국가 사이버보안 역량 평가를 위한 평가항목 연구 (A study on the Development for the National Cybersecurity Capability Assessment Criteria)

  • ICT가 사회 주요 기반 구조로 자리매김 함에 따라 사이버 공간을 보다 안전하고, 효과적으로 활용하기 위한 사이버보안 역량 강화 필요성이 대두되고 있다. 이에 미국을 비롯한 주요 선진국은 사이버보안 역량 강화에 지속적인 관심을 갖고, 역량 강화 방안을 마련하기 위한 연구가 활발히 진행 중에 있다. 사이버보안 역량 강화 방안 마련을 위해서는 먼저 우리나라 및 주요 국가에 대한 역량 평가를 통해 정확한 실태를 파악하고, 이를 기반으로 국가 정책 방향을 수립하고 법과 제도를 완비해야 할 것이다. 평가항목의 선정은 객관적인 사이버보안 역량 평가뿐만 아니라 향후 정책 방향을 제시하기에 매우 중요한 의미를 가진다. 그러나 사이버보안 역량에는 국가의 기반인 정책, 법 제도부터 기술, 문화, 인력 등 다양한 요소가 영향을 미치기 때문에 평가항목 선정에 어려움이 따른다. 이에 본 논문에서는 객관적인 국가의 사이버보안 역량 평가항목 도출을 위해 미국과 유럽 등지에서 연구된 사이버보안 역량 평가의 평가항목을 분석하고, 우리나라의 특성을 반영한 사이버보안 역량 평가를 위한 평가항목을 제안하였다.

우리나라의 남극 환경영향평가제도 정착을 위한 연구 (Introductive Study to the Antarctic Environmental Impact Assessment in Korea)

  • The Protocol on Environmental Protection to the Antarctic Treaty was ratified in 1991. With the aim to ensure comprehensive protection of the Antarctic environment, it contains provisions on environmental protection and conservation of the Antarctic area, including provisions for Environmental Impact Assessment. Environmental Impact Assessment is a method used to predict environmental impacts at an early stage in project planning and design, and find ways to mitigate or prevent adverse impacts in order to maintain balance between development activities and environmental conservation. Internationally, the Environmental Impact Assessment (EIA) in the Antarctic is classified into three types - preliminary, Initial, and Comprehensive - based on the environmental impacts of the proposed activities. In case of the Preliminary Environmental Review (PER), proposed activity may proceed in accordance to the national procedures and drafting of an outline. However, Initial (IEE) and Comprehensive Environmental Evaluation (CEE) assess and verify the impacts of the proposed activity, and require methods or alternatives for mitigating or eliminating negative impacts on the environment. Although Korea's Act of 'Activities and Environmental Protection in Antarctica' also includes provisions on EIA for activities in Antarctica, there are obvious contrasts with the EIAs currently being conducted in Korea, in regards to deciding the level of EIA through screening and identifying key issues for assessment through scoping. In order to implement the proper EIA, more improved methods for drafting and reviewing the EIA to Antarctica in Korea are necessary.

LCA에 기초한 패시브 공동주택의 친환경성 평가에 관한 연구 (A Study on the Environmental Impact Assessment for Passive Apartment based on Life Cycle Assessment)

  • 본 연구는 전과정 평가에 기초한 패시브 공동주택의 친환경성을 평가하는 것을 목적으로 한다. 이를 위해 LCA에 관한 이론적 고찰을 토대로 전과정 단계별 물량정보 및 에너지 사용량 데이터를 구축하였다. 또한, 국가 LCI DB에 기초한 원단위 데이터베이스를 활용하여 산성화, 부영양화, 지구온난화, 자원고갈, 오존층파괴, 광화학적산화물에 대한 환경영향을 평가 분석하였다. 그 결과 패시브 공동주택이 일반 공동주택보다 6대 환경영향에서 환경적으로 우수한 것으로 평가 되었으며 이는 에너지 소비량의 절감이 운영단계에서 6대 환경영향을 큰 폭으로 감소시켰기 때문인 것으로 분석되었다. 이로 인해 건설단계에서의 환경영향의 비중이 상대적으로 증가됨에 따라 기존 에너지 절감 중심의 친환경 기술의 적용과 함께 투입물량의 절감 및 환경영향이 적은 친환경 건축재료의 적용을 통해 전 생애 주기 관점에서 친환경 기술의 적용이 필요할 것으로 사료된다.

지역사회 보건 융합에 활용 가능한 노인 운전자용 자가-보고식평가(SAFE-DR)의 타당도 연구 (Validity of the Self-report Assessment Forecasting Elderly Driving Risk (SAFE-DR) Applicable to Community Health Convergence)

  • 본 연구는 노인운전자용 자가 보고식 평가 SAFE-DR 개발 프로젝트의 일환으로 운전위험성 선별을 위한 기준점수를 확인하고 평가의 타당성을 검증하기 위해 수행되었다. Driver 65 Plus평가를 통해 노인운전자 132명을 58명의 위험성 운전자와 74명의 안전성 운전자로 구분하고, 이를 기준으로 SAFE-DR 평가의 위험성 예측 기준을 분석하였다. 또한 SAFE-DR 평가의 구성 타당도, 내용 타당도, 예측 타당도를 검증하였다. SAFE-DR 평가의 운전위험성 예측을 위한 기준점수는 74.5점으로 분석되었으며, 이 기준의 양성 예측도는 88.6%, 음성 예측도는 86.3%로 판별력은 훌륭한(excellent) 수준으로 확인되었다. 또한 집중타당성, 법칙타당성, 내용타당성이 적절한 것으로 판정되었다. 따라서 본 연구를 통해 SAFE-DR은 위험한 노인운전자를 선별하는 용도로 활용할 수 있는 적절한 평가임을 확인하였다.

