggi-Do. Procedures for estimation of pollutant loading from watershed and simulation of corresponding reservoir water quality were reviewed. In this study, SWMM was proved to be an appropriate watershed model to the nonurban area, and it could evaluate land use effects and many hydrological characteristics of catchment. WASP5 is a well known lake water quality model and its application to the estuarine reservoir was proved to be suitable. These models are both dynamic and the output of SWMM can be linked to the WASP5 with little effort, therefore, use of these models for reservoir water quality prediction in connection was appropriate. Further efforts to develop more logical and practical measures to predict reservoir water quality are necessary for proper management of estuarine reservoirs.

A freshwater lake water quality management system(FLAQUM) was developed to help regional manager for the water quality of a rural basin. The integrated user interface system FLAQUM written in Visual Basic, includes three subsystems such as a database management system, basin pollutant loads simulation model using SWMM model and freshwater lake water quality simulation model using WASP5 model. Pollutant load simulation model was applied to simulate the discharge and pollutant loading from the watershed, and freshwater lake water quality model was applied to analyze the changes in water quality with respect to watershed pollutant loads, and this model could be used in planning to control watershed pollutant source for water quality management. Database management system was constructed fur all input and output data processing, and it can be used to analyze statistical characteristics using constructed data. Results are displayed both graph and text for convenience of user. The results of FLAQUM application to Boryeong freshwater lake showed that the lake was in eutrophic condition. The major contribution of pollution comes from tributary No.1 and No.4, which have a large number of livestock farms. Therefore, water quality management must be focused on appropriate management of the livestock farming in the two breanchs.
