This study aims at drawing implications for Korea's urban growth management policies from U.S.A's experience on this issue. This study analyzes two types of contradictions in planning and implementing urban growth management policies: 1) value conflicts in goal setting and 2) contradictions among different level of governments (local, province, nation). As mentioned by Campbell (1996), there are three types of conflicts in objective values (efficiency, equity, and environment protection): property contradiction between economic growth and equity, resource conflict between efficiency and environment protection, and development conflict between equity and environment protection in urban growth management policies. In implementing urban growth management three types of conflicts in goal values should been taken into consideration. Contradictions among local governments, province, and central government are also found in implementing growth management policies. The lessons from the United State are as follow: 1) growth management plans are initiated by the local government and during the planning process adjacent local governments review a local government's growth management plans and give inputs for the plan, 2) local government and State work together for growth management planning and specially, the State provides technical and financial assistance to local government, and 3) the State plays leading roles in local government's planning and implementing of growth management policies with carrot and stick policy.
The major purpose of this study is to suggest a comprehensive and systematic process for the preservation and management of urban skylines. The city of Seoul has been selected as a case study for this process. The results of this study are summarized as follows; 1) An urban landscape masterplan needs to be established before the preparation of the preservation and management plan for urban skylines. 2) Preservation and management plans for urban skylines are suggested in the case Mt. Nam, Han River, Mt. Kwanak in Seoul city. In the case of Mt. Nam and Mt. Kwanak, the control of building heights and guidelines for building height have been studied. For the Han River, various alternatives in building height and disposition have been investigated for the enhancement of the visual quality. 3) Two major steps are suggested for the effective preservation and management of urban skylines. The first step is to prepare an urban landscape masterplan for the whole city, to delineate the skyline preservation area, and to fix controls on building heights in the area. The second step is to divide the whole city into landscape units, to make detailed landscape masterplan for each the units, and to fix controls on building heights in the units. However, only the first step will be necessary in a small city.

Applicability of LCA in establishing the integrated solid waste management were examined. Data were collected from current waste management system. LCA method was then applied to find environmentally sustainable waste management. The process comprises five steps : (1) collecting data, comparing the data with comprehensive urban planning as well, (2) analyzing the current waste treatment procedure leading to the database establishment, (3) LCA for the waste management system, (4) finding alternative scenarios based on the former steps, (5) establishing the optimum method in Ecopolis, best fitted to the local situation. The results and suggestions in this study are expected to yield comprehensive analysis as to current practices in waste management. More importantly it will be a valuable data in minimizing environmental burdens in connecting with living environments of Ecopolis. Information regarding the urban system and total environmental quality are expected from this study.
본 논문에서는 기존시가지에서 공동구 건설에 대한 합리적 의사 결정을 위한 기본계획 기준 수립의 방법에 대한 연구를 진행하였다. 기존 연구에서는 타당성 평가에 의하여 최적노선을 선정 하였으나, 기본계획 기준에서는 공동구 설치 여건의 객관성을 높이기 위하여 타당성 및 경제성 분석에 의한 결과를 종합평가하여 분석 대상 전체 구간에 대하여 종합순위를 산정한다. 또한, 종합평가 결과를 기반으로 지역에서 진행 예정인 연계 사업 검토 후 중·장기 투자계획을 수립하는 방법을 도입하였다. 추가적으로 논문에서 제시한 기준 수립의 검토를 위하여 서울의 서북도심권에 대하여 기본계획 절차를 적용하여 분석을 수행하였다.
