A Study on the Islamic terrorism in the Southeast Asia: Its Evaluation and perspectives (동남아시아 이슬람 테러리즘 현황 및 전망에 관한 연구)

  • In the post-Cold war world, the threat of terrorism is emerging as the most formidable challenge. The terrorist attacks including 9.11 World Trade Center attack have proved such challenge. It has become apparent that no country is safe from the scourage of terrorism. The region of the southeast Asia is no exception to this trend. The Bali bombing of 2002, killing about 200 innocent people, demonstrated that the threat environment had significantly altered. Today, local and regional groups such as Jemiah Islamiah can conduct terrorist operations as devastating as those carried out by Al Qaeda. As fighting terrorism is a complex multi-dimensional task, the responsibility for fighting terrorism must not rest with a single government. The burden must be shared by both the local governments and international communities. In addition, To prevent another bombing of the scale of Bali, countries in the region of southeast Asia must respond decisively. The purpose of this study is to examine the current situation on terrorism in the southeast Asia and to provide perspectives on future terrorism in this region. To foster the better understanding, historical survey on the terrorism in the region and local terrorist groups' network with the foreign terrorist organizations including Al Qaeda have been researched. Based on the result of the research, this paper provides a perspectives and evaluation on the future terrorism in the southeast Asia. It also provides an implications for our reference in the war against terrorism.

  • Since the end of the Cold War and rapid globalization and technical developments, terrorist groups actively involved in criminal activities. Also criminal entrepreneurs became a major financial revenue for these terrorists groups. This newly patternized activities among terrorist groups is now called as Crime-Terror Nexus" indicating the changing nature of terrorism, which means two traditionally separate phenomena, crime and terrorism, became more similar. This new pattern of terrorism is considered to create synergy for the criminal organizations and terrorist groups, scholars believe that it would become a significant threat to the security of world community in the near future. Although the phenomenon of this crime-terror nexus is significant and imminent threats, there is lack of studies investigation this new evolution of terrorism with empirical data. Moreover there is literally no studies exploring factors relevant to the Crime-Terror Nexus. Therefore, this current study aims to conduct explorative investigation of factors affecting the "Crime-Terror Nexus" with a world terrorism data, MAROB(the Minorities at Risk Organizational Behavior), which is developed by START and Minority at Risk project and contains information terrorist groups in Middle-East and Africa region. Considering the significance of this new terrorism patterns and the challenging nature of conducting empirical studies on this topic, this study has great contribution on the development in the field of criminal justice as well as terrorism.

A Study Consequence Management System of the Terrorism (테러리즘의 대응관리체제에 관한 고찰 - "9. 11 테러"를 중심으로 -)

