A Study for Natural Conservation Value Assessment of Developing Area - Case Study of Alpensia Resort - (개발 예정지역에서의 자연보전 가치 평가 - 대관령 알펜시아 리조트 조성 예정지역을 사례로 -)

  • While the recent lift of restrictions in greenbelt areas is expected to generate a number of development plans, there are efforts to create various development plans into spatial plans that consider the natural and ecological conditions of development sites. However, these development plans consider Degree of Green Naturality or Degree of Ecology only when designating areas for conservation within development sites. It is true that they don't fully reflect the value of green areas and wetlands as habitats and natural resources. Therefore, this study built an conservation value assessment model that is applicable to sites where development is planned in Korea by reviewing prior case examples md studies and applied the developed model to a case study area. The site where the conservation value assessment model was applied to is an area around Yongsan-ri and Suha-ri, Doam-myon, Pyeongchang-gun, Gangwon province where quality natural resources are located in and wend the site. This is a site for the development of Alpensia Resort where a resort including facilities for the Winter Olympics is planned to be introduced. In order to assess the conservation value of the site for Alpensia Resort, a total of eight items including area, distribution of communities, habitation of species with conservation value, functions of habitats, connectivity of habitats, vegetation layers of forests, age of forests, and ratio of non-native plants were studied through literature review and field surveys. The assessment was made by dividing the site into 95 habitats that are perceived by aerial photographs and each habitat unit was assessed on the eight items in a 3-point scale. Each unit habitat assessed in a 3-point scale was segmented into primary, secondary or tertiary areas based on the conservation value. Habitats assessed as primary were designated as priority (absolute) conservation areas and those assessed as secondary and tertiary were set as secondary conservation areas and tertiary conservation areas, respectively. As a result, each area represented 26.9%, 20% and 3% of total site area. Based on this result, habitat management plans were developed to conserve primary conservation areas, improve secondary conservation areas and restore tertiary conservation areas. In addition, a development plan was developed to create habitats in areas where new habitats are requested in order to build an eco-network in the site and a plan to create eco-corridors was proposed. In developing a land use plan for the site, a development plan that considers conservation areas first should be set up based on the outcome of conservation value assessment. This can be linked to the development of an environment-friendly land use plan as well as easing the establishment of a green area and eco-network. This study will facilitate the implementation of the 'conservation before development' principle, which can prevent reckless development, by assessing conservation value in setting up development plans.

Basic Study on Damaged Area Types and Improvement Idea of the National Park (국립공원의 훼손지 유형과 개선방안에 대한 기초적 연구)

  • This study is conducted to determine the damage, distinguish the types and identify the restoration by that type for 13 Korea national parks out of 21. There are 21 Korea national parks are in Korea covering 6.67% of the country or $6,656km^2$ ($3,902km^2$ on land and $2,754km^2$ in the sea) currently since the area around Jirisan ($440km^2$) was designated as the first Korea national parks in 1967. With the cancellation of entrance admission on Korea national parks since 2007, annual visitors to the Korea national parks have grown from 37 millions in 2008 to 46 millions by 2013 and continue to grow due to numerous leisure activities, alpine activities and social changes. As such, Korea national parks are natural resource with high value to be conserved and are attracting significant attention as recreational spaces for people at the same time. On the other hand, there have been issues of soil erosions or disturbed vegetation due to increased number of visitor to the national parks. Korea national parks area damage to its type and damage characteristics to analyse the 13 Korea national parks out of 21 on July 2012 March, Korea national parks over the subjects of the National Park from damaged area status Survey analysis by the Korea National Park Service. As a result, 203 million units in the 16 Korea national parks damaged land of the reform package during ecological trail (including non-regular hiking trails) 153 (77.66%), damaged valleys 20(9.14%) independent damaged area, 13 disconnected ecological axis(7.61%), closed trail(2.03%) (3.55%), and line type damage(like a non-regular hiking trails) appears to be a high ratio. Korea national parks damaged land of the results identified, by contrast ratio and the annual number of visitors Bukhansan national park(49.26%), Gyeongju national park(23.65%) damaged land rates, such as Seorasan national park(4.93%), Songnisan national park (4.43 %), Gyeryongsan national park(3.45%), and the annual number of visitors be similar result. The National Park Service has been reporting on damages and restorations but damages and their types have not been established yet. Damages have been generally studied and categorized on hiking trails due caused by heavy traffic on them but the reports were limited on hiking trails only. Since damage to the Korea national parks are not limited on the hiking trails, it is necessary to determine damages in various aspects. Thus, in this study, damage types, spatial characteristics, causes and restorations are analyzed based on the survey results of damages to national parks in order to provide a basis for the efficient management and operation of the Korea national parks.

