An Estimation of the Pyiee Elasticities of Tobacco and Health Demand of Korean Urban Households using Macro and Micro Level Data (한국 도시가구의 담배소비와 보건의료지출: 가구 특성을 감안한 수요체계적 분석에 의한 가격탄력성 추정시도)

  • In this study we analyse how the tobacco prices have an effect on the national health. The level of tobacco price will fluctuate its consumers demand and eventually affect the national health status. We estimate tobacco consumption function as well as households'demand system in which tobacco and health expenditure functions are included. Demand elasticities are estimated and evaluated in order to find future policies to improve the national health by controlling the national tobacco consumption There are two econometric approaches app1ied in this study. The lent tobacco demand analysis method is mm tobacco consumption function model. Using national indices of tobacco price, tobacco consumption and other related variables, tobacco consumption function is estimated. The other is micro demand system analysis by using Korean urban households expenditure data during the period of 1991 to 1999. The own price elasticity which is estimated from national tobacco demand per capita is -0.19 for all people and -0.176 for the adults over 18, which means 100% price increase will cause decease of tobacco demand at 19% and 17.6% per each The cross vice elasticity which is estimated between tobacco and health expenditure of urban households demand system is -0.2328, which implies 100% of tobacco price increase will decrease 23.28% of health expenditure. The low price elasticities imply that tobacco price increase will increase total tobacco sales volume. 100% of tobacco price increase will bring about 79% increase of total tobacco sales volume according to our scenario. Korea's tobacco demand is negatively responsive to fluctuations in its price. The health expenditure is also negatively relatedto the tobacco price fluctuation. These empirical outputs could be utilized as the basis of government's tax policy to control national tobacco consumption in the future.

An Estimation of the Price Elasticity for Tobacoo Demand (도시가구의 인구학적 특성별 담배 수요의 가격 탄력성 추정에 관한 연구)

  • The aim of this study is to estimate the own price elasticities for tobacco demand among Korean urban households. Using the expenditure data of smoking urban households, the quadratic almost ideal demand system is estimated. The estimated price elasticity of tobacco demand is -0.52 on the average value. The higher households income, the higher education level of households head, and the higher number of children, the tobacco demand gets more inelastic.

Intersectoral Collaboration for Tobacco Policy: Focusing on WHO FCTC (흡연위험요인관리를 위한 부문간 협력: WHO FCTC를 중심으로)

  • Objectives: The purpose of this manuscript was to review Intersectoral Collaboration policies for Tobacco Control. Methods: The author selected the WHO Framework Convention on Tobacco Control and adopted guidelines, and reviewed intersectoral and multisectoral collaboration policy recommendations. Results: There are 11 chapters and 38 articles in the Convention. In the Demand reduction policies included price and non price measures. The author selected a few non price measures for cross sectoral collaboration examples. They are protection from exposure to tobacco emission, education and communication, banning advertising, promotion and sponsorship of tobacco products, and offering treatment to tobacco use cessation. Inter sectoral and multi sectoral approaches could increase effectiveness, and better outcome of the tobacco control policy for implementation of many different articles of FCTC. Conclusions: It is important to give a specific role in structures of different government sectors and infrastructure for intersectoral collaboration. In addition, the role of civil society is very important for implementation of tobacco control policy effectively, and governments have to support the civil society for anti-smoking activities and campaigns.

  • Tobacco, which has nicotine for its main component, has been in medical use for a long time and in great demand for smoking throughout the world. The purpose of this study is to control nicotine amount and to increase yield more efficiently by the method of systematic variations. Nutrient solutions for tobacco culture were designed and prepared in 10 kinds with mineral ions: $NO_{3^-},\;SO_{4^{--},\;PO_4{^{-3},\;K,{^+}\;Ca,{^{++}\;Mg,{^{++}$, Mn, B, Cu, Zn, Mo, and Fe. Nicotiana tabacum L. Yellow Special A, grown for 50days from sowing, was replanted in plastic pot and cultured for 65 days supplying with prepared nutrient solutions. After harvest, their nicotine amount was determined by means of acid-base titrimetry and gas chromatography. The tobacco plants in KCa 4 and KMg 9 groups demonstrated the highest yield in total leaves weight and KMg 7 group in average nicotine amount. They have shown the increase of nicotine amount from lower leaf to 16th leaf, and thereafter decreased gradually. The author also pursued the optimum ionic proportions for the absolute nicotine amount in tobacco by means of systematic variations method.