  • It can be said that 'the September 11th Terrorist Attacks' in 2001 were not only the indiscriminate attacks on innocent people but also the whole - political, economical and military - attacks on human life. Also, 'the September 11th Terrorist Attacks' can be regarded as the significant events in the history of world, which were on the peak of the super-terrorism or new-terrorism that had emerged from the 1980s. However, if one would have analysed the developments of terrorism from the 1970s, they could have been foreknown without difficulty. The finding from this study can be summarized as the followings, First, in spite that the USA responsive system against terrorism had been assessed as perfect before 'the September 11th Terrorist Attacks', the fragilities were found in the aspects of the response on the new-terrorism or super-terrorism. The previous responsive system before 'the September 11th Terrorist Attacks' had the following defects as the followings: (1) it was impossible to establish the integrated strategy, because the organizations related to the response against terrorism had not integrated; (2) there were some weakness to collect and diffuse the informations related to terrorism; (3) the security system for the domestic airline service in USA and the responsive system of air defense against terrors on aircraft were very fragile. For these reasons, USA government established the 'Department of Homeland Security' of which the President is the head so that the many organizations related to terrorism were integrated into a single management system. And, it legislated a new act to protect security from terrors, which legalized of the wiretapping in spite of the risk of encroachment upon personal rights, increased the jail terms upon terrorists, froze the bank related to terrorist organization, and could censor e-mails. Second, it seem that Korean responsive system against terrors more fragile than that of USA. One of the reasons is that people have some perception that Korea is a safe zone from terrors, because there were little attacks from international terrorists in Korea. This can be found from the fact that the legal arrangement against terrorism is only the President's instruction No. 47. Under this responsive system against terrorism dependent on only the President's instruction, it is expected that there would be a poor response against terrors due to the lack of unified and integrated responsive agency as like the case of USA before 'the September 11th Terrorist Attacks'. And, where there is no legal countermeasure, it is impossible to expect the binding force on the outside of administrative agencies and the performances to prevent and hinder the terrorist actions can not but be limited. That is to say, the current responsive system can not counteract effectively against the new-terrorism and super-terrorism. Third, although there were some changes in Korean government's policies against terrorism. there still are problems. One of the most important problems is that the new responsive system against terrorism in Korea, different from that of USA, is not a permanent agency but a meeting body that is organized by a commission. This commission is controled by the Prime Minister and the substantial tasks are under the National Intelligence Service. Under this configuration, there can be the lack of strong leadership and control. Additionally, because there is no statute to response against terrorism, it is impossible to prevent and counteract effectively against terrorism. The above summarized suggests that, because the contemporary super-terrorism or new-terrorism makes numerous casualties of unspecified persons and enormous nationwide damages, the thorough prevention against terrorism is the most important challenge, and that the full range of legal and institutional arrangements for the ex post counteraction should be established. In order to do so, it is necessary for the government to make legal and institutional arrangements such as the permanent agency for protection from terrorism in which the related departments cooperates with together and the development of efficient anti-terror programs, and to show its willingness and ability that it can counteract upon any type of domestic and foreign terrorism so that obtain the active supports and confidence from citizens.

Explosive-Terror Risk Curve by RVS (RVS에 의한 폭발물테러 위험도 곡선)

  • Since the terrorist attacks 9.11 in 2001, the public places such as subway, department stores or office buildings have become a target of terror in major public facilities. In this paper, for the prevention of terrorist attack in domestic building, the assessments of terror risk were conducted and their relationship with building heights was discussed through FEMA 455-Rapid Visual Screening(RVS). Explosive terror risk tends to increase rapidly with building heights(H<230m), showing the correlation coefficient between total risk and building heights(H<230m) is 0.93. In addition, The average of consequences is 8.47 and that of' threat is 8.95. Vulnerability is found to be 6.62 in average.

Countermeasure strategy for the international crime and terrorism by use of SNA and Big data analysis (소셜네트워크분석(SNA)과 빅데이터 분석을 통한 국제범죄와 테러리즘 대응전략)

  • This study aims to prevent the serious threat from dangerous person or group by responding or blocking or separating illegal activities by use of SNA: Social Network Analysis. SNA enables to identify the complex social relation of suspect and individuals in order to enhance the effectiveness and efficiency of investigation. SNS has rapidly developed and expanded without restriction of physical distance and geo-location for making new relation among people and sharing large amount of information. As rise of SNS(facebook and twitter) related crimes, terrorist group 'ISIS' has used their website for promotion of their activity and recruitment. The use of SNS costs relatively lower than other methods to achieve their goals so it has been widely used by terrorist groups. Since it has a significant ripple effect, it is imperative to stop their activity. Therefore, this study precisely describes criminal and terrorist activities on SNS and demonstrates how effectively detect, block and respond against their activities. Further study is also suggested.

Estimation of Potential Population by IED(Improvised Explosive Device) in Intensive Apartment Area (아파트 밀집지역 급조폭발물 테러 발생 시 잠재피해인구 추정)

  • In this study, we presented a method for estimating the potential population damage of the Seoul Nowon-gu area in the event of a terrorist using a vehicle improvised explosive devices (IED). Using the object-based building extraction method with orthophoto image, the area of the apartment has been determined, and the apartment's height and level were estimated based on the elevation data. Using the population estimation method based on total floor area of building, each apartment resident population was estimated, and then potential population damage at the time of terrorist attacks was estimated around the subway station through a scenario analysis. Terrorism damage using IED depends on the type of vehicle greatly because of the amount loadable explosives. Therefore, potential population damage was calculated based on the type of vehicle. In the results, the maximum potential damage population during terrorist attacks has been estimated to occur around Madeul station, Nowon-gu. The method used in this study can be used various population estimation research and disaster damage estimation.

