Total Maximum Daily Load(TMDL) is a core basin management system to assign total emissions of pollutants to unit basin and emission source within a limit of the target water quality and to secure sustainability. considering "Environment and development" together. By current technical guidance of TMDL, the water quality in the riverbed of which the target water quality is noticed, must achieve the target; and the water quality standard for evaluating achievement of the target should be prescribed as non-excessive probability quality of water on the basis of the pertinent water quality documents. Therefore, the study calculated the target water quality by each unit basin which the target water quality must be noticed through the analysis of probability for water quality documents in rivers at the time of establishing a plan, and the study evaluated the achievement possibility of the target water quality by analyzing and comparing the target water quality plan with the standard water quality to evaluate the achievement of the target water quality. As the result, applying the proposed method to Mihocheon River system, it is concluded that selected the target water quality (Each BOD 3.3mg/1 and BOD 3.0mg/1) in Miho A and Musim A is available. Of course, it showed that the target water quality: BOD 2.5mg/1 in Miho A and BOD 3.0mg/1 in Musim A, could be achieved if the small reduction in B unit area was implemented.
The objective of this study was to assess spatial variation of the target water quality criteria and excess rate in Nakdong river basin after the Total Maximum Daily Loads (TMDLs). For this, 41 total water quality monitoring stations were selected BOD and T-P data were collected from 2003 to 2019. The annual average water quality of BOD and T-P were calculated and compared with the target water quality for each stations by peroid. As a result of analyzing the BOD, Kumho A, Nakbon F, Namgang D, Miryang B, Wicheon B and Hoecheon A exceeded the target water quality criteria for two consecutive times. For T-P, Nakbon N, Naeseung B, Miryang A, Hwanggang A and Hoecheon A exceeded the target water quality criteria twice in a row. In the case of T-P, the target water quality excess rate was relatively low after the TMDLs implementation compared to before the TMDLs implementation. However, in the case of BOD, there was no difference in the target water quality excess rate before and after TMDLs. As a result, the overall annual average water quality shows a decreasing trend, but it is necessary to manage the water quality for the Nakdong river basin that exceed the target water quality.
In this paper, the TTSE (Target size and Triangulation-based target Size Estimator) algorithm is proposed to estimate static target size in an imaging environment. The target size information is an important factor for accurate imaging target tracking. However, the imaging sensor cannot generate distance between the missile and target to calculate the target size. To overcome the problem, we propose the TTSE algorithm, which is based on target size and triangulation. The proposed method performance is tested in a target intercept scenario. The experiment results show that the proposed algorithm has better performance than the conventional algorithm (ET-TSE) for accurate CCD target size estimation.
In this paper, a novel MBE (Model Based target size Estimator) is presented for SDIIR (Strap Down Imaging Infrared) seekers. The target tracking requires the target size information for which residual range between target and missile should be provided. Unfortunately, in general, the missile with passive sensor such as IIR (Imaging Infrared), CCD (Coupled Charging Device) cannot obtain range information. To overcome the problem, the proposed method enables the SDIIR seeker to estimates target size by using target size model and track the target. The performance of proposed method is tested at IIR target tracking of target intercept scenario. The experiment results show that the proposed algorithm has the relatively good performance.

Video service providers tend to face user network problems in the process of transmitting video streams. They strive to provide user with superior video quality in a limited bitrate environment. It is necessary to accurately determine the target bitrate range of the video under different quality requirements. Recently, several schemes have been proposed to meet this requirement. However, they do not take the impact of visual influence into account. In this paper, we propose a new multi-category model to accurately predict the target bitrate range with target visual quality by machine learning. Firstly, a dataset is constructed to generate multi-category models by machine learning. The quality score ladders and the corresponding bitrate-interval categories are defined in the dataset. Secondly, several types of spatial-temporal features related to VMAF evaluation metrics and visual factors are extracted and processed statistically for classification. Finally, bitrate prediction models trained on the dataset by RandomForest classifier can be used to accurately predict the target bitrate of the input videos with target video quality. The classification prediction accuracy of the model reaches 0.705 and the encoded video which is compressed by the bitrate predicted by the model can achieve the target perceptual quality.
According to Geum-River restoration project, given conditions for management of water environment in the Geum-River were changed. Because of those changes, this study was investigated the establishment of water quality standards and water quality target in the Geum-River basin. For management of water environment in the Geum-River, the sub-basins and watersheds are newly divided and the water quality and ecosystem standards in the sub-basins are reestablished. Considering the consistency of water environment policy and legal system, the legal name of sub-basins and watersheds are unified. TMDL (total maximum daily load) should be implemented in the sub-basin where exceeds the water quality standards and the number of water pollutant among the water quality parameters which exceeds the water quality standards are extremely minimized. The water quality target of water pollutant for implementation of TMDL should be established same or higher concentration of water quality standards.
