A Study on the Smart Maritime Traffic Safety Monitoring System Based on AI & AR (AI와 AR기반의 스마트 해상교통안전모니터링 시스템에 관한 연구)

  • Vessels sail according to the COLREG to prevent a collision. However, it is difficult to apply COLREG under special situation as heavy traffic, at this time personal skills of the operator are required. In this case, traffic control is required through the maritime traffic monitoring system. Therefore, maritime traffic management is globally implemented by VTS. In this system, VTS of icer uses the VTS system to assess risks and recommends possible safety operation to vessels with radio systems. This study considers that the risk analysis method with AI (Artificial Intelligence) technology from the operator's aspect. In addition, the research explains the Maritime Traffic Safety Monitoring System, Including AR (Augmented Reality) technology to increase vessel control efficiency. This system is able to predict hazards and risk priorities, and it leads to sequential elimination of dangerous situations. Especially, the hazard situations can be analyzed from operator's perspective of each vessel instead of the VTS officer's aspect, which is more practical than the conventional method. Furthermore, the result of analysis enables to comprehend quantitative hazardous areas and support recommended routes to avoid a collision. As a result, I firmly believe that the system will support to prevent a collision in complex traffic waters. In particular, it could be adopted as a collision prevention system for Maritime Autonomous Surface Ship, which occupies a significant proportion in Maritime 4th industrial revolution.

A Fundamental Study on Advanced VTS System through Statistic Analyzing Traffic Accidents in VTS area (해양사고 통계분석을 통한 VTS 개선방안에 관한 기초연구)

  • Although it is expected to provide fundamental data for advanced VTS system by analyzing traffic accidents in VTS area, there is no quantitative analysis to find it.. In this research, it is examined and analyzed marine casualties records(1999-2004), data of Port-MIS and data of each VTS center. The results of this research are as below. 1) It is necessary to reduce traffic accident and to improve VTS operating system. 2) It is discovered for statistical discrepancy between vessels controlled by VTS and vessels not controlled by VTS in accident cause, visibility, perception distance and cause of late perception in collision accidents 3) It is necessary for VTS assistance to be positive and to made in ample time consecutively. 4) As the result of traffic accident prediction model, it is necessary to develop a system improving VTS operators' ability to identify dangerous ships.

  • 해상교통관제시스템(Vessel Traffic System: VTS)에서는 해상 사건/사고를 사후 확인하거나 해상 교통량 확인을 위해 사용하기 위한 목적으로 VTS에서 발생하는 데이터를 저장 및 관리한다. 특정 지역에 대한 장시간 교통량 확인에서는 녹화된 재생 데이터를 고속 배속으로 실행시켜 살펴보는 것이 시간 단축에 큰 도움이 된다. 그런데 일반 영상이 아닌 VTS 서브 시스템간 주고 받은 메시지와 영상이 포함된 VTS 녹화재생에서는 고속 배속을 지원하는데 자연스럽지 않은 문제점이 발생하고 있다. 따라서 본 논문에서는 VTS 녹화재생 기능이 고속 배속을 지원하기 위해 필요한 요구사항을 분석한다.

  • As per the rapid development of world economics the marine traffic volume was increased accordingly and caused frequent disasters in human lives and natural environment in the consequence of accidents. As the result of the above they started to establish Vessel Traffic System(VTS) and separation scheme in waterway from 1960' to prevent the marin traffic accident but the problem of safety at sea appears now as neither fully defined nor sufficiently analysed. At the present, the dominant factor in establishing the strategy of marine traffic has been safety of navigation concerning only with the ship, but the risk of society derives almost wholly from the nature of cargo. To measure the degree of danger for each ship there is suggested concept of safety factor numbers denoting the level of latent danger in connection with ship and her cargo. In this paper, where the strategy of VTS is put on controlling density of safety factor for control area. it suggested algorithms how to assign the vessels and also to get optimal sequence of vessels located to a sector in the sense of minimizing the passage delay. For the formulation of problem, min max and 0-1 programming methods are applied and developed heuristic algorithm is presented with numerical example to improve the efficiency of calculation.

