Competency Development in Urban Local Bodies for Implementing Public Private Partnership Projects in India

  • Weak competencies in urban local bodies (ULBs) for implementing public private partnership (PPP) projects has been recognized as a major hurdle in uptake of PPP model in India. In this context, a questionnaire survey was conducted to evaluate perception of urban PPP experts and ULB representatives on three aspects related to competency development, including, critical competencies for implementing urban PPP projects, approaches for competency development in ULBs and constraints faced by ULBs in development of competencies. The five critical competencies identified are project identification, project conceptualization, transaction design, PPP process management and contract management. The approach of training programs for municipal staff and elected representatives, and capacity building oriented technical assistance for implementing urban PPP projects have been preferred by survey respondents for competency development. The frequent transfer of municipal decision makers and low motivation among municipal staff have been identified as the most significant constraints for development of competencies.

  • This paper presents an intersection of technologies of ITS (intelligent transport systems) and CBTC(communication based train control) in urban transit system. ITS is based on Information and communication technologies. And also these techniques are fundamental for railway system. ITS has some technologies useful in railways such as traveler information service, public transportation information service, and advanced vehicle control Systems. Therefore, both systems need to technological cooperation. In this paper, we proposed useful an cooperation method for both systems.

  • Impervious surface affects urban climate, flood, and water pollution and has important role as basic data for urban planning and environmental and resources management uses. With a high paved rate, increased quantity of the outflown water and brings urban flooding during a heavy rain. Moreover, these non-point source pollution is getting increased the water pollution. In this regard, it is definitely important to research and keep monitoring the current situation of paved surface, which influences urban ecosystem, disaster and pollution. In this study, we suggest a method to utilize high resolution satellite image data for efficient survey on the current condition of paved surface. We analysed the paved surface condition of Dae-jeon metropolitan city area using KOMPSAT-2 image and validate its practicalness and limitation of this method.

  • A method of improving the correctness and confidence in land use classification as well as urban spatial structure analysis of local governments using GIS and satellite imagery is suggested. This study also compares and analyzes LSAS (Land Suitability Assessment System) results using two approaches-LSAS with priority classification, and LSAS using standard estimation factors without priority classification. The conclusions that can be drawn from this study are as follows. First, a method of maintaining up-to-date local government data by updating the LSAS database using high-resolution satellite imagery is suggested. Second, to formulate a scientific and reasonable land use plan from the viewpoint of territory development and urban management, a method of simultaneously processing the two described approaches is suggested. Finally, LSAS was constructed by using varieties of land information such as the cadastral map, the digital topographic map, varieties of thematic maps, and official land price data, and expects to utilize urban management plan establishment widely and effectively through regular data updating and problem resolution of data accuracy.

Performance Analysis of Grid Resolution and Storm Sewage Network for Urban Flood Forecasting (지표격자해상도 및 우수관망 간소화 수준에 따른 도시홍수 예측 성능검토)

  • With heavy rainfall due to extreme weather causing increasing damage, the importance of urban flood forecasting continues to grow. To forecast urban flooding accurately and promptly, a sewer network and surface grid with appropriate detail are necessary. However, for urban areas with complex storm sewer networks and terrain structures, high-resolution grids and detailed networks can significantly prolong the analysis. Therefore, determining an appropriate level of network simplification and a suitable surface grid resolution is essential to secure the golden time for urban flood forecasting. In this study, InfoWorks ICM, a software program capable of 1D-2D coupled simulation, was used to examine urban flood forecasting performance for storm sewer networks with various levels of simplification and different surface grid resolutions. The inundation depth, inundation area, and simulation time were analyzed for each simplification level. Based on the analysis, the simulation time was reduced by up to 65% upon simplifying the storm sewer networks and by up to 96% depending on the surface grid resolution; further, the inundation area was overestimated as the grid resolution increased. This study provides insights into optimizing the simplification level and surface grid resolution for storm sewer networks to ensure efficient and accurate urban flood forecasting.

Building Extraction and 3D Modeling from Airborne Laser Scanning Data

  • The demand for more accurate and realistic 3D urban models has been increasing more and more. Many studies have been conducted to extract 3D features from remote sensing data such as satellite images, aerial photos, and airborne laser scanning data. In this paper a technique is presented to extract and reconstruct 3D buildings in urban areas using airborne laser scanning data. Firstly all points in a building were divided into some groups by height difference. From segmented laser scanning data of irregularly distributed points we generalized and regularized building boundaries which better approximate the real boundaries. Then the roof points which are subject to the same groups were classified using pre-defined models by least squares fitting. Finally all parameters of the roof surfaces were determined and 3D building models were constructed. Some buildings with complex shapes were selected to test our presented algorithms. The results showed that proposed approach has good potential for reconstructing complex buildings in detail using only airborne laser scanning data.

  • Road traffic noise is closely related with urban forms and urban components, such as population, building, traffic and land-use, etc. Hence, it is possible to minimize the noise exposure problem depending on how to plan new town or urban planning alteration. This paper provides ways to apply for urban planning in consideration of noise through exposed noise estimation for urban planning alteration. Spatial autoregressive model which explains about 81.4% of road traffic noise from the former paper is used. The simulation results by the spatial statistical model are compared with those by the engineering program-based modeling for 5 small-scaled scenarios of urban planning alteration. The error from the limitation of containing informations inside the grid cell and the difficulties of reflecting acoustic phenomena is existed. Nevertheless, in the stage of preliminary design, the use of the statistical models that have been estimated well is useful in time and economically.

Large Scale Stabilized Finite Element Simulation and Modeling for Environmental Flows in Urban Area

  • A large-scale finite element simulation and modeling method is presented for environmental flows in urban area. Parallel stabilized finite element method based on domain decomposition method is employed for the numerical simulation. Several GIS and CAD data are used for the preparation of the shape model for landform and urban structures. The present method Is applied to the simulation of flood flow and wind flow In urban area. The present method is shown to be a useful planning and design tool for the natural disasters and the change of environments in urban area.