  • This study is to protect peoples' life, minimize the property damage by coping with threats quickly and take more preventive measures in advance against nuclear bomb, CBR, and potential explosive. For this, CBRNE(Chemical, Biological, Radiological, Nuclear, Explosive) program research was used. Thanks to advance in technology, terrorist groups and even individuals make or keep nuclear and CBR weapons. And also it's likely that disaster and threats from a toxic gas, acute pathogens, accidents in the nuclear power plants and a high explosive could be happened a lot. Recently more organized terrorist groups maintain random attacks for unspecified individuals and also it's highly likely that a large-scale terrorist attack by WMD and CBRNEwill be done. To take strict measures against CBRNE attacks by terrorists is on the rise as an urgent national task. Moreover biological weapons are relatively easy and inexpensive to obtain or produce and cause mass casualties with a small amount. For this reason, more than 25 countries have already possessed them. In the 21 st century, the international safety environment marks the age of complicated threats : transnational threats such as comprehensive security and terror, organized crime, drug smuggling, illegal trade of weapons of mass destruction, and environmental disruption along with traditional security threats. These cause military threats, terror threats, and CBRNE threats in our daily life to grow. Therefore it needs to come up with measures in such areas as research development, policy, training program. Major industrial nations on CBRNE like USA, Canada, Switzerland, and Israel have implemented various educational programs. These researches could be utilized as basic materials for drawing up plans for civil defense, emergency services and worldwide countermeasures against CBRNE.

Study on Police-led National Response against CBRN Terror by Strengthening the Standing Cooperation System of the Interagencies (다부처 상설 협력체계 구축을 통한 경찰주도 국가 화생방 테러대응 발전방안)

  • Nowadays, Terrorism has become bloodier. Unlike the past, the recent terrorism has been indiscriminate in the purpose of mass- killing. Given this aspect, the threat of a CBRN attack is the biggest one to modern society. Notably, the possibility of terrorist attacks in Korea by international terrorist groups such as ISIL is higher than ever in consideration of its allusion; crusades and the devil's allied forces. To overcome these circumstances, various measures have been taken for counter terrorism at the state level including anti-terrorist legislation. Under the anti-terrorist act, police have to lead relevant inter agencies when it comes to the CBRN terror. At first glance, current countermeasures would work well. However, in order to respond quickly, the standing cooperations system of related departments need to be set up. In this sense, this article proposed a coagulatory body that could not only consider institutional-oriented organizational restructuring and response but also integrate and operate functions of various specialized institutions. It also stressed that the council should move toward a consultative body of information gathering, distribution and working- level consultation. With this cooperation system, counter-terrorism agencies can respond rapidly, stop wasting their effort and assets by about 30%. Also, they could design the atypical aspect of terrorism into standardized.

A Possibility Analysis of Domestic Terrorism in South Korea by Focusing on Afghanistan under the Taliban Forces (탈레반의 아프가니스탄 장악에 따른 국내 테러 발생 가능성 분석)

  • Purpose: On August 16, 2021, the Taliban established the Taliban regime after conquering capital Kabul of the Afghan by using the strong alliance of international terrorist organizations. The Taliban carried out terrorism targeting the Korean people, including the kidnapping of Kim Seon-il in 2004, the abduction of a member of the Saemmul Church in 2007, and the attack on Korean Provincial Reconstruction Team in 2009. Therefore, this research has shown the possibility of Taliban terrorism in Korea. Method: Based on the statistical data on terrorism that occurred in Afghanistan, Taliban's various terrorist activities such as tactics, strategies, and weapons are examined. Consequently, the target facilities and the type of terrorist attacks are analyzed. Result: The Taliban are targeting the Afghan government as their main target of attack, and IS and the Taliban differ in their selection of targets for terrorism. Conclusion: From the result of this research, we recommend Korea need to reinforce the counter terrorism system in soft targets. Because If the Taliban, which has seized control of Afghanistan, and IS, which has established a worldwide terrorism network, cooperate to threaten domestic multi-use facilities with bombing, the Republic of Korea may face a terrorist crisis with insufficient resources and counter-terrorism related countermeasures.
