Analysis of the Public Service Pension System Using Pension Projection Model: Focused on General Civil Servants (연금 추계 모형을 이용한 공무원연금제도 분석-일반직 공무원을 중심으로)

  • Purpose - The purpose of this study was to analyze the civil servant pension system in Korea, focusing on general administrative officials. Design/methodology/approach - This study developed a pension projection model that reflects the latest reforms and applied it to forecast the income replacement ratio and benefit ratios. Based on these projections, the study examined financial trends and proposed necessary reforms to ensure sustainability, such as adjusting the pension age. Findings - First, the benefit ratio decreases with later birth cohorts, showing that the reforms have reduced benefit gaps across generations. Second, while fairness within the same generation shows little difference between ranks, differences in income levels still result in significant disparities in pension amounts. Lastly, the pension deficit is expected to increase until 2029, after which it will gradually decrease, though further reforms are needed to ensure long-term financial sustainability. Research implications or Originality - This study is the first to comprehensively assess the fairness and sustainability of the civil servant pension system in Korea, considering both inter- and intra-generational equity. The findings provide valuable insights for policymakers aiming to ensure the system's sustainability as well as maintaining fairness across different cohorts and income levels.

  • The present study is designed to trace the successful reform steps taken within the vocational training system in the UK and to extract a set of instructive implications for Korea's future reform path towards an efficient vocational training system conducive to youth employment. To this end, this study focuses on three major aspects of the youth vocational training system: the government's role and partnerships between training and industry, the vocational training system, and the employment support system. Implications drawn from the comparative analysis are as follows. Vocational training reform should be made within the broad paradigm of youth employment promotion. All aspects of the youth vocational training system, such as the training program structure, program content, provider, management, so on, should be reformed, step by step, within a long-term plan. In addition to the vocational training reforms. employment support programs should be enlarged, and the service delivery system should be well structured in order to enhance the effects of the training reforms. For these reforms, it is essential to make fundamental changes in the following areas: integration of youth employment policy making and its administrative structures, reinforcement of partnerships between training and industry, nation-wide standardization of job skins, and the introduction of standardized job certificate classification on a national level.

Trends in Textile Import Industry amid Miltary Uniform Westernization under the Eulmi Reforms of Clothing Regulation (을미의제 군복제도의 서구화에서 보여진 수입 직물산업 동향)

  • This study aimed to clarify relationships between the westernization of military uniform systems and changes in the textile import industry during the Eulmi reforms of clothing regulation. For the goal, the study investigated the content and features of that had been enacted under the Eulmi reforms. It also examined the status of the textile import industry at the time, especially in relation to outer garments such as jackets or Eui, trousers or Go, and overcoats. Moreover, this study inspected how the above westernization changed the textile import industry. More specifically, the research analyzed the content of based on articles from the then state newsletter or 『Gwanbo』, and the then cabinet meeting or Euijeongbu's proceedings or 『Euiju』. Concerning the textile import industry, this study looked into relevant descriptions and trade statistics from 『KOPEИ(Hankukji)』, and analyzed changes in that industry in connection with the introduction of Western military uniform systems. As a result, this study found that increased imports of cotton fabrics during the Eulmi reforms of clothing regulation was correlated with surging demand for shirt or lining materials and increase in the use of Myeonyung following military uniform westernization. Similarly, an increase in silk fabric imports was an outcome of increased demand for lining materials. Also, the import growth of woolen fabrics was seemingly attributed to the use of Heuknasa and Heukyung as basic materials of military uniforms. Thus, military uniforms began to be made of fabrics, which hadn't been used before in the wake of westernization. This development brought changes in the textile import industry, which is supported by textile import statistics of the time. In conclusion, the westernization of military uniform systems under the Eulmi reforms of clothing regulation was a significant factor that changed the industry.

Evaluating the Reform in 2015 and the New Reform Plan of the Government Employees Pension Scheme (2015년 공무원연금 개혁의 평가와 향후 개편방향)

  • This study evaluates and suggests a new reform plan that overcomes the limitations of the Government Employees Pension Scheme (GEPS) reforms in 2015. Research results indicate that the reforms were insufficient in terms of financial sustainability, functional transparency, and equity. Debates on the GEPS reforms will continue until an equitable solution is found. The priority of the next reform plans should lie in the unification of public pension schemes. In contrast to previous reform proposals, this study suggests a reforms plan, which should result in not the parametric change but the structural change in GEPS. The distinctive point of the new reform plan lies in translating a single-tire into a multi-tire pension system. Accordingly, the new GEPS should consist of a 'National Pension Scheme (NPS)', occupational pension (additional pension), and retirement allowance. Newly appointed government employee officials should be enrolled in the NPS. This study stresses that inequality between the public pension systems will be alleviated and a pension system of social solidarity will be established when the NPS develops in to a basic old age income security system for all citizens including civil servants.

