  • Although information communication technology (ICT) is long regard as very useful tool in today's construction engineering and project management environment, organizations must not only operate based upon its original setting, but also requires on-going observation, additional features and fine-tuning actions before the desirable outcome can be achieved. However, it is a very common phenomenon that organizations purchase the licensed "off-the-shelf-software" package and customize it to suit their own business need. Due to the incapability of such software and inefficient customization, the possible result is making that ICT tool not user-friendly and sometimes the whole system becomes obsolete. The purpose of this paper is to review and report those actions taken (between February 2006 and December 2010) by a construction organization to enhance the performance of its Enterprise Resource Planning (ERP) system launched in December 2002. Such actions include: improving data inputting method; removing the transition bottleneck; introducing crystallization function; revising the organization's "Delegation and Limits of Authority"; publishing the "League Table" amongst users; integrating the 3D Mode into the system and upgrading hardware. Whilst the ultimate goals of such system are well beyond the time limit of this research study, an obvious interim result, achieved by this case studied organization, was winning a landmark project worth US$500 million after the ERP system was functioned properly and effectively. Their experience and success becomes an exemplar which can be borrowed by those companies, from managerial perspectives and as a roadmap, planning to adopt information technology (IT) strategy and use ICT tool in the construction engineering and project management framework. • This study describes the semantic theoretic interpretation through the extensive use of semantic metaphors for intensive web interface with information and the metaphoric value of metaphors for interface design. Common factors that influence web design are empirical establishment and verification for generating web symbols and these are have important elemental perspectives that are used to assess the usefulness and key elements of the site. In addition, the structure of the screen has begun to change dynamically from the application of web technological functions, and the media functions have become important to make web standards when implementing visual structuring from the perspective of semiotic. Instead of using a technical expression approach to examine semiotic, a semiotic approach is applied to create aesthetic codes through the human-computer interface in terms of semiotic in a variety of natural and universal fields. Based on this, it is used as means of communication to convey the intended meaning to users so as to highlight the importance of the usability issues and metaphors user interface.

  • This exploratory study outlines the rationalization of why Ontology's taxonomy requires a strong hierarchy, accuracy, and interoperability in order to be used as a successfully re-useable information management system. Finding the relevant information in a plethora of possible resources by bridging the gap between the user's needs and the resources of the information technology system is the goal that the information management field should find a way to achieve. This study is based on discussions and interviews with a taxonomist, information architect, and information manager, whose discussions were based on the usability and interoperability of the knowledge based information systems. These professional perspectives are necessary as they are the liaison between users and the information technology group. We found that in order for information managers to ensure successful sharing of knowledge across the end users, a common sense language must be issued in order to achieve reasoning for the artificial intelligence system.

  • This study aims to propose an assessment tool of port service quality (PSQ) in the context of container transport logistics (CTLs), by taking the perspectives from port users. The CTLs defined in this study are the relevant activities of serving the physical flows of a container box from a point of origin via a container port to a point of destination. To address the ports' role in collaboration between its channel members in CTLs, the PSQ measures for all port user groups (i.e. common PSQ measures) are selected based on the relevant CTLs activities involved by port, and its users within terminal/port area as well as throughout the CTLs chain. An importance-performance analysis (IPA) is applied as a diagnostic tool to analyse the status quo of Busan Port in CTLs contexts, by comparing the importance and performance (IP ) scores against each individual CTLs criterion. The findings from the IPA reveal that port managers and policy makers at the Busan Port should concentrate on six PSQ measures (i.e. SR1, SR4, ITS1, VAS1, VAS4, ICI3) to enhance PSQ in CTLs. However, four measures (i.e. ITS2, ITS3, ITS4, VAS2) are identified as a possible overkill, indicating an area of inefficiency where a remedial action of the cost-cutting decision is necessary. On the other hand, the Busan port shows an outstanding performance on four measures such as SR2, SR3, ICI1 and ICI2. The measures are not only important but also high performance. The study findings provide managerial guidance to port managers in Busan Port, in view of searching for managerial and operational strategies for sustainable port growth.

  • This study reviews the emergence of new innovation policy paradigm in advanced countries and their impacts on the development of innovation theories in 1980s and 1990s. It shows that the characteristics of new policy paradigm are the emphasis on the user-orientedness and the socio-economic aspects of innovation and the preference of capability enhancement of innovators over resource subsidy This new perspectives of innovation policies had effects on the emergence and development of 'the innovation system theory' which is based on the key concepts such as interactive teaming, innovating capability and national systems of innovation. In spite of the development of the innovation system theory, it has some problems to be solved for the innovation policy design because 'the social' is still peripheral factors in the constitution on the innovation system theory. This study makes some suggestions to incorporate the social dimension of innovation into the innovation system theory.

  • In this paper, we propose a novel behavioral model that explains the use of the military battlefield management system more effectively in the non-voluntary use environment. This study intends to suggest a model based on the Unified Theory of Acceptance and Use of Technology(UTAUT), an extended TAM. Also, it introduces the concept of 'Conative IS use' as a dependent variable that can explain user's behavior more effectively in non-voluntary technology acceptance environment. In addition, we propose the major factors affecting the UTAUT components from the TOE(Technology-Organization-Environment) perspectives, and analyze their effects. In order to validate the proposed model, this study applies PLS(Partial Least Squares) to the survey collected from military personnel. The findings of our study may shed a light on improving the effectiveness of battlefield management information system.

  • Deep-learning-based image segmentation is one of the most widely employed lane detection approaches, and it requires a post-process for extracting the key points on the lanes. A general approach for key-point extraction is using a fixed threshold defined by a user. However, finding the best threshold is a manual process requiring much effort, and the best one can differ depending on the target data set (or an image). We propose a novel key-point extraction algorithm that automatically adapts to the target image without any manual threshold setting. In our adaptive key-point extraction algorithm, we propose a line-level normalization method to distinguish the lane region from the background clearly. Then, we extract a representative key point for each lane at a line (row of an image) using a kernel density estimation. To check the benefits of our approach, we applied our method to two lane-detection data sets, including TuSimple and CULane. As a result, our method achieved up to 1.80%p and 17.27% better results than using a fixed threshold in the perspectives of accuracy and distance error between the ground truth key-point and the predicted point.

  • There has been active discussions on informational view among various privacy perspectives because of Internet usage. Social science research has largely discussed determinants of information privacy concerns (IPC) and its behavioral outcomes. However, the focus of studies was limited to company's practices and existing studies have not reported consistent results. In addition, the relationship between demographic characteristics of user and IPC has not been discussed enough. In this study, we re-investigate the relationship between users' demographic characteristics and IPC with data from a large sample provided by the Korea Information Society Development Institute (KISDI). The results showed that educational background and income level have effects on IPC in line with existing studies. But the effects of gender and age had different impact on IPC compared to previous studies. This study has implications in enabling generalization of empirical findings and confirming the results of previous studies.
