A geochemical approach to the long-term safety of waste disposal is discussed in connection with the significance of actinides, which shall deliver the major radioactivity inventory subsequent to the relatively short-term decay of fission products. Every power reactor generates transuranic (TRU) elements: plutonium and minor actinides (Np, Am, Cm), which consist chiefly of long-lived nuclides emitting alpha radiation. The amount of TRU actinides generated in a fuel life period is found to be relatively small (about 1 wt% or less in spent fuel) but their radioactivity persists many hundred thousands years. Geological confinement of waste containing TRU actinides demands, as a result, fundamental knowledge on the geochemical behavior of actinides in the repository environment for a long period of time. Appraisal of the scientific progress in this subject area is the main objective of the present paper. Following the introductory discussion on natural radioactivities, the nuclear fuel cycle is briefly brought up with reference to actinide generation and waste disposal. As the long-term disposal safety concerns inevitably with actinides, the significance of the aquatic actinide chemistry is summarized in two parts: the fundamental properties relevant to their aquatic behavior and the geochemical reactions in nanoscopic scale. The constrained space of writing allows discussion on some examples only, for which topics of the primary concern are selected, e.g. apparent solubility and colloid generation, colloid-facilitated migration, notable speciation of such processes, etc. Discussion is summed up to end with how to make a geochemical approach available for the long-term disposal safety of nuclear waste or for the performance assessment (PA) as known generally.
The purpose of this study is to estimate the economic valuation of rural waste disposal facilities that are one of the rural environmental improvement projects using contingent valuation method(CVM) in Gyongsangbuk-do, Korea. This study surveyed 1,089 households about the WTP(Willing To Pay) of rural waste disposal facilities policy in Gyongsangbuk-do and it was composed with city level and town level. The overall results show that the respondents well accepted the contingent market and would be willing to pay(WTP) a significant amount for the proposed policy program of rural waste disposal facilities. The values estimated for the rural waste disposal facilities are as follows : 1. The maximum WTP was \10,466 in City level and it was \9,104 in town level by per year. 2. The mean WTP was \9,257 in City revel and it was \8,636 in town lever by per year. 3. Total economic benefits for the household amounted to \7,989,046,270 per year. This result can be used to useful base data fir the policy programs of rural waste disposal facilities.
The objectives of this paper are: (1) to conduct the thermal analyses of the disposal cell using COMSOL Multiphysics; (2) to determine whether the design of the disposal cell satisfies the thermal design requirement; and (3) to evaluate the effect of design modifications on the temperature of the disposal cell. Specifically, the analysis incorporated a heterogeneous model of 236 fuel rod heat sources of spent nuclear fuel (SNF) to improve the reality of the modeling. In the reference case, the design, featuring 8 m between deposition holes and 30 m between deposition tunnels for 40 years of the SNF cooling time, did not meet the design requirement. For the first modified case, the designs with 9 m and 10 m between the deposition holes for the cooling time of 40 years and five spacings for 50 and 60 years were found to meet the requirement. For the second modified case, the designs with 35 m and 40 m between the deposition tunnels for 40 years, 25 m to 40 m for 50 years and five spacings for 60 years also met the requirement. This study contributes to the advancement of the thermal analysis technique of a disposal cell.
Since the Framework Act on Resource Circulation was enacted in 2018, the government should establish a National Resource Circulation Master Plan every 10 years, which defines mid- to long-term policy goals and directions on the efficient use of resources, prevention of waste generation and recycling of waste. In addition, we must set mid- to long-term and stepwise targets for the final disposal rate, recycling rate (based on sorted recyclable materials and recycled products), and energy recovery rate of wastes, and relevant measures should be taken to achieve these targets. However, the current industrial waste (IW) statistics have limitations in setting these targets because the final disposal rate and recycling rate are calculated as the ratio of the recycling facility input to the IW generation. In this study, the material flow from the collection stage to the final disposal of industrial waste was analyzed based on the generation of 2016, and the actual recycling amount, actual incineration amount, final disposal amount and their rates were calculated. The effect on the recycling, incineration and final disposal rates was examined by changing the treatment method of nonhazardous wastes from the factory and construction and demolition wastes, which were put in landfills in 2016. In addition, the variation of the waste treatment charge was investigated according to the change of treatment methods. The results of this study are expected to be effectively used to establish the National Resource Circulation Master Plan and industrial waste management policy in the future in South Korea.
개정예정인 중${\cdot}$저준위 방사성폐기물 처분시설 인도규정에서는 방사성폐기물 처분을 위해 폐기물 발생자가 방사성폐기물의 처분요건 적합성을 입증하도록 권고하고 있다. 이에 따르면 중${\cdot}$저준위 방사성폐기물의 처분을 위해서는 폐기물의 핵종농도, 물리화학적 특성 및 그 건전성 등이 확보 되어야하며 폐기물 발생자는 이러한 정보를 처분사업자에게 전달하도록 규정되어 있다. 또한 처분 사업자는 처분시설의 안전성 평가를 통해 부지특성을 고려한 방사성폐기물 인수기준(Site Specific Waste Acceptance Criteria, SWAC)을 규정하며, 발생자는 이 기준에 따라 중${\cdot}$저준위 방사성폐기물을 관리, 처리, 인도하도록 규정되어 있다. 상기 규정과 기준을 준수하기위해 폐기물 발생자는 처분대상이 되는 폐기물을 처분시설로 운반하기 이전에 처분적합성을 사전에 입증하여야 하며 이를 위하여 관련 제도 및 절차인 방사성폐기물인증프로그램을 개발하여야 한다. 본 연구에서는 원자력 선진국들에서 시행하고 있는 방사성폐기물인증프로그램에 대한 심층 분석을 통해 국내 원전에 적용 가능한 인증프로그램 초안을 개발하였고, 그 적용성을 검증하기 위하여 현재 울진 1, 2 발전소에서 시범 적용하고 있다. 앞으로 시범적용 결과분석을 통해 국내 여건에 부합하는 방사성폐기물인증프로그램을 개발하고자 한다.

