The Design and Implementation of a Real-Time FMD Cattle Burial Sites Monitoring System Based-on Wireless Environmental Sensors (u-EMS : 센서네트워크 기반의 가축매몰지 악취환경정보 실시간 모니터링 시스템 설계 및 구현)

  • Recent outbreak of cattle diseases such as foot-and-mouth disease(FMD) requires constant monitoring of burial sites of mass cull of cattles. However, current monitoring system takes environmental samples from burial sites with period of between one and two weeks, which makes it impossible for non-stop management of hazardous bio-waste. Therefore, in this study, we suggest an improved real-time environmental monitoring system for such bio-hazardous sites based on wireless sensor networks, which makes constant surveillance of the FMD burial sites possible. The system consists mainly several wireless environmental monitoring sensors(i.e dust, Co2, VOC, NH3, H2S, temperature, humidity) nodes and GPS location tracking nodes. Through analysis of the relayed of the environmental monitoring data via gateway, the system makes it possible for constant monitoring and quick response for emergency situation of the burial sites. In order to test the effectiveness of the system, we have installed a set of sensor to gas outlets of the burial sites, then collected and analyzed measured bio-sensing data. We have conducted simulated emergency test runs and was able to detect and monitor the foul smell constantly. With our study, we confirm that the preventive measures and quick response of bio environmental accident are possible with the help of a real-time environmental monitoring system.

  • 2015년 5월 수중발사 탄도미사일(SLBM) 발사시험을 통해 북한은 전 세계의 이목을 또 다시 집중시켰다. 북한은 2013년 제3차 핵실험을 감행한 이후 최근까지도 탄도미사일과 로켓 발사 등의 무력도발을 지속해 왔다. 이와 같은 북한의 무력도발은 한반도의 안정뿐만 아니라 미국 본토의 안보에도 매우 부정적인 영향을 미치고 있다. 지금까지 미국은 북한의 핵미사일 개발 저지를 위해 경제적 또는 군사적 방안들을 선별적으로 적용해 왔다. 그러나, 이러한 미국의 노력에도 불구하고 북한은 여전히 핵미사일을 개발하겠다는 꿈을 포기하지 않고 있는 것이 사실이다. 본 논문은 북한의 핵미사일 개발에 대한 미국의 대안적 전략(Alternative Strategy)을 제시하는데 그 목적이 있다. 필자는 대안적 전략 제시에 앞서 북한의 핵과 탄도미사일 개발현황을 내용(Contents)과 맥락(Context) 차원에서 분석하고 미 오바마 행정부의 대북전략을 비판적으로 검토하였다. 그리고 대안적 전략으로 동맹국과 함께 경제적(Sticky Power), 군사적(Sharp Power) 수단의 동기화(Synchronizing)를 통해 북한이 감당하기 힘든 전략적 환경을 조성(Shaping the Strategic Environment)하는 것이 '북한의 핵개발 포기' 라는 전략목표를 달성하는 방안 임을 강조하고 있다. 미국이 대안적 전략목표를 달성하기 위해서는 경제적 수단으로 ① 북한의 자금세탁 및 위조지폐 발행국 지정, ② 북한을 지원하는 모든 해외자산에 대한 제재조치, ③ 북한의 테러지원국 재지정, ④ 북한 제재를 위한 미국의 입법추진, ⑤ 대량살상무기 관련 금수품목의 확대를 적용함과 동시에 군사적 수단으로 ① 대량살상무기 비확산 활동 강화, ② 대탄도미사일 전략 개발 및 정보(ISR: Intelligence Surveillance and Reconnaissance) 공유, 맞춤형 억제전략(TDS: Tailored Deterrence Strategy)의 구체화 등을 통한 한·미 군사 억제방안의 강화, 그리고 ③ SM-3, THAAD(Terminal High Altitude Area Defense) 등 한·미·일 3자간 MD(Missile Defense)체제의 구축 등을 동기화하여 적용해야만 할 것이다. 미국의 대안적 전략은 ① 북한의 핵미사일 개발에 대한 중국의 협력방지, ② 한·중간 경제관계의 악화, ③ 한·일간의 역사적 긴장관계라는 위험요소를 내포하고 있는 것 또한 사실이다. 따라서 미국이 대안적 전략목표인 '북한의 비핵화' 달성을 위해서는 이와 같은 위험요소를 완화시키는 노력도 병행되어야 할 것이다. 끝으로, 미국은 북한의 김정은이 핵미사일 개발 포기라는 상이한 방향의 전략적 결정을 할 경우에 대비하여 한·미 연합훈련의 보류, 북한에 대한 경제제재조치 해제 등 북한과의 협상 가능성도 열어두고 이에 대해서도 철저하게 준비해 나가야 할 것이다.