  • The question of recruitment qualification and standardization of VTS operators is reviewed through comparison with Air Traffic Control(ATC) The comparison reveals greater difference between the two services than commonality. While ATC enjoys a high degree of uniformity nationally and internationally the provision of VIS is dictated by varying local needs. The variety of those needs makes standardization of VTS operation a questionable short term objective. The paper concludes problem solving techniques such as the formal appreciation provide means of matching recruitment and qualification to local requriements.

  • The purpose of this study is to find out what is the functional role of VTS in order to get the people concerned with marine traffic/transportation understand about VTS. VTS could be described as the essential risk management system in both cost effective on cost-benefit analysis and the sea space or time management at port, coastal environment. The important role of the VTS are those functions such as the decision making infrastructure, the passive/active safety measures at sea. VTS could not control/regulate marine traffic as strong as ATC(Air Traffic Control) owing to the marine traffic characters. However, the right and responsibility of VTS finally are belong to the master, pilot and mariners. For the benefit of the electronic technology development, VTS system also cloud be upgraded to communication system from information system. In connection with these system upgrading, the right and responsibility of VTS/staff should be supported by domestic legal system. The followings are presented for VTS to be effective. First, the cooperation and understanding of VTS between the peoples concerned with marine traffic/transportation are essential. Because they are all data supplier and also information consumers. Second, VTS staff/regulator should be selected, educated, trained accordingly as per their career, ability, quality, qualification, certification and etc. Third, the port reliability from VTS users depends on the factors such as economic interests, safety and effectiveness/efficiency of VTS.

  • Recently, there has been interests in smart vessel technology, and it needs to consider an intelligent control system for efficient vessel manangement. In a smart vessel, however, it can cause a network overload due to a number of data transmission from a variety of sensor nodes and bridge nodes. In this letter, we propose an data transmission scheme with data fusion to reduce the number of traffic from the sensor nodes. Hence it can decrease network overload for intelligent vessel management.

Ship Detection Using Background Estimation of Video and AIS Informations (영상의 배경추정기법과 AIS정보를 이용한 선박검출)

  • To support anti-collision between ship to ship and sea-search and sea-rescue work, ship automatic identification system(AIS) that can both send and receive messages between ship and VTS Traffic control have been adopted. And port control system can control traffic vessel service which is co-operated with AIS. For more efficient traffic vessel service, ship recognition and display system is required to cooperated with AIS. In this paper, we propose ship detection system which is co-operated with AIS by using background estimation based on image processing for on the sea or harbor image extracted from camera. We experiment with on the sea or harbor image extracted from real-time input image from camera. By computer simulation and real world test, the proposed system show more effective to ship monitoring.

  • In the present paper, the analysis is on the safe navigation between ships moving each other in restricted waterways under the external force, such as wind or current The numerical simulation of manoeuvring motion was carried out to propose an appropriate safe speed and distance between ships, which is required to avoid marine disasters from the viewpoint of marine safety. From the inspection q this investigation, it indicates the following result In case of proximal navigation between ships under the wind and current, the low-speed vessel is potentially hazardous because the rudder force if low-speed vessel needed for steady-state course-keeping is not sufficient, compared to the high-speed vessel The manoeuvring characteristic based on this investigation will be very useful for keeping the safety of navigation from the practical point of ships design and traffic control in restricted waterways.

  • A mariner feels the ship-handling difficulty when the vessel onboard passes through breakwater. Until now, there is no a layout design of breakwater to take into account the ship-handling difficulty for the mariner. 11Us paper reproduced this situation which ship-handling is difficult by using marine traffic flow simulation, and it applied to Environmental Stress Model as the assessment model which is a quantitative model for evaluating the difficulty of ship-handling arising from restriction in maneuvering water areas and arising from traffic congestion The results are as follows. (1) The layout change of breakwater has little influence for reduction of ship-handling difficulty in the areas of vessel traffic volume. (2) In the situation of same breakwater width, difference of ship speed has an effect on decrease of ship-handling difficulty. (3) Expansion of breakwater width decreases ship-handling difficulty quantitatively.
