A Study on the Origin Verification of China and the Cases disapproved under Korea-China FTA (한·중 FTA체제에서 중국의 원산지검증제도와 원산지불인정사례 연구)

  • This study reviews the origin verification system of China via literature research and analyzes cases of Korean exports origin disapproved of Chinese customs clearance, to provide origin verification strategy recommendations for Korean companies exporting to China under Korea-China FTA. We reviewed the provisions of Chinese rules of origin and analyzed origin disapproved cases gathered from various presentations. The main results of the study have the following implications; First, the customs authority needs to establish a consultation channel with the customs authority of China, and origin certification issuing agencies should provide exporters with consulting services in the certificate issuing stage to reduce verification risk. Second, exporters need to pay attention to the formal requirements of the proof of origin, utilize the advance rulings program of differences in classification of items between Korea and China, and monitor regulatory change in China.

A Study on the Dispute Cases and Improvement Related to the FTA Cumulation: A Focus on the KOREA-ASEAN FTA (FTA 원산지누적 분쟁사례와 개선방안 연구: 한-아세안 FTA를 중심으로)

  • Securing a stable supply chain is becoming a significant concern among countries as the global uncertainty rises with the expansion of global protectionism and the result of what the COVID-19 pandemic has brought around the world. This study has investigated dispute cases between customs authority and trade corporations based on the KOREA-ASEAN FTA and suggested the following implications and improvements: Firstly, the extent (varieties) of the proof document on cumulation and its form should be stipulated and provided through consultation between customs from each contracting party. Secondly, it ought to be prescribed as an obligation so that producers located in the third country can cooperate in providing documents for certification of origin. The duty to provide such documentary evidence should also be specified when making EX-IM contracts. Lastly, origin verification provisions regarding cases to which cumulation is applied have to be complemented so that the verification period's extension can be applied and approved. One can expect that the abovementioned responses on cumulation will enhance the availability of KOREA-ASEAN FTA.

Differences in Diet-Related Attitudes and Demographics by Type of Food-Lifestyle: Focused on Adults in Their 20s and 30s (식생활 라이프스타일 유형에 따른 다이어트 관련 태도와 인구 통계학적 특성의 차이분석: 20, 30대 성인을 중심으로)

  • This study classified respondents by food-lifestyle and investigated differences in diet-related attitudes and demographic variables among food-lifestyle groups. Diet-related attitudes consisted of variables such as interest in diet, trial number of diet, diet period, weight loss, diet motivation, verification of products approved by the Ministry of Food and Drug Safety, verification of manufacturer's reliability, examination of damage cases and side effects, and awareness of consumer protection law. This study administered a questionnaire survey to adults between the ages of 20 and 39 who lived in Daegu and Uijeongbu from November 17th to December 14th 2014. Data collected from 293 respondents were analyzed using descriptive statistics, factor analyses, cluster analysis, analysis of variance (ANOVA) and chi-square tests. Four clusters (passive eating habit group, active eating habit group, convenience oriented group, and taste and health oriented group) were developed according to four factors of food-lifestyle (health-conscious, popularity-seeking, taste-seeking, convenience-seeking). The results of the ANOVA and chi-square tests indicated significant differences in interest in diet, awareness of consumer protection law, verification of products approved by the Ministry of Food and Drug Safety, verification of manufacturer's reliability, examination of damage cases and side effects, gender, education levels and household monthly income levels among food-lifestyle groups.

Detecting Water Pollution Source based on 2D fluid Analysis in Virtual Channel (가상하도 내에서 2차원 흐름분석을 통한 오염원의 유입 지점 탐색)

  • 2D pollutant transport model was applied to the simulation of contaminant transport in the channel. At first, two kinds of virtual channels having different slopes were designed. The distribution of contaminant, which flows from one of the three drainages to the main channel, was simulated by each 2D model. Concentrations of 745 nodes were converted to input data of neural network model (Multi-perceptron) for training and verification using matrix. The first three cases (Case A-1, A-2, A-3) were used for training Multi-perceptron, the other three cases (Case B-1, B-2, B-3) were used for verification. As a result, Multi-perceptron reasonably divided the cases into the three characteristics which have different contaminant distributions due to the different input point of water pollution source. It can be a useful methodology for the water quality monitoring and backtracking.

Two-Dimensional Joint Bayesian Method for Face Verification

  • The Joint Bayesian (JB) method has been used in most state-of-the-art methods for face verification. However, since the publication of the original JB method in 2012, no improved verification method has been proposed. A lot of studies on face verification have been focused on extracting good features to improve the performance in the challenging Labeled Faces in the Wild (LFW) database. In this paper, we propose an improved version of the JB method, called the two-dimensional Joint Bayesian (2D-JB) method. It is very simple but effective in both the training and test phases. We separated two symmetric terms from the three terms of the JB log likelihood ratio function. Using the two terms as a two-dimensional vector, we learned a decision line to classify same and not-same cases. Our experimental results show that the proposed 2D-JB method significantly outperforms the original JB method by more than 1% in the LFW database.

