Assessment of Drought Index considering Dam Water Shortage (댐 갈수를 고려한 가뭄관리지수 산정연구)

  • Generally, the water resources in South Korea were supplied from river flow and dam. Among them, the dam is the most important supplier for the residential and industrial water. However, the climate change has caused a setback in water supply chain. The objective of the study is therefore to suggest a drought index consideing dam water shortage for efficiently dam and water resources management. The standardzied balanced index(SBI), which has same concept with the standardzied precipitation index, were suggested. Also, the management index for the dam were established with SSVI and the storage percentage that compared to previous years.

  • One of the important purposes of most water resources systems is to prevent from drought damages. However, there are uncertainties in water supply plans from a reservoir due to factors such as limitation of available data, inaccuracy of surveyed data, unsuitability of analysis method, and climate change. In actual operating process, severe drought exceeding the water supply capability makes the normal water usage difficult. In Korea, however, alternative water source such as a development of new water project is very limited in case of water shortages due to drought. Especially, since there is no standard to evaluate the water supply effect considering severe drought damages, it is difficult to prepare the practical measures. In this study, water shortage events of existing multipurpose reservoirs are analyzed and the method of using low-storage emergency water supply is studied by using Water Shortage Index (WSI). The water shortage events are analyzed and the effect of water shortage decrease is evaluated using the existing inflow data of multi-purpose reservoirs. The results show that Imha, Daechung, Hapchon and Namkang reservoirs are highly vulnerable to the severe drought and required to develop additional emergency water source.

A Study on the Index of Drought Warning and Emergency for the Municipal Water Supply Management (도시지역 용수관리를 위한 가뭄 예경보지수에 관한 연구)

  • The goal of the present research was to suggest a simple, reliable, and easily evaluated index of drought that could be used to consider a counterplan for water supply management against water shortage for municipal and industrial uses in city area. The index of drought was calculated by the Phillips drought index technique. The phillips drought index is based on exceedence probabilities of monthly precipitation but it can also utilize daily data in order to present drought information on a real-time basis when needed. The application of the suggested technique was tested to municipal water supply system and management of Ulsan city and Pohang city, and showed promising. The Philips drought index technique could be used for lany other city's drought contingency paln.

  • One of the hazard of nature is a drought. Its impact varies from region to region and it is difficult for people to understand and define due to differences in hydrometeorological and social economic aspects across much of the country. In the most general sense, drought originates from a deficiency of precipitation over an extended period of time, usually month, season or more, resulting in a water shortage for some activity, group, or environmental sector. Palmer Drought Severity Index (PDSI) is well known and has been used to study aridity changes in modern and past climates. The PDSI index is estimated over US using USHCN historical data.(e.g. precipitation, temperature, latitude and soil moisture). In this study, low frequency drought variability associated with climate variability such as El-Nino and ENSO is mainly investigated. With respect to the multi-scale analysis, wavelet transform analysis is applied to the PDSI index in order to extract the low frequency band corresponding to 2-8 years. Finally, low frequency patterns associated with drought by comparing global wavelet power, with significance test are explored.

  • Drought risk assessment is usually performed qualitatively and quantitatively depending on the definition a drought. The meteorological drought indices have a limit of not being able to consider the hydrological components such as evapotranspiration, soil moisture and runoff, because it does not consider the water demand in paddies and water supply in reservoirs. Agricultural drought was defined as the reservoir storage shortage state that cannot satisfy water requirement from the paddy fields. The objectives of this study were to suggest improved agricultural drought risk assessment in order to evaluate of regional drought vulnerability and severity studied by using Reservoir Drought Index (RDI). The RDI is designed to simulate daily water balance between available water from agricultural reservoir and water requirement in paddies and is calculated with a frequency analysis of monthly water deficit based on water demand and water supply condition. The results indicated that RDI can be used to assess regional drought risk in agricultural perspective by comparing with the historical records of drought in 2012. It can be concluded that the RDI obtained good performance to reflect the historical drought events for both spatially and temporally. In addition, RDI is expected to contribute to determine the exact situation on the current drought condition for evaluating regional drought risk and to assist the effective drought-related decision making.

Improving the water yield capabilities using reservoir emergency storage and water supply adjustment standard (합천댐의 비상용량 및 용수공급 조정기준을 활용한 용수공급능력 제고)

  • One of the most important purpose of multi-purpose reservoir is storing a large amount of water for utilization in a dry season. However, multi-purpose reservoirs that were constructed according to the limited hydrologic information available at the time of construction may encounter problems such as decreased water inflow due to climate change and an inability to cope with a water shortage. To solve these problems, in 2015, the Ministry of Land, Infrastructure and Transport suggested a revised water supply standard in case of water shortage for reservoirs. However, the revised standard has not been sufficiently discussed to determine its effectiveness. In addition, multi-purpose reservoirs in South Korea have secured and stored water for emergencies, but there is currently no way to utilize the stored water. Determining how to utilize the stored water effectively may be a useful method for preparing drought. Therefore, this article discusses the revised water supply standard as it relates to a water shortage in reservoirs and a method of utilizing the water stored for emergencies in multi-purpose reservoirs. The options for utilizing the water storage were evaluated using a water shortage safety degree index, and the results showed that the options may slightly and limitedly increase the water supply capacity. However, the evaluation also showed that a complex application of two options may overcome the exisiting problem and to supply water more effectively.

