  • This paper seeks to search a improved evaluation system of government sponsored research institutes(GSRI) as a knowledge system It begins with a brief review of the theory of knowledge and knowledge system This is followed by a search of the desirable conditions of the evaluation system of GSRI as a knowledge system These conditions presented are applied within the context of the current evaluation system of GSRI. Finally conclusions are drawn and directions for improvement of the system are outlined.

  • This article is focusing on the improvement of weapon system test & evaluation, aimed at the weapon system in the research development stage. This article suggests improvement directions in three aspects(organization and system, skilled manpower and technology, test facilities of weapon system test & evaluation) as follows. 1) Weapon system test & evaluation organization and system a. Establishment of comprehensive test & evaluation system b. Making regulation for comprehensive test infrastructure management. c. Standardization of test & evaluation process, which can be used in special subject to army, navy and air force. 2) Skilled manpower and technology of weapon system test & evaluation a. Training & education, management of test & evaluation experts. b. Establishment of skill management system of test & evaluation. 3) Test facilities of weapon system test & evaluation a. Establishment of comprehensive improvement direction of test & evaluation installation and equipment. b. Consideration of counter measures to prevent overlapping investment, and to use the test & evaluation resources efficiently. c. Establishment of organic network for the effective use of test & evaluation installation and equipment. d. Establishment of detailed cooperation plan for the commonage of test & evaluation facility and equipment.

Development of Evaluation Indicators for Web-based Agricultural Water Information System using Mandal-Art Method (만다라트(Mandal-Art) 기법을 이용한 웹기반 농업용수 정보시스템 평가지표 개발)

  • The importance of information system evaluation has increased according to ICT development and this evaluation is required for objective verification. The aim of this study is to develop evaluation indicators for web-based information system and verify the availability of these evaluation indicators through applying to agricultural water integrated information system. This study finds and provides eight evaluation items and 64 indicators for a web-based information system using $3{\times}3$ Mandal-Art matrix that is a tool for creating creative ideas. These evaluation items are design, contents, navigation, stability, community, convenience, usefulness, and accuracy. Total 64 evaluation indicators were presented by deriving eight evaluation items for each using $9{\times}9$ Mandal-Art matrix. When evaluating information system using evaluation indicators, it can be identified the vulnerable items in the information system. Also, the comprehensive results of the information system could be understood when appearing a single score after weighting. In addition, it can also help to prepare a questionnaire for evaluation systematically.

  • A force support system is composed of capital components such as combat equipments, supplies and so on to enable constant fighting power capability. Private technology level evaluation is on the rise as an important spin-on method in force support systems, which requires 92% of total munitions requirements, to obtain superior private technology. The evaluation of the private sector technology level on Korean force support systems has been conducted for the first time as follows: this research chose 38 items to be acquired within 2-3 years and grouped either identical or similar technology among those 38 items. A technology evaluating method was established based on the analysis of domestic and foreign technology level evaluations. Evaluation was performed by a Delphi survey from 180 private and military experts. To obtain an objective index and raise political availability, a technology system map and standard document were developed and applied to all 38 items.

  • This study focuses on the design of a GPT-based system for relatively rapid technology credit assessment of SMEs. This system addresses the limitations of traditional time-consuming evaluation methods and proposes a GPT-based model to comprehensively evaluate the technological capabilities of SMEs. This model fine-tunes the GPT model to perform fast technical credit assessment on SME-specific text data. Also, It presents a system that automates technical credit evaluation of SMEs using GPT and LLM-based chatbot technology. This system relatively shortens the time required for technology credit evaluation of small and medium-sized enterprises compared to existing methods. This model quickly assesses the reliability of the technology in terms of usability of the base model.

  • An effort has been made in this paper to measure the project manager's reaction to R&D project evaluation and present the useful information related to rebuilding an R&D evaluation system. Results of this study show that project manager's reaction is related to the selection of reasonable items for evaluation, the rater's expertise, the project manager's participation in evaluation process and so on. Accordingly, managers of the research institute have to set up the evaluation system after deeply considering these results.

  • Due to the increasing importance of technology development project evaluation, many evaluation methods have been developed. However, most project evaluation methods are not directly applicable for evaluating performance improvement projects in a manufacturing system. It is due to the fact that the existing project evaluation methods do not deal with the performance evaluation of the system. This paper deals with performance measurement model of a manufacturing system based on decomposition method and evaluation method for technology development project based on options thinking. A case example is discussed to illustrate the process of the proposed evaluation method.

  • In this study, an evaluation system for a water resources technology research and development project, which is one of the 21C frontier R&D programs sponsored by Korea Ministry of Science and Technology, is proposed. The purpose of this paper is to contribute in the implementation of an efficient R&D policy scheme and in the successful commercialization and diffusion of water resources technologies through proper evaluation of water resources technology R&D projects. The evaluation system is consisted of two levels of evaluation categories and attributes to reflect qualitative evaluation as well as quantitative evaluation of the water resources technology development. The weights of 4 evaluation categories and 26 attributes are calculated by using Analytic Hierarchy Process(AHP). To demonstrate the evaluation system, a numerical example of water resources technology evaluation is presented.

Analysing Evaluation Indicators for the Research Institutes in Science & Technology Sector in the Perspective of Intellectual Capital Model (지적자본 관점에서의 과학기술계 연구기관 평가지표 분석)

  • This work firstly aims to analyse the balance between tangibles and intangibles as well as among human capital, structural capital and relational capital of evaluation indicators for the research institutes in science and technology sector conducted in 2006, by adopting intellectual capital model. The research question of this work comes from that while the R&D activity can produce both tangibles and intangibles, there have no been methodologies to relevantly measure and rationally judge these, in particular, intangible performance. The result shows that the institute evaluation system in 2006 had given more weight on tangibles and structural capital than intangibles and other intellectual capitals such as human capital and relational capital, in comparison to the past evaluation system, even though, in principle, the current evaluation system has to deal with the intangible research performances as well as tangible ones in economic, social and cultural perspective. Finally, based on these analysis, I will try to suggest some policy directions for overcoming the deficits of indicators in institute evaluation system.

  • For the realization of the national self-defense, the trend of the defense R&D projects becomes global and diverse with the increase of their budget. Thus, for the effective execution of the budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. This study suggests the applicability of a meta-evaluation model for the realization of the successful defense R&D project evaluation system. This study focused on the development of the meta-evaluation model design which can be applicable to the national defense R&D projects. Using the proposed meta-evaluation model, we propose a technique to enhance the fairness and the reliability of the national defense R&D projects evaluation system.
