Detection and Recognition of Vehicle License Plates using Deep Learning in Video Surveillance

  • The number of vehicles has increased exponentially over the past 20 years due to technological advancements. It is becoming almost impossible to manually control and manage the traffic in a city like Karachi. Without license plate recognition, traffic management is impossible. The Framework for License Plate Detection & Recognition to overcome these issues is proposed. License Plate Detection & Recognition is primarily performed in two steps. The first step is to accurately detect the license plate in the given image, and the second step is to successfully read and recognize each character of that license plate. Some of the most common algorithms used in the past are based on colour, texture, edge-detection and template matching. Nowadays, many researchers are proposing methods based on deep learning. This research proposes a framework for License Plate Detection & Recognition using a custom YOLOv5 Object Detector, image segmentation techniques, and Tesseract's optical character recognition OCR. The accuracy of this framework is 0.89.

  • In the environment of instant messengers, the recognition of human emotions and its automated representation with personalized 3D character animations facilitate the use of affectivity in the machine-based communication, which will contribute to enhanced communication. This paper describes an emotional messenger system developed for the automated recognition and expression of emotions for IPTVs (Internet Protocol televisions). Aiming for efficient delivery of users' emotions, we propose emotion estimation that assesses the affective contents of given textual messages, character animation that supports both 3D rendering and video playback, and smart phone-based input method. Demonstration and experiments validate the usefulness and performance of the proposed system.

  • Video image based technology is being used in various fields with continuous development. The demand for vision system technology that analyzes and discriminates image objects acquired through cameras is rapidly increasing. Image processing is one of the core technologies of vision systems, and is used for defect inspection in the semiconductor manufacturing field, object recognition inspection such as the number of tire surfaces and symbols. In addition, research into license plate recognition is ongoing, and it is necessary to recognize objects quickly and accurately. In this paper, propose a recognition model through the rotational alignment of objects after checking the angle value of the tilt of the object in the input video image for the recognition of inclined objects such as numbers or symbols marked on the surface. The proposed model can perform object recognition of the rotationally sorted image after extracting the object region and calculating the angle of the object based on the contour algorithm. The proposed model extracts the object region based on the contour algorithm, calculates the angle of the object, and then performs object recognition on the rotationally aligned image. In future research, it is necessary to study template matching through machine learning.

Semi-Supervised Learning Based Anomaly Detection for License Plate OCR in Real Time Video

  • Recently, the license plate OCR system has been commercialized in a variety of fields and preferred utilizing low-cost embedded systems using only cameras. This system has a high recognition rate of about 98% or more for the environments such as parking lots where non-vehicle is restricted; however, the environments where non-vehicle objects are not restricted, the recognition rate is about 50% to 70%. This low performance is due to the changes in the environment by non-vehicle objects in real-time situations that occur anomaly data which is similar to the license plates. In this paper, we implement the appropriate anomaly detection based on semi-supervised learning for the license plate OCR system in the real-time environment where the appearance of non-vehicle objects is not restricted. In the experiment, we compare systems which anomaly detection is not implemented in the preceding research with the proposed system in this paper. As a result, the systems which anomaly detection is not implemented had a recognition rate of 77%; however, the systems with the semi-supervised learning based on anomaly detection had 88% of recognition rate. Using the techniques of anomaly detection based on the semi-supervised learning was effective in detecting anomaly data and it was helpful to improve the recognition rate of real-time situations.

  • Recently, due to the development of mobile phone and supply of smart phone, many contents have been developed. Especially, since the small-sized cameras are equiped in mobile devices, people are interested in the image based contents development, and it also becomes important part in their practical use. Among them, the character recognition system can be widely used in the applications such as blind people guidance systems, automatic robot navigation systems, automatic video retrieval and indexing systems, automatic text translation systems. Therefore, this paper proposes a system that is able to extract text area from the natural images captured by smart phone camera. The individual characters are recognized and result is output in voice. Text areas are extracted using Adaboost algorithm and individual characters are recognized using error back propagated neural network.

  • This paper implements a remote image based metering(IBM) system which capture meter image, recognizes number automatically, and send the data wirelessly through PCS data network. We use existing gas/water meter and get NTSC camera image by installing small monochrome CMOS camera on the meter closely. For remote data transfer, we use SMS (short message service) that is provided by commercial PCS network. We developed DVR(digital video recorder) for capturing meter image and character recognition algorithm. In addition, hardware and software for SMS and meter selector were developed.