Development of Day Fog Detection Algorithm Based on the Optical and Textural Characteristics Using Himawari-8 Data

  • In this study, a hybrid-type of day fog detection algorithm (DFDA) was developed based on the optical and textural characteristics of fog top, using the Himawari-8 /Advanced Himawari Imager data. Supplementary data, such as temperatures of numerical weather prediction model and sea surface temperatures of operational sea surface temperature and sea ice analysis, were used for fog detection. And 10 minutes data from visibility meter from the Korea Meteorological Administration were used for a quantitative verification of the fog detection results. Normalized albedo of fog top was utilized to distinguish between fog and other objects such as clouds, land, and oceans. The normalized local standard deviation of the fog surface and temperature difference between fog top and air temperature were also assessed to separate the fog from low cloud. Initial threshold values (ITVs) for the fog detection elements were selected using hat-shaped threshold values through frequency distribution analysis of fog cases.And the ITVs were optimized through the iteration method in terms of maximization of POD and minimization of FAR. The visual inspection and a quantitative verification using a visibility meter showed that the DFDA successfully detected a wide range of fog. The quantitative verification in both training and verification cases, the average POD (FAR) was 0.75 (0.41) and 0.74 (0.46), respectively. However, sophistication of the threshold values of the detection elements, as well as utilization of other channel data are necessary as the fog detection levels vary for different fog cases(POD: 0.65-0.87, FAR: 0.30-0.53).

Development and Application of Timeout Protocol on OR (수술실 타임아웃 프로토콜 개발 및 적용)

  • Purpose: This study was conducted to develop a timeout protocol as the process of patients verification in the operating room, and to evaluate its effects. Methods: The timeout protocol was developed based on the experience of practices and the universal protocol of JCAHO 2004. The subjects of this study were 192 surgical members working in the operating room at an university hospital in Daegu, Korea. Results: The timeout protocol was developed in six steps; participants verification, encouragement of compliance, verification of right 3 PSP, agreement of surgical team members, verification of the parties to a patient, patient agreement. The data which have been resulted from the experimental group show significantly higher than those of control group as follows; cognition(t = -6.580, p = .000), contents of performance; progress of anesthesiologist as leader(${\chi}^2$ = 29.029, p = .000), verification of right patient, right site and right procedure(${\chi}^2$ = 40.663, p = .000), participation of surgical team(${\chi}^2$ = 68.412, p = .000), and the number of cases of performance(${\chi}^2$ = 242.900, p = .000). Conclusion: It suggests that medical accidents caused by failures in a preoperative verification process can be prevented if a timeout is conducted active involvement and effective communication among surgical team members for a final verification of the correct patient, procedure, and site.

Alibi Verification and the PCR Method to Estimate the Source of Epidemic for a Few Notified Cases of S. sonnei (산발적으로 신고되는 세균성이질환자의 감염원 추정을 위한 알리바이 확인 및 PCR(Polymerase Chain Reaction) 검사)

  • Objectives : A few culture-confirmed cases of S. sonnei have been notified from Korean hospitals. The source of epidemic can't be firmly determined in such cases because of the rarity of this illness in the local communities and the timing of the outbreaks. The objective of this study is to estimate the source of epidemic by investigating the patients' lifestyles. Methods : Alibi verification was used to access the presumed source of the epidemic. PCR (Polymerase Chain Reaction) was used to rapidly detect the genes of Shigella in water specimens. Results : The common lifestyle trait among the Shigella infected patients was connected with Mt. Martyr in J city, Korea. The first patient's son had gone on a pilgrimage to Mt. Martyr with 41 friends and he had only eaten rice cakes on April 5th; the second patients had visited Mt. Martyr with their mother for a picnic on April 12th; the third patient had visited Mt. Martyr with 22 friends for a pilgrimage and the patient had only drunk holy water on April 13th. Therefore, the holy water of Mt. Martyr was reckoned to be the source of the epidemic. PCR detected the genes of Shigella two days before the S. sonnei was confirmed. Conclusion : The patients' lifestyles for 7 days before the onset of symptoms should be determined in terms of time, place and contacted people to find the source of infection when cases with food poisoning are seen in the hospital setting.

Effect of verification core hole on tip capacity (확인코어공이 현장타설말뚝의 선단지지력에 미치는 영향)

  • In this study, numerical simulations were carried out to investigate the effect of verification core hole on the shaft tip capacity. The verification core extreted at shaft tip may deteriorate the shaft tip capacity when the clay shales (Taylor Marl) surrounding the shaft degrades and the empty core hole remains unfilled. Series of finite element analyses were conducted using Mohr-Coulomb model with total stress material parameters that were obtained from laboratory testing. The numerical analyses indicate that the shaft tip capacity does not decrease for most cases, and the maximum reduction does not exceed 5%.

  • High reliability of automatic speaker recognition regardless of voice conditions is necessary for forensic application. Audio recordings in real cases are not consistent in voice conditions, such as duration, time interval of recording, given text or conversational speech, transmission channel, etc. In this study the variation of verification error rate of ASR system with the voice conditions was investigated. As a result in order to decrease both false rejection rate and false acception rate, the various voices should be used for training and the duration of train voices should be longer than the test voices.
