A Study on the Evaluation of Improvement Factors of Tug Services in Korea (우리나라 예선 서비스 개선요인 평가에 관한 연구)

  • The purpose of this study is to prioritize improvement factors of the tug services in terms of the structural problem, operating system and the present condition of the tug at each port in Korea. It was identified that the tug operating system needs to be mostly improved among the improvement factors of the tug services in Korea. In addition, free contract and rotating system were found to be important factors which need to be improved comparing to other factors such as service quality, tug rules, operating practices of council for tug operation and customer factor. The service attitude of the tug companies was regarded as an important element. And the tug entry system appeared to be an important item. Finally, laws relating to tug business needs to be revised which allow new tug companies enter into the market. As the result of AHP analysis for tug systems and service improvement factors, some fundamental changes of tug operation systems are urgently needed.

Development of Quality Evaluation Model for Tug Service in Korea using AHP (AHP를 활용한 우리나라 예선서비스 품질평가 모형 개발 연구)

  • Tug services are essential services to ensure port safety. However, due to the relatively low barrier to entry into the tug service market, the number of service companies has increased, which has led to growing concerns about excessive competition among companies and poor service quality. To solve these problems, it is necessary to prepare a service quality evaluation system, but full-fledged implementation remains far away. The purpose of this study is to develop a tug service quality evaluation model that can be practically applied. To this end, an evaluation model consisting of two major categories, eight middle categories, and 25 detailed evaluation indicators was developed through a literature review, case studies, and expert interviews. AHP analysis is also conducted to derive the relative importance of the evaluation items. As a result of the analysis, it was found that the weight of user satisfaction was higher than that of management evaluation. In addition, the weights for each detailed indicator of management evaluation were in descending order of facility management, company management, and financial soundness, and it was analyzed that the management of facilities directly used for services was important. User satisfaction is in descending order of safety, punctuality, service satisfaction convenience, and transparency. These results show that securing safety is a top priority, and that the inherent quality of services such as safety and punctuality is more urgent than those of the convenience and transparency of the process in terms of providing preliminary services.

  • 한국형 e-Navigation의 '예도선 지원 서비스'는 국내 항만에서 예도선에 필요한 각종 정보를 제공하는 서비스이다. 최근 국내 도선 시행 횟수가 꾸준히 증가하고 있으며, 현재 우리나라에서는 도선 및 예선의 안전을 위한 별도의 정보를 제공하는 서비스가 존재하지 않아, 예도선을 위한 정보시스템의 구축이 필요하다. 본 연구에서는, '예도선 지원 서비스'에 대한 설명과 각각의 기능 및 기대효과를 제시한다. 본 연구에서 개발되는 서비스를 통해, 국내 예도선의 효율성을 향상시키고, 안정성을 확보하는데 기여할 것으로 기대한다.

A Study on the Impacts of Shipping Service Firm's Perceived Relational Benefits on Switching Barriers and Customer Loyalty -Focusing on Tug Boat Service- (해운기업의 지각된 관계 혜택과 전환장벽 및 고객 충성도의 관계에 관한 실증연구 -예인서비스를 중심으로-)

  • The purpose of this paper is to study the impact of shipping service firm's perceived relational benefits on switching barriers and loyalty focusing on tug boat service. To achieve the purpose of the research, literature survey on existing literature, thesis, research report is performed and also reliability analysis, validity test and multiple regression analysis using SPSSWIN 18.0 is used in this research. To verify a research model and hypothesis, a questionnaire survey among employees of shipping companies and shipping agencies was executed. 76 copies of total 200 copies of questionnaires were collected and the number of questionnaire used for empirical analysis was 76 copies. The main results of the study are summarized as below. First, Hypothesis 1 "shipping service firm's perceived relational benefits has a positive impact on the switching barrier" was supported by this study. Second, Hypothesis 2 "shipping service firm's perceived relational benefits has a positive impact on the loyalty" was supported in this research. Finally, Hypothesis 3 "switching barrier has a positive impact on the customer's loyalty" was also supported. Further research can be extended by adding more questionnaires including more shipping service firms all over the nation.

