긴급제언 - 대심도 광역지하급행철도 네트워크 효과 (Deeper Underground Greater Metropolitan Express Train Network Effect)

  • The modal split structure of the Korea's transportation system has been dominated by road-oriented structure. The shortage of the inftrastructure to accommodate the rapidly increasing travel demand has brought about socio-economic losses such as severe traffic congestion and high logistic costs, and thereby weakened the competitiveness of the country. Highway transportation sector is more vulnerable to energy consumption comparing with railway sector since the highway sector is dependent mostly on fossil fuels for its energy source. In 2006 annual road cogestion costs in Korea reached 24.6 trillion won, with an average annual growth rate of 5.4%. The annual road congestion cost of intercity highways were 9.2 trillion won. As the new cities that recently developed are located far from Seoul area, the boundary of commuting in Seoul metropolitan area is extended. It makes passengers have longer trips with longer travel time, and the congestion problem to be more serious. In this regards, Gyeonggi Provincial Government proposed a deeper underground metropolitan express train system for the greater Metropolitan area. which is named as GTX. Gyeonggi Province suggested 3 key underground lines, based on the outcome of the feasibility study conducted by the Korea Society of Transportation, and submitted to the Ministry of Land Transportation and Maritime Affairs for its review. If the project is approved for construction and completed in 2016, the daily volume of surface traffic bound for Seoul will be reduced substantially and therefore the users will be benefitted for time savings by an annual amount of 2 trilion won every year.

서울시 에너지부문 직·간접 온실가스-대기오염 통합 배출량(2010) 산정 (An Estimation of Direct and Indirect GHG-AP Integrated Emissions from Energy Sector in Seoul (2010))

  • Greenhouse gas (GHG) and Air Pollution (AP) emission inventories have been constructed and estimated independently up-to-date in Seoul. It causes difficulty in GHG and AP integrated management due to a difference in emission inventories. In this study, we constructed GHG and AP integrated emission inventories for direct and indirect sources in Seoul during the year 2010 in Energy activities for estimating GHG and AP emissions were derived from IPCC guideline, guidelines for local government greenhouse inventories, air pollutants calculation manual, and Indirect Emission Factors (IEF) reported by Korea Power Exchange. The annual GHG emission was estimated as 50,530,566 $tonCO_{2eq}$, of which 54.8% resulted from direct sources and the remaining 45.2% from indirect sources. Among direct sources, transportation sector emitted the largest GHG, accounting for 47.3% of the total emission from direct sources. As with indirect sources, purchased electricity sector only emitted 98.6% of the total emission from indirect sources. The annual AP emission was estimated as 283,701 tonAP, of which 85.9% was contributed by the combined AP emissions of transportation and fugitive sectors. Estimation of individual air pollutant showed that the largest source were transportation sector for CO, $NO_x$, TSP, $PM_{10}$ and NH3, non-energy sector for $SO_x$, and fugitive sector for VOCs. This study found some limitations in estimating GHG and AP integrated emissions, such as nonconforming emission inventories between GHG and AP, and no indirect AP emission factor of purchased electricity, and so on. Those should be further studied and improved for more effective GHG and AP integrated management.

Mobilizing Informal Economic Sector to Uphold Urban Institutional Resilience: A Case Study of Rawalpindi, Pakistan

  • The informal economy is a large part of the urban economy. The informal economy accounts for about half of Pakistan's GDP. This research examined nine different areas of Rawalpindi's Central Business District's business sector (CBD). A survey of 404 respondents from 16 CBD marketplaces enables a comprehensive examination of who works in the informal and formal economic sectors, how much they earn, their goals, perception of their job, and their degree of similarity to the rest of the working population. Furthermore, the statistics illustrate the pro-cyclical connections between the informal economic sector and the formal economy. The Multinomial Logistic Regression (MLR) technique is used for the analysis. The MLR results indicated the informal economic sector holds positive relation with earning members in a family, business expertise, average business sale, and negative relation with education level, satisfaction with government tax policies, household expense, and average investment in the business. From a resilience standpoint, governance is considered an intentional collective action to preserve a stable system condition. Hence, the current study recommends tax reforms and government institution reorganization to mobilize the informal sector and make effective institutional governance.

영업용 도로화물운송업의 생산 효율성 평가 및 영향요인 분석 (Productivity Evaluation and Factor Analysis in Commercial Road Freight Transport Industry)

  • 본 논문에서는 2005년 1사분기부터 2009년 3사분기까지 개별 화물자동차 운전자들의 실제 화물운송 실적자료를 이용하여 영업용 도로화물운송업의 업종 및 품목별 생산 효율성을 평가하고, 위탁관리제 및 다단계거래 등 규제적 요인을 포함하여 영업용 도로화물운송업의 생산 효율성에 영향을 미치는 요인들을 분석하였다. 구체적으로 영업용 도로화물운송업의 생산 효율성 평가를 위해 자료포락분석법을 적용하였고, 개별 화물자동차 운전자들의 생산 효율성에 미치는 영향요인을 분석하기 위해 토빗모형을 이용하였다. 분석결과, 개별화물과 용달화물보다는 일반화물 업종의 생산 효율성이 더 높은 것으로 분석되었으며, 품목별로는 철강화물의 생산 효율성이 가장 높고, 유류화물의 생산 효율성이 가장 낮은 것으로 평가되었다. 특히 시간이 지남에 따라 영업용 도로화물운송업의 생산 효율성은 소폭 증감을 보이고 있으나, 전반적으로 증가하는 추세를 보이고 있다. 아울러 본 연구에서는 실증분석결과를 토대로 영업용 도로화물운송업의 생산 효율성 증대를 위한 정책방향을 제시하였다.

A Study of the Operation Management Strategy on the National Critical Infrastructures : Transportation and Logistics Sector

  • 본 연구에서는 교통수송분야 국가핵심기반 지정 및 관리시 연계성을 고려한 운영관리 전략을 제안한다. 산업구조가 고도화됨에 따라 국가핵심기반은 교통수송분야 연구개발 생애주기를 고려하여 교통수송분야의 연계 협업형 연구개발 계획과 심층분석을 적용하였다. 국가경제나 국민생활의 활동이 사회의 요건에 밀착되는 등의 포괄적인 국가안전과 국민의 안전 요구 증대로 정부의 책임이 점차 확대되고 있는 추세에 있다. 이러한 시점에서 본 연구의 특징은 유지관리의 필요성과 국가의 책무인 대국민 서비스를 위한 종합적이고 과학적인 관리를 수행하였다. 이에, 교통수송분야 국가 핵심기반은 지속가능한 유지·관리를 위한 보호계획 수립과 가이드라인을 고려하여 작성·시행한다. 본 연구는 교통수송분야의 국가핵심기반 지정·관리시 연계성을 고려한 운영 전략을 제안함으로서 효율적인 국가핵심기반 재난관리에 기여한다.
