한국 동해안 기름가자미(Glyptocephalus stelleri)의 자원평가 및 적정어획량 추정 (Stock Assessment and Optimal Catch of Blackfin Flounder Glyptocephalus stelleri in the East Sea, Korea)

  • The blackfin flounder Glyptocephalus stelleri is a commercially important species in the East Sea of Korea, but its catches and biomass have decreased gradually in recent years. This study estimated the optimal catch (acceptable biological catch, ABC) for the effective management of this species by estimating population ecology parameters and the stock biomass of blackfin flounder in the East Sea of Korea. The estimated instantaneous coefficient of total mortality (Z) of blackfin flounder was 1.0542/year, the survival rate (S) was 0.3485, and the instantaneous coefficient of natural mortality (M) was 0.3637/year. From the values of S and M, the instantaneous coefficient of fishing mortality (F) was calculated to be 0.6905/year. The age at first capture was 1.304 years, and the total length was 11.5 cm at that time. On the basis of these parameters, the annual biomass was estimated by a biomass-based cohort analysis using annual catch data in weight by year for 1991-2012 in the East Sea of Korea. The annual biomass peaked in 1997 at about 12,800 mt and then subsequently declined continuously to a level of 10,500 mt in 2004 and to 9,800 mt in 2011 and 2012. The maximum sustainable yield and $F_{0.1}$ were estimated as 3,547 mt and 0.3595/year, respectively. Using these estimations, the ABC was estimated to be 3,571 mt in tier 5, 3,397 mt in tier 4, and 2,622 mt in tier 3.

수산부문 저탄소.녹색성장 패러다임 (Low Carbon.Green Growth Paradigm for Fisheries Sector)

  • Two of the most important topics of the 21st century are ensuring harmony between man and his environment and the emerging long-tail economy in which niche markets are becoming increasingly more important. Since the Industrial Revolution in 17th century, human beings have increasingly exploited the world's natural capital, such as the natural environment and its ecosystems. Now the world is facing limits to sustainable economic growth because of limits to this natural capital. Thus, most countries are beginning to adopt a new development paradigm, the so-called"Green Development Paradigm" which pursues environmental conservation in parallel with economic growth. Recently, the Korean government announced an ambitious national policy of Low Carbon & Green Growth for the next six decades. This is an important step that transforms the existing national policy into a new future-oriented one. The fisheries sector in particular has great potential for making a substantial contribution to this national policy initiative. For example, the ocean itself with its sea plants and phytoplankton has an enormous capacity for fixing carbon, and its vast areas of tidal flats have a tremendous potential for cleaning up pollutants from both the sea and the land. Furthermore, the fishing industry has great potential for the development of fuel-saving biodegradable technologies, and a long-tail economy based on digital technologies can do much to promote the production and consumption of green goods and services derived from the oceans and the fisheries. In order for this potential to be realized, the fisheries authority needs to develop a new green-growth strategy that is practical and widely supported by fishing communities and the markets, taking into account the need for greenhouse gas reduction, conservation of the ocean environment and ecosystems, an improved system for seafood safety, the establishment of strengthened MCS (monitoring control surveillance) system, and the development of coastal ecotourism. In addition, fisheries green policies need to be implemented through a well-organized system of government aids, regulations and compensation, and spontaneous (voluntary) orders in fishing communities should be promoted to encourage far more responsible fisheries.

전남 남부 반폐쇄적인 내만 갯벌 퇴적물의 지화학적 특성 (Geochemical Characteristics of Intertidal Sediment in the Semi-enclosed Bays of the Southern Region of Jeollanam Province)

  • To understand the geochemical characteristics of intertidal sediment in a semi-enclosed bay, we measured various geochemical parameters, including grain size, ignition loss (IL), chemical oxygen demand (COD), acid volatile sulfide (AVS), and trace metals (Al, Fe, Cu, Pb, Zn, Cd, Hg, and As), in intertidal sediment from three bays (Deukryang Bay, Yeoja Bay, and Gamak Bay) in the southern region of Jeollanam Province. The intertidal sediment in Deukryang Bay consisted of various sedimentary types, such as sand, gravelly muddy sand, mud, and silt, whereas the intertidal sediments in Yeoja and Gamak Bays were composed mainly of mud. The concentrations of IL, COD, AVS and trace metals in the intertidal sediments of the three study regions were relatively high near areas affected by input of stream waters and/or shellfish farming waste. The concentrations of organic matter and trace metals in Gamak Bay were much higher than those in Deukryang and Yeoja Bays, which appears to be due to the influence of anthropogenic pollutants, originating from the city and the industrial complex near Gamak Bay. The evaluation results of organic matter and metal pollution using the sediment quality guidelines showed that the intertidal sediments in the three study regions were not polluted in terms of organic matter and trace metals. In future, sustainable management for sources of organic matter and trace metal is necessary to conserve a healthy benthic ecosystem in intertidal sediments.

