  • WTO/TBT requires that, for technical regulations affecting trade, technical regulatory requirements must be specified where possible in terms of performance rather than design or descriptive characteristics. The movement which made "performance" a keyword in landscape architecture was activated in Japan, one of the leading counties in performance-based regulatory system(PBRS). The Japanese recent movement of systematization activity on performance-based standards and specifications was reviewed and operational applications for performance-based regulatory system in South Korea are summarized as follows: 1. The establishment of performance standards that can be properly evaluated by assessment indicators is necessary in cases when quantitative evaluation is difficult. 2. As a preparation for PBRS, a brief procurement system by technical proposal for the landscape design and construction is necessary. 3. As a preparation for PBRS, activation of an environmental performance evaluation on experimental construction is necessary. 4. As a preparation for PBRS, a certification system of environmental performance on various landscape construction methods is necessary. 5. The Private Finance Initiative Project is the most similar to PBRS therefore, activation of the Private Finance Initiative Project is necessary in landscape architecture projects for park rehabilitation.

  • When ordering a slurry shield TBM to be used for power cable tunneling, the client organizes an evaluation committee composed of experts, suggest the criteria and evaluation method for technical specifications for supplier selection, and based on the manufacturer's technical proposal were attempted to evaluate and select. It is expected to be referred to as a guideline for future projects to using Shield TBM as one of the methods of verifying performance and quality in advance and securing economic feasibility in the shield TBM tunneling in the recent increasing trend.

  • IDPF, which builds formats and copyright protection standards of eBooks, has announced ePUB 3.0 as a technical standard of eBooks in October, 2011. This standard includes methods how to represent eBooks and technical specifications to protect eBook content. While technical specifications for content protection describe how to represent encryption and digital signature techniques, they do not identify any technical standards for rights expression but just file names for storages of rights information. It does not provide any unification of copyright information representation and formats used by eBook service companies. When copyright protection techniques for eBooks are used, comparability among eBook readers cannot be expected, even though there is a standard of ePUB. This study suggests a method to maintain compatibility toward eBook DRM by using unified rights information process under circumstances where different eBook service companies use diverse methods. The standard reference software of the model proposed in this study, together with other results of this study, will be offered as a registered open software.

  • To achieve designed quality and reliability from R&D to force integration, an establishment of precise and distinct specifications and standards are required. However, the recent process of R&D standardization on defense acquisition system, has brought plenty of corrections on specifications and standards that may cause not only difficulties to production line and retardation to the military forces, but also a degradation of provided weapon systems. Therefore, a technical review should be performed by the developer, the producer, and the client, establishing the standard that include mass production requirements as well as clients' requirements. This paper propose a specified solution on process of R&D standardization, by applying a substantial FCA(Functional Configuration Audit) and PCA(Physical Configuration Audit) which implies participation of related agencies. By the improved PCA, 2,023 corrections on 74 types of QAR(Quality Assurance Requirement)s and 12,715 corrections on drawings are identified.

  • Production of reanalysis data is important since it contributes to develop all fields of atmospheric sciences and to profit national economy. The developed countries such as USA, EU, and Japan have manufactured the global reanalysis data since the 1990s, but their data present a lack of detailed regional climates. For those who need to analyze the regional climate in/around Korea, a high-resolution reanalysis data should essentially be made. This study reviewed the existing reanalysis data and the applications, and the available observations for the data production. We also investigated the opinions and needs of the potential data users in Korea. We suggest the specifications of the data to have the domain of 55-5N, 80-150E (which includes Mongolia and most Southeast Asian countries), the spatial resolution of 10-20 km, and the period of most recent 30 years. With the specifications and climate models operated in KMA, this study argues that production of the reanalysis data with functional climate information is feasible in both technical and economic aspects. Finally, for successful data production, the framework of the future reanalysis data project was suggested.

  • The numbering plan, basic requirements for interworking standards, and technical standard specification for National Information Infrastructure have not been defined specifically yet. It is reviewed for the numbering plans of public/private ATM networks based on the standard specifications of W-T and ATM Forum. The specifications for numbering plan are discussed for the interworking between current various networks and National Information Infrastructure based on the related standard specification of ITU-T and ATM Forum.

  • The traditional earth wall structure consists of a Joongkit(a small reinforcing post inside a wall) and a Oe(a miscellaneous tree, rendered laths) based on the space between the columns and applying the soil. The members who act as the base layer before applying soil used joongkit, sakmok, and oemok, which are known to correspond to the current joongkit, gasisae, and lath strips. This study was designed to understand the following through an analysis of the ancient texts, such as uigwe. Through a study on the usage and specifications of joongkit recorded on the uigwe, I wanted to reveal that joongkit is a material that has different specifications, functions, and installation techniques from current joongkit. The purpose of this study was to present the differences and technical features of the components of use for two types of oeyeokki technique of traditional wall. In addition, the items to be considered at the actual cultural heritage repair site were reviewed in the restoration of the earth wall weaving technique.

  • This study aims to enhance the price and quality competitiveness of imported tiles by developing a robotic tile production automation line. The development process involved several steps, such as requirement analysis, derivation of technical specifications, conceptual design, engineering feasibility review, detailed design, and production. Emphasis was placed on the transfer process of the tiles' molds, and technological advancements were achieved through engineering interpretation, feasibility review, and performance evaluation. The developed automation system incorporates key specifications to ensure a transfer success rate of over 90%, thereby ensuring stable transportation of the tiles and minimizing defect rates during production. The maximum weight capacity for tile pick-up was set above 6 kg, allowing effective handling of tiles weighing 6 kg or less in automated tasks. Furthermore, the system enables safe and precise movement of the tiles to the desired location, with a transfer distance of at least 1.3 m and a transfer speed exceeding 0.2 m/sec, thereby increasing production efficiency.

  • Purpose: The purpose of this study was to suggest weapon system specifications for requirements of Condition-Based Maintenance(CBM/CBM+). Methods: The military documents and case studies with regard to condition-based maintenance were reviewed. Representative Korea defense specifications of weapon system such as an aircraft, a C4ISR etc. were analyzed and investigated the level of requirement for maintainability was. Results: Condition-based maintenance was defined in both U.S. instruction and Korean directive. While deparment of defense(U.S.) provide a guidebook for CBM+, detailed instruction was not sufficient for Korean. Ministry of national defense(ROK) define the CBM+ by means of IPS element which should be developed along with the system development. The maintainability was barely included in Korean defense specifications, except for BIT(Built-in test) function. As a first step for defining the condition-based maintenance requirement in defense specification, this study suggests a standard form for data needed to acquire according to types of system, fault, failure, and so on. Conclusion: The empirical researches on CMB/CBM+ with domestic weapon systems are not enough, and a logic which leads the maintenance strategy to CMB/CBM+ is not solved. Through technical researches and institutional improvements including this study, we hope that condition-based maintenance would be fully established in the Korean defense field.
