The purpose of the study was to identify the needs assessment for urban agricultural program. The findings were as follows; Citizens at urban cities said that educational program of 'shortage of farming technology education' should be developed, and wanted to be given 'farming technology' of urban agriculture education area more than other education areas. The citizens asked for urban agricultural program with both theories and practice education than existing urban agricultural program that relied upon basic theory education. And, they wanted urban agricultural program that was based on 'farming technology' to consist of practice education and theory education at the ratio of 80 and 20 and to be professional and differentiated. The citizens preferred 3 to 6 months of education period the most, and more than 95 percent of them wanted to join the program when it is developed.

This study examined importance and performance of urban agriculture education program of the trainees who attended urban agriculture education, and suggested reformation of urban agriculture instructor course of Gyeonggi Provincial Agricultural Research & Extension Services by IPA models. The investigation was done on October 7, 2011. The subject was 40 trainees of urban agriculture instructor course of Gyeonggi Provincial Agricultural Research & Extension Services. The study suggested reformation of urban agriculture education program based on the findings as follow: Firstly, the instructors should teach trainees not theoretically but practically to let the trainees make use of learning at urban agriculture. Secondly, teaching material that is not theoretically but practical enough to apply it to actual urban agriculture should be supplied. Thirdly, urban agriculture education should be done not theoretically but practically considering its characteristics. Theoretical contents have been already included in teaching material, and practice oriented education should be done to let trainees put theory into practice on-the-spot. Practice oriented education should be supported in the planning future education. In addition future urban agriculture education program should consider importance as well as practice of educational contents, lecturers, operations and facilities.

Agricultural Technology Center is an education center to provide agriculturalists with information and technology related with agriculture. As domestic and international environment of agriculture and rural area is changing, functions and roles of Agricultural Technology Center are evolving according to stream of times. In 1995, a new urban and rural complex city was created for symbiotic relationship between city and rural area, As a result, user group of Agricultural Technology Center expanded to nonagriculturalists. Though the change of agricultural extension service is necessary to perform extended functions of rural area and to satisfy needs of new group of users, it is difficult to find enough studies on new functions and roles of Agricultural Technology Center to manage the service change. Therefore, this study is aimed to suggest new functions and roles of Agricultural Technology Center according to stream of times. This study were surveyed through questionnaire targeting users of Namyangju Agricultural Technology Center to compare user group awareness of Agricultural Technology Center in urban and rural complex city. According to this study result, while main purpose of agriculturalists' visiting at Agricultural Technology Center was participating in education programs related with agriculture. In contrast, nonagriculturalists usually visited the center for agricultural understanding, leisure activities, and children education, participating in field work programs. From the survey result of required functions of the center, it was revealed that nonagriculturalists expected urban agriculture, research for living improvement in rural area, adjustment education for returning farmer, and function of farming promotion, comparing agriculturalists. It is verified that this difference of user group awareness reflects the necessity that Agricultural Technology Center should change services and accept increasing use of nonagriculturalists with new functions and roles.
Background and objective: Education based on agricultural experience in school gardens is coming to the fore as a solution to reduce the negative effect of rapid urbanization and the development of information technology (IT) on students. Accordingly, this study aimed to investigate how parents of elementary, middle, and high school students in Korea perceive the value of education service using school gardens, as well as their willingness to participate in and pay for such service, and to utilize the results in a quantitative assessment of the socioeconomic value of the education service. Methods: A contactless online survey on the perceived value of education service using school gardens was conducted on 1,010 parents of elementary, middle, and high school students in Korea's five major districts from October 22 to 26 (5 days) of 2020 by M, a Korean specialized survey agency. The data collected was analyzed using SPSS for Windows 25.0 and Excel to obtain the frequency and ratio of each measured item. Results: The respondents had an average of 1.83, of which 52.8% were male. 55.3% of the respondents were aware of the education service using school gardens, and 27.9% experienced the service. When asked if they saw the educational service using school gardens as necessary, 79% answered in the affirmative. In terms of the difference in perception of the need for the service according to experience, 91.8% of the parents who experienced the service responded that it was necessary, indicating that it is important to provide opportunities to experience this service to expand the scope of service. 54.9% of all respondents responded they were willing to pay the costs required for school gardens. When income tax was used as a payment method, the average amount parents were willing to pay was 13,193 KRW, and the tax rate was 2.02%. Based on experience, those who experienced this service had a higher need and willingness to pay for the service than those who had not experience, but the actual amount or tax rate was low as they knew how it was operated. Conclusion: As basic research on the assessment of the value of agricultural experience education using school gardens, this study determined how parents perceive this form of education service as well as their willingness to participate and pay for the service. These findings can be used to systemize the assessment indicators and promote the value of the education service using school gardens, allowing students to maintain a healthy and happy school life through agricultural experience.
Background and objective: The vitalization of urban agriculture has increased various forms of experience-based education using school gardens, which raised the importance of school gardens in terms of value as well as the need to develop an implementation system for education-based agricultural experience service using school gardens. Thus, we reset the evaluation indicators from the previous study to establish objective evaluation indicators that enable quantitative comparison of school garden education services. Methods: Analytic hierarchy process (AHP) and direct question (DQ) surveys were conducted on 20 experts from October 12 to 19, 2020 after establishing the purpose and subjects of evaluation, and then the weights were calculated using the Expert Choice 2010 program. Results: First, we analyzed the problems of the previous indicators by categorizing the performance indicators and comparing and verifying them with six requirements of valuation. Then, we added 'welfare values' and established sub-indicators accordingly. The importance of value indicator in AHP was in the order of education values (0.544), health values (0.182), welfare values (0.164), environmental values (0.062), and economic values (0.049). The importance of environmental and economic values was relatively low, less than 0.1. The importance of sub-indicators was highest in cultivating character (0.144), followed by enhancing ecological sensitivity (0.141) > promoting mental health (0.134) > cultivating agricultural literacy (0.120) > improving social skills (0.104). And mitigating climate change in environmental values was lowest (0.009). Increase in income was the lowest (0.036). This can be regarded as the expression of change to increase the educational effect based on collective life and the connotative meaning of 'school'. In the case of DQ, the AHP weight and order were the same, but the environmental and economic values were relatively low, and the result was different from AHP weight. For sub-indicators, the importance in DQ was highest in promoting mental health (0.136), followed by promoting physical health (0.085), ]cultivating character (0.082), social integration (0.072), and enhancing ecological sensitivity (0.071). After reviewing related experts, we came up with 5 evaluation indicators and 16 sub-indicators for school garden education service, which are objective evaluation indicators that enable quantitative comparison. Conclusion: In the future, we will validate the socioeconomic values of school garden education services and contribute to revitalizing school gardens by establishing policy alternatives for effective operation and management of school gardens.
With the increasing number of migrants from urban to rural areas in Korea, Population inflow policies have helped increase the number of urban-to-rural migrants which has eased the labor shortage in rural areas.. But, there are new problems in rural areas caused by the "perception gap in regard to harmony, awareness, pride and opportunity to meet" between the urban-to-rural migrants and the original residents. The purpose of this study was to analyze the factors affecting the harmony between the urban-to-rural migrants and residents. A survey was conducted among 70 people living in Hongseong-gun in Chungcheongnam-do with an aim to come up with proposals for policies that can help resolve these social problems in the mutual understanding of urban-to-rural migrants and original residents. An ordered logit model was used to analyze the effect of the perception gap between the urban-to-rural migrants and the rural residents. The result of the survey showed that most of the urban-to-rural migrants believed that the increase in urban-to-rural migrants did not bring harmony to rural areas because of the perception gap. Based on these results, we concluded that the following three policy alternatives would be needed: first, development of urban-to-rural migrant education programs for relatively young men; second, a policy supporting various forms of community gathering in a rural society; third, diversification of urban-to-rural migrant education programs such as communication program and conflict management program, etc.

