This article refers to the Space security legislation in South Korea and Poland. Both states have already prepared some legislation on Security in Space- the question is the following- if there is still a need of progress and if those presented legislation are sufficient for the practical purposes of the peaceful uses of Outer Space. South Korea is a much more experienced state in using space than Poland; the same seems with the legislation. Poland as less experienced state in this matter has lots of ambitions to create the efficient legislation on Space security, so it must follow the good examples of states and institution in this matter. One of them is Korea. On the other state, Poland as a Member of EU must implement the European law in space security (in particular SSA), which seems to be priceless and efficient for the international cooperation in Space.
This article examines the image of the nation of the Union of Myanmar (Burma) by comparing the history textbook and the civic textbook prescribed in state schools during the period of independence from 1948 to 1958. After the Second World War, the political conditions gave the way for the formation of the Union of Myanmar composed of ethnic nationals in Myanmar. To shape the national identity, the newly-founded independent nation in 1948, introduced textbooks in history and civics for the purpose of nation building. The paper concludes that the history textbook illustrated the golden ages of the Myanmar kingdom by way of national consolidation and portrayed ethnic nationals as homogenous; on the other hand, the civic textbook defined a citizen as one who is born and raised in Myanmar; it also included migrant Asians such as Chinese and South Asians in the fold. The history textbook aspired for the national consolidation of ethnic nationals for the strength and prosperity of the country while the civic textbook required cooperation from both ethnic nationals and migrant Asians for peace and development of the country and the world.
Koreans have emphasized education as the primary means to reconstruct our country means to reconstruct our country after two catastrophic events-the Japanese occupation and the Korean War(1950-1953). In order to further increaser our manufac- turing capabilities and double the per-capita income by the beginning of the 21st century, we must improve productivitiy and encourage creatitivity in all sectors of our country. The S & T community's efforts in research and development. education, and interna-tional cooperation will be invaluable in determining our direction and reaching these goals. The general public is eager to peacefully unite our foreign powers since 1945. Toward that end. members of the S & T community are willing to coope-rate with our north Korean counterparts in all areas of S & T with the exception of defense related endeavors. Establi-shing scientific ties with north Korea will result in mutual economic benefit and greater regional stability in East Asia. In particular. scientists and manu-facturers in each province are eager to initiate cordial and professional relation-ships with north Korea in the hopes of securing these benefits. The Korean Federation of Science and Technology Societies(KOFST) has played an important role both in developing S & T policies, and in gostering the frowty of S & T societies. A non-governmental umbrella organization composed of over 251 professional societies, KOFST facili-tates the transfer of research outcomes and technology from research institutions to the various industries. KOFST also seeks to increase cooperation between the countries of the Pacific Rim. As evidence of that, we have pursued joint research and industrial ventures with China. Established projects include those on environmental conditions in the Yellow Sea, and improvement of aircraft manufacturing, telecommunica-tion equipment, and agricultural produ-cts. Increased cooperation between the Pacific Rim countries, particularly in S & T, would foster social and economic development for the region as a whole.
South Korea and Japanese governments have never responded cooperatively to North Korea cyber threats in the past 10 years or even before that. The study has applied the four stage "Model of State Behavior in Crisis" to trace the post 9/11 crisis foreign policy decision making process in Pakistan. It argues that ominous attacks on the United States by al-Qaeda and subsequent declaration of President Bush to fight against terrorism transformed the global and regional politico-security dimensions at t1 stage. Being a neighboring country, Pakistan's support was inevitable in the war on terror and Washington applied coercive diplomacy to win the cooperation from Islamabad. Consequently, in case of decline to accept American demands, Pakistan perceived threat to basic values/objectives of the country and simultaneous time pressure amplified the psychological stress in decision makers at t2 stage. The rising of east-north economic bloc is notable in world economy due to the rapidly growth of china economy. The China's economic standing is gradually higher and higher because the joining of the WTO at 2001, development of the exterior open-door policy and the expansion of the trade between chain and several nations. Since Korea and China normalized diplomatic ties in 1992, the two have made remarkable progress in bilateral relations in the fields of economy and diplomacy in particular. The amount of Korea's trade with China has increased by over 20% a year on the average because of the development of the economic cooperation of Korea and China. That is to say, China was sixth trade partner by the end of 1993, based on the amount of trade. But China became third partner at 1993, second partner at 2003 and first partner at the first half of 2004, based on the amount of trade. Korea can not trade with China from the Korea's port opening period to Cold War period after second world war. But historically, the two countries have shared a active and long history of trade relations from the ancient times up to now. This is because two countries get near geographically and two countries have a implication of history and culture. Not only had Korea trade with China at prehistoric age, but also at BC 7. The patent war between Apple and Samsung which started in the year of 2011 presents us a good example of a multifaceted technological strategies, frequently found in high-tech industries. The patent litigation represents a competitive structure, while the patent citation of counterpart's technology demonstrates the underlying cooperative relationship between two leading firms in smart-phone industry. However, the previous studies have mostly concentrated on one aspect in inter-firm relationship, providing only a partial aspect of technological management issues often faced by high-tech companies today. We also have a limited understanding on the technological trajectory or how the core technology evolve over time in high-tech industry where technological knowledge is the main source of competitive advantage. To overcome the drawbacks in the previous studies, we examine the coopetitive nature of inter-organizational relationship with simultaneous perspectives of competition and cooperation in smart-phone industry. To this end, this study analyzes patent-litigation for revealing the competitive nature and patent-citation network for the cooperative nature by utilizing patent citation data. By doing so, we identify the specific patterns of technological knowledge flows and the direction of technological strategy and the relevant policy under the circumstance of coopetition ecosystem.
