On December 12, 2015, the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement, in which several developed and developing countries all committed to participating in the reduction of greenhouse-gas (GHG) emissions. South Korea has submitted an intended nationally determined contribution (INDC) proposal with a target to cut down 37% greenhouse gas business as usual (BAU) until 2030 in preparation for the 2030 GHG BAU. Under the post-2020 regime, which will be launched from 2021 as the agreement entered into force early, it is expected that efforts to support GHG reduction and adaptation to climate change in developing countries will be accelerated with the utilization of technologies and financial resources of developed countries. South Korea has established the Basic Plan for Climate Change Response and the Basic National Roadmap for Greenhouse Gas Reductions by 2030 to promote the response to climate change at the government level. The Ministry of Science and ICT, as the National Designated Entity designated by the UNFCCC, has come up with middle and long-term strategies for climate technology cooperation. South-Korea has an abundance of energy-consuming industries to support its export-oriented industrial structure; it is thus expected that achieving the GHG reduction target will incur a considerable cost. Moreover, in order to meet the reduction target (11.3%) of the intended nationally determined contribution proposed by South Korea, it is necessary for South Korea to actively promote projects that can achieve GHG reduction achievements, and financial resources are needed as leverage to reduce risks that can occur in the early stages of projects and attract private sector investment. This paper summarizes the theoretical discussions on climate finance and conducted a comparative analysis on the status of the funds related to climate change response in the UK, Germany, Japan and Denmark. Through this, we proposed the legal and policy tasks that should be carried forward to raise public funds that can be used for creation of new industries related to climate change as well as to reduce GHG emissions in South Korea. The Climate Change Countermeasures Act, which has been proposed by the National Assembly of South-Korea, stipulates the establishment of funds but there is no additional funding except for general account. In this regard, it is also possible to take measures such as the introduction of carbon tax or the collection and use of royalties through technology research and development projects for climate change, such as Industrial Technology Innovation Promotion Act. In addition, since funds are used in various fields such as domestic greenhouse gas reduction, technology development, and overseas projects, it is necessary to establish a system in which various ministries cooperate with the operation of the fund.
To achieve a data-driven policy decision-making system, the Ministry of Strategy and Finance has formed a marketing team and is actively building upon it. This system, currently under construction, will enable data-driven financial tasks beyond simple financial administration. The U.S. has already enacted The Foundations for Evidence-Based Policymaking Act in the process of similar pursuits. Since last year, the data-driven system administrative law has been enacted in Korea, and a legal framework has been established for data-driven administrative work. The next-generation budget accounting system to fulfill its role as a data-driven system needs public policy support to operate. Innovation and transformation are needed in various areas such as data management, legal system, and installation of related systems. Accordingly, it is very timely to analyze the financial systems and policies of advanced countries such as the U.S. and U.K., which already have established and operates such a financial system. By benchmarking and applying existing financial information systems to the next-generation budget accounting system, a better system will result. In this study, major developed countries, including the U.S., U.K., France, and Canada were benchmarked and analyzed in terms of the main elements of data governance: public policy, systems, legal framework, promotion system, and service level. It was discovered that the role and direction of the national fiscal policy system that the people favor should be able to respond quickly to the recent difficult economic crisis environment such as the digital transformation trend and COVID-19.

COVID-19 has been affecting the library, not to mention society as a whole. Especially, there are many changes in the role and service of the university libraries as all the classes of the universities are turned into non-face-to-face and the use of the university libraries is restricted. The changes in users' use of information and communication behavior due to COVID-19 could be an opportunity for new utilization of human and material resources the university libraries have and for the development of services. However, on the contrary, the university libraries could face another crisis if they fail to respond appropriately to current changes. Therefore, it is necessary to grasp, analyze the impact of COVID-19 and plan how to respond. A survey on the effects of COVID-19 and the response of the university libraries and the perceptions of the university libraries found that most university libraries are responding appropriately to COVID-19. However, a survey on the perceptions of the present and future of the university libraries under COVID-19 showed that many survey respondents think COVID-19 would have a negative impact on the university libraries. This means that the changes caused by COVID-19 are causing a crisis and anxiety in the university libraries. Therefore, by working hard together, the university libraries need to present the university libraries' new role, service and direction in the post-COVID-19 era as well as responding to the current situation.

