Due to rapid developments of IT technologies, convergence services like IPTV (Internet protocol television) are shown up. Even though expert and customer had great expectations for this innovative service, commercialization was delayed for years by the legal dispute between industry players. One of the biggest problems was that whether internet backbone providers have to share their internet network backbone with IPTV service providers (which don't have network backbone) or not. As other countries, Korean government set the rules that ISP have to offer indiscriminate access to other IPTV service provider. At the same time, internet backbone providers can charge access charge based on cost by way of compensation. Thus access charge is very critical to the IPTV industry players. The objective of this paper is to provide model that can calculate the reasonable access charge by system dynamics, based upon real data in Korean telecommunication industry.

The climate change has become one of the most important global issues that require global responses. As one of the leading contributions to climate change, greenhouse gas emissions and Ballast Water Management have attracted growing attention from the international community. The International Maritime Organization (IMO) received its mandate to regulate International Convention for the Control and Management of Ships' Ballast Water and Sediments in 2004. The convention requires that every vessel must be equipped Ballast Water Management System (BWMS) in 2017. Based on this situation, this study aims to analyze the present state and data from the exports of BWMS(HS842121). The results show that as the most leading country in the field, Germany has the largest market share (14.33%), Revealed Comparative Advantage (RCA) index 1.76, and Trade Specialization Index (TSI) 0.636 in the world. The two other leading countries such as Denmark and Netherlands follows the ability of Germany. The Korean market share of HS842121 shows market share (5.98%) which is a bit bellow high compared to other countries. However the RCA index (1.85) presents the state of comparative advantage. In addition, Korea's TSI index (0.453) indicates that it is in the state of export specialization. The Korean BWMS and Shipbuilding industry maintain the state of export specialization. They are also in the state of import specialty. For Korea to raise its export competitiveness and to ensure shipbuilding competitiveness, it is necessary to intensify supporting systems and related policies.

This comparative study means the case studies about not only coalition and partnership but also competition between high speed rail and other transportation modes. Therefore, I reviewed the each case about some countries and tried to develop for making some measurement. However, in this study, some bounds and limits exists owing to the descriptive reviews but not detailed analyses. Hereafter, I am planning to consider the management plan for efficient railway coalition with other transportation at the rail station and other terminal facilities.

The domestic professional engineer qualification system has been changed after the enactment of the law in 1963. However, the domestic professional engineers have been unaccepted and unrecognized internationally. In addition, the domestic professional engineer system is operated in accordance with the individual laws of each ministry, but the official qualification examination is conducted by the Human Resource Development Service of Korea. Thus, the domestic professional engineer system has many problems in system itself and operating. In this research, we compare the domestic qualification system with the systems of other foreign countries, and propose how to improve the qualification system. This study limits the scope to the qualification examination for P·E. We suggest 3 ways to improve the qaulification examination; (1) The structure of the qualifications, (2) The testing method, and (3) The unification of the qualification system and operation.

본 연구의 목적은 한국을 포함한 주요 8개국의 학위논문의 법정납본과 관련된 자료들을 비교·분석하고, 그 결과를 바탕으로 국내 학위논문 법정납본 제도 개선에 관한 시사점을 도출하는데 있다. 연구목적 달성을 위해 본 연구에서는 주로 문헌연구 방법을 적용하였는데, 조사대상 국가의 학위논문 납본과 제출 등에 관련된 법규와 국가도서관 및 학술유통기관의 학위논문납본 실무과정과 지침, 주요 대학들의 학위논문 납본 실무 사례들을 비교·분석하였다. 분석결과를 토대로 주요 논점이 되는 사안을 도출하여, 개선안을 제시하였다. 국내 학위논문 법정납본 제도를 위해 법적인 측면에서는 도서관법과 고등교육법의 개정을, 실무측면에서는 KERIS의 학위논문 수집과 제공에 관한 법적 근거의 강화와 dCollection 시스템 운영의 개선과 더불어 전자학위논문 중심의 납본 등에 대해 제언하였다.

Recently, the radial distribution system is operating as one-way power flow. These are popular because of their simple design and relatively low cost. However, radial systems are sensitive to outages due to single contingencies. Also, reliability of supply is becoming increasingly important. Accordingly, an appearance of the loop distribution system is inevitable and the other countries such as Macau, Florida, Taiwan are actively working on. The reliability of distribution system is estimated with reliability indices. In this paper, comparing with the radial distribution system, we evaluate and analyse the reliability of loop distribution system quantitatively considering directional relay.

The productivity of port labor in Pusan port is very low and the ratio of port accident is high in comparision with other advanced foreign ports. The aim of this paper is to find why the productivity in Pusan port is much lower than that of other countries in terms of port labor education systems. To obtain the objective of this study, the writers used 163 questionnaire for port labor in BCTOC, PECT and UTC for the survey of training method of cargo equipment handling. The result of this study shows as follows; (1) From the fact that ratio of labor who were trained by KPTI was 2.5%, we could say the public training system of port labor is not operated properly (2) As most of laborers are trained by the experienced associate, they do not recognize how the level of cargo handling equipment is set to increase the productivity. (3) In order that the port public training system plays a good role in port industry, a new license system should be introduced and an expert education system should be developed.

The platform screen door(PSD) hasn't been installed yet within the manual operation system, that is, ATS & ATC Signal system. In other countries, it is mostly installed and operated within automatic operation system, that is, ATO. Especially, as a part of the environment friendly system installation, the installation of PSD shall be considered aggressively to improve the air quality in the underground area and to maintain the air-conditioning. Besides the number of suicides in the subway station gets increased these days causing safety hazard, so the installation of PSD is positively reviewed. To install PSD in the manual operation system, it is important to stop the train at the correct position. So we would like to suggest the technical system thereby.

The Sign system of nursing home plays an important role when an elderly adapts to new environment and gets on daily life autonomously. Common living spaces are expecially important in maintaining social nature, adequate signage should be installed to aid them in finding their ways. Sign system is a comprehensive system consisted of various factors. In this research, it has been categorized as signage and cueing. Signage includes text and graphic signs, and cueing consists of floor plan configuration and sensual mechanism of visual, auditory, olfactory senses. Using this framework, held investigation and analysis were held in common area(shared living room, shared dining room, toilet) of 14 Korean, 8 Northern European, and 10 Japanese nursing home facilities. The result revealed that even though sign system should work as a combined unit, each factor was planed without relations to each other and did not perform mutually complementary role. Signage was installed too high, without considering the posture of elderly. Korean facilities used abundant and diverse signage compared to other countries. Japanese nursing home preferred cueing method over signage, and those of Northern Europe used plentiful visual cues such as color and ornaments.

Light rail vehicle is optimized vehicle system for complex urban circumstance. LRT systems have many merits such as improve accuracy, speediness and safety. There are many LRT systems such as monorail, tram, automated guideway transit, linear induction motor propulsion and so on. These systems have operated in Japan and other advanced countries. In Korea, local government has many projects to apply the advanced LRT system. But there are no standardized specification, performance test specification, construction specification for monorail system, linear induction motor propulsion system, tram in Korea up to now. So, we need to establish of standardized to economical construction and safety. The linear induction motor system has been usually applied in Japan subway and ART(Advanced Rapid Transit) of Canada. In Korea, the linear induction motor system has been adopted for Yongin LRT and currently under construction. This paper covers the contents and technical base for main items of rolling stock, performance standard, carbody structure, bogie, electronic unit and brake equipment in order to implement linear induction motor LRT system according to local conditions.
