The Intergovernmental Panel on Climate Change(IPCC) has identified the causes of climate change and come up with measures to address it at the global level. Its key component of the work involves developing and assessing future climate change scenarios. The IPCC Expert Meeting in September 2007 identified a new greenhouse gas concentration scenario "Representative Concentration Pathway(RCP)" and established the framework and development schedules for Climate Modeling (CM), Integrated Assessment Modeling(IAM), Impact Adaptation Vulnerability(IAV) community for the fifth IPCC Assessment Reports while 130 researchers and users took part in. The CM community at the IPCC Expert Meeting in September 2008, agreed on a new set of coordinated climate model experiments, the phase five of the Coupled Model Intercomparison Project(CMIP5), which consists of more than 30 standardized experiment protocols for the shortterm and long-term time scales, in order to enhance understanding on climate change for the IPCC AR5 and to develop climate change scenarios and to address major issues raised at the IPCC AR4. Since early 2009, fourteen countries including the Korea have been carrying out CMIP5-related projects. Withe increasing interest on climate change, in 2009 the COdinated Regional Downscaling EXperiment(CORDEX) has been launched to generate regional and local level information on climate change. The National Institute of Meteorological Research(NIMR) under the Korea Meteorological Administration (KMA) has contributed to the IPCC AR4 by developing climate change scenarios based on IPCC SRES using ECHO-G and embarked on crafting national scenarios for climate change as well as RCP-based global ones by engaging in international projects such as CMIP5 and CORDEX. NIMR/KMA will make a contribution to drawing the IPCC AR5 and will develop national climate change scenarios reflecting geographical factors, local climate characteristics and user needs and provide them to national IAV and IAM communites to assess future regional climate impacts and take action.

A railway SCADA system is a control systems that provide the trains with the electricity. A railway SCADA system sends commands to the RTUs(remote terminal unit) and then it gathers status information of the field devices in the RTUs or controls field devices connected with the RTUs. The RTU can controls input output modules directly, gathers the status information of the field devices connected with it, and send the information to the control center. In this way, a railway SCADA system monitors and controls the electricity power for running trains. The cyber attackers may use some vulnerabilities in the railway SCADA system software to attack critical infrastructures. The vulnerabilities might be created in the railway software development process. Therefore it need to detect and remove the vulnerabilities in the control system. In this paper we propose a new control protocol fuzzing method to detect the vulnerabilities in the DNP3 protocol based application running on VxWorks in RTU(Remote Terminal Unit) that is a component of the centralized traffic control system for railway. Debug-channel based fuzzing method is required to obtain process status information from the VxWorks.
Particulate matter (PM) affects the human, ecosystems, and weather. Motorized vehicles and combustion generate fine particulate matter (PM2.5), which can contain toxic substances and, therefore, requires systematic management. Consequently, it is important to monitor and predict PM2.5 concentrations, especially in large cities with dense populations and infrastructures. This study aimed to predict PM2.5 concentrations in large cities using meteorological and chemical variables as well as satellite-based aerosol optical depth. For PM2.5 concentrations prediction, a random forest (RF) model showing excellent performance in PM concentrations prediction among machine learning models was selected. Based on the performance indicators R2, RMSE, MAE, and MAPE with training accuracies of 0.97, 3.09, 2.18, and 13.31 and testing accuracies of 0.82, 6.03, 4.36, and 25.79 for R2, RMSE, MAE, and MAPE, respectively. The variables used in this study showed high correlation to PM2.5 concentrations. Therefore, we conclude that these variables can be used in a random forest model to generate reliable PM2.5 concentrations predictions, which can then be used to assess the vulnerability of schools to PM2.5.

In this study, we collected cases of accidents caused by swell in the east coast of Korea from 2013 to 2017. The location of the accident, the season, the type of coast and the type of damage were classified and the correlation between the accident and the wave data was analyzed by collecting the observation data of the nearby area at the time of the accident. Also, based on the results of the coastal disaster vulnerability assessment of Korea Hydrographic and Oceanographic Agency, the vulnerability grades of swell accidents area were evaluated. In swell accident area, the average grade of the wave exposure index was 4.91, the wave sensitivity index was 3.87, and the wave impact index was 4.90. As a result, most of the swell accidents occurred in the 5 grade (very vulnerable level) of the wave impact index, and the area of the east coast (78.7%) of the same 5 grade was classified into five types according to the wave sensitivity index result. Finally, a countermeasures was taken for characteristics of each type.
For comprehensively assessment the water resources performance of multi-purpose dams and water supply dams in South Korea, a methodology was proposed to utilize the durational reliability along with the integrated auxiliary indicators including resiliency, dimensionless vulnerability, water resource efficiency, specific inflow, and specific water supply. In addition, for the purpose of sustainable dam operation in the future, a plan to grade the water resources performance was presented to periodically evaluate the performance and determine the priority of each dam's structural or non-structural planning according to the evaluation results. As major results, in the case of Sumjingang Dam, the durational reliability was 99.0%, but the integrated auxiliary index was the lowest of 44 points, which was 5th grade. This means that despite the current high reliability, hydrological changes due to future climate change or regional change of water demand-supply balance can have significant impacts on the water resources performances. In contrast, the Chungju Dam with a durational reliability of 93.0%, which is below the average among all multi-purpose dams, shows the 76 points of the integrated auxiliary index, which is 3rd highest following the Soyanggang Dam and the Namgang Dam. Nevertheless, due to the size of the basin, the specific inflow is sufficiently high as 185%, so the actual performance could be evaluated relatively high. The water supply dams designed for a single purpose tend to be evaluated relatively high because they have a high proportion of industrial and municipal water supply and have enough room for the supply capacity.