Variation of Bird Community after Implementation of Close-to-Nature River Improvement Techniques in the Yangiae Stream (양재천에서 자연형 하천공법적용에 의한 조류(鳥類)군집의 변화)

  • This study was carried out to understand how the bird community would change in a stream ecosystem after implementation of close-to-nature river improvement techniques conducted on the Gwacheon, Seocho and Hakyeul reaches in the Yangiae Stream, 'Seoul. At the Gwacheon reach, the number of species and individuals tended to decline. However, at the Seocho reach, the number of species was increased while the number of individuals appeared to be not changed greatly. Especially, density of Dabbling Ducks were rapidly increased. At the Hakyeul reach was both the number of species and the number of individuals were increased. Density of Herons and Dabbling Ducks rose, while density of Wagtails was decreased suddenly. Except the Gwacheon reach, the survey areas were gradually improved in species richness and density after the construction of river improvement. We suggested that the naturally-formed meandering (channel) bar, restoration of riparian vegetation and artificial ponds were helpful for birds habitation, however bicycle path constructed in flood plain was negative.

Landscape Ecological Characteristics of Habitat of Nannophya pygmaea Rambur (Libellulidae, Odonata), an Endangered Species for Conservation (멸종위기종 꼬마잠자리 보전을 위한 묵논 서식처의 경관생태 및 환경 특성)

  • This study was conducted to understand landscape ecological characteristics on habitats of Nannophya pygmaea, an endangered species in South Korea. The ecological characteristics of the habitats were investigated in abandoned paddy fields where N. pygmaea populations have been found in Chungcheongnam-do Kongju, Gyeonggi-do Kwangju and Gyeongsangbuk-do Mungyeong from 2009 to 2010. We surveyed the dominant vegetation, areas, water depth and temperature, and plant height and coverage to compare the wetlands living N. pygmaea and not living N. pygmaea. As a result, habitats of N. pygmaea in all regions were dominated by Salix koreensis community. There is no signigicant difference in the water temperature, plant height and coverage among wetlands of the three different sites, but depth was varied within 2.5~9.5cm. The water depth of habitat was deeper in Gongju than the others. Percentage of open water was 1.7~6% in the wetlands living N. pygmaea. but it did not appear in the wetlands not living N. pygmaea. Therefore, the ecological characteristics of wetlands as abandoned paddy fields should be taken into account for N. pygmaea habitat conservation and restoration.

Measures to Implements the Landscape Conservation and Management in the Seowon Hamyang Namgye inscribed on the World Heritage List (세계유산 등재대상 함양 남계서원의 경관보존관리방안)

  • The purpose of this study is a suggestion that it is a way for conservation and management the Namgye Seowon's heritage value based on its landscape visibility and land use; Namgye Seowon is a world heritage registration object. To do this, We had done a field investigation and a literature examination. The investigations are as following; first, setting protection zone through a comprehensive approach beyond uniform cultural properties protection zone is to note current intellectual situations as well as the place related to the locational characteristics and figures of Namgye Seowon. It's to set fore seeable section of landscape by analyzing visibility focusing through on Pungyeongnu, and it consider with protection zone and the present condition of land use. Especially, external view of landscape in Namgye Seowon is visualized with Baekam-san in the distance view of it and Cheonhwang-bong in Daebong-san and nearby large soundproof walls and the towers acts as an impediment factor to the view of landscape. In addition, to recover the original view of landscape of the Namgye Seowon, reckless plans focusing the authenticity of the world heritage should be limited and in case of the vegetation landscape, restoration and maintenance will be made through historical research literature. Through this study, researches on Namgye Seowon and several seowons will be done actively and its aims are to become the framework of landscape conservation and management measures to meet world heritage criteria.