Chest Radiological Changes after Cessation and Decrease of Exposure to Welding Fume in Shipyard Welders (조선업 용접공진폐증에서 용접 흄 폭로력에 따른 방사선 소견의 경시적 변화양상)

  • 27 shipyard welders were diagnosed as pneumoconiosis and suspected pneumoconiosis(1976-1988) by chest radiographs and were observed over three years. 27 welders were divided into three groups by the state of exposure to welding fume i.e. cessation, decresase or continuity of exposure. And we observed the changing pattern of the chest radiographs of 27 welders with the passage of time. The results were as follows; 1. Grour I (ceased exposure to welding fume) were 10 cases(3 cases: suspected pneumoconiosis,7 cases: pneumoconiosis). Chest radiographs of all cases were improved. The shape and size of small opacities was improved in 6 cases(85.7%) and did not changed in 1 case(14.3%) out of 7 pneumoconiosis welders. 2. Group II (decreased exposure to welding fume) were S cases(2 cases: suspected pneumoconiosis, 3 cases: pneumoconiosis). Chest radiographs were progressed in 2 cases(40%), did not changed in 1 case(20%), were improved in 2 cases(40%) out of 5 cases. The shape and size of small opacities was progressed in 1 case(33.3%) and was improved in 2 cases(66.7%) out of 3 pneumoconiosis welders. 3. Group III(continued expoxsure to welding fume) were 12 cases(1 case: suspected pneumoconiosis, 11 cases: pneumoconiosis). Chest radiographs were progressed in 9 cases(75%), did not changed in 3 cases(25%) out of 12 cases. The shape and size of small opacities was progressed in 1 case(9.1%) and did not changed in 10 cases(90.9%) out of 11 pneumoconiosis welders. 4. The average duration for development into suspected pneumoconiosis was 6.6 years and for progression of each one category after that was 2.2 years(p<0.01). The radiological appearance of pneumoconiosis had disappeared or decreased after cessation of exposure to the welding fume. So that, early detection and control e.g., change of department of pneumoconiosis of welders by screening program will be important for medical surveillance of welders.

Performance Analysis of Automatic Target Recognition Using Simulated SAR Image (표적 SAR 시뮬레이션 영상을 이용한 식별 성능 분석)

  • As Synthetic Aperture Radar (SAR) image can be acquired regardless of the weather and day or night, it is highly recommended to be used for Automatic Target Recognition (ATR) in the fields of surveillance, reconnaissance, and national security. However, there are some limitations in terms of cost and operation to build various and vast amounts of target images for the SAR-ATR system. Recently, interest in the development of an ATR system based on simulated SAR images using a target model is increasing. Attributed Scattering Center (ASC) matching and template matching mainly used in SAR-ATR are applied to target classification. The method based on ASC matching was developed by World View Vector (WVV) feature reconstruction and Weighted Bipartite Graph Matching (WBGM). The template matching was carried out by calculating the correlation coefficient between two simulated images reconstructed with adjacent points to each other. For the performance analysis of the two proposed methods, the Synthetic and Measured Paired Labeled Experiment (SAMPLE) dataset was used, which has been recently published by the U.S. Defense Advanced Research Projects Agency (DARPA). We conducted experiments under standard operating conditions, partial target occlusion, and random occlusion. The performance of the ASC matching is generally superior to that of the template matching. Under the standard operating condition, the average recognition rate of the ASC matching is 85.1%, and the rate of the template matching is 74.4%. Also, the ASC matching has less performance variation across 10 targets. The ASC matching performed about 10% higher than the template matching according to the amount of target partial occlusion, and even with 60% random occlusion, the recognition rate was 73.4%.

The Relationship between 5-year Overall Survival Rate, Socioeconomic Status and SEER Stage for Four Target Cancers of the National Cancer Screening Program in Korea: Results from the Gwangju-Jeonnam Cancer Registry (국가 암검진 사업의 주요 암종별 5년 생존율과 사회경제적 수준 및 요약병기의 관련성: 광주·전남 지역암등록본부 자료를 중심으로)

