Present maintenance of a high speed railway is after the fack maintenance that executes a task when measured value goes over threshold value except some planned maintenance. It is difficult from efficient management of maintenance human resource and equipment commitment because it is difficult to predict quantity of maintenance targets. Corrective maintenance is pushed back on the repair priority of other target to need repair and it is exceeded repair cost potentially. For safety and dependable track management because track deterioration prediction is linked directly with track's life and safety of train service, it is very important that track management be based on preventive maintenance. In this study, we propose statistics model of track quality to use track inspection data and forecast model for track deterioration prediction.

This paper concentrates on the prediction of typhoon tracks using the dynamic linear model (DLM) for the statistical correction of the numerical model guidance used in the JMA. The DLM with proposed forecast strategy is applied to reduce their systematic errors using the latest observation. All parameters of the DLM are updated dynamically and backward forecasting is performed to remove the effect of initial values.

To compare the effects of two external forcing on track of typhoon, TWRF(Typhoon WRF) based ensemble experiments are carried out in the case of Typhoon Morako which is the 8th typhoon at Northwest Pacific region in 2009. The two forcing are tropical SST and topography induced thermal and mechanical forcing, respectively. According to the result of numerical experiment for five-day forecast, the effect of mechanical forcing is about two times stronger than thermal forcing on the track error of the typhoon. More case study for other typhoon will be done as a next paper.
Eleven Tropical Cyclone (TC) intensity guidance models in the western North Pacific have been validated over 2008~2014 based on various analysis methods according to the lead time of forecast, year, month, intensity, rapid intensity change, track, and geographical area with an additional focus on TCs that influenced the Korean peninsula. From the evaluation using mean absolute error and correlation coefficients for maximum wind speed forecasts up to 72 h, we found that the Hurricane Weather Research and Forecasting model (HWRF) outperforms all others overall although the Global Forecast System (GFS), the Typhoon Ensemble Prediction System of Japan Meteorological Agency (TEPS), and the Korean version of Weather and Weather Research and Forecasting model (KWRF) also shows a good performance in some lead times of forecast. In particular, HWRF shows the highest performance in predicting the intensity of strong TCs above Category 3, which may be attributed to its highest spatial resolution (~3 km). The Navy Operational Global Prediction Model (NOGAPS) and GFS were the most improved model during 2008~2014. For initial intensity error, two Japanese models, Japan Meteorological Agency Global Spectral Model (JGSM) and TEPS, had the smallest error. In track forecast, the European Centre for Medium-Range Weather Forecasts (ECMWF) and recent GFS model outperformed others. The present results has significant implications for providing basic information for operational forecasters as well as developing ensemble or consensus prediction systems.
The effect of Advanced Microwave Sounding Unit-A (AMSU-A) observations on the short-range forecast in East Asia (EA) was investigated for the Northern Hemispheric (NH) summer and winter months, using the Forecast Sensitivity to Observations (FSO) method. For both periods, the contribution of radiosonde (TEMP) to the EA forecast was largest, followed by AIRCRAFT, AMSU-A, Infrared Atmospheric Sounding Interferometer (IASI), and the atmospheric motion vector of Communication, Ocean and Meteorological Satellite (COMS) or Multi-functional Transport Satellite (MTSAT). The contribution of AMSU-A sensor was largely originated from the NOAA 19, NOAA 18, and MetOp-A (NOAA 19 and 18) satellites in the NH summer (winter). The contribution of AMSU-A sensor on the MetOp-A (NOAA 18 and 19) satellites was large at 00 and 12 UTC (06 and 18 UTC) analysis times, which was associated with the scanning track of four satellites. The MetOp-A provided the radiance data over the Korea Peninsula in the morning (08:00~11:30 LST), which was important to the morning forecast. In the NH summer, the channel 5 observations on MetOp-A, NOAA 18, 19 along the seaside (along the ridge of the subtropical high) increased (decreased) the forecast error slightly (largely). In the NH winter, the channel 8 observations on NOAA 18 (NOAA 15 and MetOp-A) over the Eastern China (Tibetan Plateau) decreased (increased) the forecast error. The FSO provides useful information on the effect of each AMSU-A sensor on the EA forecasts, which leads guidance to better use of AMSU-A observations for EA regional numerical weather prediction.
Typhoons were known by contributing to transporting plus heat or kinetic energy from equatorial region to midlatitude region. Due to the strong damage from typhoon, we acknowledged the theoretical study and the importance of accurate forecast about typhoon. In this study, typhoon forecasting system was developed to search the tracks of past typhoons or to display similar track of past typhoon in comparison with the path of current forecasting typhoon. It was programmed using Interactive Data Language(IDL), which was a complete computing environment for the interactive analysis and visualization of data. Typhoon forecasting system was also included satellite image and auxiliary chart. IR, Water Vapor, Visible satellite images helped users analyze an accurate forecast of typhoon. They were further refined the procedures for generating water vapor winds and gave an initial indication of their utility for numerical weather prediction(NWP), in particular for typhoon track forecasting where they could provide important information. They were also available for its utility in typhoon tracer or intensity.