  • In this paper, after inputting the computer with the attached number plate on the vehicle, using it, the color decomposition method and back propagation neural network proposed the extractable method of the vehicle number plate at high speed. This method separated R, G, B signal form input moving vehicle image to computer through video camera, then after transform this R, G, B signal into input image data of the computer by using color depth of vehicle number plate and store up binary value in the memory frame buffer. After adapting character's recognition algorithm, also improving this, by adapting back propagation neural network makes the vehicle number plate recognition system. Also minimalizing the similar color's confusion, adapting horizontal and vertical extracting algorithm by using the vehicle's rectangular architecture shows the extract and character's recognition of the vehicle number plate at high speed.

Implementation of Character and Object Metadata Generation System for Media Archive Construction (미디어 아카이브 구축을 위한 등장인물, 사물 메타데이터 생성 시스템 구현)

  • In this paper, we introduced a system that extracts metadata by recognizing characters and objects in media using deep learning technology. In the field of broadcasting, multimedia contents such as video, audio, image, and text have been converted to digital contents for a long time, but the unconverted resources still remain vast. Building media archives requires a lot of manual work, which is time consuming and costly. Therefore, by implementing a deep learning-based metadata generation system, it is possible to save time and cost in constructing media archives. The whole system consists of four elements: training data generation module, object recognition module, character recognition module, and API server. The deep learning network module and the face recognition module are implemented to recognize characters and objects from the media and describe them as metadata. The training data generation module was designed separately to facilitate the construction of data for training neural network, and the functions of face recognition and object recognition were configured as an API server. We trained the two neural-networks using 1500 persons and 80 kinds of object data and confirmed that the accuracy is 98% in the character test data and 42% in the object data.

Robust Motorbike License Plate Detection and Recognition using Image Warping based on YOLOv2 (YOLOv2 기반의 영상워핑을 이용한 강인한 오토바이 번호판 검출 및 인식)

  • Automatic License Plate Recognition (ALPR) is a technology required for many applications such as Intelligent Transportation Systems and Video Surveillance Systems. Most of the studies have studied were about the detection and recognition of license plates on cars, and there is very little about detecting and recognizing license plates on motorbikes. In the case of a car, the license plate is located at the front or rear center of the vehicle and is a straight or slightly sloped license plate. Also, the background of the license plate is mainly monochromatic, and license plate detection and recognition process is less complicated. However since the motorbike is parked by using a kickstand, it is inclined at various angles when parked, so the process of recognizing characters on the motorbike license plate is more complicated. In this paper, we have developed a 2-stage YOLOv2 algorithm to detect the area of a license plate after detection of a motorbike area in order to improve the recognition accuracy of license plate for motorbike data set parked at various angles. In order to increase the detection rate, the size and number of the anchor boxes were adjusted according to the characteristics of the motorbike and license plate. Image warping algorithms were applied after detecting tilted license plates. As a result of simulating the license plate character recognition process, the proposed method had the recognition rate of license plate of 80.23% compared to the recognition rate of the conventional method(YOLOv2 without image warping) of 47.74%. Therefore, the proposed method can increase the recognition of tilted motorbike license plate character by using the adjustment of anchor boxes and the image warping which fit the motorbike license plate.

Design and Implementation of Visual Information Extraction System for Education (학습용 시각 정보 인식 시스템의 설계 및 구현)

  • As propagation of mobile smart devices is widespread, it is an observable trend that the cases of utilizing them are increasing in the school programs, and it is also anticipated that they will be very important part of the educational equipment in near future. For this reason the department of education and science technology has announced a medium and long term project on the education with smart device, which is undergoing the preparation stage, and the various academic and industrial institutes have actively produced the related research results and the application prototypes. In this paper we propose a framework on design and implementation of a visual context recognition system for educational purpose usable in the school program by utilizing a module for recognition of the texts embedded in the image captured by video camera from mobile smart device. The system proposed in this paper is consisted of the four modules, such as, image acquisition, image processing, information extraction, and knowledge representation, which are explained in details with the practical examples.
