The purpose of this study is to analyze neighborhood environmental factors affecting bicycle accidents and accidental severity in Seoul, Korea. The use of bicycles has increased rapidly as daily transportation means in recent years. As a result, bicycle accidents are also steadily increasing. Using Traffic Accident Analysis System (TAAS) data from 2015 to 2017, this study uses negative binomial regression analysis to identify neighborhood environmental factors affecting bicycle accidents and accidential severity. The main results are as follows. First, bicycle accidents are more likely to occur in commercial and mixed land use areas where pedestrians, bicycle and vehicles are moving together. Second, bicycle accidents are positively associated with road structures such as four-way intersection. In contrast, three-way intersection is negatively associated with serious bicycle accidents. The density of speed hump or street tree is negatively associated with bicycle accidents and accidential severity. This finding indicates the effect of speed limit or street trees on bicycle safety. Fourth, bicycle infrastructures are also important factors affecting bicycle accidents and accidential severity. Bicycle-exclusive roads or bicycle-pedestrian mixed roads are positively associated with bicycle accidents and accidential severity. Finally, this study suggests policy implications to improve bicycle safety.

According to the recent statistics of Korean National Police which analyze the present status on the rate of the traffic accidents and their effects in Korea, the number of casualties by traffic accidents of 2004 amounted to 6,563, which means that the average number of casualties per 10,000 vehicles is 3.99. The figure of 3.99 is much larger than 1.85 of U.S.A, 1.10 of Japan, 1.14 of U.K., and 1.23 of Germany. The number of registered vehicles of Korea is steeply increasing since 1997 when it reached 10,000,000. Since then, the number of annual increase is estimated at 860,000 except for the year 1998 when the Korean economy was under the control of IMF, and over 14 million vehicles are registered as of the end of the year 2004. With the increase of vehicles, the violations of traffic rules, crimes using vehicles, car thefts, etc have been imposing a lot of serious problems on our society. On this thesis, we are aiming at analyzing some characteristics of traffic accidents reported to the police and suggesting some kinds of the police activities for securing the safety of the transportation. Traffic accidents can be defined as a physical collision event of vehicles occurred instantaneously when drivers do not perceive the surrounding vehicles and roadway environments properly. Therefore, detecting the high potential events that cause traffic accidents with monitoring the interactions among the surroundings continuously by driver is the prerequisite for prevention the traffic accidents. For the analysis, basic data were collected to analyze interactions using a test vehicle which is equipped the GPS(Global Positioning System)-IMU(Inertial Measurement Unit), camera, radar and RiDAR. From the collected data, highway geometric information and the surrounding traffic situation were analyzed and then safety evaluation algorithm for driving vehicle was developed. In order to detect a dangerous event of interaction with surrounding vehicles, locations and speed data of surrounding vehicles acquired from the radar sensor were used. Using the collected data, the tangent and curve section were divided and the driving safety evaluation algorithm which is considered the highway geometric characteristic were developed. This study also proposed an algorithm that can assess the possibility of collision against surrounding vehicles considering the characteristics of geometric road structure. The methodology proposed in this study is expected to be utilized in the fields of autonomous vehicles in the future since this methodology can assess the driving safety using collectible data from vehicle's sensors.
The objective of study is to evaluate the effect of speed control hump on traffic operation and accidents. Three sites were investigated for the change of traffic accidents before and after the hump installation. Vehicle speeds approaching the hump were also analyzed. The study revealed that not only the number of traffic accidents but also the accident severity were significantly reduced by the installation of hump. Further, different types of traffic accidents with lower severity were observed after the hump installation. For the effect of speed reduction by hump, it was found that the speeds observed at 15m upstream of hump were in the range of 36~50 percent of approaching speeds which were not affected by (ie, without) the hump. Economic analysis of hump installation showed the benefit-cost ratio of 4.3 and 11.2 at two sites. Further analysis revealed that the benefit by the accident reduction exceeds the cost by speed reduction and installation capital if AADT is below 43,150 vehicles on two lane highways. It is recommended from the study that humps should be considered on two lane highways of high accident locations for excessive speeds to reduce traffic accidents and severity.
The traffic accidents in large cities such as Pusan metropolitan city have been increased every year due to increasing of vehicles numbers as well as the gravitation of the population. In addition to the carelessness of drivers, many meteorological factors have a great influence on the traffic accidents. Especially, the number of traffic accidents is governed by precipitation, visibility, cloud amounts temperature, etc. In this study, we have analyzed various data of meteorological factors from 1992 to 1997 and determined the standardized values for contributing to each traffic accident. Using the relationship between meteorological factors(visibility, precipitation, relative humidity and cloud amounts) and the total automobile mishaps, and experimental prediction formula for their traffic accident rates was seasonally obtained at Pusan city in 1997. Therefore, these prediction formulas at each meteorological factor may by used to predict the seasonal traffic accident numbers and contributed to estimate the variation of its value according to the weather condition it Pusan city.