Potential Impact of Graphic Health Warnings on Cigarette Packages in Reducing Cigarette Demand and Smoking-Related Deaths in Vietnam

  • Two years after implementation of the graphic health warning intervention in Vietnam, it is very important to evaluate the intervention's potential impact. The objective of this paper was to predict effects of graphic health warnings on cigarette packages, particularly in reducing cigarette demand and smoking-associated deaths in Vietnam. In this study, a discrete choice experiment (DCE) method was used to evaluate the potential impact of graphic tobacco health warnings on smoking demand. To predict the impact of GHWs on reducing premature deaths associated with smoking, we constructed different static models. We adapted the method developed by University of Toronto, Canada and found that GHWs had statistically significant impact on reducing cigarette demand (up to 10.1% through images of lung damage), resulting in an overall decrease of smoking prevalence in Vietnam. We also found that between 428,417- 646,098 premature deaths would be prevented as a result of the GHW intervention. The potential impact of the GHW labels on reducing premature smoking-associated deaths in Vietnam were shown to be stronger among lower socio-economic groups.

The Effect of Price Increase on Tobacco Consumption (담배가격인상이 흡연수요에 미치는 영향)

  • Follow-up surveys with 700 smoking male adults and 300 nonsmoking male adults were performed before 20-days and after one month, three months and six months since government's price increase enforcement. 572 smokers among 700 and 198 non-smokers among 300 were remained and followed up till the end of the surveys. The cessation rate of smokers are 6.6%(after one month), 10.3%(after three months) and 11.0%(after six months). Smoking cessation ratio of new smoking quilters who considered that price increase as a motive of their giving-up smoking are 76.3%, 81.3% and 65.1%. The smokers estimates of short-run price elasticities from follow-up surveys are -0.6853, -0.6230 and -0.5482 at each survey period. Including non-smokers, estimates of short-run price elasticities from follow-up surveys are -0.3920, -0.3739 and -0.3481 at each survey period. The effect of demand decrease caused by KR\500 price increase stayed with little difference for six months because price elasticities between each survey period showed no much change. Effectiveness and validity of tobacco control by price increase was confirmed through the survey results. Therefore if the government want to attain long term strategic goal to decrease general smoking rate among male adult smokers by 30%, the strong smoking prohibition policy, just like the price increase of December 2004, should be continuously driven.

근적외 분광분석법을 이용한 황색종 잎담배의 화학성분 분석

  • This study was conducted to analyze chemical components in flue-cured tobacco using near infrared spectroscopy(NIRS). Samples were collected in '96 and '97 crop year and were scanned in the wavelengths of 400 ~ 2500 nm by near infrared analyzer(NIRSystem Co., Model 6500). Calibration equations were developed and then analyzed flue-cured samples by NIRS. The standard error of calibration(SEC) and performance (SEP) of '96 crop year samples between NIRS and standard laboratory analysis(SLA) were 0.18% and 0.24% for nicotine, 1.60% and 1.77% for total sugar, 0.13% and 0.15% for total nitrogen, 0.58% and 0.68% for crude ash, 0.23% and 0.28% for ether extracts, and 0.09% and 0.08% for chlorine, respectively. The coefficient of determination($R^2$) of calibration and prediction samples between NIRS and SLA of '96 crop year samples was 0.94~0.99 and 0.83~0.97 depending on chemical components, respectively. The SEC and SEP of '97 crop year samples were similar to those of '96 crop year samples. The SEP of '97 crop year samples which were analyzed using '96 calibration equation was 0.32 % for nicotine, 2.72% for total sugar, 0.14 % for total nitrogen, 1.00 % for crude ash, 0.48 for ether extracts and 0.17% for chlorine, respectively. The prediction result was more accurate when calibration and prediction samples were produced in the same crop year than those of the different crop year. The SEP of '96 and '97 crop year samples using calibration equation which was developed '96 plus '97 crop year samples was similar to that of '96 crop year samples using 96 calibration equation and that of '97 crop year samples using '97 calibration equation, respectively. The SEP of '97 crop year samples using calibration equation which was developed '96 plus '97 crop year samples was lower than that of '97 crop year samples analyzed by '96 calibration equation. To improve the analytical inaccuracy caused by the difference of crop year between calibration and prediction samples, we need to include the prediction sample spectra which are different from calibration sample spectra in recalibration sample spectra, and then develop recalibration equation. Although the analytical result using NIR is not as good as SLA, the chemical component analysis using NIR can apply to tobacco leaves, leaf process or tobacco manufacturing process which demand the rapid analytical result.