  • Purpose: The aim of this study was to investigate the relationship between the 5-year survival rate, socioeconomic status, and SEER (Surveillance Epidemiology and End Results) stage of stomach, colorectal, breast and cervical cancer patients. Methods: A total of 11,770 cases of four target cancers, which were diagnosed during 2005-2007, were extracted from the database of Gwangju-Jeonnam Regional Cancer Registry. The subjects of the study were 11,770 including stomach (n=5,479), colorectal (n=3,565), breast (n=1,516) and cervical cancers (n=710). Cox's proportional hazards model was used to obtain the hazards ratio (HR) according to the SEER stage and socioeconomic status. Results: Stomach cancer had a significantly higher HR in the medical aid recipients (HR=1.39), and the group below 20% (HR=1.20) compared to the group with the highest income level. Colorectal cancer had a significantly higher HR in the medical aid recipients (HR=1.26) than in the group with the highest income level. In addition, stomach, colorectal, breast and cervical cancers had a significantly higher HR according to the SEER stage in regional direct (stomach=4.10, colorectal=1.76, breast=12.90, cervical=3.10), regional lymph only(stomach=2.58, colorectal=2.33, breast=4.32, cervical=4.43), regional both (stomach=6.74 colorectal=3.04, breast=15.57 cervical=6.50), and regional NOS (Not Otherwise Specified)/distant (stomach=17.53, colorectal=11.53, breast=25.34, cervical=26.51) than in situ and localized only. Conclusion: In order to increase the cancer survival rate, a support system for early detection and early treatment of cancer should be established for groups with low individual income levels, and regular health checkups and management measures should be actively implemented through the National Cancer Screening Program.

Study on the Feasibility of Space Weapon Development Utilizing Active Debris Removal Techniques and Understanding of Space Maneuver Warfare (우주 쓰레기 제거기술을 활용한 우주무기 개발 개연성 고찰 및 우주기동전(Space Maneuver Warfare)의 이해)

  • According to the studies recently published through advanced maui optical and space surveillance technologies (AMOS) Conference 2021, LEO conjunction assessment revolves around not on operating satellites but space debris such as rocket bodies and non-operational satellites, hence suggesting a solution through space traffic management. Against this backdrop, the issue of active debris removal (ADR) has emerged to the surface as an international challenge throughout the globe. In step with this, the United Nations General Assembly approved a resolution calling on nations to halt tests of direct-ascent anti-satellites, to which U.S. and twelve other nations included Republic of Korea were original signatories. ADR techniques are also actively being researched in the civil sector, and these commercial services, if successfully developed, could possibly be utilized for military use as well. As such, this paper will help readers' understanding for the current status of ADR techniques, space threat assessments, on-orbit rendezvous and proximity operations by looking at previous cases, reflecting on space-faring nations' ADR techniques and its development probability in relation to space weapons. As a conclusion, this study will propose the needs of developing space propulsion system by understanding Space Maneuver Warfare in preparation for the future space battlefield.

A Study on the Legal Proposal of Crew's Fatigue Management in the Aviation Regulations (항공법규에서의 승무원 피로관리기준 도입방안에 관한 연구 - ICAO, FAA, EASA 기준을 중심으로 -)

  • Aviation safety is the State and industry's top priority and more scientific approaches for fatigue management should be needed. There are lately various studies and regulation changes for crew fatigue management with ICAO, FAA and EASA. ICAO issued the provisions of fatigue management for flight crew since 1st edition, 1969, of Annex 6 operation of aircraft as a Standards and Recommended practice(SARPs). Unfortunately, there have been few changes and improvement to fatigue management provisions since the time they were first introduced. However the SARPs have been big changed lately. ICAO published guidance materials for development of prescriptive fatigue regulations through amendment 33A of Annex 6 Part 1 as applicable November 19th 2009. And then ICAO introduced additional amendment for using Fatigue Risk Management System (FRMS) with $35^{th}$ amendment in 2011. According to the Annex 6, the State of the operator shall establish a) regulations for flight time, flight duty period, duty period and rest period limitations and b) FRMS regulations. The Operator shall implement one of following 3 provisions a) flight time, flight duty period, duty period and rest period limitations within the prescriptive fatigue management regulations established by the State of the Operator; or b) a FRMS; or c) a combination of a) and b). U.S. FAA recently published several kinds of Advisory Circular about flightcrew fatigue. U.S. passed "Airline Safety and FAA Extension Act of 2010" into law on August 1st, 2010. This mandates all commercial air carriers to develop a FAA-acceptable Fatigue Risk Management Plan(FRMP) by October 31st, 2010. Also, on May 16, 2012, the FAA published a final rule(correction) entitled 'Flightcrew Member Duty and Rest Requirements; correction to amend its existing prescriptive regulations. The new requirements are required to implement same regulations for domestic, flag and supplemental operations from January 4, 2014. EASA introduced a Notice of Proposed Amendment (NPA) 2010-14 entitled "Draft opinion of the European Aviation Safety Agency for a Commission Regulation establishing the implementing rules on Flight and Duty Time Limitations and Rest Requirements for Commercial Air Transport with aeroplanes" on December 10, 2010. The purpose of this NPA is to develop and implement fatigue management for commercial air transport operations. Comparing with Korean and foreign regulations regarding fatigue management, the provisions of ICAO, FAA, EASA are more considering various fatigue factors and conditions. Korea regulations should be needed for some development of insufficiency points. In this thesis, I present the results of the comparative study between domestic and foreign regulations in respect of fatigue management crew member. Also, I suggest legal proposals for amendment of Korea Aviation act and Enforcement Regulations concerning fatigue management for crew members. I hope that this paper is helpful to change korea fatigue regulations, to enhance aviation safety, and to reduce the number of accidents relating to fatigue. Fatigue should be managed at all level such as regulators, experts, operators and pilots. Authority should change surveillance mind-set from regulatory auditor to expert adviser. Operators should identify various fatigue factors and consider to crew scheduling them. Crews should strongly manage both individual and duty-oriented fatigue issues.

