This paper has two main objectives. The primary objective is to conduct a comprehensive review of existing survey papers on the advantages, disadvantages, taxonomy, and technical vulnerabilities of cryptocurrency custody services. Additionally, we examined recent regulatory developments, the application of existing frameworks, conditions for performing custody services, and service providers' obligations. The secondary objective is to identify DeFi protocols in the regulatory 'grey area' and analyze their technical aspects and governance mechanisms. By synthesizing these findings, we propose guidelines for assessing DeFi decentralization and their potential for integration within the regulatory framework, providing insights for industry experts, regulators, and policymakers to balance industry needs with societal benefits.

Agricultural Extension Services in Korea have accomplished a significant role in self- sufficiency of rice, a national staple food, through green revolution in 1970's; supplying green vegetables even during the winter season through white revolution in 1980's; and establishing technical agriculture by organizing rural leaders and 4-H members. In 1990s changes were made in international situations under the Uruguay Round multilateral trade negotiations and inauguration of the World Trade Organization. This was followed by localization of the extension staffs and the functions of extension services in Korea changed dramatically from national government to local governments. Thus, a weakened national function resulted in loosening of the linkages of research and extension in central government and local extension offices. Difficulties were reported in diffusion of new agricultural technology and efficient management of extension personnel. Developmental tasks for better extension services for the 21st century in Korea would include recovering national functions of agricultural extension, and developing a new paradigm for extension service. This should include the following measures; 1) Cooperative extension service should be adapted to involve national as well as local governments and non-government organization. 2) The target groups for extension services should be expanded to include farmers, noel residents as well as urban consumers. 3) The role of the extension service should cover agricultural technological diffusion of innovations as well as managerial skills and leadership development for rural organizations. 4) Extension services should be introduced to small farmers as well as consultation services for advanced farms. Diversified approaches should be employed for mama effective services. 5) Pre-service as well as in-service education should be offered to secure better extension educators equipped with knowledge, understanding and abilities on agricultural technology, information, agricultural philosophy, instructional methods and communication skills.

The purpose of this study is to measure the priority items according to attributes and analyze the differences between the importance and satisfaction rates through the IPA for the university service. The results in the study are as follow: First, from the result of the factorial analysis, 5 factors are included First, the possibilities for development of universities, universities' physical environment, Universities' administrative (employee) services, majors' educational services, and majors' laboratory environment. Second, as the total average value for important attributes of the universities is 3.50 and the average value of satisfaction is 2.91, there were significant differences (p<0.001). Third, in the analytical result of IPA, the 1st quadrant includes faster developments than other universities, departments' characterization, etc. The 2nd quadrant includes the convenience to issue all kinds of certificates, kindness of administrative staffs, etc. The 3rd quadrant includes convenience of the procedure to improve unsatisfactory services, development efforts to benchmark advanced universities, etc. Finally, the 4th quadrant includes heavy investments in education and environment, efforts to reflect students' demands, and needs, etc. Even though the importance of research subjects related to university services for these attributes is high, they are not fully satisfied, and there are plenty of dissatisfied students. Therefore, urgent supplementations to increase students' satisfaction rates are important. Form the results of the study, it has been found that urgent efforts to improve satisfaction rates of university students who major in catering cooking in the university services are essential and special plans to build competitive systems which can provide high-quality services are also necessary.

Carrier billing services market is growing according to the technical development. This study investigated the limiting factor in carrier billing services and suggested the improvement factor for it using the Delphi Method. The amount money to use in carrier billing charges should be provided in their credit based and the accumulated payment using a text message is displayed and also telecommunications carriers and carrier billing firms are the least responsible for consumer harm. It also provides administrative responsibility for communications carriers and billing services company for non recognition and payment. The service provider to prove negligence not proven by consumer and telecommunications billing service delinquency rate is applied at a rate such as a credit card and it also should integrate retail payment and service fee. This study will contribute to the communication billing services market growth through improved communication billing service. Further research is needed to continue the study of the factors that emerged from communication and billing services due to emerging technologies and services.

This study aimed to develop Research Data Management (RDM) Services in a domestic university library of Korea. In this study, elements and levels of RDM services are examined and in-depth interview was conducted with university researchers affiliated in Seoul National University, which has the largest amount of research fund among universities in Korea. Interview was conducted to analyze their data management practices and needs of RDM services. Interview results show researchers' lack of awareness toward Data Management Policy and data sharing obligations of funding agencies and academic journal publishers. Also, they had trouble managing research data systematically. However, many of the researchers understand the necessary of research data management and education of data management. Based on the interview result, service elements and contents are suggested for RDM services which is consisted of education services, professional consulting services, curation technical services. This study result will help to guide for the planning the future RDM service in university library of Korea.

