Safety management was divided by the competent authorities supplier, and customer with responsibility and authority. Gas accident were caused by treatment problem on the supplier and user, on technical and use management mater, on facilities and goods, and included problem with gas safety connection system. Especially, the big accident of the inside and outside of the country occurred during recent year was newly recognized with the whole society about safety. This study is present standard application plan of each department to use planning gas technical standard and gas utilization standard of introduction model than statute for change of self-regulation management system and complicated regulation of examination center and order.

This study first addresses the ineffectiveness of indirect regulation on industrial machines. Analysis of causes of industrial accidents associated with industrial machines further reveals the fact that technical causes need to be resolved at the manufacturing stage to reduce the frequency and strength of industrial accidents. Balanced safety certification on manufacturers and safety inspection on users of industrial machines are then suggested to effectively resolve such technical causes. The effectiveness of such safety certification and safety inspection can be justified by cost-benefit analysis. Particularly, balance in expected benefits of safety certification and safety inspection is a key issue for validity of such analysis. The accumulated benefit-costs for press brake and portable sawing machine confirm the effectiveness of such safety system.

IEC Standards on lightning protection system specify the use of natural components as down conductors. This paper provides an analysis of problems revealed from our field investigation and survey conducted for the relevant experts in the construction site where natural components are used as down conductors. It also considers a suitable condition for installing natural components as down conductors in accordance with the latest version of the standard. As a result, when rebars of reinforced concrete are used as down conductors, vertical bars consisting of rebars of which thickness is not less than D13($127mm^2$) should be connected by welding, clamps or bound joints, using appropriate connection components conforming to IEC Standards. The lashed joints, however, shall not be applied for down conductors.

IEC standards do not require to limit the earthing resistance of the concrete-embedded foundation earthing electrode which is installed to a specific value. However, in Korea the value of $5{\Omega}$ and below applies to the earthing resistance for a domestic customer whose receiving voltage is 22.9kV. This paper calculates the minimum area and volume of the concrete-embedded foundation earthing electrode in order to obtain a specific value of the earthing resistance when the electrode of the building's lightning protection system and that of its power system are interconnected. It also suggested the most appropriate method of installing the foundation earthing electrode, taking the electric characteristics of concrete into account.

정보통신설비 접지의 기본적인 방법은 각 설비에 대한 접지계통간에 아무런 접속이 되지 않는 것이다. 이것을 독립접지라고 하는데 이렇게 할 경우에 어느 한 접지체로의 이상전류 유입에 따른 대지전위 상승에 의하여 다른 접지체에 상승유도전압(rising potential)이 걸려 해당 설비에 손상을 입힐 수 있으므로 각 접지체 간에 적절한 이격거리를 확보해 주어야 한다. 그러나 설치공간상의 제약을 받게 되므로 때로는 접지계통간에 접속시켜 등전위화를 이룸으로써 이상전류 유입에 따른 영향을 배제할 수 있다. 이것을 공통접지라고 하는데 일본의 기술 영향을 받은 우리나라는 오랜 동안 독립접지 방식이 안정된 방법으로 인식해와 공통접지에 대한 우려를 가지고 있다. 그러나 최근에는 ITU-T의 접지 관련 표준화 활동에서 중요한 역할을 수행하고 일본에게 있어서도 독립접지로서 수용할 수 없는 현실적 환경 문제의 개선을 위하여 통신센터빌딩등에 적용할 수 있는 통합적인 공통접지 시스템 기술을 개발하고 있다.

For efficient and effective nuclear regulation, regulatory organizations must establish consistent and rigorous regulatory positions on safety matters. These positions should be based on high technical expertise and relevant ordinances, standards, and guidelines reflecting policy changes governing nuclear regulations. The Korea Institute of Nuclear Safety, a regulatory expert organization in Korea, has developed regulatory requirements, guidelines and analytical tools that provide regulatory technical bases for ensuring nuclear safety. The nuclear regulatory research also contributes to regulatory decision making by providing resolution for current and future safety issues. In this article, we introduce nuclear regulatory research and its main achievements in the past 10 years. Also, suggested here are future directions of nuclear regulatory research.

Demarcation point is technical regulation for preventing conflict and improving the efficiency of the maintenance by discriminating facility area between telecommunication operator and telecommunication user. Since current demarcation point is defined on the basis of the telephone network, it is necessary to examine the applicability to various connection methods for the introduction of new services and facilities. This paper is to discuss for the domestic and international regulations of the demarcation point, and matters to be taken into account.

최근 초고속정보통신망 구축 기반이 확장되면서 동시에 댁내에서의 네트워킹을 가능케하는 홈네트워킹 기술들이 대두되고 있다. 이 두 가지 네트워크 기반의 원활한 연결을 위하여는 그 중간에서의 인터페이싱을 해줄 수 있는 효과적 네트워크 설비 구축 기술이 요구된다. 본 논문에서는 기존의 전화망 시기에서부터 시작하여 근래 다양한 정보통신 서비스를 위한 새로운 기술 패러다임의 적용에 따른 댁내 영역에서의 IDF(Intermediate Distribution Frame) 기술의 진화 내용과 개선 방향을 제시한다.

The article defines the problems of forming the models of government regulation of clustering, marketing management and labor market in the context of globalization, business bankruptcy risk and services market development. The clustering models based on the optimal partner network cooperation were proposed in order to ensure the strategic development of territories, to attract budget leading enterprises and to support small businesses. A descriptive model of government regulation of clustering, marketing management and labor market in the context of globalization, business bankruptcy risk and Covid-19 was determined.

Recently Korea and many countries are legislated for pedestrian protection as following the GTR(Global Technical Regulation). Most NCAP organization have been applying pedestrian protection results in their own rating system in individual or overall rating. Euro NCAP agency has been introduced it first. From the beginning, Euro NCAP had assessed occupant and pedestrian protection. It has become to strengthen a pedestrian protection protocol every time published. Korea NCAP also has been rating pedestrian protection with overall rating system. This paper proposed to study new pedestrian protection protocol especially upper leg in order to find injury response based on physical test. On Euro NCAP, the upper leg injury are assessed two kind of value which are bending moment and force.