A Study on Recent Trends of Principal Particulars m Ice-Transiting Vessel Design (빙해 항행 선박 주요목의 변화 경향에 대한 조사 연구)

  • In this study, design parameters of ice-transiting vessels in the world, currently in service or under construction, were collected and a database of principal particulars for each ship was established. To understand the recent design trend, ice-transiting vessels were categorized into four groups, i.e., conventional icebreakers, icebreaking tug/supply/research vessels, ice-strengthened passenger/car ferry and ice-strengthened cargo vessels. Changes in principal particulars for each group were reviewed and summarized. It was found that the most significant change in the design of ice-transiting vessels was the increment of large size commercial cargo vessels. It is believed that the recent hike of oil prices and booming of Russian economy has resulted in the need for year-round operation with bigger ships in the Baltic Sea and in the Sea of Okhotsk and also along the Northern Sea Route in Russian Arctic Sea.

  • Pilotage & Tugs Assistance Service in Korean e-Navigation provides port monitoring which presents features of port by utilizing dynamic and static information of vessel, weather data, water way information and etc. It also supports process related to pilotage and tugs according to each user types. This study suggests how this services can be utilized after practicalization and describes expectation from applying this utilization. The Pilotage & Tugs Assistance Service is expected to be platform for Pilotage & Tug by further research and development.

  • Korean e-Navigation is a system that introduced to reduce maritime accidents. In order to reduce marine accidents, Korean e-Navigation provides the following services-"Vulnerable Vessel Monitoring", "Vulnerable Vessel support & monitoring", "Optimal safety route", "ENC Streaming for Small Vessel", "Tug & Barge Support", "Maritime Safety Information Providing". Each Service is a system separated into finctional units and integrated into Korean e-Navigation. Korean e-Navigation is introducing data middleware to integrate each service and the DDS(Data Distribution Service) is judged to be effective. Thus, this paper analyzed the characteristics of DDS middleware types suitable for each service of e-Navigation.

  • A tugboat (tug) is a boat that maneuvers vessels by pushing or towing them. Tugs move vessels that should not move themselves alone, such as ships in a crowded harbor or a narrow canal, or those that cannot move themselves, such as barges, disabled ships, or oil platforms. Tugboats are powerful for their size and strongly built, some are ocean-going. Historically tugboats were the first seagoing vessels to receive steam propulsion, freedom from the restraint of the wind, and capability of going in any direction. As such, they were employed in harbors to assist ships in docking and departure. Towage is in essence a service by one vessel to another vessel for a fixed remuneration. The most common reason for requiring this service is the lack of its own motive power. Conventionally, towage is defined as "the employment of one vessel to expedite the voyage of another, when nothing more is required than the accelerating of her progress". Apart from accelerating vessels, acquiring towage service is a common practice for towing barges, platform of drilling oil, floating ship yards, etc.

  • IOn 7th of Dec. 2007, large oil spill took place the seas off the Taean coast caused by the collision between VLCC Hebei Spirit and crane floating barge Samsung-1 and a lot of problems were revealed during response to the accident. The author, accordingly, examined to analyze the cause of this accident on the aspect of spill prevention and presented some preventive measures, such as strictness to the current standard for tug operation, expansion of VTS service area and transfer of the VTS responsibility to Korea Coast Guard, designation of appropriate anchorage per ship's type, cargo and visiting purpose, and special management for dangerous goods carriers.

Effect of an Intensive Rehabilitation Program on Physical Activity and Wearing Satisfaction in Traumatic Lower Limb Amputees -A Retrospective Study- (집중재활프로그램이 하지 절단 환자의 신체활동 및 의지 착용감에 미치는 영향 -후향적 연구-)

  • Purpose: This study aimed to investigate the effect of an intensively rehabilitation program on the gait, balance, functional performance, and wearing satisfaction of patients with traumatic lower extremity amputations caused by industrial accidents. Methods: In this study, the anonymized electronic medical records of individuals who participated in the intensive rehabilitation program (among those who were admitted to the hospital belonging to the Labor Welfare Corporation) due to an industrial accident from August 2018 to September 2019 were collected. As a result, the records of 12 subjects meeting the screening criteria were analyzed. Results: According to the time of application to the intensive rehabilitation program, the 10 Meter Walk Test (10MWT) (p < 0.01), Berg Balance Scale (BBS) (p < 0.01), Timed Up and Go Test (TUG) (p = 0.01), the L Test of Functional Mobility (L-test) (p < 0.01), Prosthetic Limb Users Survey of Mobility (Plus-M) (p < 0.01), and Houghton Score Question (HSQ) (p < 0.01) values significantly improved with time. Conclusion: This study confirmed the positive effect of an intensive rehabilitation program on the gait, balance, functional performance, and wearing satisfaction of patients with traumatic lower extremity amputations caused by industrial accidents. However, this study was limited by the absence of a control group, and, thus, it highlights the need for more extensive research with a large sample.