This study reviewed both consumer movement and consumer policy of government in Japan. Their evolution since the Second World War will be reviewed and compared multiple periods, after the Second World war till the late 1960s, the period of the 1970s, the period after 1980s. In addition, firms' consumer satisfaction policies were briefly reviewed in order to fully understand consumer protection activities in japan. This study found four major characteristics of consumer protection activities led by both voluntary consumer organizations and government. First, consumer protection policy of government in Japan after the late 1960s was more active than that of consumer movement by consumer organizations. Second, major concerns for consumer protection were variant over time. The major goal in the first stage of period(during the 1960s) was to protect consumer safety from defective and dangerous goods and services, whereas the goal after the late 1970s was extended to cover various areas concerning the quality of life. Those areas refer to the quality of services, the way of sales and marketing, pollution of environment, and the quality of consuming life. Third, this study found that computer networks, aiming at collecting and analyzing the very useful to improve the consuming life of Japanese by providing sufficient consumer information to encourge rational choices of consumers. Forth, a close cooperation between the central and local administrations was crucial for the successful outcome In Japan This paper gives us useful guideline regarding how to improve consumer movement and govemments' policies for protecting consumer in Korea. In addition, other lessons on successful consumer satisfaction policies of Japanese firms may enable Korean firms to shape effective consumer policies of enhancing their competitiveness.
The theme of Caucasus in Russian literature stemmed from A. Pushkin's The Prisoner of the Caucasus (1820) became expended when it reached to writer Bestuzhev-Marlinsky. The writer's magnum opus, Allamat-Bek (1832), was based on a real historical event. Being proponent to the side of Russian ideology, this work strongly presents that the primary task the Russian Imperialist government paused in this region at the time was civilization of the Caucasus through diplomatic and humanistic ways. There are three main protagonists in this work, but Berkhovsky and Sultan Akhmet-Khan are the characters who stand for the contradictory views toward the "war between Russia- Caucasus." While the former, Berkhovsky, thinks that the conflict between the two parties might be solved by means of communication and cooperation, the latter, on the other hand, is opposed to any of peaceful completion of this war. Allamat-Bek, the main hero of this work, however, passes away, going back and forth between loyalty and renegation. The author goes on to describe that Berkhovsky considers the Caucasus as Eden, the land of fruits, unlike Russia which appears as the land of labor. Yet, for Berkhovsky the Caucasus is presented as the land which needs enlightenment. This is the transformation of the so-called typical Western Orientalism. Bestuzhev-Marlinsky does not take side of either evil or good between the Russian Orthodoxy and the Islam, that is the conflict between the two opponent parties. The writer, instead, argues that this is just difference between the familiar and the strange, that is, the svoi and the chuzhoi. What is the very picture the writer wants to show the reader, then, is that it is petty and sad to see the unavoidable violent progress which happened and experienced by the indigenous people during the civilization of the Caucasus by the Russian Imperialist government.
This article aims to inquire into the decision making system and the sources of the original documents made by means of it in Imperial Japan, the colonial Chosun, GHQ, and the occupied Japan in terms of the post-war treatments of compensation on the Japanese colonial rules. It deals with them from 1910 to 1952 in the perspective of history and archivistics. This article attempts to establish the foundation on which the perception of the documents made in the Imperial Japan, its colony, and the occupied territory would be widened by placing the colonial rules and the compensation on them into a continuous line. The records of Japan's forced occupation of Korea during 1910-1945, and the original records documenting the decision making process of post-war compensation under GHQ, 1945-1952, have been dispersed in Korea, Japan and the United States. This dispersed preservation was mainly due to the complicated decision-making process among Governor-General of Chosun, the Japanese Imperial government, and the GHQ. It was the top-down styled, dual decision making system, in which the critical policies, personnel, and budget had been decided in Imperial homeland, while their implementations were made in the colonies. As a result, the records documenting the whole process of domination have been preserved dispersedly in Japan and its colonies. In particular, the accounts of not yet paid Korean workers that was forced to mobilize in Japan's colonial periods, which is emerging as the diplomatic conflict between Korea and Japan, had been dealt in the decrees of the Japanese government and policy-making of GHQ. It has already been changed to the problem as 'economic cooperation' from the 'debt'. Also, the critical records for post-war compensation were preserved dispersedly in the United States and Japan under the top-down decision making process of GHQ-Japan. Therefore, the dispersed records of 1910-1952 about the colonial rules by the Imperial Japan and the post-war compensation on them must be re-investigated for the adequate documentation in the context of time and space.
