  • u-방재City는 첨단 IT 인프라를 기반으로 유비쿼터스기술과 단위서비스를 활용하여 시민이 안전하고 편안하게 생활할 수 있도록 재난으로부터의 피해를 최소화한 도시이며, u-방재City 서비스란 도시의 지능화된 기반시설과 정보통신망을 활용하여 재난상황을 상시 모니터링하고, 이를 통해 재난의 사전 예방과 상황 발생 시 신속한 대응이 가능하도록 하는 서비스로 정의된다. 이러한 u-방재City 서비스는 지역간 서비스간 상호 운용성 확보가 매우 중요하며 국가재난관리의 큰 틀 내에서 추진되어야 하는데, 이를 위해서는 지역의 재난발생 특성과 서비스 수요 및 인프라 여건 등을 종합적으로 조사 분석하여 서비스 모델을 개발하여야 한다. 본연구는 u-방재City 서비스의 체계적인 개발과 효율적인 운영을 위해 지역의 재난발생 특성과 재난관리 업무현황, 서비스 제공을 위한 인프라 여건, 서비스 수요 및 요구사항 등을 조사 분석하고, 이를 토대로 u-방재City 서비스 개발 및 운영 방향을 제시함을 목적으로 한다.

A Study on the Design of u-Safety Service and Monitoring Infrastructure (u-방재 서비스 및 모니터링 인프라의 설계에 관한 연구)

  • By the time the interest on the u-City is continuously growing as a test bed for verifying the potentials of ubiquitous convergence industries, research on the u-Safety gradually increases as well, as a typical service and application area of u-City. Like the other service areas of u-City, in order to provide u-Safety services smoothly, it is crucial to integrally connect u-City services and infrastructures that have operated under distributed environment. In this study, we suggest an approach for design of u-Safety service and monitoring architecture by combing CIM/WBEM standard with GMA. CIM/WBEM and GMA are broadly applied in the distributed resource monitoring environment and are widely recognized as data acquisition architecture under massive monitoring data volumes respectively. Considering the growing research needs for standardization and extension of u-City service infrastructure, it is expected that our integrated infrastructure model will be used as a reference model for effective integration of distributed resources with newly added services.

  • As people's living standards and expectations for life increase, by applying advanced technology in the city, to enhance the convenience and safety needs are being expanded gradually. Accordingly, so the future of the city to see a viable alternative to that the ubiquitous city fused information communication technologies, large-scale projects conducted at the national level. Sectoral Disaster Prevention is ready for sure how much the lack of response capabilities in the field for checking solution has been suggested for The National Emergency Management Agency. These results present a Sectoral Disaster Prevention response capabilities somewhat different in were identified. Through these are proposed policy recommendations about Sectoral Disaster Prevention and insufficient areas of step response capabilities and building fire protection system approach combines ubiquitous technology in the new paradigm rather than traditional disaster management, greet era of ubiquitous.

  • This study demonstrates a basic concept and designing direction for the realisation of disaster prevention planning in u-City(u-BangjaeCity) that is from establishing a planning system in terms of the areas of professional disaster and safety management for the national disaster management. and designing disaster or safety management system via using ubiquitous technology for the scientific disaster management. In order to realise u-City it is necessary to maps out interrelation amongst various services such as traffic, environment and disaster prevention. Domestic and international case studies regarding the tendency of disaster prevention planing in u-City and its analysis could be the fundamental resource in order to develop the standard model of u-BangjaeCity.

  • U-Eco City is promoted nation-wide by development of recent IT technology, method of effective countermeasure disasters, which real-time wire/wireless communication network, and 3D-Web GIS shall be connected that massive database, intelligent service be perceived. U&V-City is the four-dimensional future city that actualizes an intelligent daily ubiquitous computing service by embodying 3D-Virtual City, the reproduction of real world U-City while using Digital map, satellite image, VRML(Virtual Reality Modeling Language), which are presentation tool to describe city components and by efficiently catch and cope about nature and human disasters while employing EAI(External Authoring Interface) that provides HTML&JAVA, and interface for efficient removal/process of massive information/service and also by employing GPS/LBS/Navigation in support of the world-wide orientation concept, and RTLS(Real Time Location System).

  • The concept of "ubiquitous" has become the top issue of the 21st century communications field within the past years. u-City has become the new city paradigm with the convergence of city planning and ubiquitous communication technologies and services. Starting from 2004, KT has collaborated with the Korean government to develop comfortable, convenient, pleasant, safe, and healthy IT technology based u-City focusing on; balanced development, value creation, and improved standard of living within the region. Presently the term, "hazard mitigation services" lacks a clear definition due to its varying applications by different local agencies and has caused confusion. Therefore, this report will clarify and define u-City hazard mitigation services currently proposed to the local agencies as well as services currently in effect. Additionally, the report will introduce hazard mitigation service models feasible by KT.

  • Since the damages caused by disasters increase every year associated with wrenching climatic changes and the diversification of the social structure, the efficient management system is required to reduce damages and an assessment of the vulnerable disaster areas is necessary to prevent and mitigate the damages. In this paper, we have estimated the vulnerable disaster areas based on the records of the past damage histories and performed the risk assessment of the social infrastructures in Busan city to provide the fundamental information for the real-time monitoring system and the systematic approach for disaster prevention system to build V-City model. These results are illustrated by using Geographical Information System (GIS) and the order of vulnerable disaster areas are also estimated.

Monitoring Technology for Flood Forecasting in Urban Area (도시하천방재를 위한 지능형 모니터링에 관한 연구)

  • Up to now, a lot of houses, roads and other urban facilities have been damaged by natural disasters such as flash floods and landslides. It is reported that the size and frequency of disasters are growing greatly due to global warming. In order to mitigate such disaster, flood forecasting and alerting systems have been developed for the Han river, Geum river, Nak-dong river and Young-san river. These systems, however, do not help small municipal departments cope with the threat of flood. In this study, a real-time urban flood forecasting service (U-FFS) is developed for ubiquitous computing city which includes small river basins. A test bed is deployed at Tan-cheon in Gyeonggido to verify U-FFS. It is found that U-FFS can forecast the water level of outlet of river basin and provide real-time data through internet during heavy rain. Furthermore, it is expected that U-FFS presented in this study can be applied to ubiquitous computing city (u-City) and/or other cities which have suffered from flood damage for a long time.
