PSECF (Policy Streams & Expert Group Standing Change Framework) for Wartime Operational Control Transition (전시작전통제권 전환에 관한 정책흐름 및 전문가집단 위상변동모형 사례분석)

  • This study applies Policy Streams and Expert Group Standing Change Framework (PSECF) proposed by SangJung Park and Chan KOH to analyze the Roh's Participatory government's decision making process on the wartime Operational Control (OPCON) transition. PSECF case study's results are as follows: Strong commitments of the former president Roh Moohyun and the progressive National Security Committee (NSC) were primary drivers in the policy developing process. But military expert groups such as the Ministry of National Defense (MND) and the Joint Chiefs of Staffs (JCS) were thoroughly excluded due to their passive role against the wartime OPCON transition. After the policy resolution, the standing of expert groups changed: the standing of advocate effects, the former progressive NSC who led the wartime OPCON transition in the Roh's Participatory government, went down but the conservatives such as ROK MND and JCS improve their standing because the conservative government kicks off 8 months later from the policy decision. In conclusion, the proposed PSECF through the Roh's Participatory government's case-study is worthy as an explanatory framework for high level national policies.

Analysis of Key Factors in Operational Control Transition Resolution using Analytic Hierarchy Process (AHP) (계층적 분석방법(AHP)을 적용한 전시작전통제권 전환의 주요 결정요인 분석)

  • This study analyzes the military and political factors that influenced the Participatory Government's resolution in Wartime Operational Control (OPCON) Transition. The research on key factors in OPCON transition firstly implemented literature research and then increased feasibility through additional use of AHP. The analysis results showed that there was a negative effect for Korean Peninsular Defense in the 'ROK-US Alliance Asymmetry' area, a positive effect to increase ROK-led Capability of Theater Operation in the 'ROK and U.S. Alliance Interdependence' area and a positive effect for Invocation of ROK Self-Defense Power in the 'Interests of Participatory Government's Liberal Regime' area respectively. After applying AHP, "ROK exercise of Self-defense" in the 'Interests of Participatory Government's Liberal Regime' area received the highest assessment, while the "Increasement of North Korea's Threat" in the 'ROK-US Alliance Asymmetry' area received the lowest assessment. This study is meaningful in that it analyzed the key military and political factors in the Participatory Government's resolution of Wartime OPCON Transition using AHP.

Transport Rate of Transition Metal Cations through a Bulk Liquid Membrane Containing $NtnOenH_4$ and $NdienOenH_4$ as Carriers (운반체로 $NtnOenH_4$$NdienOenH_4$를 포함한 액체막을 통한 전이금속 양이온의 운반속도)

  • The transport rates of transition metal cations were increased in order of Ni(II)$(NtnOenH_4)$and 1,12,15-triaza-3,4;9,10-dibenzo-5,8-dioxacyclo-heptadecane$(NdienOenH_4)$as carriers. The transport rates of transition metal cations was found to be of first order to the salt concentrations. It was also found that the dissociation process in the transport process is rate determining step. From the measurements of the transport rates at various temperatures, the partition free energies of hydration$({\Delta}G_p)$for the transition metal cations were calculated. The results showed that the order of transport rates of transition metal cations was found to be proportional to the magnitudes of negative value of the partition free energies of hydration$({\Delta}G_p)$.

  • This study examined the experiences and meanings of career transition becoming a counselor by examining the experiences of career transition process before two women became counselors through the narrative inquiry method. To do this, two counselors with career counseling qualifications and two or more career transition experiences were selected as research participants. The results are as follows. First, they had several career experiences without having the opportunity to think about their interests or aptitudes. Second, it was an experience that career transition adapts itself. Third, as they went through various occupations, they gradually went to the work and study they wanted. Fourth, They were satisfied with the profession of the counselor they had chosen, and they were inspecting themselves as a counselor. In this study, it is meaningful to accept the career transition as a part of life and to confirm the meaning of career transition experience as a counselor walking the path of counseling specialist.

Urban energy transition and energy autonomy in Daegu (대구의 도시 에너지 전환과 에너지 자립)

  • Depletion of fossil fuels and sharp rise of international oil price as well as climate worming and frequent environmental disasters have required to strengthen resource(esp. energy) and environmental policy and discourse. And hence highly influential discourses and policies such as the concept of sustainable development and strategy for carbon regulation have been developed and pursued world-widely. But these concept and strategy have seemed to be subsumed in the process of neoliberalism, so as to have little effective results. This leads us to energy transition and energy autonomy or autarky as alternative strategic and normative concepts. Daegu has shown strong interests in urban energy problems relatively earlier than other cities, and developed the so-call 'Solar City' project. But it could not properly tackled with the problems, while tending to meet with the global imperatives. This paper considers urban energy problems and energy policy of Daegu with its significance and limitations, and suggests 4 principles for urban energy transition and autonomy with some concrete alternative measures; that is, the transition from fossil and nuclear energy to renewable energy, the transition from supply-led policy to demand side focusing policy, the transition from central governing energy system to locally distributed one, and the transition from market-dependent management to citizen-participatory energy governance.

