  • The Covid 19 pandemic officially broke out in Jan 2020 and ended in Mar.2023, following the WHO, claiming 7 million lives. For the three years, while the world made concerted effort to fight against the deadly virus, South Korea was praised as a model country in that the country effectively contained the spread of the virus. Given this, the paper aims to figure out how South Korea's story was quoted by looking at six editorials in the New York Times and the Washington Post. For this aim, we have analyzed linguistic expressions within White (2003)'s appraisal theory and then conducted a key word frequency analysis. The analysis results as follows: first South Korea's story was quoted to criticize the U.S. government of its wrong management to the Covid-19, also giving some lessons to the world; second, both newspapers attribute the South Korea's success to its swift and rapid response to the pandemic; and third, the Washington Post showed more positive attitude to South Korea than the New York Times by quoting the country's success more frequently with more positive words in evaluating the country's responses to the pandemic while both newspapers showed negative attitudes to the U.S. government to the issue. Thus, it can be concluded that linguistic expressions in quotations are effectively used in showing the newspapers' attitude toward South Korea and the U.S.

  • The Pacific Island Forum that consists of 14 island countries in the South Pacific has long been the focus of keen attention from East Asian countries such as South Korea, Japan and China. The South Pacific area was controlled by Japan right after the First World War. The League of Nations bestowed the right of trusteeship over the region to Japan, one of the victors in the war. However, the U.S. considered the area indispensible for its security interests in the Pacific after victory in the Second World War. With the end of Cold War period, the region again began to gain the competitive attention of Japan, China and Korea. Japan has made efforts to give economic assistance to this region by holding the Japan-Pacific Islands summit every three years. In addition, Japan is promoting a security engagement with this region by dispatching Self Defense Forces with the aim of initiating construction and development projects. In response to Japan's active involvement in the region, China also began to convene a summit meeting with these countries in 2006, making pledges of economic assistance. Furthermore, Chinese civilian companies struck deals of investment with municipal institutions in the region with a view to enhancing China's influence in the region. Japan's and China's active engagement in the region has galvanized South Korea to craft a more effective strategic approach to the region.

  • This paper is to analyse conflict between the US and China over the South China Sea and Korea's responses. To this end the paper is composed of 6 chapters titled instruction; the current status of South China Sea sovereignty disputes; changes in US and Chinese maritime security strategies and the strategic values of the South China Sea; key issues and future prospects for US-China conflicts in the South China Sea; South Korea's security and diplomatic responses; and conclusion. The recent East Asian maritime security issue has evolved into a global issue of supremacy between the US and China, beyond conflicts over territorial disputes and demarcation among the countries in the region. China is pursuing offensive ocean policy to expand economic growth. The core of the maritime order that the United States intends to pursue is the freedom of navigation in the oceans and the maintenance of maritime access. China is making artificial islands in the South China Sea, claiming the sovereignty of these islands, building strategic bases in East Asia, and securing routes. The United States has developed several "Freedom of Navigation Operations" to neutralize the declaration of the territorial sea surrounding Chinese artificial islands. We can not be free from marine conflicts in the South China Sea and the East China Sea. Regarding the South China Sea dispute, it is expected that the strategic competition and conflict between the two countries will intensify due to China's failure to make concessions of core interests and adherence to the US compliance with international norms. In the midst of conflict over the South China Sea, we need a harmonious balance between our alliance security and economic diplomacy. We must continue our efforts to strengthen the ROK-US alliance but not to make China an enemy. Considering the significant impacts of the oceans on the survival and prosperity of the nation, we must continue to develop our interest in the oceans, appropriate investments and tactical strategies.

  • Purpose: The study was done to explore meanings and essence of the experience in South Korea of men defectors from North Korea. Methods: Data were collected from March, 2011 to May, 2012, through in-depth interviews with ten men defectors. Data analysis was conducted using the process of hermeneutic phenomenological reflection. Results: Eight essential themes were extracted; 'buoyant expectation for a new life', 'feeling guilty about family left behind in North Korea', 'inability to become acclimatized due to communication difficulties', 'inability to socialize with South Koreans due to different lifestyles', 'finding strength through trustworthy acquaintances', 'continuing reconciliation with oneself while trying to assimilate into South Korean culture', 'self-realization of one's original self', and 'continuing to feel out the possibility of a future in South Korea'. Conclusion: The findings indicate that North Korean men who defect to South Korea shape their identity through three phases: forming self-image during escape from North Korea, trying to become accustomed to South Korean society, and finding their own identity by self-realization of their original self. Eventually, the whole process enables them to recover their identity, to feel a sense of belonging, and to discover possibilities for a better future.

  • Since July 7 mutual declaration in 1988 which is a landmark for South-North Korean relations, Inter-Korean Trade has been set out. During the period, the Inter-Korean Trade has been ups and downs depending on the Inter-Korean relations and economic situation of both countries. South Korea became one of the major three trading countries of North Korea's trading partners in 2000, when the sum of annual trade volume reached the record 425million US dollars. A rapidly increasing number of countries including North Korea are developing national policies and strategies to promote the digital economy, recognizing the potential benefits of e-business as an engine of growth and development. However, the trade structure of South-North Korea remains very simple in terms of its contents. Furthermore trade procedure many limitations especially electronic commerce in North Korea has many obstacles to working properly. The information in Inter-Korean trade cannot be shared in common. South Korean firms have suffered repeatedly trial and error and excessive competition took place among South Korean firms. Institutional inertia related to mutual trade, political and military Impacts on Inter-Korean economic relations, abnormal industrial structure of North Korea and insufficiency of SOC could be mentioned as major problems in Inter-Korean trade as well. Several measures should be taken in order to cope with those problems. First of all, South Korean government should provide valuable information to business firms about North Korean economy and business environments. It is suggested that forums related to inter-Korean trade hold in regular base between South and North Koreas and establish the system of business information sharing. Second, the government should improve various laws and regulations to respond to the realistic needs of inter-Korean trade. That is, detailed measures should be taken to guarantee investment in electronic commerce. Third, it is desirable to start with the mutual agreement between South and North Korea.

  • While North-South cooperation (NSC) continues to play a considerably dominant role in international development cooperation efforts, there is growing criticisms across the world as to the role and effectiveness of the NSC to support the developing countries to meet their development needs. As such, South-South cooperation (SSC) has become a subject of discussion in recent years across the world in international development and has increasingly become popular as an effective aid modality. However, there is unavailability of sufficient empirical studies about the efficacy of the SSC in the context of Bangladesh. The present paper attempts to examine two KOICA's projects to facilitate HRD in ICT in Bangladesh taking into consideration of Korea as a southern country. The study revealed that Korea's bilateral development cooperation efforts have been effective so far to fulfill their objectives. The findings of the study put forward that SSC may work in the form of technical cooperation to support the developing countries, provided that technical cooperation is demand-driven, and that there is sufficient level of absorptive capacity and supportive policy as well on the part of developing partner country to utilize external skills and technology.