Purpose: The purpose of this study is to compare health promotion behavior and influencing factors between aged women of rural areas and urban areas, to investigate factors affecting their behavior, and to provide the primary data for developing heath enhancing program that is appropriate for the population. Method: A survey was conducted on 221 aged women 100 from urban areas and 121 from rural area. The data were collected through a questionnaire and interview. Descriptive statistics, ANOVA and multiple stepwise regression were found by using SPSS PC Win. Package. Result: There were significant difference of factors relating health promotion behavior in Pender model between the aged women in urban areas and rural areas, urban women showed higher scores in factors such as previous heath relating behavior, perceived confidence, self-efficacy, social support, satisfaction with marriage, situational influence, and behavioral plan involvement, while rural women showed higher scores in the factors of fixed idea regarding gender role, perceived disabled feeling, and activity related emotions. At the subscale of HPLP, interpersonal relation, nutrition, health responsibility, stress management, spiritual growth of rural group was lower than urban group. With the multiple stepwise regression analysis, commitment to a plan of action, social support, activity related affect, self efficacy were proved to be significant to urban group, while commitment to a plan of action. activity related affect, social support, sex-role stereotype were proved to be significant to rural group statistically. Conclusion: There were differences of health promotion behavior and influencing factors between aged women in urban areas and rural areas and women in rural areas were found to have more weakness than women in urban areas. With the results, it is concluded that health promotion programs for aged woman should be designed differently between urban and rural area regarding the factors affecting health promotion behaviors.
This study sought to discover new directions for management and operation national urban parks in Korea by analyzing the reality of the national government parks of Japan where these parks are already well established and managed. In the case of a Japanese national government park, its supporting system was established after the park was built. The means of management also shifted their direction from putting more priority to the administrative body to the residents. The management practices are changing process of its character with focus on residents as the main entity of activity from their existing position of participants. In other words, the national government parks of Japan are going beyond the previous practice of providing maintenance activities to providing experience, interpretation functions to these activities. Especially, they were establishing local networks to plan and execute programs in collaboration with the park management and NPOs. However, they fall short of tangible outcomes despite their continuous efforts to expand the community involvement and reduce the cost in maintenance. To facilitate the effective management of the urban parks in Korea in the near future, much thought needs to go into the management practices ensuring conservation of resources in the land of Korea, as well as people's use of recreation, community revitalization, and development and transfer of advanced technology to provide appropriate preparations to create urban parks in Korea.
The purpose of this study is to use urban regeneration management types through classification and step-setting of physical types by administrative dong as the basis data for future urban management plans in local small and medium cities. The analysis was conducted on the physical density of each administrative dong by setting the data on urban and architecture provided by the government as three elements: buildings, lots, roads, etc. Through the system classified in this study, Mokpo City's 23 administrative districts were divided into nine management types and three management steps. Methodology can be utilized to establish areas of similar areas within the city and to use them as basic data for planning management. It is meaningful that it is possible to extract areas that need actual regeneration and maintenance through physical density analysis and plan suitable projects.
Today, as interest in the importance of urban parks increases, many citied internationally are actively creating small parks, but their maintenance systems remain ineffective. Accordingly, in this study, the limitations and problems in the operation and management of urban parks were derived by examining previous studies on overall urban park maintenance and management. Based on this, the study tried to understand the actual state of maintenance and management of small parks through data surveys and field surveys related to budget execution on case sites. Urban space expansion is an important symbol of the urbanization process and has always been an important topic in urban studies. In addition, for sustainable city management, it is important to identify factors that can influence, such as the driving force and direction of urban space expansion, from the stage of establishing an urban development plan. To understand these factors, by observing the expansion process of a specific city, it is possible to sufficiently observe how the urban spatial dimension changes. Through a series of processes, the spatial growth characteristics of the city are analyzed, and the influence and results of important factors are analyzed. For this purpose, this paper examines the changes in the city's outer boundary and land use structure through monitoring data on urban areas of 14 cities in Hunan Province, China from 2000 to 2016. Temporal and spatial regularity according to the urban space expansion of these cities were analyzed, and a preliminary assessment was made on whether the urban space expansion is coordinated with the urban population growth. The assessment result showed: (1) The urban space of most cities has been extended rapidly in 2000-2015 however, the rate and the intensity of urban space expanding has been declining. (2) The construction of the industrial park is the core driving force of the urban space expanding, and the change of the urban space structure is manifested as enclave city expansion because that the industrial park is usually far away from the city center. (3) The population agglomeration is another driving force of the urban space expanding. At this time, the urban space expanding is like boundary extension. (4) Except Changsha city, all of the cities has a high urbanization-area-growth elastic coefficient. It means that most of the cities should enhance the land use degree.