The purpose of this study is to summarize the tropical cyclone (TC) activity of 2008 over the western North Pacific including the verification of the official track and intensity forecast errors of these TCs. The TC activity - frequency, Normalized Typhoon Activity (NTA), and life span - was lower than 58-year (1951-2008) average. 22 tropical cyclones of tropical storm (TS) intensity or higher formed in the western North Pacific and the South China Sea in 2008. The total number is less than 58-year average frequency of 26.4. Out of 22 tropical cyclones, 11 TCs reached typhoon (TY) intensity, while the rest 11 TCs only reached severe tropical storm (STS) and tropical storm (TS) intensity - six STS and five TS storms. One typhoon KALMAEGI (0807) among them affected the Korea peninsula. However, no significant impact - casualty or property damage - was reported. On average of 22 TCs in 2008, the Korea Meteorological Administration (KMA) official track forecast error for 48 hours was 229 km. There was a big challenge for individual cyclones such as 0806 FENGSHEN and 0817 HIGOS presenting significant forecast error, with both intricate tracks and irregular moving speed. The tropical cyclone season in 2008 began in April with the formation of NEOGURI (0801). In May, four TCs formed in the western North Pacific in response to enhanced convective activity. On the other hand, the TC activity was very weak from June to August. It is found that the unusual anti-cyclonic circulation in the lower level and weak convection near the Philippines are dominant during summertime. The convection and atmospheric circulation in the western North Pacific contributed unfavorable condition for TC activity in the 2008 summertime. The 2008 TC activity has continued the below normal state since mid 1990s which is apparent the decadal variability in TC activity.
KMA performed the special observation program to provide information about severe weather and to monitor typhoon PRAPIROON using the ship which called the Gisang 1 from 29 June 2018 to 4 July 2018 (UTC). For this period, upper-air was observed 21 times with 6 hour intervals using rawinsonde in the Gisang 1. We investigated the impact of upper-air observation data from the Gisang 1 on the performance of the operational convective scale model (we called LDAPS). We conducted two experiments that used all observation data including upper-air observation data from the Gisang 1 (OPER) and without it (EXPR). For a typhoon PRAPIROON case, track forecast error of OPER was lower than EXPR until forecast 24 hours. The intensity forecast error of OPER for minimum sea level pressure was lower than EXPR until forecast 12 hours. The intensity forecast error of OPER for maximum wind speed was mostly lower than EXPR until forecast 30 hours. OPER showed good performance for typhoon forecast compared with EXPR at the early lead time. Two precipitation cases occurred in the south of the Korean peninsula due to the impact of Changma on 1 July and typhoon on 3 July. The location of main precipitation band predicted from OPER was closer to observations. As assimilating upper-air data observed in the Gisang 1 to model, it showed positive results in typhoon and precipitation cases.
This edition has continued since 2006 tropical cyclone season our effort to provide standard tropical cyclone summaries by the western North Pacific basin and detailed reviews of operationally or meteorologically significant tropical cyclones to document significant challenges and shortfalls in the tropical cyclone warning system to serve as a focal point for research and development efforts. The tropical cyclone season of 2009 in the western North Pacific basin is summarized and the main characteristics of general atmospheric circulation are described. Also, the official track and intensity forecasts of these cyclones are verified. The total number is less than 59-year (1951~2009) average frequency of 26.4. The 2009 western North Pacific season was an inactive one, in which 22 tropical storms generated. Of these, 13 TCs reached typhoon (TY) intensity, while the rest 9 TCs only reached severe tropical storm (STS) and tropical storm (TS) intensity - three STS and six TS storms. On average of 22 TCs in 2009, the Korea Meteorological Administration official track forecast error for 48 hours was 219 km. There was a big challenge for individual cyclones such as 0902 CHAN-HOM, 0909 ETAU, and 0920 LUPIT resulting in significant forecast error, with both intricate tracks and irregular moving speed. There was no tropical cyclone causing significant direct impact to the country. The tropical cyclone season in 2009 began in May with the formation of KUJIRA (0901). In September and October, ten TSs formed in the western North Pacific in response to enhanced convective activity. On the other hand, the TC activity was very weak from June to July. It is found that the unusual anti-cyclonic circulation in the lower level and weak convection near the Philippines are dominant during summertime. The convection and atmospheric circulation in the western North Pacific contributed unfavorable condition for TC activity in the 2009 summertime. Year 2009 has continued the below normal condition since mid 1990s which is apparent in the decadal variability in TC activity.
Seasonal predictability and variability of tropical storms (TCs) simulated in the Global Seasonal Forecast System version 5 (GloSea5) of the Korea Meteorological Administration (KMA) is assessed in Northern Hemisphere in 1996~2009. In the KMA, the GloSea5-Global Atmosphere version 3.0 (GloSea5-GA3) that was previously operated was switched to the GloSea5-Global Coupled version 2.0 (GloSea5-GC2) with data assimilation system since May 2016. In this study, frequency, track, duration, and strength of the TCs in the North Indian Ocean, Western Pacific, Eastern Pacific, and North Atlantic regions derived from the GloSea5-GC2 and GloSea5-GA3 are examined against the best track data during the research period. In general, the GloSea5 shows a good skill for the prediction of seasonally averaged number of the TCs in the Eastern and Western Pacific regions, but underestimation of those in the North Atlantic region. Both the GloSea5-GA3 and GC2 are not able to predict the recurvature of the TCs in the North Western Pacific Ocean (NWPO), which implies that there is no skill for the prediction of landfalls in the Korean peninsula. The GloSea5-GC2 has higher skills for predictability and variability of the TCs than the GloSea5-GA3, although continuous improvements in the operational system for seasonal forecast are still necessary to simulate TCs more realistically in the future.