Reforms of Social Security System : Social Assistance Programmes in the U.K. (영국 사회보장제도의 개혁 : 사회부조(Social Assistance)를 중심으로)

  • This paper aims to provide a critical assesment of Conservatives's and new Labour's social assistance reforms in the U.K. and their differential impacts on low income groups. During the period of 18 years in power, the Conservative governments enforced benefit recipients being capable of work to be out of benefits and to get into work. They employed not only 'carrots' to encourage beneficiaries being capable of work to have full-time work, but also 'sticks' to discourage them to depend on benefits. The reforms under the Conservative governments were closer to the workfare model. The new Labour government has continued to emphasize work regarding social security reform. It has raised 'from welfare to work' as the main reform objective. However, it has not necessarily focused on 'carrots and sticks' in order to get beneficiaries into work. Instead, the new Labour government has put its priority regarding social assistance reform on human capital development in order to develop the capability of beneficiaries for work. Britain under the new Labour government seems to be moving from workfare to activation model. These differentials between the Conservative governments and the new Labour government regarding social assistance reforms bring about the different policy outcomes. Under the Conservative government, social assistance programmes were prone to strengthen the state's control over benefit recipients and to increase stigma to them. Punitive, demeaning, stigmatising programmes of work and unending job search activities harm the bases of self-respect. On the contrary, the activation programmes under the new Labour government has contributed positively to both socially significant participation and autonomy of beneficiaries.

Environment of Doing Business in East Asia : South Korean Experience

  • Purpose - The purpose of this paper is to aim to stress the importance of doing business environment in South Korean economy. The theoretical justification is based on neo-institutional theories and new business management including Porter's Model as main justifications of state intervention due to the market failures to promote a competitive environment of doing business. Research design, data and methodology - The methods to be taken is to provide a comparative performance analysis, and offer in terms of doing business and economic freedom sub-index complemented by Korean reforms diagnostics. Results - The main results underlined the key factors explain the success of business environment in South Korea such as: a simplified registration procedures, a target tax incentives, the removal of business barriers, the improvement of legislative and regulatory framework, target reforms, property right and technical norms, good governance and the quality of institution, a role of a well-functioning legal framework, a strong competition framework, and the transparency of regulation, etc. Conclusion - A competitive environment of doing business is based on the target national strategies, appropriate reforms responding to national needs and good governance system.

  • The Fukushima nuclear incident of 2011 served as an external shock that prompted Japan to reform its nuclear energy sector. The collusive relationship between the regulators within the Japanese government and the regulated power industry, as well as the lack of institutional independence of the regulatory agency, had derailed Japanese efforts to reform the sector for decades. The Fukushima crisis exposed these deeply-entrenched flaws in the system, causing public distrust and anger toward the government and the nuclear power sector. This paper discusses the institutional reform measures the Japanese government introduced in the wake of the Fukushima crisis to recover public confidence and revamp the sector to prevent future disasters. The paper also discusses the challenges the Japanese government faces on its road to a successful implementation of nuclear sector reforms.

In particular, these twelve papers include depth and extensive discussions for national pension system and present the direction of the various pension reforms.   • China is an ancient country that has one of the oldest civilizations on earth. Since the end of 1970s, China has made her administrative and economic reform and opening up to the outside world. Now the administrative and economic reforms has scored great success with a series of important accomplishments. China's peculiar political economy largely explained the changing reform initiatives over times. The problems confronting Chinese officials are markedly different from the West despite the fact the China and the West have engaged their efforts in undertaking administrative reforms in the last two decades or so. The purpose of this study is to analyze the bureaucracy, especially the police civil service system in China. Core features of the institution of China's civil servant system is discussed in this study.

  • University libraries need the development of a common Internet-based reference request system in order to prevent duplicated investment and provide interoperability among them. This paper proposes a standard of Internet-based reference recluest system that serves reference request-responses and that provides reference source sites on the world wide web. Using this system, university libraries can cooperate other libraries with reference databases and may perform tasks of reference service efficiently.