This study carried out on-site investigation and precision monitoring to prepare proper design and operation technical guidelines for the use of bio gas in organic waste resources (fertilizing urine, food waste, food waste, food waste, etc.). According to the government's mid- and long-term policy on bio gasification, the expansion of waste resources is actively being pushed forward. However, facilities that use the biogas produced for urban gas and transportation are still under-efficient. Precision monitoring was carried out for biogasification facilities of organic waste resources in seven locations nationwide. When the results of precision monitoring were summarized with the four-season average, the efficiency analysis of each organic waste resource showed that the organic breakdown rate was 66.3% on average on VS basis. Analysis of biogas characteristics before and after pretreatment revealed that the $H_2S$ average of the entire facility was measured at 949.7 ppm using iron salts and desulfurization (dry, wet) and that the quality refining facility shearing and rear end was 29.0 ppm and 0.3 ppm. The methane content was found to be reduced by 65.6% at the rear of the fire tank, 63.5% at the back and 97.5% at the rear.

This is turn helps secure corporate competitiveness to play as a medium for creating new profit, which will enhance corporate brands. The records and Archives management, which recently kicks off among business organization, are to collect scattered archives and seek systemic management through archives management systems. This study present ways to collect archives scattered before archives management systems were adopted according to archives management. As a prior investigation, the scope and characteristics of business archives are defined. Visit to business organization to collect data and interview with officials responsible were carried out as a preliminary investigation to conduce acquisition policy. Based on the results of the investigation, acquisition policy of Meritz was conducted. into internal and external collection activities, event collection activities. Value appraisal and display appraisal of archives were established as a appraisal policy for efficient management and utilization of collected business archives. This study takes the case of Metitz Fire & Marine Insurance Co, Ltd (Meritz) as a example to present ways to manage business archives specifically.
This study was carried out to extract ginsenosides in by-products from honeyed red ginseng. Response surface methodology (RSM) was used to optimize the extraction conditions. Based on D-optimal design, independent variables were ethanol (extraction solvent) concentration (30-90%, v/v), extraction temperature ($25-70^{\circ}C$), and extraction time (5-11 h). Extraction yield (Y1) and total ginsenosides (Y2) in the extract were analyzed as dependent variables. Results found that extraction yield increased with increasing extraction temperature and time, whereas it was decreased with increasing ethanol concentration. Similar trends were found for the content of ginsenosides in the extracts, except for ethanol concentration, which was increased with increasing ethanol concentration. Regression equations derived from RSM were suggested to coincide well with the results from the experiments. The optimal extraction conditions for extraction yield and total ginsenosides were an extraction temperature of $56.94^{\circ}C$, ethanol concentration of 57.90%, and extraction time of 11 h. Under these conditions, extraction yield and total ginsenoside contents were predicted to be 84.52% and 9.54 mg/g, respectively.
Though admitting that, in light of the recent archaeological trend, the excavation on relics of Sam-gama (a sort of kiln steaming the hemp) is increasingly reported, little efforts by far have been made not only to restore its traditional structure design but also to research hardly the change of hemp-steaming technologies in ages. In this regard, this paper shows the exploration of structural method and design as well as operability with regard to Sam-gut, traditional hemp-processing equipment that was recently reconstructed in Jungsun, Kangwon Province. Samgut, generally positioned at the waterside area, is an traditional device for steaming hemp to get bast fibers from the raw material of hemp, principally consisting of HWA-JIP(fire-place) to obtain steams by feeding fire ad Mong-got(boiling chamber) to make the hemp steamed after stacking. More specifically, thick round-logs were piled at the bottom of Hwajip prior to stacking stones around its circumferential area. When the timber positioned below gets burned with high temperature to heat stones existing in the upper side, waters then poured onto it after laying a bundle of grass and soil up to the boiled stones. If so, there generates hot vapor, which is conveyed to Monggot to steam the hemp. Functionally, it is of outstanding importance that Samgut is capable of producing high-temperature water vapors instantaneously under the intensive manpower, thus being constructed achievable for those purposes. The Samgut made by digging the ground is an instant facility that is closed after use. The remains, which were used to generate higher thermal power for steaming hemp, make it hard to excavate the historic traits because there left little vestiges in the soil, which means keen attention must be paid to find out the trace of Smgama relics. Future research stall be focused on collection of broader data regarding Samgut including technological review in extracting bas fibers from the hemp.