  • 한국을 비롯하여 논농사 중심지역에서는 하천 주변이 과거에는 농경지로, 그리고 오늘날은 도시지역으로 개발되어 하천의 원형이 거의 유지되지 못하고 있다. 하천은 수역과 수변으로부터 거리에 따라 여러 개의 이질적 생태적 공간이 이어지는 복합생태계로서 하나의 경관으로 볼 수 있다. 하천이 하나의 온전한 생태적 계로서 기능을 발휘하기 위해서는 이들을 모두 포함하는 하천의 원형이 복원되어야 한다. 현존하는 하천복원사업이 수변 구역의 복원에 초점을 맞추고 있지만, 진정한 복원이 이루어지기 위해서는 온전한 강변 식생의 복원이 선결과제이다. 본 연구에서는 유적군락의 형태로 잔존하는 강변 식생을 조사하여 식생복원 모델로 삼고자 한다. 수위와 침수체제에 의해 하천의 횡단구조를 수변, 홍수터 및 제방으로 구분한 후 각 지소의 적합한 식생단위를 구분하여 생태적 복원을 실현하기 위한 정보를 구축하였다. 수변식생으로는 달뿌리풀군락과 갈대군락이 자주 출현하고, 홍수터에는 갯버들군락과 키버들군락이 우세하였다. 그 중 전자의 식물군락은 하상재료가 거친 입자의 지소에 성립하고, 후자의 것은 미세한 입자의 지소에 성립하는 경향이었다. 제방역에는 버드나무군락, 다릅나무군락, 귀룽나무군락, 물푸레나무군락, 산사나무군락, 신나무군락(한탄강 지류), 참느릅나무군락, 물푸레나무-갈참나무군락(한탄강 본류), 오리나무군락(민통선 북방지역), 소나무군락, 황철나무군락, 느릅나무군락(소양강 상류), 왕버들군락(금강 중류) 등이 성립하였다. 이러한 식생정보를 하천의 지리적인 위치에 따라 구분하였고, 생태적 복원 시 도입식물을 결정하기 위한 자료로 삼기 위해 각 식생단위를 이루는 종 조성을 정보 체계화하였다.을 효율적으로 하기 위하여 Solar Unit으로부터 나오는 전기를 중전기에서 밧데리로 축전을 시키고 완전 충전 후에는 나머지 전기는 방전이 되도록 회로를 구성하였다. 사통수문 자원조사 결과에 의하면 현재 저수지에 물공급을 하는 수문은 취수탑 형식이 70% 이상을 차지하고 있으며 나머지 30%의 사통수문 중 원형수문비가 98% 이상을 차지하고 있다. 현재 대체에너지를 사용하는 저수지 사통수문은 없는 것으로 조사되었으며 전력을 사용하는 사통도 조사결과에 의하면 20% 이내로 나타났다. 이러한 결과는 향후 수리시설 개보수시 적은 예산으로 사업을 시행하는 경우 사통수문의 설치방향의 지표가 될 것으로 판단되며 수리시설의 운영관리에 대한 새로운 대안으로 제시할 수 있다.분류되었다. 지표 유거가 많아 배수등급이 매우양호로 분류되던 토양은 정 등(1995)의 분류와 비교하여 대부분 강우 유출 가능성이 큰 쪽으로 조정되었다. 새로운 수문학적 토양유형을 이용할 경우 낮은 토심에서 암반층이 발견되는 산림토양이 분포한 유역이나 산림, 밭 등에 식질 토양이 많이 분포하는 유역에서는 기존의 방법을 이용하는 것보다 강우 유출량이 높게 평가될 것으로 판단된다. 앞으로 강우 유출량 실측자료와의 비교를 통해 지속적인 보정을 하여야 할 것이며 특히 불투수층의 존재시 일괄적으로 D유형으로 분류된 토양의 경우 깊이에 따라 C 또는 D 유형으로 세분하여 조정할 필요가 있다.가 있었다. 에틸아세테이트분회물의 경우 디글로로메탄 분회물에 비해 다소 낮은 저해효과를 나타내었지만 250 ${\mu}$g/ml 농도에서 약 60%의 세포독성 효과를 나타내었다. 디클로로메탄 분획물과 에틸아세테이트 분

Soil Environmental Characteristics According to the Environmental Gradient in Seabird Breeding Sites (환경구배에 따른 바닷새 번식지 토양환경 특성)

  • The objective of study was to protect seabird breeding site and vegetation restoration of Chilbal and Sokugul island in Shinan county Jeonnam province, April and December 2011. We analyzed the soil properties according to the dominant communities and environmental gradient. As a result, It was highly analyzed to moisture content, organic matter, salinity, total nitrogen in Commelina communis community and low analyzed in Achyranthes japonica community. Carex boottiana community which mainly used as a seabird habitat has a wide range and Achyranthes japonica and Artemisia princeps community was narrowed to soil properties. Soil pH of Carex boottiana community in Sogugul island was the lowest on 3.14 and Peucedanum japonicum community was the highest. Soil moisture content and organic matter was analyzed by the high value in Peucedanum japonicum community. In contrast, Achyranthes japonica was the low value and Carex boottiana community was analyzed the highest on the salinity and total nitrogen. On the soil environmental characteristics according to the environmental gradient, The higher altitude, moisture content, organic matter, salinity and total nitrogen was the lower in Chilbal island. In the case of Sokugul island, the altitude difference did not show the characteristics of soil environmental factors for small area and low altitude. But moisture content is similar to soil property of Chilbal island. Soil property was strongly acid soil because of seabird dropping. This results will be helpful to manage the invasive plants.