Modeling and Simulation of Microlens Fabricated by Modified LIGA Process (변형 LIGA 공정을 통해 제작된 Microlens의 모델링 및 시뮬레이션)

  • In this paper, we present modeling and simulation of microlens formation by means of a deep X-ray lithography followed by a thermal treatment of a PMMA (Polymethylmethacrylate) sheet. According to this modeling, X-ray irradiation causes the decrease of molecular weight of PMMA, which in turn decreases the glass transition temperature and consequently causes a net volume increase during the thermal cycle resulting in a swollen microlens. In this modeling, the free volume theory including the relaxation process during the cooling process was considered. The simulation results indicate that the modeling in this study is able to predict the fabricated microlens shapes and the variation pattern of the maximum heights of microlens which depends on the conditions of the thermal treatment. The prediction model could be applied to optimization of microlens fabrication process and to designing a micro mold insert for micromolding processes.

A Novel Solid Phase Epitaxy Emitter for Silicon Solar Cells

  • In this study, we suggest the new emitter formation applied solid phase epitaxy (SPE) growth process using rapid thermal process (RTP). Preferentially, we describe the SPE growth of intrinsic a-Si thin film through RTP heat treatment by radio-frequency plasma-enhanced chemical vapor deposition (RF-PECVD). Phase transition of intrinsic a-Si thin films were taken place under $600^{\circ}C$ for 5 min annealing condition measured by spectroscopic ellipsometer (SE) applied to effective medium approximation (EMA). We confirmed the SPE growth using high resolution transmission electron microscope (HR-TEM) analysis. Similarly, phase transition of P doped a-Si thin films were arisen $700^{\circ}C$ for 1 min, however, crystallinity is lower than intrinsic a-Si thin films. It is referable to the interference of the dopant. Based on this, we fabricated 16.7% solar cell to apply emitter layer formed SPE growth of P doped a-Si thin films using RTP. We considered that is a relative short process time compare to make the phosphorus emitter such as diffusion using furnace. Also, it is causing process simplification that can be omitted phosphorus silicate glass (PSG) removal and edge isolation process.

Effect of control route on the unstart/restart characteristics of an over-under TBCC inlet

  • Numerical simulations have been conducted to study the unstart/restart characteristics of an over-under turbine-based combined-cycle propulsion system (TBCC) inlet during the inlet transition phase. A dual-solution area exists according to the Kantrowitz theory, in which the inlet states may be different even with the same input parameters. The entire transition process was divided into five stages and the unstart/restart hysteresis loop for each stage was also obtained. These loops construct a hysteresis surface which separates the operating space of the engine into three parts: in which a) inlet can maintain a started state; b) inlet keeps an unstarted state; c) inlet state depends on its initial state. During the transition, the operation of the engine follows a certain order with different backpressures and splitter angles, namely control route, which may result in disparate inlet states. Nine control routes with different backpressures and transition stages were designed to illuminate the route-dependent behavior of the inlet. The control routes operating towards the unstart boundary can make the inlet transit from a started state into an unstarted one. But operating backward the same route cannot make the inlet restart, additional effort should be made.

A Study on the Socio-Technical Transition in Electric Lighting : from Incandescent Lamp to Fluorescent Lamp (전기조명의 사회기술전환 연구 : 백열램프에서 형광램프로)

  • Technology for electric lighting has been evolving from Incandescent Lamp(IL) through Fluorescent Lamp(FL) and currently to Solid State Lighting(SSL) such as LED for more than 130 years of time. However, it took more than 100 years until the transition from IL to FL across overall society. That is because the transition is the Socio-Technical Transition(STT) which involves various social elements. This study investigated and analyzed the theories regarding STT, and applied the Multi-Level Perspective(MLP) theory to the case of electric lighting. A qualitative contents analysis was used with secondary data as research method, and the analyzed result was visualized based on the frame of MLP theory. The STT of electric lighting from IL to FL took place as the order of Technical Niche, Socio-Technical Regime and Landscape. Specifically, in Technical Niche level: Establishing Market Niche, Price-Performance Improvement, Learning Process and Support of Powerful Group took place. In Socio-Technical Regime level: Changes in Social Network, Changes in Technology and Changes in Rules. In Landscape level: Macro-Political Development, Socio-Economic Trends and Macro-Economic Trends took place in consecutive order.