Prunus mume, known as maesil in Korea, has been widely cultivated in East Asia and used as medication and food. However, because most of the previous studies concerning P. mume had been investigated its under extract state, detailed studies are still required for its extensive utilization. In this study, we evaluated the antioxidant and ${\alpha}-glucosidase$ inhibitory activities of solvent fractions of P. mume ethanol extracts. The ethyl acetate fraction showed higher DPPH radical scavenging activity, ABTS radical scavenging activity, reducing power, and hydrogen peroxide scavenging activity than other fractions. The DPPH radical scavenging activities of ethyl acetate fraction was 67.79%; ABTS radical scavenging activity was 60.03%; reducing power ($OD_{670}$) was 1.26; and hydrogen peroxide scavenging activity was 93.18% at $500{\mu}g/ml$. Also, the ethyl acetate and methanol fraction showed effective levels of ${\alpha}-glucosidase$ inhibition activity (69.25% and 72.29% at $500{\mu}g/ml$). Total polyphenol contents and total flavonoid contents of the ethyl acetate fraction were 88.28 mg/g (gallic acid equivalent) and 70.38 mg/g (quercetin equivalent), respectively. These results suggest that the physiological activities of the ethyl acetate fraction are associated with its polyphenol and flavonoid contents. Therefore, this study can be used as basic data for developing natural antioxidants and potential functional material using P. mume.
Purpose: In this study, the location and history information of the cavity identified in the cavity exploration, such as repacking of the pavement, is not known. Therefore, it is to review the field applicability of RFID(Radio Frequency Identification) systems that enable anyone to accurately identify information. Method: Basic experiments were conducted for field applicability for cavity recognition distance, recognition and recognition rate, tag performance and tag type, reader interference, communication, underground burial impact, and duplicate recognition by RFID system. Results: As a result of the depth of tag and reader recognition, the electronic tag chips and readers applied in the basic experiment are judged to be effectively applicable in the field environment where the road cavity is located. Conclusion: The RFID tags for field application of the pavement management system store various information such as location and size of cavity, identification date, cause of occurrence, and surrounding underground facilities to maximize cavity management effect with a system that can be computerized and mobile utilization.

It is an urgent issue to manage and reduce non-point pollution sources for improving the water quality of stream and lakes in rural areas. In this study, in order to reduce non-point pollution sources in rural area, Gabion mattresses was proposed to provide protection of riverbanks with anaerobic and aerobic area. The utilization of this was assessed by lab scale model test and pilot plant test. After filling the inside of the gabion mattresses with aggregate, the filtration zone under anaerobic and aerobic conditions was formed to treat the contaminants. In addition, vegetation was deposited on the surfae of the gabion to prevent the inflow of soil and to promote purification by the plant. COD and nitrogen content (T-N, $NH_4{^+}$, -N, $NO_3{^-}N$) were monitored in model and field tests. The lab scale model test showed removal efficiency of 17% of TCOD, 35% of SCOD, 14% of TN, 62% of $NH_4{^+}$, -N, and 33% of $NO_3{^-}$ N. Also, pilot plant test showed removal efficiency of 24% of TCOD, 29% of SCOD, 47% of TN, 50% of $NH_4{^+}-N$, 33% of $NO_3{^-}$, N and 29% of TP.