This study is a follow-up study of vulnerable areas according to the vulnerability assessment of groundwater resource management in Korea. In this study, an optimal operation plan for groundwater resource management was proposed for areas vulnerable to groundwater resource management in Korea derived from previous studies. Prior to presenting the optimal operation plan for groundwater resource management, this study grasped the current status of changes in groundwater level and seawater penetration area for vulnerable areas using MODFLOW, a groundwater flow analysis program. As a result of the analysis using basic data for 10 years from 2009 to 2018, the groundwater level fell and the sea infiltration area increased. The final purpose of this study, the optimal operation plan for groundwater resource management, was selected as a total of four alternatives that can be expected to have positive effects to increase groundwater level and reduce seawater penetration. As a result of analyzing the amount of change in groundwater level and seawater penetration by applying the selected optimal operation plan, positive effects were found in all methods. It is expected that the optimal operation plan for groundwater resource management proposed in this study will be applied not only to vulnerable areas of groundwater resources in Korea but also to areas requiring development to establish efficient groundwater resource management measures.

Climate change is significantly affecting coastal areas, and its impacts are expected to intensify. Recent studies on climate change adaptation and risk assessment in coastal regions increasingly integrate the concepts of recovery resilience and vulnerability. The aim of this study is to develop a measurement model for coastal hazard recovery resilience in the context of climate change adaptation. Before constructing the measurement model, a comprehensive literature review was conducted on coastal hazard recovery resilience, establishing a conceptual framework that included operational definitions for vulnerability and recovery resilience, along with several feedback mechanisms. The measurement model for coastal hazard recovery resilience comprised four metrics (MRV, LRV, RTSPV, and ND) and a Coastal Resilience Index (CRI). The developed indices were applied to domestic coastal erosion cases, and regional analyses were performed based on the index grades. The results revealed that the four recovery resilience metrics provided insights into the diverse characteristics of coastal erosion recovery resilience at each location. Mapping the composite indices of coastal resilience indicated that the areas along the East Sea exhibited relatively lower coastal erosion recovery resilience than the West and South Sea regions. The developed recovery resilience measurement model can serve as a tool for discussions on post-adaptation strategies and is applicable for determining policy priorities among different vulnerable regional groups.

There is a growing interest in establishing a regional climate change adaptation policy as the climate change impact in the region and local scale increases. This study focused on the analysis of 32 regions on its characteristics of local climate change adaptation plans. First, statistic program R was used for conducting cluster analysis based on the frequency and budgets of adaptation plan. Further, we analyzed damage frequency from newspapers regarding climate change impacts in eight categories which were caused by extreme weather events on 2,565 cases for 24 years. Lastly, the characteristics of climate change adaptation plan was compared with damage frequency patterns for evaluating the adequacy of climate change adaptation plan on each cluster. Four different clusters were created by cluster analysis. Most clusters clearly have their own characteristics on certain sectors. There was a high frequency of damage in 'disaster' and 'health' sectors. Climate change adaptation plan and budget also invested a lot on those sectors. However, when comparing the relative rate among regional governments, there was a difference between types of damage and climate change adaptation plan. We assumed that the difference could come from that each region established their adaptation plans based on not only the frequency of damage, but vulnerability assessment, and expert opinions as well. The result of study could contribute to policy making of climate change adaptation plan.
Global warming becomes a serious issue that poses subsidiary issues like a sea level rise or a capricious climate over the world. Because of severe heat-wave of the summer in Korea in 2016, a big attention has been focused on urban heat island since then. Not just about heat-wave itself, many researches have been concentrated on how to adapt in this trendy warming climate and weather in a small scope. A big part of existing studies is mitigating "Urban Heat Island effect" and that is because of huge impervious surface in urban area where highly populated areas do diverse activities. It is a serious problem that this thermal context has a high possibility causing mortality by heat vulnerability. However, there have been many articles of a green infrastructures' cooling impact in summer. This research pays attention to measure cooling effect of a street planting considering urban canyon and type of green infrastructures in neighborhood scale. This quantitative approach was proceeded by ENVI-met simulation with a spatial scope of a commercial block in Seoul, Korea. We found the dense double-row planting is more sensitive to change in temperature than that of the single-row. Among the double-row planting scenarios, shrubs which have narrow space between the plant and the land surface were found to store heat inside during the daytime and prevent emitting heat so as to have a higher temperature at night. The quantifying an amount of vegetated spaces' cooling effect research is expected to contribute to a study of the cost and benefit for the planting scenarios' assessment in the future.
In order to manage information security risk, various information security level evaluation and information security management system certification have been conducted on a larger scale than ever. However, there are continuous cases of infringement of information protection for companies with excellent information security evaluation and companies with excellent information security management system certification. The existing information security risk management methodology identifies and analyzes risks by identifying information assets inside the information system. Existing information security risk management methodology lacks a review of where cyber threats come from and whether security devices are properly operated for each route. In order to improve the current risk management plan, it is necessary to look at where cyber threats come from and improve the containment level for each inflow section to absolutely reduce unnecessary cyber threats. In addition, it is essential to measure and improve the appropriate configuration and operational level of security equipment that is currently overlooked in the risk management methodology. It is necessary to block and enter cyber threats as much as possible, and to detect and respond to cyber threats that inevitably pass through open niches and use security devices. Therefore, this paper proposes additional evaluation items for evaluating the containment level against cyber threats in the ISMS-P authentication items and vulnerability analysis and evaluation items for major information and communication infrastructures, and evaluates the level of security equipment configuration for each inflow.