Characteristics of Retail Sale Activities in Depopulation Aging Regions (인구감소 고령화지역의 소매판매활동 특성)

  • The aim of this study is to consider the degree of supply-demand balance in relation to the characteristics of retail sale activities in depopulation aging regions and the degree of aging by using simple regression analysis. The major findings of this study are as follows. While aging society, and aged society regions show a similar major retail sale industries, super-aged society shows fewer major industries and different industry composition. These characteristics are seen by different phenomenon and the background of the particular retail structure. The first one is that the number of employees per establishment increases when the aging phenomenon is not accelerated, and the annual sales per capita purchasing power decrease because their purchasing power becomes lower when the aging phenomenon is severe, but it also shows a high density of establishments because disperse location of establishment within depopulation aging region. The second one is the retail structure with high labor productivity in a aged and superaged society region. We identify the extent of demand and supply in general retails, fuel retails, food and beverage, and tobacco retails which represent the highest sales rates in depopulation aging region. As a result, general retails are seen as 'supply-demand balance region' in aged and super-aged society, fuel retail sales in aged and super-aged society which generally shows less sales, and food and beverages, and tobacco retails in super-aged society. The higher the degree of aging is, the less the regional differences in the gap between demand and supply is. This is because the difference in purchasing power between these regions is small.

Effect of Tota1 Saponin from Red Ginseng on Acvtivities of Antioxidant Enzymes in Pregnant Rats (홍삼 사포닌이 수태중인 흰쥐의 항산화 효소활성에 미치는 영향)

  • Pregnancy is a physiological state accompained by a high energy demand of many bodily functions and an increased oxygen requirement. Because of the increased intake and utilization of oxygen, increased levels of oxidative stress would be expected. So we observed the activities of the hepatic antioxidant enzymes from rat treated with total saponin from the red ginseng against free raicals produced in pregnant rats. The activity of superoxide dismutase (SOD) in the control group was slightly decreased during pregnancy, and SOD activity in total saponin treated group was not observed any siginificant change compared with the control group. The activities of glutathione peroxidase (GPX), glutathione reductase (GRD) and catalase in the control group have shown the decreasing tendency during pregnancy, whereas the activities of GRD and catalase in total saponin treated group showed significant increased tendency compared with the control group. GPX activity in total saponin treated group was slightly decreased tendnency compared with the control group. The activity of glutathione-S-transferase (GST) in the control group was increased to keep the state of homaeostasis tendency in pregnant rats. On the other hand, the activity of GST after total saponin treatment was increased than control group. Activity of all enzymes in the control group and total saponin treated group recovered the normal level after delivery of rats. In spite of the physiological changes in vivo, the inflaunce of total saponin on activaties of hepatic antioxidant enzyme in pregnant rats seems to be regulated the biological homeostatic adaptation mechanism which protects the maternal liver aganist oxygen induced toxicity

  • In Korea, the developmental gap is deep between rural and urban areas in spacial aspect and, or between agricultural and industrial side. So there are much room for improvement in agri. development in national standpoint as well as in individual farmer's level. In this respect, agricultural financing is requisitive to speed up the pace of agricultural development and in result, to contribute to improvement of farm income. By the way, farmers' credit demands are always in excess-demand status and they rely on private money-lenders in the burden of high interest rate. In agricultural financing market, there are two kinds of credit ; institutional credit and non-institutional credit market, that is private money-lending. In institutional credit, there are mutual credit system operating by the primary coops and policy credit system by NACF financed by Government in part. Here, in this paper, I venture to study on the improvements of the policy credit system to increase and activate the supply function of agri. policy credit into farmers to enhance their socio-economic status.