The Role of the Soft Law for Space Debris Mitigation in International Law (국제법상 우주폐기물감축 연성법의 역할에 관한 연구)

  • In 2009 Iridium 33, a satellite owned by the American Iridium Communications Inc. and Kosmos-2251, a satellite owned by the Russian Space Forces, collided at a speed of 42,120 km/h and an altitude of 789 kilometers above the Taymyr Peninsula in Siberia. NASA estimated that the satellite collision had created approximately 1,000 pieces of debris larger than 10 centimeters, in addition to many smaller ones. By July 2011, the U.S. Space Surveillance Network(SSN) had catalogued over 2,000 large debris fragments. On January 11, 2007 China conducted a test on its anti-satellite missile. A Chinese weather satellite, the FY-1C polar orbit satellite, was destroyed by the missile that was launched using a multistage solid-fuel. The test was unprecedented for having created a record amount of debris. At least 2,317 pieces of trackable size (i.e. of golf ball size or larger) and an estimated 150,000 particles were generated as a result. As far as the Space Treaties such as 1967 Outer Space Treaty, 1968 Rescue Agreement, 1972 Liability Convention, 1975 Registration Convention and 1979 Moon Agreement are concerned, few provisions addressing the space environment and debris in space can be found. In the early years of space exploration dating back to the late 1950s, the focus of international law was on the establishment of a basic set of rules on the activities undertaken by various states in outer space.. Consequently environmental issues, including those of space debris, did not receive the priority they deserve when international space law was originally drafted. As shown in the case of the 1978 "Cosmos 954 Incident" between Canada and USSR, the two parties settled it by the memorandum between two nations not by the Space Treaties to which they are parties. In 1994 the 66th conference of International Law Association(ILA) adopted "International Instrument on the Protection of the Environment from Damage Caused by Space Debris". The Inter-Agency Space Debris Coordination Committee(IADC) issued some guidelines for the space debris which were the basis of "the UN Space Debris Mitigation Guidelines" which had been approved by the Committee on the Peaceful Uses of Outer Space(COPUOS) in its 527th meeting. On December 21 2007 this guideline was approved by UNGA Resolution 62/217. The EU has proposed an "International Code of Conduct for Outer Space Activities" as a transparency and confidence-building measure. It was only in 2010 that the Scientific and Technical Subcommittee began considering as an agenda item the long-term sustainability of outer space. A Working Group on the Long-term Sustainability of Outer Space Activities was established, the objectives of which include identifying areas of concern for the long-term sustainability of outer space activities, proposing measures that could enhance sustainability, and producing voluntary guidelines to reduce risks to long-term sustainability. By this effort "Guidelines on the Long-term Sustainability of Outer Space Activities" are being under consideration. In the case of "Declaration of Legal Principles Governing the Activities of States in the Exp1oration and Use of Outer Space" adopted by UNGA Resolution 1962(XVIII), December 13 1963, the 9 principles proclaimed in that Declaration, although all of them incorporated in the Space Treaties, could be regarded as customary international law binding all states considering the time and opinio juris by the responses of the world. Although the soft law such as resolutions, guidelines are not binding law, there are some provisions which have a fundamentally norm-creating character and customary international law. In November 12 1974 UN General Assembly recalled through a Resolution 3232(XXIX) "Review of the role of International Court of Justice" that the development of international law may be reflected, inter alia, by the declarations and resolutions of the General Assembly which may to that extend be taken into consideration by the judgements of the International Court of Justice. We are expecting COPUOS which gave birth 5 Space Treaties that it could give us binding space debris mitigation measures to be implemented based on space debris mitigation soft law in the near future.
