According to the reports by the OECD and UN in 2012, Korea is evaluated highly of its enthusiasm and level of education compared to other evaluation indices. This result implies that Korea has much more interest in education than other countries. In reality however, the nation does not provide an adequate condition in other aspects such as the quality of life of citizens and its educational environment. For this reason, our country currently promotes and operates various policies and environmental improvements in an effort to coincide with the timely demands and to cope up with the advanced educational system. Researches in particular are being implemented on Korea's current educational policies by specialists related to their specific fields. This study is to understand the periodic trends of the educational facilities according to the specialist-oriented articles and apply it as a basic resource to the future researches on the corresponding field.

In recent years electronic fund transfers covered by the Electronic Fund Transfer Act 1978 for consumer protection and the Article 4A of Uniform Commercial Code(U.C.C.) 1989 for wholesale electronic payments in United States. Electronic fund transfers carried out by use of a wire transfer network, automated clearing house, or other communication system of a clearing house or other association of banks such as direct deposit, Fedwire, automated teller machine, point-of-sale, and credit card transactions have been increasingly common in consumer transactions and wholesale transactions. Especially, the Article 4A of U.C.C. governs the rights and obligations associated with transactions such as an issue and acceptance of payment order, execution of sender's payment order by receiving bank, and payment. These legal frameworks in connection with electronic fund transfers in United States can play a leading role in establishing model not only within the United States, but also as a basis for developments of electronic commerce law in Korea including other countries.

The expected launching countries are selected based on the state and strategy of businesses undertaking by LH, then the legal systems for urban development of those countries are investigated and analyzed to be used as basic data for advancing to oversea urban development. The results are showing as follows. First, on the basis of the advancing priority, and the level and obtaining possibility of legal system for urban developments, Bangladesh, Thailand, Dominican Republic, and Venezuela are selected to be investigated among the countries of Central and South America and Asia to where expected to be advanced. Second, most of the selected countries establish and promote the national housing policies by their own National Housing Authority. For example, First-Home Policy and National Housing Development Strategy, etc. are established in Thailand, and National Housing Authority takes charge of the housing development for low-income bracket. Third, the laws and project procedures are investigated, then compared to the similar laws of Korea. The common "Land Allocation Act" is legislate in Bangladesh and Thailand, for example, "Land Allocation Act" and "Town and City Planning Act" are enacted in Thailand. On the other hand, the laws for urban and housing developments vary from country to country those are located in Central and South America. Meanwhile, it is verified that "Act on Planning and Use of National Territory" of Korea is similar to the "Town and City Planning Act" of Thailand.

Traditional Industries were planning the major role for Taiwan's economy. However, we need to face the competition from developing countries. Moving manufacturing department to other low salary countries, such as China, can only temporarily release some limited pressure. The final and complete solutions are to equip on R&D, refine techniques, improve management capabilities, upgrade business, and reform physique. Currently there are some ERP systems on the market; however, they are designed for common purpose and difficult to introduce into industry. The expensive price is another factor to make them be popular. In this research we will Object Oriented, Visual Modeling, ER Model and Windows Environment to develop an Integrated Management System for Sports Requisites Industries (IMSSRI). We will integrate all information from all departments such as development, business, material administration, manufacture, shipping, and financial. When development people construct the all modules, components, cutting molds, materials and accessories, IMSSRI will calculate all needed materials and cost for each product. This cost will be used for quotation to report to our customers. When customers confirm the order, system will transfer all necessary materials into Material Administration System. IMSSRI can generate manufacturing forms and material raw lists for manufacture department. All related information such as stocking, returning goods, material requesting, and material returning can be integrated so we can control all details of the whole enterprise. Through the help of this system, we hope we can save man-power, reduce human mistakes, raise management capabilities for tradition manufacturing industries and create another possibility of eternal operating for Taiwan's Industries.

