Most transportation problems are expected to be dealt with by public sector, mainly government organizations, even though few articles are available to tackle the problems from the administrative points of view. This study has the following scopes: to define the transportation system; to derive the subsystems, i.e., the functions of the system; to identify the elements (or organizations) of performing the functions; to study the inter-organizational relationships among the elements and to derive problem areas; and finally to propose a new administrative system for solving the problems. System Theory was exclusively used for defining the system and deriving subsystems of transportation. Laws and regulations about government organizations were analyzed to identify the relevant organizations. Communications analysis was used for deriving the relationships among the organizations. Ledger books containing incoming-and-outgoing documents in the sampled organizations were inputed onto computer. Exactly 49,367 records(i.e., information flows) were stored for this analysis. Finally, this study proposed a new administrative system that is expected to result in more cooperative and productive inter-organizational relationships among the transportation organizations.

1996년 서울 고덕동~상일동 구간 시내버스에 교통카드 시범실시 이후 다년간 정부의 지속적인 지원으로 현재 수도권 대중교통 승객의 교통카드 이용률이 90%를 넘어서고 있다. 현 상황에서 국내 및 국외의 교통정보시스템은 도로운영 및 제어, 실시간 정보 제공에 집중되어 있으며, 기존의 교통정보시스템과 차별화되는 교통카드자료를 활용한 교통정보시스템에 관한 연구가 진행되어야 한다. 본 연구에서는 교통카드 사용이 활성화되어 있는 국내 및 국외사례를 중심으로 각 국에서 활용되고 있는 교통정보시스템을 비교/분석하여, 교통카드자료 기반의 대중교통 정책 및 제도 개선을 위한 의사결정지원 기능, 승객 통행정보에 대한 과학적 분석, 새로운 노선 구축에 대한 수요예측 및 변화 등의 정보를 제공할 수 있는 진화된 미래 교통정보시스템의 모습을 소개하고 발전방향을 제시하고자 한다.

Transportation Efficiency Act of 2009 System National Integrated Transportation System Efficiency Act and the revised Road Traffic in the center of the Intelligent Transportation Systems rail, sea and air transport sector is expanding in various areas to promote business and Industry is planning to. Accordingly, the introduction of Intelligent Transportation Systems Outlook and Direction of the railway sector and to provide a comprehensive introduction of Intelligent Transportation Systems rail sector has raised the need. In this paper, the introduction of Intelligent Transportation Systems rail sector strategy is presented as follows. First, the rail users a convenient rail-centric information system used. Second, the reliability and value-added operating system built for the creation of high-tech rail. Third, crime and accidents are implemented in a safe railway. The results of this paper, the railway sector through the national Intelligent Transportation Systems to develop and introduce strategies to provide operational direction is expected to be present.

OBJECTIVES : Currently, the market for carbon emissions trading has been increasing. In Korea, it is known that traffic mode rate in bike transportation is low. However, if bike transportation system is encouraged and the traffic mode rate is increased, it would be possible to reduce carbon emissions through the trading market. In this study, a practical policy to activate the bike transportation system in Korea will be proposed and verified. METHODS : Past studies regarding bike transportation system in international and domestic metropolitan cities were analyzed. Moreover, detailed reviews on recent carbon emissions trading market were performed. In particular, SWOT analysis on the bike transportation system in Korea and policy topology analysis were conducted. RESULTS : Based on the literature reviews and SWOT analysis, a new bike transportation policy was proposed. Several actual plans to adopt in Korea were proposed. In addition, a new bike transportation policy was analyzed using policy typology model, and a business model related to the cost of implementing the system and CERs were also proposed. CONCLUSIONS : It is concluded that the proposed bike transportation activation policy and several practical plans to connect CERs and a business model including bus, subway, T-money and bike riders to give some incentive were effective and reasonable. It is desired that this study will help Korea to get CERs through bike transportation activation in the future.

본 논문에서는 어장에 침입하는 도적을 방지하기 위한 어장보호 시스템을 기술한다. 이 시스템은 어업인들의 요구에 따라 저가부터 고가 및 단순 기능부터 복합 기능 등 다양한 형태로 구성할 수 있도록 구성하였다. 진도 전복단지에서 현장실험결과, 구축한 시스템이 넓은 어장에 대해서 감시가 가능함을 확인하였다.

Since electric railroad vehicle pass through repeatedly on the railroad bridge, the dynamic load that causes the change of tension of contact wire affect it constantly. In this paper, we measured the dynamic displacement of the railroad bridges to analyze the effect of tension in the catenary. A result of dynamic measurement of the longitudinal displacement, it's maximum value was 39.9mm which was lower than the primary management criteria 378mm. Also on the based of a maximum temperature, it shows a feature that the longitudinal displacement value increased as temperature rise from April to October. In terms of behavior characteristics of a tensioning device, it was confirmed to be the value of 50mm stroke movement when the temperature changes ±5℃.

8200 Series Electric Locomotives are mostly imported from overseas due to aging and uncertainty of source technology, and it's the maintenance cost is increasing. We are analyzed life cycle costs based on international standards such as IEC 60300-3-3 and IEC62278. The main conversion system of the 8200 series electric locomotive is closely related to vehicle operation and is one of the subsystems requiring frequent maintenance. In this paper, the life cycle cost of the main conversion unit in 8200 series electric locomotive is analyzed based on the maintenance manual. As a result of analysis, maintenance cost of GTO module and control device is relatively high, and it is confirmed that the cost increases according to the useful life.

Since July in 2004, starting with urban bus reorganization of Seoul metropolitan government, the change of the public transportation which integrates the urban bus and the subway of the metropolis are being continued. But the integration of such bus and the subway is staying to only a fare system mainly, and the guidance system of the subway and the bus has not changed. So we propose the concept of the new guidance system following public transportation change tendency. At first we introduce the new information system which can guide city railroad and bus altogether, and we propose new system which can guide divided by the trunk line and the branch line instead of bus and subway. Last high-functional guidance system which can give passengers tip and hint for various and effective usage of public transportation in more complicated city transit network is introduced. This new guidance system can increase competitiveness of public transportation system and stretch transportation share of it. And that guidance system is high-class contents that all public transportation business can utilize, so it can originate new industry. In conclusion, this new innovative guidance system is important field that government, local administration and public transportation business must be concerned and develop.

This paper is to determine the transportation size and the location of distribution centers to minimize logistics cost in a distribution system where products are transported from the distribution centers to the retailers. Logistics cost consists of the fixed cost of distribution centers, the transportation cost from the distribution centers to the retailers and the inventory holding cost in the retailers. The logistics cost is affected by the transportation size and the location of distribution centers. The transportation size affects transportation cost and inventory holding cost. The location of distribution centers affects the transportation cost. A mathematical model is formulated and the algorithm is developed. A numerical example is shown to explain the problem.