A Preliminary Study on a Restoration of Habitats for Nannophya pygmaea Rambur (Odonata: Libellulidae) (꼬마잠자리(Nannophya pygmaea Rambur: Libellulidae, Odonata) 서식처 복원을 위한 기초연구)

  • This study was conducted to provide basic information that can be used to restore habitats of Nannophya pygmaea. Nannophya pygmaea is an endangered species of wildlife fauna in Korea and its habitats are distributed very scarcely in Korea. Ten wetland sites throughout Korea, where N. pygmaea inhabited (2 sites in Incheon Muui-do, 1 site in Gokseong Singi-ri, 4 sites in Gokseong Wolbong-ri, and 3 sites in Mungyeong Yulsu-ri) were investigated from June 2006 to August 2007. Investigation was made on landscape properties, habitat sizes, vegetation types, water environments, and water sources. N. pygmaea was generally found in the abandoned paddy fields surrounded by mountains. The habitats ranged from $113.4m^2$ to $1,153.1m^2$ in area, and were mostly dominated by Juncus effusus and Persicaria thunbergii. The water level was $2.6\sim7.3cm$, and the water temperature ranged from $16^{\circ}C$ to $27.8^{\circ}C$. The elevation of the habitats ranged from 139 to 243 m above sea level, which was mostly lower than that of other high mountain wetland habitats. In conclusion, the habitats of N. pygmaea can be restored at wetlands, which have similar condition with field habitat such as abandoned paddy fields in the beginning stage of oligotrophy. Because N. pygmaea is sensitive to microtopography and other surrounding environments, the approach to restore the habitats for N. pygmaea should consider those microhabitat conditions shown in this study.

The Analysis of Function and Factors for the Value Assessment of Ecosystem Service at Rice Paddy Wetland (논습지의 생태계서비스 가치평가를 위한 기능 및 요인분석)

  • Recently, wetland and paddy wetland are being highlighted as the international environmental issues. However, research system which can assess paddy wetland is lacking. Thus, the purpose of this study is to assess the value of paddy wetland by applying RAM to paddy wetland. In addition, we would like to use this study as the data to establish assessment method for paddy wetland. 16 sites were selected as research targets based on altitude and soil. As the results of wetland assessment, 16 research target sites had total score of 212~227 and the average of 2.17~2.50. It was similar to those of Lacustrine Wetlands, Palustrine Wetland and Riverine Wetland which were sites in previous studies. The value could be recognized as the wetland. However, there was no difference in assessment results based on altitude and soil. It was found that all conservation values were the same. The factor the most closely affecting conservation value was the area. However, there was limitation to apply existing wetland assessment system to paddy wetland. In order to assess paddy wetland, factors such as rice farming methods, topography, vegetation, growth environment and biodiversity should be added. It was thought to supplement wetland assessment system through various further studies.

Aquatic and Riparian Flora of Hwangjicheon Stream (황지천의 수생 및 수변 식물상)

  • We investigated the Riparian floras in Hwangjicheon stream from April 2017 to October 2019. 223 taxa (i.e. 203 species, 2 subspecies,18 varieties from 158 genera of 65 families) of the vasclur plants were found in Hwangjicheon stream. Among 223 taxa, we found 4 endemic species, and However, rare and endangered plants were not found in Hwangjicheon stream. The number of floristic regional indicator plants was 22 (i.e. 3 species of IV degree, 4 taxa of III degree, 7 taxa of II degree, and 8 taxa of I degree). In addition, 28 naturalized plants were identified, and the percentage of Naturalized Index (NI) and Urbanization Index (UI) were 12.5%, and 8.7%, respectively. Vascular plant usability and reclassification result is Edible 166 species (74.4%), Medicinal 187 species (83.8%), Flavor 9 species (4.0%), Industrial 99 species (44.3%), Ornamental 106 species (47.5%), Restoration 84 species (37.6%), Compost 112 species (50.2%), Unknown 5 species (2.2%). We hope that our results provide reference data to set up strategy of conservation of biodiversity in the Hwangjicheon stream and Taebaek-si areas.
