Cost and Benefit of R&D Tax Concession Program in the Australian Government

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $\$3$ billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has establisher a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $\$400$ million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

  • 빠른 경제성장과 함께 도시환경에 대한 관심증가는 도시환경조성이 도시의 생명력에 중요한 요소가 된다는 사실을 인식하고 1995년 지방자치제가 실행됨으로써 지자체의 활성화와 자립기반조성 및 경쟁력 강화를 위하여 지역 고유의 이미지 확립을 위한 여러 방안의 시도를 하고 있다. 본 연구는 안동시 가로환경시설물 사례분석을 통하여 지방이 가지고 있는 역사적, 문화적 특징을 반영하여 지역 고유이미지를 표현할 수 있는 가로환경시설물들을 설치하고자 하는 지방자치단체들에게 도움을 주고자 한다. 현재 안동시에 설치되어있는 가로환경시설물의 문제점 분석을 통한 새로운 대안을 제시함으로써 지역고유의 이미지표현을 위한 가로환경시설물의 활발한 설치는 다양한 부가가치 창출의 기반을 마련하고 고유의 이미지 확립을 통한 지역민자부심고취를 통한 지자체 발전에 한몫을 할 수 있을 것이다. 그러므로 많은 적용사례가 늘어나 새로운 지역이미지 표현의 방법으로 많은 투자와 연구가 계속되어야 할 것이다.

온천관광지 이미지 포지셔닝: 국내 10대 온천을 중심으로 (Image Positioning for Spa Destinations: Focusing on the Top 10 Spa Destinations in Korea)

  • Purpose - The purpose of this study is to examine the image similarity and attribute recognition of the top 10 rated spa destinations (Chungnam Deoksan, Chungnam Dogo, Busan Dongrae, Daejeon Yuseong, Chungnam Asan, Gyeongbuk Bomun, Chungbuk Suanbo, Gyeongnam Jangyu, Chungnam Onyang, & Gyeongbol Bugok) in Korea based on the visits to these spa places by the customers. Research design, data, and methodology - The survey of this study was conducted on the visitors to the top 10 spa destinations in Korea from April 8 ~ April 21, 2017, and a total of 300 questionnaires were distributed. Of them, effective questionnaires used in the final study were a total of 241. In this study, empirical analysis was made through frequency analysis, factor analysis, and multidimensional scaling ALSCAL(spinning symmetry for image similarity and rectangle for attributes recognition) by using the Statistics Package SPSS 24.0. Results - According to the analysis result of spa destination image similarity, the stress level was 0.16453 and the level of the stress was good. Moreover, the coefficient of determination (RSQ) was, which had a description of each aspect of the spa destination, 0.79908. According to the results of attribute recognition, the stress value of 0.11805 represents a degree of conformity, and the coefficient of determination(RSQ) appeared at 0.98665. Therefore, the results of this analysis are that the similarities between spa destinations and the attribute recognition of the spa destinations is a suitable model that is properly expressed in two dimensions. Conclusions - First, according to the analysis result of image similarity, Deoksan & Dogo spa revealed similar images, as well as the Dongrae and Yuseong spa, while on the contrary Asan, Bomun, Suanbo spa has different images from the rest. Second, according to the results of attribute recognition, Asan and Onyang spa has competitiveness in terms of accessibility to spa destination; Yuseong, Dongrae, Jangyu spa in terms of spa facilities, spa tourism conditions, and service & shopping conditions. while spa water quality and spa costs showed low attribute reflection for all 10 spas. Therefore, the spa visitors cannot recognize the differentiation of spa water quality and spa costs.

한국과 일본 녹지체계의 발전 특성에 대한 연구 (A Comparative Study on the Development Characteristic of Parks and Green Systems between Korea and Japan)

  • Japan has been tried to integrate Western planning theories into its parks and green systems in the past. However this effect has been regarded unsuccessful. One of reasons for this is that the green systems have been treated as an urban facility, instead as systems. Another reason has to deal with greenbelt's stationary and reservation characteristics that make difficulty to respond timely to the rapid urbanization. The parks and green systems in Korea was introduced in 1990 and began to be promoted fully with the 'Parte and Green Master Plan' established in 2005. However, due to its short history, incomplete aspects exist in its philosophy and methods for promoting the system. Based on these experiences, the current green zone plans in Japan considers the green structure as an independent institution and amenity plan, not a tool of urban planning, that can be a medium for realization of urban visions. And main characteristics of this approach are 1) classifying the green structure into four categories in order to respond to urban forms and purposes, 2) pursuing confirmity with urban planning, and 3) executing the landscape plan based upon core green areas. From reviews upon experiences of Japan as well as considerations on demands and conditions of green systems in Korea, we proposed the following five new strategies for the construction of the urban parte and green system in Korea. They are 1) to develop urban parks and green systems into a genre of urban development improving the quality and local competitiveness of cities rather than a means of urban planning; 2) to form the integrated structure of urban green zones; 3) to transform the urban parte and green systems into practical systems as the centers of localities; 4) to raise criteria for planning and execution plans for effective implementations of the urban parte and green systems, and 5) to provide specific guidelines for the construction of urban parks and green systems through organizing research groups or specialists.