Fire accidents reported to the National Emergency Management Agency (NEMA) during 1997.2006 in Korea are investigated. A survey of 23523 accidents due to fires is presented. Statistical comparisons based on the type of accidents and the causes of fires are analysed. The results indicated that 27.5% of the total number of fires are residental houses and apartments and 18.0% were motor vehicles. Electricity was classified to be the highest cause of fire ignition sourses and smoking was the second source of ignition.

In modern society, the use of small rotary-wing unmanned aerial vehicles such as drones is increasing. As the military considers tactics using drones, demand for drones is increasing. However, there is still no airworthiness certification standard for drones for safety. In this paper, we proposed airworthiness certification standards for small rotorcraft unmanned aerial vehicles based on CS-LURS in Europe and STANG-4703, 4738 (draft) of the North Atlantic Treaty Organization. In addition, airworthiness certification standards have been strengthened through the case of unmanned aerial vehicle accidents in operation by the Korean military. The airworthiness certification standards for small rotary-wing unmanned aerial vehicles will be supplemented through a demonstration project.

The concrete median barriers are the most popular safety appurtenances that can be installed on narrow medians and are effective in keeping uncontrolled vehicles from crossing into opposing lanes of traffic. It is necessary to install and maintain median barriers because it is very difficult to reserve enough room required for medians in KOREA. And concrete median barriers are accepted as the actual alternatives for median barriers, mostly because they require almost no maintenance even after serious collisions. Typical concrete median barriers are 810mm high and have 596mm high glare screens on top of them. But we have experienced a number of “climb” and “roll-over” accidents of heavy vehicles until now, and most of all, there have been some serious accidents caused by the part of broken glare screens. We have performed many computer simulations for the evaluation of the crashworthiness of concrete median barriers, and through the simulations we have tried to find a proper type of concrete median barrier.

In this paper, we propose a new method to detect traffic accidents in video from vehicle-mounted cameras (vehicle black box). We use the distance between vehicles to determine whether an accident has occurred. To calculate the position of each vehicle, we use object detection and tracking method. By the way, in a crowded road environment, it is so difficult to decide an accident has occurred because of parked vehicles at the edge of the road. It is not easy to discriminate against accidents from non-accidents because a moving vehicle and a stopped vehicle are mixed on a regular downtown road. In this paper, we try to increase the accuracy of the vehicle accident detection by using not only the motion of the surrounding vehicle but also ego-motion as the input of the Recurrent Neural Network (RNN). We improved the accuracy of accident detection compared to the previous method.

In road work zones, pedestrian workers' habituated inattention to warning alarms from construction vehicles can lead to fatal accidents. Previous studies have theorized that human factors such as personality traits may affect workers' inattentiveness to workplace hazards. However, there has been no study that directly examined how road construction workers' personality traits affect their attention to warning alarms within a work zone and the likelihood of engagement in a struck-by accident. This study examines how workers' sensation-seeking (especially boredom susceptibility) is related to inattention to warning alarms while performing a task in road work zones. An experiment with actual road construction workers was conducted using a virtual road construction environment. Workers' attention to repeatedly presented warning alarms was measured using eye-tracking sensors. In response to workers' frequent inattentive behaviors, a virtual accident was simulated. Results revealed a significant association between boredom susceptibility and workers' engagement in the virtual accident, a consequence of inattentiveness to warning alarms. The findings suggest that workers' personality traits predispose them to tune out warning alarms and become vulnerable to accidents in road work zones. The findings of this study can be used to develop targeted interventions aimed at preventing workers' inattention to repeatedly exposed workplace hazards, thereby contributing to reducing fatal accidents in road work zones.
