Risk Assessment Method for Guaranteeing Safety in the Train Control System (열차제어시스템 안전성 확보를 위한 리스크 평가 방법 분석)

  • Recently, failures of equipments are linked directly to extensive damages of human lives or financial losses from the increasing uses of train control equipments utilizing computers. Then safety activities have to progress for guaranteeing safety during the system life-cycle. In this paper, we examine the methods for risk analysis and assessment of safety activities and propose optimized one method for risk assessment. There are original risk assessment methods; risk graph and risk matrix method under the qualitative analysis, IRF(Individual Risk Formula) calculations and statistical calculations method under the quantitative analysis. Best-Practice(BP) risk analysis method is proposed for combining advantages of the qualitative and the quantitative analysis. In the comparison of risk graph and risk matrix method for safety estimation, BP method has no applications published up to now, but we can expect that this method will be utilized widely for the risk assessment due to various strong points.

  • Since steam generator (SG) tubes are located in the boundary between the primary and secondary systems of nuclear power plant (NPP), the SG is one of the most important components in the aspects of the safety of NPP. The magnetite ($Fe_30_4$) deposition, so-called fouling, is generally known as a major aging mechanism of CANDU SGs, and this aging mechanism makes the heat transfer efficiency between the primary and secondary systems of NPP reduced. Therefore, the development of SG safety assessment system which can evaluate the effect of the SG aging degradation mechanism should be needed for safety of NPP. In this study, through the suggestion of the guideline for SG safety assessment, it is possible to strengthen the basic of establishing the effective SG aging management technique. The SG safety assessment is carried out by CATHENA(Canadian Algorithm for THErmalhydraulic Network Analysis). It is possible to determine the integrity of SGs by identifying the main safety parameters which can be changed by the aging degradation of CANDU SGs.

  • As a building aged, overall performance considering structural safety, equipment safety and fire safety is lowering gradually. Since the building performance and the overall value of the building change as time elapse, exact safety performance of the building should be evaluated not only maintaining the building efficiently and also preventing disputes between buyer and seller of the building. We suggest major elements for assessing building's safety performance through surveying literatures, interviewing experts, reviewing existing assessment models, The assessment elements proposed here ate comprised of structural safety, equipment safety, fire safety, fire protection and fire escape, etc. This study helps to make a safety performance assessment criteria for a building.

  • Cobots are industrial robots with greatly enhanced safety functions that enable them to work in the same space with workers without protector. Cobots are regulated by the Industrial Safety and Health Act and must be certified according to the manufacturing stage, installation stage and usage stage. The ISO 10218-2 standard applied in the installation phase is difficult to apply in the field. Therefore, it is necessary to develop a risk assessment method based on ISO 12100 standard. This paper proposes a new methodology that combines 'JSA' and 'What-if', which reflects the human error and the lack of known risk factors. Accordingly, a new risk assessment template was proposed and the effectiveness of the developed new template was examined. The current cobot safety regulations need to be unified with safety inspections scheme, and robot safety experts and infrastructures need to be expanded and Robot safety regulations should be unified to 'Robot Act'. Based on this research, risk assessment methods suitable for the field need to be developed additionally, and robot safety regulation needs to be transformed to promote the industry.

  • This study is a preparation for the application of FSA (Formal Safety Assessment) to the fire safety of ships. FSA is the new-fashioned methodology proposed to prevent ships from the accidents. To make a base of the fire safety assessment about ship's fire protection design and Classification Society rule, statistical informations for the fire safety engineering are investigated. From results, the necessity of new criterion for ship's fire safety design, the need to study the human behavior in the evacuation from fire, and the development of new fire progress model considering special situations in ships are acknowledged.