장소성에 입각한 하멜의 문화콘텐츠 자원화 (Utilization of Hamel's Cultural Contents based on Placeness)

  • 지역의 정체성을 확보하고 지역경제 활성화를 위한 문화관광개발 정책으로서 차별화된 장소 이미지 정립이 더욱 중요해지고 있다. 지역이 소유하고 있는 문화적 역사적으로 차별화된 장소를 활용한 장소마케팅 전략은 그 지역의 경쟁력강화를 위한 지역개발전략의 일환으로 매우 가치가 크다. 장소 이미지가 차별화된 브랜드로 구축되기 위해서는 그 장소와 지역에 가장 적합한 장소이미지 포지셔닝이 수립 되여야 하고 더불어 다양한 시너지 효과를 창출할 수 있는 종합적인 마케팅전략이 요구되고 있다. 이에 본 연구는 기존의 장소와 장소마케팅 관련 이론과 논의들을 토대로 하멜이 표류한 후 체류했던 역사적 문화적 배경과 장소자산을 가지고 있는 지역을 선정하여, 문화적 활동 공간으로서의 가능성과 보다 효율적인 활용방안을 모색하는데 있다. 이를 위하여 사례 조사를 통하여 역사적 문화적 배경을 고찰하고 브랜드화 및 장소 이미지 판촉과 관련한 제안, 그리고 종합적 이미지 구축을 위한 효율적인 방안모색과 자원화의 가능성을 도출하고자 하였다.

공간마케팅의 관점에서 본 도시호텔에 관한연구 - 부티크 호텔사례를 중심으로 - (A Study on the City Hotels from the Perspective of Space Marketing - Focus on the Boutique Hotels -)

  • In correlation to the rapid growth of Korea's economy and increased international exchange, hotel architecture in Korea has likewise evolutionized in its own distinctive style. Since hotels accomodate foreign visitors, they should be representative of the local architecture in which they reside, to add to the experience of the regions culture. City hotels provide not only primary housing functions but also many different varieties of services. Furthermore, city hotels operate as a focal point for their local communities. Seoul announced special measures for the expansion of accommodations for foreign tourists, and a large number of hotel construction entities have consequently propagated. Unfortunately, the designs for most of these new hotels have failed to reflect their local cultural characteristics, with most having similar designs and programs. As Korea enters an era seeing ten million foreign tourists annually, progressive reform is especially necessary. Space marketing, which is based on strategies of cultural experience, is a crucial element to city boutique hotel planning. It must be applied to satisfy both the cultural needs of its local communities and well as to vitalize the local economy through development of cultural tourism. To date, there have been numerous studies on boutique hotels and space marketing. However, most of these studies are limited to interior designs and artistic trends rather than focusing on the unique architectural and public aspects of their respective cities. In this thesis, the overall aim and strategies of space marketing for the city boutique hotel are analyzed, and the elements of strategies are used for further case analysis. The purpose of this study is to find applicability of Korean boutique hotel development through the result of case studies. Also, this thesis aims to advocate space marketing for Korea's forthcoming boutique hotels, as a means to showcase its unique cultural assets as well as to advance its international appeal and competitiveness.

경주 역사유적지구 매력성 평가지표 개발 연구 (A Study on the Landscape Attractions Evaluative Systems of Gyeongju Historic Heritage Sites)

  • 이 연구는 경주역사유적지구를 대상으로 역사도시경주의 경쟁력을 좌우하는 도시의 매력요인들을 규명하기 위한 평가지표를 개발하고자 수행하였다. 이를 위해 역사문화 관광자원의 매력요인에 대한 선행연구와 UNESCO, ICOMOS 등이 정한 국제 기준을 검토하여 평가지표 후보군을 도출한 후 1차, 2차 전문가 조사를 실시하였으며, 조사 결과에 대한 중요도(M), 표준편차(SD), 내용타당도 지수(CVR), 합의도, 수렴도 등의 분석을 통하여 최종적으로 도시의 역사 문화적 영역, 유산자원적 영역, 환경적 영역 등 3가지 평가분야와 22개 평가지표가 선정되었다. 이들 지표는 역사도시의 매력을 제고하기 위한 유용한 기초자료가 될 것으로 판단된다. 따라서 역사도시 경주는 이들 지표를 바탕으로 매력도 평가를 실시하고, 평가 결과를 역사도시 관리에 적극적으로 이용할 필요가 있다.