In this paper, The ARR-TSE (Automatic Range Restore - Triangulation based target Size Estimator) algorithm is presented for IIR (Imaging Infrared) seeker. The target size is important information for the IIR target tracking. The TSE (Triangulation based target Size Estimator) algorithm has suitable performance to estimate target size for static IIR target. but, the performance of the algorithm can be decreased by noise. In order to decrease influence of noise, we propose the ARR-TSE algorithm. The performance of proposed method is tested at target intercept scenario. The simulation results show that the proposed algorithm has the accurate target size estimating performance.
In this study, it was proposed that a method of setting the target water quality for TOC using the watershed model and the load duration curves to manage non-biodegradable organics in the total water load management system. To simulate runoff and water quality of the watershed, the HSPF model is used which is appropriate for urban and rural areas. Additionally, the load duration curve is used to reflect the variable water quality correlated with various river flow rates in preparing the TMDL plans in the U.S. First, the model was constructed by inputting the loads calculated from the pollutant sources in 2015. After the calibration and verification process, the water quality by flow conditions was analyzed from the BOD and TOC simulation results. When the BOD achieved the target water quality by inputting the target year loads for 2020, the median and average values of TOC were proposed for the target water quality. The provisional method of TOC target water quality for the management of non-biodegradable organics, which is one of the challenges of the total water load management system, was considered. In the future, it is expected to be used as basic data for the conversion of BOD into TOC in the total water load management system.
The purpose of this study is to introduce the limit of previously used six sigma quality process evaluation metrics, $Z_{st}$ and $P_{pk}$, and a solution to overcome this drawback by using a metric based on performance evaluation of Z-factor quality innovation. Case analysis on projects from national six sigma contest from 2011 to 2012 is performed and literature review on new drug development HTS (High Throughput Screening) is used to propose innovative performance evaluation metrics. This research shows that experimental study on six sigma evaluation metric, $Z_{st}$ and $P_{pk}$, have no significance difference between industrial type (Manufacturing, Semi-Public Institute, Public Institute) and CTQ type (Product Technology Type CTQ, Process Technology Type CTQ). Following discovery characterize this quality improvement as fixed target type project. As newly developed moving target type of quality innovation performance metric Z-Factor is used for evaluating experimental study, hypothetical analysis suggests that $Z_{st}$ and $P_{pk}$ share different relationship or even show reciprocal relationship. Constraints of the study are relatively small sample size of only 37 projects from past 2 years and conflict on having interview and communication with six sigma quality practitioner for qualitative experimental study. Both moving target type six sigma innovation project and fixed target type improvement project or quality circle enables efficient ways for a better understanding and quality practitioner use by applying quality innovation performance metric. Downside of fixed target type quality performance evaluation metric, $Z_{st}$ and $P_{pk}$, is presented through experimental study. In contrast, advantage of this study is that high throughput requiring product technology, process technology and quantum leap typed innovation effect is evaluated based on precision and accuracy and Z-Factor that enables relative comparison between enterprises is proposed and implemented.
In this study, 48 streams in the Sapgyo Watershed were selected, and the Load Duration Curves (LDC) were drawn up for each stream using water quality and flow monitoring over the last three years (2018-2020), and it was evaluated whether the target water quality was achieved for each flow section. As a result of evaluating whether or not the target water quality exceeded according to the LDC, it was found that 22 rivers exceeded the target water quality. Five rivers exceeded the target water quality due to point pollutant sources, 13 rivers exceeded the target water quality due to non-point pollutant sources, and 4 rivers exceeded the target water quality due to both point and non-point pollutant sources. Among the rivers that exceeded the target water quality due to point pollutant sources, which included domestic sewage of the untreated population, there is a need to reduce the influx of polluted loads by the untreated population. The use of eco-friendly fertilizers is recommended for rivers with a relatively high farmland ratio among rivers exceeding the target water quality due to non-point pollutant sources, and installation of boiling point reduction facilities that can reduce the amount of polluted load introduced during rainfall or manage water shores. In rivers with a large number of livestock breeding heads, the livestock houses located in these rivers need to be preferentially transferred to livestock manure treatment plants. Due to the high ratio of land area because of urbanization, initial rainwater treatment facilities are required to reduce the amount of pollutant load flowing into the river through the impermeable layer during rainfall.
