This paper tries to measure the spill-over effect of the production and investment of telecommunication service industry (hereafter telecommunication industry), using the most recent data of 2003 input-output tables. The results are summarized as follows. First, the industries which have the biggest spill-over effect from the production of telecommunication industry is miscellaneous business service (including the sale commission of telecommunication service), other engineering services (including royalty), and business consumption. Second, the production of telecommunication industry induces more value-added, and less production, less import, and less employment than related industries such as radio and television equipment, communications and broadcasting equipment, and computer and peripheral equipment. Third, while the investment of telecommunication service amounts to 15% of its production, the effect of the investment on production, value-added, consumption, and employment reaches 70% of that of its production. The policy implication of this paper is that the telecommunication industry contributes to overall economy mainly through its investment.

The purpose of this article is to study on the Comparison of the Basic Law on Electronic Commerce and the Uniform Electronic Transactions Act(UETA). The purpose of th Basic Law on Electronic Commerce is to contribute to the national economy by clarifying the legal effect of transactions by means of electronic messages so as to ensure the security and reliability thereof and to secure fair trade, and further by establishing sound and orderly transactions, and promoting electronic commerce. It is important to understand that the purpose of the UETA is to remove barriers to electronic commerce by validating and effectuating electronic records and signatures. It is not a general contracting-the substantive rules of contracts remain unaffected by UETA. Nor is a digital signature statute. To the extent that a State has a Digital Signature Law, the UETA is designed to support and compliment that statute.

The power of the internet community as a social network exerts great influence on all areas of our society not only on knowledge creation and knowledge sharing but also on politics, economy, and culture. This study aims to investigate how the diffusion process of information evolves on the internet in the new environment. The focus of the study is particularly on aspects of using information and the process of information production and the types and methods of online communities. It is the goal of the study to clarify aspects of the online community as an important mediator among universal means of communication in our society. Ways of social communication are changing rapidly and thus the reasoning for this change is very important policy issues to form a social consensus.

Emerging digital economy, e-business, especially business to business(B2B) electronic commerce is understood one most single critical competitive weapon for organizations' global competitiveness. According to government white paper, Korea's electronic commerce records expansion stage in its volume and variety. Although Korea has remarkable EC records, still some differences are existed compare to the developed countries. IT in the developed countries, played an engine for the economic restructuring as well as for the economic growth. But in Korea, it's not fully utilized by the reasons of economic and noneconomic bottlenecks. Under the digital economic surroundings, EC or e-Business, is a business system to achieve the economic efficiency in the levels of an organization as well as a nation. So, we have to find the ways to utilize our EC infrastructure to contribute for the nation's global competitiveness. To find the way, this study recommends two types of policies, pull and push, beyond the OECD's suggestion, to government in order to expansion of EC, especially B2B EC.

As the non-face-to-face economy is activated by digital innovation, the boundaries of the industry are blurred and new start-up opportunities are occurring due to convergence between industries. Therefore, this study aims to investigate the relationship between the founders' digital competence and innovation as an antecedents that affect the substanability of start-up companies. According to the analysis results, the digital competence of the founder has a significant positive (+) effect on the innovation of the founder, and the innovation of the founder has a significant positive (+) effect on the substanability of the entrepreneur. In addition, the innovation of founders has been verified to mediate the relationship between them, and this study is meaningful in that it examines the preceding factors affecting the substanability of start-up companies.

The demand of digital broadcasting via networks has increased slowly in spite of the development of bidirectional broadcasting service technology and the effort of revitalization are actively performed nowadays. There are some reasons that the content differentiation is necessary. First, bidirectional digital broadcasting has no special content that attracts public attention. Second, bidirectional video content such as UCC is expected to revitalize economy due to simplification of authoring tool and user's desire to communicate interactively. So this paper proposes the data broadcasting sub-content architecture model by scenario using original data broadcasting content. At the same time, we design the content object metadata schema from the analysis of original data broadcasting content. It is restricted by 25 metadata in order to make it more smoothly working contents under the ubiquitous environment. This proposal is expected to affect the revitalization of content development and find out new sub-content model by rework original content.

Despite that the semiconductor industry plays an important role to our economy, it has abnormal industrial structure stressing too much on memory chips. Thus, it is essential for our corporate to develop nonmemory chips to obtain technological leadership in a highly competitive semiconductor market. In this study, we demonstrate how benefit/cost analysis using the Analytic Hierarchy process (AHP) can be used for the proper selection of nonmemory semiconductor chips: Microprocessor, ASIC, digital IC and Analogue IC. The final results show that ASIC is the most attractive chip to develop, followed by Analogue IC, digital IC and Microprocessor. This is Somewhat consistent with the information that we found with respect to the elements that were taken into consideration. Sensitivity analysis is also provided here.

Rice (Oryza Sativa) is an important source of food for the people of our country, even though of world also .It is also considered as the staple food of our country and we know agriculture is the main source country's economy, hence the crop of Rice plays a vital role over it. For increasing the growth and production of rice crop, ground-breaking technique for the detection of any type of disease occurring in rice can be detected and categorization of rice crop diseases has been proposed in this paper. In this research paper, we perform comparison between two classifiers namely MDC and Bayes' classifiers Survey over different digital image processing techniques has been done for the detection of disease in rice crops. The proposed technique involves the samples of 200 digital images of diseased rice leaf images of five different types of rice crop diseases. The overall accuracy that we achieved by using Bayes' Classifiers and MDC are 69.358 percent and 81.06 percent respectively.