전산회계교육과 회계정보시스템 운영성과 분석 (Analysis of Operation Performance between Computerization Accounting Training and Accounting Information Systems)

  • 본 연구는 점점 통합화 되고 있는 기업 회계정보시스템의 운영과 최종사용자의 업무처리 능력과의 관계를 분석 하였다. 또한 최종사용자의 전산회계 관련 업무의 운용능력과 교육의 경험 정도가 실무에서 반영되는 상관적 관계를 탐색하고자 하였다. 본 연구를 요약하면, 첫째로, 중규모의 기업에서 전산회계 교육의 경험 정도는 회계정보 시스템의 업무에 보다 적합한 결과를 나타낼 수 있다는 결론을 얻었다. 둘째, 최종사용자의 교육과 업무개발은 시스템을 이용한 업무 처리에 긍정적인 영향을 미치는 것으로 분석되었다. 마지막으로 통합화 시스템의 도입과 지속적인 기술적용에 따라 최종사용자의 업무는 전반적으로 낮은 성과를 나타내고 있었다. 따라서 최종사용자의 업무처리 능력은 교육과 지속적인 업무개발이 중요하다는 사실을 확인 하였다. 향후 이러한 결과는 사용자 중심적 시스템의 효율적인 운영전략에 지침을 제공할 수 있으며, 더 나아가 경쟁력 강화에 응용될 수 있을 것으로 기대된다.

콘텐츠산업 인력의 업무 자율성 변화 분석 (Analysis on changes in work autonomy of content industry workers)

  • 본 연구에서는 콘텐츠산업 인력의 업무 자율성 변화를 분석했다. 한국근로환경조사(2011, 2014) 자료에서 콘텐츠산업 인력과 업무 자율성 변수를 추출하고 이중차감추정법을 활용하여 분석한 결과 전체 표본에서는 콘텐츠산업 인력의 업무 자율성(업무 순서, 업무 방법, 업무속도)에 유의미한 변화가 나타나지 않았다. 반면 최근 콘텐츠업계의 자율성 감소는 논의는 대규모 인력과 자본이 투입되는 경우라는 것을 고려하여 30인 이상 사업체 표본을 대상으로 분석하면 콘텐츠산업 인력의 자율성이 유의미하게 감소한 것으로 나타난다. 업무의 자율성은 직위와 역량과는 정(+)의 관계가, 사업체 규모와는 부(-)의 관계가 나타난다. 본 연구는 그동안 사례 중심으로 논의되어 왔던 콘텐츠산업 인력의 업무 자율성 변화를 실증분석했다는 의의를 가진다. 또한, 인력들의 부여되는 자율성이 콘텐츠 제작 유통 과정에서 긍정적인 효과를 창출하기 위해서는 인력에 대한 보상 및 관리 체계 개선이 수반되어야 함을 제시하였다.

The Effect of Brand Evidence on Positive Emotion, Negative Emotion, and Attitude in Restaurant Industry

  • Purpose: How to build the positive emotion of customer is very important, because it affects the positive attitude. Brand evidence has a significant impact on consumer behavior in terms of reinforcing consumers' perception of food service companies and differentiating them from competing brands. Thus, this study examines the effect of brand evidence on emotion (positive emotion and negative emotion), and attitude in restaurant industry. Research design, data, and methodology: This study examines the structural relationship among brand evidence, emotion, and attitude. Brand evidence divide into three sub-dimensions such as physical evidence, core service, and employee service. In order to test the purposes of this study, research model and hypotheses were developed. The questionnaire items were modified and used according to the content of this study based on previous studies. All constructs were measured by multiple items tested and developed in the previous research. The data were collected from 439 restaurant users from Seoul area were analyzed using SPSS 22.0 and SmartPLS 3.0 program. A total of 460 questionnaires were distributed and a survey was conducted for 4 weeks, and a total of 439 were used for analysis, excluding non-response data and 21 unusable response data among the collected questionnaires. Frequency analysis was conducted to identify the general characteristics of the survey subjects. To measure the reliability and validity of the measurement tools, confirmatory factor analysis was conducted. Structural model analysis was conducted to verify the research model. Result: The findings demonstrate that physical evidence, core service, employee service had positive effects on positive emotion. And core service and employee service had negative effects on negative emotion while physical evidence did not have. Also, positive emotion had positive effect on attitude and negative emotion had negative effect on attitude. Conclusions: The findings of this study provide guidelines on how to enhance competitiveness in restaurant industry through understanding brand evidence's effects on raising perceived consumer's emotion and attitude. Therefore, food service companies should establish a marketing strategy that can stimulate positive emotions through brand evidence, which is all factors related to service brands that influence consumers' evaluation of service products and purchase decision-making process.