The purpose of this study was to analyze the structural relationships between adult educators' instructional leadership, learners' motivation and performance among those participants in education for urban-rural migration. The survey was conducted among 22 agricultural educational institutions in South Korea, and a total number of 1,109 learners responded to a questionnaire. In order to verify the hypothesized research model, the collected data were analyzed with structural equation modeling. The major findings of this study were as follows. First, adult educators' instructional leadership had a direct effect and an indirect effect on learners' performance. Second, adult educators' instructional leadership had a direct effect on learners' motivation. Third, learners' motivation had a direct effect on learners' performance.
As a rise in national income has resulted in the growth in tourism demand, many studies on developing and managing tourism resources were publicized. In this context, this study was conducted to analyze the demand and willingness to pay(WTP) using contingent valuation method for agricultural experience of Daegu Urban Agriculture Park and to suggest a proper participation fee. The survey targeting Daegu citizens was performed, and we obtained 346 valid samples. We carried out the logistic analysis and figured out that sex, age, education and alienation area for urban agriculture affected to probability of agricultural experience participation. As the result of estimating willingness to pay(WTP), the measured range with this samples was from 6,052 to 16,436won. Finally, we also attained 25,000won as the proper participation fee which enables maximum revenue by conducting the scenario analysis. These findings are important in setting up the construction plan and pricing the appropriate participation fee for Daegu Urban Agriculture Park.
The purpose of this study was to analyze affecting factors to consider and make decision on the urban-to-rural migrants using survey data. In the consideration model of urban-to-rural migrants, it was found that the more interest in "urban-to-rural migrants concern" was, the higher probability to consider about urban-to-rural migrants. The lower the age and income level, the higher probability to consider about the urban-to-rural migrants. In the decision making model of urban-to-rural migrants, the more interest in "urban-to-rural migrants concern" was, the higher probability to decision making of urban-to-rural migrants. The higher of stable pension income and the lower of the expected living cost, the higher probability of decision on urban-to-rural migrants. The results of this analysis show that it is necessary to continuous education to increase "interests and information about rural areas", and A number of safeguards are needed to ensure stable income after urban-to-rural migrants to increase the population of the urban-to-rural migrants.

This paper reviews the concept and limits of rural community development, examines the relation between consciousness education and movement, and suggests the model of social consciousness education to rural community movement. Since consciousness education is closely related to social movement methodologically, organizational and systematic community development movements for re-structuring the urban-oreiented policies and education which back up them be followed as natural consequence. Based upon the results of this study, the new paradigm is suggested. As shown in the model, new understanding of urban-rural continuum theory, new roles and concept of social consciousness education should be emphasized to solve the contemporary rural community problems. The organizational community development movement for the rural-oriented policy should be an essential process, and peoples' re-orientation, such as 'breaking stereotype', 'assumming a critical thinking toward social reality' etc., is the indispensible background of successful movement.
