A Study on Forecasting Air Transport Demand between South and North Korea (남북한 연결 항공교통 수요예측에 관한 연구)

  • This paper aims to predict air passenger and air freight demands in the air routes between South and North Korea. The air demands will be fostered by the visitors of Pyeongyang and Baekdu Mountain, whose forecasts will be used for supplying the air traffic services necessary for the active exchange and cooperation between South and North Korea in the future. The authors use the tool of regression analysis under the assumption of epoch-making progress in demand for aviation in accordance with the exchange and cooperation scenario between South and North Korea. After predicting the total number of travelers through regression analysis, the authors applied the share of air passengers among total travelers in order to predict the number of air passengers. Finally, the number of flights of each airport and route were forecasted by including the air freight, estimated from the number of air passengers.

Basic Studies on Development of Turn Penalty Functions in Signalized Intersections (신호교차로의 회전제약함수 개발을 위한 기초연구)

  • This study deals with the turn penalty functions in the urban transportation demand forecasting. The objectives are to develop the penalty functions of left-turn traffic in the case of signalized intersections, and to analyze the applicability of the functions to the traffic assignment models. This is based on the background that the existing models can not effectively account for the delays of left-turn traffic which is bigger than that of through traffic. In pursuing the above, this study gives particular attention to developing the penalty functions based on the degrees of saturation by simulation results of Transyt-7F, and analyzing the applicability of the functions by the case study of Cheongju. The major findings are the followings. First, two penalty functions developed according to the degrees of saturation, are evaluated to be all statistically significant. Second, the results that the above functions apply to the Cheongju network, are analyzed to be converging, though the iteration numbers increase. Third, the link volumes forecasted by turn penalty functions are evaluated to be better fitted to the observed data than those by the existing models. Finally, the differences of traffic volumes assigned by two functions, which are exponential and divided forms, are analyzed to be very small.

Efficiency Evaluation of Mobile Emission Reduction Countermeasures Using Data Envelopment Analysis Approach (자료포락분석(DEA) 기법을 활용한 도로이동오염원 저감대책의 효율성 분석)

  • This study evaluated the relative efficiency of mobile emission reduction countermeasures through a Data Envelopment Analysis (DEA) approach and determined the priority of countermeasures based on the efficiency. Ten countermeasures currently applied for reducing greenhouse gases and air pollution materials were selected to make a scenario for evaluation. The reduction volumes of four air pollution materials(CO, HC, NOX, PM) and three greenhouse gases($CO_2$, $CH_4$, $N_2O$) for the year 2027, which is the last target year, were calculated by utilizing both a travel demand forecasting model and variable composite emission factors with respect to future travel patterns. To estimate the relative effectiveness of reduction countermeasures, this study performed a super-efficiency analysis among the Data Envelopment Analysis models. It was found that expanding the participation in self car-free day program was the most superior reduction measurement with 1.879 efficiency points, followed by expansion of exclusive bus lanes and promotion of CNG hybrid bus diffusion. The results of this study do not represent the absolute data for prioritizing reduction countermeasures for mobile greenhouse gases and air pollution materials. However, in terms of presenting the direction for establishing reduction countermeasures, this study may contribute to policy selection for mobile emission reduction measures and the establishment of systematic mid- and long-term reduction measures.

  • Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment has been active on transport infrastructure. But investment of transport infrastructure has more risks than others due to overforecast of transport demand for ensuring project validity, and cost uncertainty arising from financial crisis, commodity prices and so on. In the case of Incheon international airport express, after 2 years and 6 months, Incheon international airport express is opened, Korail take over equity stake in private investor due to the problems of MRG(Minimum Revenue Guarantee) be contracted with private investor. Not only that, in other case of Yong-in light rail, it is ongoing for legal disputes between Yong-in local government and private investor on account of opening delaying. On current Investment Assessment System of Transport Infrastructure, Risk Management system on investment of transport infrastructure is inadequate because Sensitivity Analysis in economic efficiency have been performed on the simple method which only changes benefits, expense and social discount rate. For this reason, this study analyze risks for investment of transport infrastructure demand forecast, and rise to the management practice for every particular item.

The Research on Activation Plan for Seawater Desalination Plant Application in Korea (국내 해수담수화 플랜트 적용 활성화 방안 연구)

  • Foreign and domestic seawater desalination plant market investigation was performed to analyze the worldwide trend of seawater desalination plant market and to establish the activation plan for seawater desalination plant application. Water demand and seawater desalination related laws and regulations were investigated and analyzed for the activation plan. RO type and large scale plants are popular nowadays however there are only small plants in island region in Korea. There will be about $1 million\;m^3/day$ deficit in 2015 according to the water demand forecasting from Ministry of Environment and Ministry of Land, Transportation, and Maritime Affairs in Korea. Therefore, it is necessary to activate the domestic application of seawater desalination plant to secure stable water resources. To activate the domestic application of seawater desalination plant, first, we need to establish regulations, support system in the water service law for seawater desalination plant. Second, related Ministry should increase the support for the operation and management of seawater desalination plant and suggest the construction of seawater desalination plant for water resources security near seaside region.