The objective of the present study is the depth and layout optimizations of a single layer, high level radioactive waste repository in a discontinuous rock mass with special joint set arrangements. A single layer repository model, considering variations in the repository depths, pitches, and tunnel spacings, is used to analyze the thermomechanical interaction behavior. It is assumed that the repository is constructed in saturated granite with joints; the PWR spent fuel in a disposal canister is installed in a deposition drift which is then sealed with compacted bentonite; and the backfill material is filled in the repository tunnel. The decay heat generated by the high level radioactive wastes governs the thermomechanical behavior of the near field rock mass of the repository. The temperature and displacement behavior of the repository is influenced more by the pitch variations than the tunnel spacing and repository depth. However, the stress behavior is influenced more by the repository depth variations than the pitch and tunnel spacing. For the final selection of the tunnel spacing, pitch, and repository depth, other aspects such as the nuclide migration through a groundwater flow path, construction costs, operation costs, and so on should be considered.
The amount of the high level radioactive wastes in Korea will be increased up to 14,297 MTU about 2010 year. Most of countries adopt the concept of deep burial repository in high level radioactive waste disposal. Because the high level radioactive wastes are very toxic in biosphere and to human, the data verifing its never return to the biosphere are requisite for the disposal. Presently, the evaluating techniques for the high level radioactive waste disposal are not fully developed. Therefore, in order to dispose the high level radioactive wastes in proper time the R & D of it is urged in our country. The R & D and/or the international joint research programme for the disposal of high level wastes have already been proceeded. In our country no plan for its disposal has been prepared. It is the time that the direction of the R & D is to be discused seriously. The R & D for the disposal of high level radioactive wastes in Korea is believed to be focused on developing the pecular techniques such as in situ characteristics of groundwater flowage, and change of properties of in situ rock mass at thermal effects.
The second-stage near surface disposal facility for low and very low level radioactive waste's permanent disposal is to be built. During the institutional control period, the inadvertent intrusion of the general public is limited. But after the institutional control period, the access to the general public is not restricted. Therefore human who has purpose of residence and resource exploration can intrude the disposal facility. In this case, radioactive effects to the intruder should be limited within regulatory dose limits. This study conducted the safety assessment of human intrusion on the second-stage surface disposal facility through drilling and post drilling scenario. Results of drilling and post drilling scenario were satisfied with regulatory dose limits. The result showed that post-drilling scenario was more significant than drilling scenario. According to the human intrusion time and behavior after the closure of the facility, dominant radionuclide contributing to the intruder was different. Sensitivity analyses on the parameters about the human behavior were also satisfied with regulatory dose limits. Especially, manual redistribution factor was the most sensitive parameter on exposure dose. A loading plan of spent filter waste and dry active waste was more effective than a loading plan of spent filter waste and other wastes for the radiological point of view. These results can be expected to provide both robustness and defense in depth for the development of safety case further.
The Korea Atomic Energy Research Institute (KAERI) is planning the construction of the KIJANG Research Reactor (KJRR) for stable supply of 99Mo. The Fission 99Mo Production Process (FMPP) of KJRR produces solid waste such as spent uranium cake and alumina cake, and liquid waste in the form of intermediate level liquid waste (ILLW) and low level liquid waste (LLLW). This study thus established the operating range and optimum operating conditions for the cementation of ILLW from FMPP. It also evaluated whether cement waste form samples produced under optimum operational conditions satisfy the waste acceptance criteria (WAC) of a disposal facility in Korea (Korea radioactive waste agency, KORAD). Considering economic feasibility and safety, optimum operational conditions were achieved at a w/c ratio of 0.55, and the corresponding salt content was 5.71 wt%. The cement waste form samples prepared under optimum operational conditions were found to satisfy KORAD's WAC when tested for structural stability and leachability. The results indicate that the proposed cementation conditions for the disposal of ILLW from FMMP can be effectively applied to KJRR's disposal facility.
한국원자력환경공단은 처분시설 내 1단계 인수·저장구역의 인수검사 공간 및 드럼 취급 공간 부족에 대한 문제를 해결하기 위하여 방폐물검사건물을 건설하여 저장·처리능력을 확충할 예정이다. 본 연구에서는 MCNP 코드를 이용하여 방폐물검사건물 내 저장구역에서 취급하는 해체 방사성폐기물 대상 신형처분용기를 대상으로 작업종사자의 피폭선량을 평가하였다. 평가결과, 시설 내 저장 가능한 최대 용기 개수(304개)와 방사선작업에 대한 연간 예상 작업시간(약 306시간)에 대하여 연간 집단선량은 총 84.8 man-mSv로 계산되었다. 시설 내 총 304개의 신형처분용기(소형/중형 타입)가 저장 완료된 시점에서 인수검사, 처분검사를 위한 작업종사자의 투입인력은 총 25명, 작업종사자 당 예상피폭선량은 연평균 3.39 mSv로 산출되었다. 소형용기 취급 시 작업종사자의 고방사선량 작업에 따른 작업효율과 방사선적 안전성 확보를 위해서는 콘크리트 라이너의 두께를 증가시키는 추가적인 차폐가 필요할 것으로 평가되었다. 향후 본 연구를 바탕으로 실측기반의 해체폐기물의 선원항과 특성을 활용하여 방사선작업 당 작업시간 및 투입인력을 산출함으로써 작업종사자의 최적의 방사선작업조건을 도출할 수 있을 것으로 사료된다.