An Application of Various Drought Indices for Major Drought Analysis in Korea (우리나라의 주요가뭄해석을 위한 각종 가뭄지수의 적용)

  • Drought is difficult to detect and monitor, but it is easy to interpret through the drought index. The Palmer Drought Severity Index(PDSI), which is most commonly used as one of drought indices, have been widely used, however, the index have limitation as operational tools and triggers for policy responses. Recently, a new index, the Standardized Precipitation Index(SPI), was developed to improve drought detection and monitoring capabilities. The SPI has an improvement over previous indices md has several characteristics including its simplicity and temporal flexibility that allow its application for water resources on all timescales. Keetch-Byram Dought Index(KBDI) was defined as a number representing the net effect of evapotranspiration and precipitation in producing cumulative moisture deficiency in deep duff or upper soil layer. The purpose of this study is to analyze drought in Korea by using PDSI, SPI and KBDI. The result of this study suggests standard drought index by comparing of estimated drought indices. The data are obtained from Korea Meteorological Administration 56 stations over 30 years in each of the 8 sub-basins covering the whole nation. It is found that the PDSI had the advantage to detect the stage of drought resulting from cumulative shortage of rainfall, while SPI and KBDI had the advantage to detect the stage of drought resulting from short-term shortage of rainfall.

Bhumipol Dam Operation Improvement via smart system for the Thor Tong Daeng Irrigation Project, Ping River Basin, Thailand

  • The Tor Tong Daeng Irrigation Project with the irrigation area of 61,400 hectares is located in the Ping Basin of the Upper Central Plain of Thailand where farmers depended on both surface water and groundwater. In the drought year, water storage in the Bhumipol Dam is inadequate to allocate water for agriculture, and caused water deficit in many irrigation projects. Farmers need to find extra sources of water such as water from farm pond or groundwater as a supplement. The operation of Bhumipol Dam and irrigation demand estimation are vital for irrigation water allocation to help solve water shortage issue in the irrigation project. The study aims to determine the smart dam operation system to mitigate water shortage in this irrigation project via introduction of machine learning to improve dam operation and irrigation demand estimation via soil moisture estimation from satellite images. Via ANN technique application, the inflows to the dam are generated from the upstream rain gauge stations using past 10 years daily rainfall data. The input vectors for ANN model are identified base on regression and principal component analysis. The structure of ANN (length of training data, the type of activation functions, the number of hidden nodes and training methods) is determined from the statistics performance between measurements and ANN outputs. On the other hands, the irrigation demand will be estimated by using satellite images, LANDSAT. The Enhanced Vegetation Index (EVI) and Temperature Vegetation Dryness Index (TVDI) values are estimated from the plant growth stage and soil moisture. The values are calibrated and verified with the field plant growth stages and soil moisture data in the year 2017-2018. The irrigation demand in the irrigation project is then estimated from the plant growth stage and soil moisture in the area. With the estimated dam inflow and irrigation demand, the dam operation will manage the water release in the better manner compared with the past operational data. The results show how smart system concept was applied and improve dam operation by using inflow estimation from ANN technique combining with irrigation demand estimation from satellite images when compared with the past operation data which is an initial step to develop the smart dam operation system in Thailand.

  • This study aims at establishing master plan for efficient establishment of comprehensive drought management information system as non-structural drought counterplan which provides drought damage in advance. Domestic and abroad research related to drought were surveyed and analyzed through many literature and internet for systematic drought management information system. Long-term master plan for comprehensive drought management information system is divided into 3 steps. In first step, drought monitoring system including development of hydrological drought assessment index, drought outlook analysis method and GIS web based drought monitering system is established. In second step, water supply plan and guideline through water shortage danger assessment by areal characteristics is established. In third step, comprehensive management information system through export system linked to KORSIM and establishment of information shared system between each bureau related to drought. Based on this study, master plan for efficient development and application of drought management information system is proposed, it is expected to be applied as guideline for second and third step of drought management information system.

Growth Response and Durability of Landscape of Ornamental Miscanthus sinensis Cultivars to Drought, Rain Fall and Low Temperature Condition (건조, 강우, 저온 환경에서 관상용 억새 원예품종의 생장 반응과 경관의 지속성)

  • Miscanthus sinensis Andersson (Poaceae) cultivars exhibit excellent visual appeal as ornamental grasses and adapt well to diverse environmental conditions. This study focused on assessing the growth response and landscape durability of seven popular Miscanthus cultivars ('Gold Breeze', 'Strictus', 'Morning Light', 'Variegatus', 'Gracillimus', 'Kleine Fontäne', 'Common') under drought, rainfall and low temperature condition. The test cultivars were transplanted and cultivated on research plots in 2013, with data collected from June 2017 to February 2018. Plant materials were categorized into three types based on the amount of the water lost; group I ('Kleine Fontäne', 'Variegatus', 'Strictus'), experiencing the most significant water loss; group II ('Common', 'Gracillimus'); and group III ('Gold Breeze', 'Morning Light') where the least water loss occurred. The drought resistance index (DRI) remained low as water shortage conditions persisted. The lodged angle underwent more pronounced changes in reproductive growth stage than in vegetative growth stage, notably decreasing after heading. Discoloration patterns were classified into two types: group I ('Common', 'Gold Breeze', 'Kleine Fontäne', 'Strictus') and group II ('Gracillimus', 'Morning Light', 'Variegatus') based on the periods of peak duration.
