  • This study investigated the performance of the child care policies implemented by the former government and analyzes some changes in child care policies by the new government in Korea. The criteria for evaluating child care policies of both governments were based on suggestions gleaned from OECD policy review papers on Early Childhood Education and Care (ECEC) in 2004 and 2006. As suggested by the OECD, the input of financial investment in public sectors, universal approaches to child care, measures of quality programs, efforts for improving the work environment of child care workers and selecting effective ways of providing financial support for child care were applied in order to evaluate the child care policies in Korea. A number of policy documents and literature published by both governments from 2003-2009 were reviewed in order to evaluate and compare the former child care policies with the more recent ones. The child care policies enacted by the former Korean government were characterized as the remarkable increases in financial investment to establish a child care infrastructure for quality programs and services, and efforts to enact universal approaches to child care, policy making based on scientific data on child care. These advances were tempered by the observation that despite all these improvements, both investment and expansion in the public child care sector were far below sufficient levels. In contrast, some changes in the child care policies by the new government were criticized in terms of weakening public child care, reinforcing private child care and it's conservative financial support system.

  • This paper investigates how the provision of full child care subsidy to infants and toddlers differently affected female labor supply and fertility rate depending on the level of supply of child care centers in the place of residence. Our results on labor supply show that the higher the supply rate of childcare centers in residential areas, the higher the probability of career maintenance for multi-child mothers who are more likely to be admitted to a childcare facility. The results on the fertility rate show that the first child's fertility rate has increased since the support of childcare expenses in areas with higher rates of childcare centers. In the places where the supply rate of publicly-funded childcare centers is high, the second child's fertility rate has also increased significantly since the support of childcare expenses. This suggests that the quality of child care is an essential factor in determining the birth rate. Our results suggest that the effects of child care support on women's labor supply and fertility rate may differ depending on the priority of entering child care centers according to birth order and the degree of quantitative and qualitative supply of child care centers in the place of residence.

  • This study explores the attitudes of infant care teachers towards child care centers for infants, and suggests improvements for free child care services for infants, with regard to the teaching principles of said teachers. Individual in-depth interviews were conducted with 26 infant care teachers. Most of the infant care teachers agreed that working mothers, but not stay-at-home mothers, should use child care centers. They also argued that, because child care for infants is free, (1) mothers have become more dependent on public child care, (2) mother's perception of child care centers has changed, and (3) people have exploited child care services. According to the teaching principles of these teachers, optimal childrearing for infants should involve the following: First, mothers themselves should take care of infants aged 0 to 2 years at home, when possible. Second, mothers using child care centers should form a childrearing partnership with the centers' teachers, and thus closely cooperate with them. Third, the role of infant care teachers should be understood as that of "the second mother." The highlight of this study is that it investigated the changes child care teachers have experienced as main providers of child care services for infants since the implementation of free, universal infant care, and suggested directions for improving child care services.

  • This study was designed to develop a positive behavior support model for children in child care institutions. For this purpose, a demand survey for PBS was conducted with 55 child care institution staff members. 76% of the respondents responded that PBS is needed to prevent problem behavior and can be a good alternative for personality education, and approximately 70% responded that they are willing to implement PBS. The specifications of the model are suggested as follows. First, the preparation step would consist of establishing a support team, educating staff members about PBS, selecting expected behaviors, assessing the current baseline behavior, and setting up a universal PBS environment. The application step would consist of instructing social skills, implementing reinforcement, personal goal-setting and assessing behavior, educating trouble-making students, and monitoring. Finally, at the outcome assessment period, measuring the change in target behavior from the pre-intervention to the post-intervention stage, change in social skills and academic achievement, and social validity is suggested. It is expected that application of this model to children in child care institution will decrease problem behaviors of students, enhance desirable behaviors, and boost the staff members' efficacy.

  • The necessity of universal design for forestry is increasing. Although several studies applied universal design in forest site, they had been only concentrated on the barrier-free design for the limited activities rather than overall utilization for considering all visitors from the disabled, the elderly and the infirm to the baby and child. The purpose of this study is to find out the principle of the universal design within forest welfare service facilities by analysing how socially disadvantaged people perceive overall usage of natural recreation forest area. This study figures out the main principles of universal design in forest welfare through analyzing usage of children and disabilities in Yumyeongsan natural recreation forest where is one of the popular type of forest welfare area. By doing focus interviews targeted on children and disabilities, the results are analyzed through semantic network analysis, objectively. The result proves that universal design in forest welfare area contains four principles; convenience, safety, diversity and amenity. Also it confirmed that disabilities need better internal space facilities and priority care. Through those characters of universal design, forest area will be able to cover more various type of users as forest welfare area.

After-school care is important to support children right of survive and protect, as well as the right to development and participation. To support integrated child rights through the policy, local government's duty is growing in the Covid-19 world. Therefore, the main policy of out-of-school care is analyzed from the perspective of children's rights. Current after-care policy focuses on the right of protection privileges. Providing a safe facility is important, but there is a lack of policy design to expand children's options to learn by various activity which can be utilized with community resources as care contents. The role of government to this is requested to supplement accountability, fairness, democracy and public interest more than over quantitative expansion of services. This study presented an alternative based on the universal elementary care providing happy after-school hours.

COVID-19 is a severe acute respiratory syndrome coronavirus (SARS-CoV) infection-induced acute infectious disease, which is featured by universal susceptibility and strong infectivity, and SHS (a status of low quality health) refers to a status of low-quality health. COVID-19 has gradually developed into a global pandemic, making the public in a high stress situation in physiological, psychological and social states in the short term. Methods: From March 6 to 11, 2020, a large-scale cross-sectional survey was conducted by convenient sampling, and SHS assessment scale was used in the questionnaire. The ordinal logistic regression analysis was used to identify the factors affecting SHS. Results: In this study, 17,078 questionnaires were delivered with 16,820 effective questionnaires collected, and 10,715 subjects (63.7%) were found with SHS, with moderate SHS primarily. Physiological sub-scale scored the highest, followed by psychological and social sub-scales. Ordinal logistic regression analysis indicated that man, only-child, workers and farmers were risk factors of SHS. Protective factors of SHS included living in rural areas and townships, laid-off retirees and education degree. Conclusion: It shows many people in China place in a poor health status during COVID-19 pandemic. It is necessary that relevant departments pay more attention to people with poor health such as men, only-child, urban people, workers and farmers, and groups with high education degree during and after pandemic stabilization.