Forecasting of Car Distribution Considering the Population Aging (인구 고령화를 고려한 승용차 보급예측 연구)

  • It has been a long time since cars had become important means of transportation in human life. Since 1970s, cars have been increasing steadily because of rising individual income and changing lifestyle toward leisure and convenience. The number of cars is just 1.8 per thousand populations in 1970s, however, in 2012, it has increased to 291.15. Forecasting the demand for cars would be useful to plan, construction or management in the field of motor industry, road building and establishing facilities. Our study predicts the demand of cars through estimating the growth curve model. Especially, we include ageing variables to forecasting identifying the effect of ageing on the demand of cars. The main findings are as follows. In 2045, the number of cars is expected to reach 486.8 per thousand populations with passing a primary saturation point at early 2020s. Also, due to effect of ageing, the predicted demand of cars is about 10% lower than in case of which if ageing effect not exist.

Analysis of Catchment Area of Seoul Metropolitan Express Train (수도권 광역급행철도 도입에 따른 철도역 영향권 산정 연구)

  • For the demand analysis of Metropolitan Train Express project, the catchment area of station should be reevaluated considering the journey speed of it. In this paper, we estimated travel mode choice model using stated preference data including Seoul metropolitan express train and compared the parameters of access/egress travel time between existing metro and Seoul metropolitan express train. The parameter of Seoul metropolitan express train is 2.5 times smaller than that of existing metro. Consequently, the catchment area can be expanded in same proportion. It can be concluded that the result of demand forecasting can be increased by 10% accommodating the expanded catchment area.

Disaggregate Demand Forecasting and Estimation of the Optimal Price for UTIS Service (무선교통정보수집제공시스템(UTIS) 서비스의 이용 수요 예측 및 이용료 적정 수준 산정에 관한 연구)

  • This study reports UTIS(Urban Traffic Information System), which has been generalized in developed countries through brisk research and development and is being promoted for introduction by National Police Agency and Road Traffic Authority to reduce the astronomical amount of social expenses including traffic congestion expenses. Also this study investigates the proper charges for using by the preestimate of demand and contentment according to methods of payment after the service is introduced. The results of this study are as follows. First, demand forecast model is constructed by Binary Logit Model. Second, forecast models of using aspects of UTIS service according to methods of payment are established by Ordered Probit Model. Third, the proper charges for using of UTIS service according to methods of payment are presented to the supplier in the aspects of users. For this, preferences by using aspects and methods of payment are captured. And unit elasticity of coefficient of utilization is understood through responsiveness analysis according to methods of payment.

A Study on Effect in Demand by a Discounted Charge for Continuous Use on Toll Roads (유료도로 연계이용에 있어서 요금할인이 이용수요에 미치는 영향에 관한 연구)

  • With an increasing number of cars in Korea, the government is constantly providing roads and their related facilities. However the fundamental problems of cities like the structure of cities and the environment of roads make the traffic congestion of downtowns. To solve this problem the construction of toll roads such as tunnels and bridges is increasing but use rates of drivers is low. With more tolls required, less persons will use the roads. Thus this study is to consider offering discounted charges when using the two or more toll roads together. This study analyzes the impact that discounted charges would bring to the demand. In the meantime we looks into what the proper range should be for the discount. The results of this study are expected to be used as basis for the introduction of a discount system in the future.

A Study on Low-Floor Bus Routes Selection - Focused on the Case of Jeollabuk-Do - (저상버스 노선선정 방안에 관한 연구 -전라북도 사례를 중심으로-)

  • Approaching to aging society with increasing transportation vulnerable, most developed countries has positively promote low-floor bus. Such circumstance in Korea has plan to introduce low-floor bus to intra-city bus system which accounted for 30 percent of total number of buses however there is no specific operating plan for this matter. According to the revealed preference study on bus service, the study shows that the efficiency of low-floor is relatively low than that of other buses, therefore, it is necessary to establish feasible plan for bus route selection. Thus, this study is to conduct research on analyzing trip characteristics of transportation vulnerable and establish bus route selection measures for low-floor bus. The result from the survey in Jeollabuk-do Province reveals that the trip purpose of transportation vulnerable is mainly for welfare and medical service, which was made less than 6 times a week. Futhermore, 37.6 percent of transportation vulnerable use buses, thus, it is essential to improve its service quality for enhancing user's convenience and safety. In that transportation vulnerable O-D needs to be established and forecasts future demand for selecting optimal bus route. According to the estimation, route passing through densely populated areas with transportation vulnerable should take the first priority, city circular and other route would be next. Moreover, it is economically efficient that areas populated more than 200,000 with fixed route and less than 200,000 with limited route responsive to demands would be feasible plans. This study will have greater an impact on transportation planning and further research on transportation vulnerable.