Seismic damage assessment of steel reinforced recycled concrete column-steel beam composite frame joints

  • Low cyclic loading tests are conducted on the steel reinforced recycled concrete (SRRC) column-steel (S) beam composite frame joints. This research aims to evaluate the earthquake damage performance of composite frame joints by performing cyclic loading tests on eight specimens. The experimental failure process and failure modes, load-displacement hysteresis curves, characteristic loads and displacements, and ductility of the composite frame joints are presented and analyzed, which shows that the composite frame joints demonstrate good seismic performance. On the basis of this finding, seismic damage performance is examined by using the maximum displacement, energy absorbed in the hysteresis loops and Park-Ang model. However, the result of this analysis is inconsistent with the test failure process. Therefore, this paper proposes a modified Park-Ang seismic damage model that is based on maximum deformation and cumulative energy dissipation, and corrected by combination coefficient ${\alpha}$. Meanwhile, the effects of recycled coarse aggregate (RCA) replacement percentage and axial compression ratio on the seismic damage performance are analyzed comprehensively. Moreover, lateral displacement angle is used as the quantification index of the seismic performance level of joints. Considering the experimental study, the seismic performance level of composite frame joints is divided into five classes of normal use, temporary use, repair after use, life safety and collapse prevention. On this basis, the corresponding relationships among seismic damage degrees, seismic performance level and quantitative index are also established in this paper. The conclusions can provide a reference for the seismic performance design of composite frame joints.

  • The human reliability analysis is a method by which, in general terms, the human impact to the safety and risk of a nuclear power plant operation can be modelled, quantified and analysed. It is an indispensable element of the PSA process within the nuclear industry nowadays. The paper herein presents a sensitivity study of the human reliability analysis performed on a real nuclear power plant-specific probabilistic safety assessment model. The analysis is performed on a pre-selected set of post-initiator operator actions. The purpose of the study is to investigate the impact of these operator actions on the plant risk by altering their corresponding human error probabilities in a wide spectrum. The results direct the fact that the future effort should be focused on maintaining the current human reliability level, i.e. not letting it worsen, rather than improving it.

  • It is recognized that safety is a key point of technical competency. Its adoption is widely spread in development of products and it is essentially necessary in aerospace industry because airborne system and equipment are used complex high-technology and implemented systematic performance using software. This study reviews system safety assessment, development assurance level, airborne software, RTCA DO-178 process, and considerations & pitfalls in software development.

내압을 받는 Y 배관의 크리프 수명 평가를 위한 3차원 응력해석 (3-Dimensional Stress Analysis for Creep Life Assessment of Y-Piece Under Inner Pressure)

  • To assess a creep life of elevated temperature plant components, inspections and analysis are usually focused on the critical locations. In this study, stress analysis of a weld region in branch part of Y-piece was conducted by using a three-dimensional finite element analysis. The stresses at the inner and outer surface in the weld part were estimated by using elastic and elastic-creep analysis. For the elastic-creep analysis two kinds of elastic-creep analysis was conducted. The one was assumed that base and weld material properties were same and the other was that material properties were different between base and weld metal. The material properties of base and weld metal were used from reference data. The results showed the stress relaxation level and its location. The result stresses are also compared with elastic stresses.

  • Many problems making the use and management of patents arduous is caused by the difficulty in knowing the proper value. This study has suggests the methods to evaluate the value of patents by using a quantitative assessment scale as an alternative or complementary measure instead of the existing subjective evaluation tools. This study is to find a method to determine the capability and level of research and establish the scheme of use and management of patents by using the citation index as a quantitative assessment measure. The data used in this paper has been obtained from a public-sector R&D institute, the K-Institute in Korea.

Analysis of Learning Process and Achievement for Environmental Microbiology Taught in English as a Basis of Environmental Science and Technology

  • The objective of this study was to evaluate Environmental microbiology (EM) as a basic course for the environmental engineering program of Korea Maritime University which has been accredited by Accreditation Board for Engineering Education of Korea (ABEEK). Evaluation result of the lecture objectives was more than the average (3.5/5.0). The overall score for learning achievement assessment was more than average level of learning achievement (3.4/5.0). Interestingly, engineering design implementation regarding a specific topic as an extensive learning process has proven to be more effective (3.5/5.0). Some of effective class improvement strategies suggested were to encourage students to participate in the class with self-motivation and accountability: preview and review of the lecture, team presentation in English-speaking settings, and submitting project report written in English. In the future class of EM, test and evaluation of application capability of EM and environmental biotechnology (EB) theories to engineering problem solving should be emphasized.