The modernization approach to monitoring regional processes of providing social services is proposed. The methodological approach is developed in the context of the modern public policy, which includes the following stages: the formation of a system of indicators that characterize the level of the social services modernization; the determination of the levels of regions development by such components as the modernization level of the economic sphere, the modernization level of the demographic component and the modernization level of employment; the determination of weights for each group of indicators and calculation of integrated indicators, ranking of regions; the allocation of criteria for classification and grouping of regions according to the modernization level of the social services sphere; highlighting the most important problems of each region. The proposed method is tested on the example of the Ukraine's regions. According to the results of calculations of the modernization level of the processes of providing social services, the ranking and grouping of the regions was carried out. The rating allowed to distinguish four groups of regions: regions with a high modernization level of social services, regions with above-average levels, as well as regions with medium and low levels. The author's modernization approach to monitoring the processes of providing social services allows to investigate the real state of the main indicators influencing these processes and to identify problem regions in order to develop mechanisms to stimulate their development.

In this paper we analyse the previous (Quality of Services) and QoE(Quality of Experience) methods, and propose a high reliable network system framework and its service forwarding method that is able to provide seamless N-Screen services for proliferating disaster informations. The service satisfaction measurement, i.e., QoE, of contents consumers in N-screens services is going to be important the factor in disaster information proliferation because N-Screen services in the previous methods based on multi devices only focused on information transmission. The proposed system around these services is composed of a disaster information process framework for accepting user's service requirement, push service modules for minimizing the number of packets to be caused when carrying out the push service, and a push service controller for maximizing QoE measures. In order to provide a seamless N-Screen service on diverse screens, such as smartphone, PC, and big screen, we also have Open API(Application Programming Interface) functions. Through these results, we expect to evaluate QoS and QoE quality in the seamless N-Screen service.

Due to the convergence of broadcasting and telecommunication and the evolution into the media industry, viewers are adapting to the reception of content through various platforms and personal media. Accordingly, public broadcasting is seeking to change into public media that redefines public responsibility and establishes a role for a sustainable society. In particular, proving its value in the form of differentiated public services in an environment where public content is also provided by commercial services is necessary for members of society to prove the legitimacy of financial resources and services. In this paper, as the digital broadcasting era in the 2010s and the media industry was reorganized in 2020, changes in public services corresponding to the public responsibilities required of public broadcasters were analyzed through global public broadcasting cases. In particular, since the technical preparation of broadcasters and viewers is essential in the media environment, the technical direction of public services was mainly analyzed. The derived direction is a common direction applicable to all public broadcasters, including Korea. It is expected that the public responsibility and direction of technological development suggested in this paper will clarify the role of public media and help become differentiated services that contribute to life.

Nowadays, the music industry is moving from analog to digital. Most of the big portal sites provide commercial online music streaming services according to the tendency. In this paper, we analyze the security of the Korean commercial online music streaming services which are provide by the Korea's major portal sites(Dosirak, Cyworld, and Naver). Moreover, we show attacks on commercial online music streaming services that lead to an infringement of copyright and propose technical countermeasures for online commercial music streaming services, the contributions of the present work are that the measures protect the copyright of the music.

The purpose of this study is to propose the effective location-based IoT service acceptance model by integrating ELM (Elaboration Likelihood Model) with UTAUT (Unified Theory of Acceptance and Use of Technology). The Partial Least Squares was used to analyze the causal relationships with respect to the effects of central route and peripheral route on acceptance intention. The results shows that central route has more significant impacts on perceived usefulness than peripheral route and CFIP (Concern for Information Privacy) weaken the relationship of acceptance intention and perceived usefulness. Our findings indicate some meaningful implications in the acceptance research of IOT services. First, we noted that the easy of use significantly affects the adoption of location-based IoT service. Furthermore, it is important to build the secured mechanism of privacy protection to adopt of location-based IoT service. Second, we tried to attempt the newly integrated approach to technical acceptance using UTAUT's variables and ELM by Petty and Cacioppo (1986). Finally this research empirically analyzed the adoption case of location-based IoT service which is not well-known yet within our country.