Sweden has one of the world's most progressive and comprehensive childcare systems; synonymous with quality, it is the envy of many other countries. The purpose of this study was to investigate background factors important to the development of the Swedish childcare system and the current childcare policy and system. This study found that underpinning the Swedish childcare system is not only the expectation that men and women will participate equally in the workforce, child rearing, and domestic life but also an awareness of the right of children to development and education. Implementation of the Swedish childcare policy has provided for easy access and affordable childcare centers following principles of childcare universalism. This provides practical suggestions for the Korean childcare policy and system.

One of the major differences of Korean residential building compared with other countries is a rigid diaphragm of a floor due to the panel heating system. An increment of a gravity floor load might cause vibration problem when the composite floor system is introduced to the panel heating system. Since the noise criteria of a residential building is lower than that of an office building, the development of a noise absorbing system should be preceded. The response evaluation was performed for the finished floor, that is with panel heating and noise absorbing system. The natural frequency was obtained both from an experimental study and an analytical study. An appropriate vibration condition of a floor with panel heating and noise absorbing systems was evaluated from this study.

According to the Public Records Act, the actual conditions of Government Agencies will be assessed by the concept of 'Assessment' not by 'Instruction and Checking'. In this Study, before adopting a new National Assessment of complying with Records Management, on the basis of the analysis of current 'Instruction and Checking' and other Countries' system which will be able to the model of our new system, we suggest that a Assessment system which will play a role to fulfill and spread the Public Records Act and Records management Standard in this nation's public sector.

For the remarkable enhancement of high-speed rail passenger services, a system which provides various multimedia contents and Internet search functions was designed. The system gets inputs from a passenger and displays various multimedia contents on the touch sensitive LCD panel attached on a passenger seat. This kind of service is new in Korea and not easy to find in other countries, either. In this paper, we presented a design of a system which provides not only one-way broadcasting services but also searching capability of various information interactively. Informations to be provided are train schedule, transfer information, tour information, E-books, movies, music, ets. Successful completion of the system development in the following years is expected to strengthen international competitiveness of Korean railway industry.

Maglev is a non-contact traffic system in which cars are supported by magnetic force instead of wheels. This is a ground-breaking traffic system providing superior environmental friendliness and cost efficiency due to the minimal noise and vibration offered by its non-contacting nature. We study the present specification and performance of the low speed urban maglev system in Korea and other countries. After set up the test line, to success the "Commercialization of Korean Urban Maglev System" project, we establish proper requirement of maglev system in Korean environment on base of "Daejeon National Science Museum Maglev Establish Project".

Northeast Asia including China, Japan, Mongolia, Russia, DPRK and ROK, is a geographically close region that falls under the same environmental influence. Recently the region is not only facing serious domestic environmental problems with rapid economic growth, but also confronted with transboundary environmental problems and associated conflicts between countries. Unfortunately, Northeast Asia lacks a solid environmental management system among countries to deal with transboundary and other environmental issues. Transboundary Environmental Impact Assessment (TEIA) can, therefore, be one of the essential systematic measures in which environmental problems between countries would be negotiated. However, it would be necessary to have an indepth discussion of what we have to do first for implementing TEIA system in the region, and how to operate it while customizing each Northeast Asian country with different EIA system and socioeconomic circumstance. All these cannot be decided in a short time, and we need to invest enough time for discussing and considering them from various aspects. Recently, the Korean government declared "Eurasia Initiative". The initiative proposes important developing projects and ultimately plans to build a peaceful community throughout Eurasia based on comprehensive cooperation. The initiative aims to increase exchanges in transportation, energy and agricultural sectors to achieve the goals. In this regard, implementing TEIA in Northeast Asia is urgently needed and we have to prepare the strategy for introducing TEIA mechanism. Based on the results of 10 year experience on TEIA projects conducted since 2004, we suggest double-track approaches for developing TEIA mechanism. We continuously need to make an effort to establish a regional TEIA mechanism that all countries legally join, and simultaneously we also have to prepare a process to carry out TEIA for upcoming projects based on bi- or multi-lateral agreements. Practical solutions such as conducting pilot TEIA with relevant countries and developing TEIA guideline for the region could be the first step.