공익사업에 따른 어업피해 관련 한정어업면허에 대한 문제점 및 개선방안에 관한 연구 (A Study on the Problems and Improvement Measures of Licenses for Limited Fishery Business Related to Fisheries Damage due to Public Works Projects)

  • In this study, we collected and analyzed the current status of licenses for the limited fishery business and divided the problems related to licenses for the limited fishery business into partial damage compensation and cancellation compensation areas. In the case of partial damage compensation areas due to existing public water use projects, it is suggested that the issuance of licenses for limited fishery businesses should be reconsidered. In the case of cancellation compensation areas, it is recommended that the disposition of communal fishery businesses that do not require capital investment should be the principle. If capital such as facilities are invested, compensation should be made by Article 52 of the Enforcement Decree of the Land Compensation Act if the licenses for limited fishery business are closed due to other development projects. In addition, we proposed an improvement plan to establish a rational management system for licenses for limited fishery businesses. In addition to these improvement measures, we hope that further investigation and research on licenses for limited fishery business, which have been insufficient so far, will be conducted to promote the comprehensive use of fisheries resources and waters and the sustainable development of fisheries that are the objectives of the Fisheries Act, and contribute to the improvement of the quality of life of the people and the balanced development of the national economy.

넙치 양식장에서 발생하는 온실가스 배출량 산정 (Estimation of Green-House-Gas emissions from domestic aquaculture farm for flounders)

  • This study aims to estimate the Green-House-Gas emissions from domestic farmed flounder in the southern sea and Jeju-Do, where is mainly produced, by the assessment of energy consumptions and GHG emissions from domestic fish farms for establishing reduce standards of greenhouse gas from a sustainable perspective. It needs to analyze such GHG emission components as feed, electricity, fuel, fixed capital, fish respiration, and liquid oxygen in two locations by 4 stage running water type farm size of small, small and medium, large and medium, large scale. The result showed that the mean GHG emissions were $36.83kg{\cdot}CO_2/year$ in the southern sea and $24.33kg{\cdot}CO_2/year$ in Jeju-Do, respectively, in the stage of production per fish 1kg at 2 locations and farm size from domestic farmed flounders, and it will give to be useful for policy, planning, and regulation of aquaculture development with establishing GHG reduction standards.

'멸종위기에 처한 야생 동식물의 국제거래에 관한 협약'의 상어류 등재가 한국 수산업에 끼칠 영향과 대응 전략 (Estimation of the Impact of the Inclusion of Sharks in the Appendices of the 'Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)' on Korean Fisheries and Recommendations of the Domestic Measures on the Trade of the Listed Shark Species)

  • The Sixteenth Meeting of the Conferences of Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which was held in March 2013 in Bangkok, Thailand, listed five shark species and one genus, and uplisted one sawfish species. All new species listings will be come into force of the eighteen months delay, on the fourteenth of September, 2014. The purpose of the delay is to support the preparation of the domestic measures on shark trade by the parties, as there has been no previous experience in trading the commercially exploited aquatic species in the CITES. The CITES Secretary-General has visited several potential shark trade countries to encourage and facilitate the implementation of the new CITES listings. The newly listed sharks have been caught as a target or non-target species by Korean distant water fisheries and introduced into Korea. So the establishment or change of the domestic laws, regulations, and measures for the implementation of the new CITES species must be prepared before the effective entry date. This paper is prepared to assess the effects of the trade of the CITES listed shark species, and to suggest effective government service measures for the management of Korean distant water fisheries. The Ministry of Environment (MOE) is the general Management Authority of the CITES, and the Ministry of Food and Drug Safety (MFDS) is in charge of the medical trade of CITES listed species in Korea. By law, all imported medicines and medical materials must be inspected by the MFDS during the customs examination; this kind of authority sharing is reasonable and effective way of providing government service. Similarly, the designation of new CITES Management Authority for the trade of commercially exploited aquatic CITES species is critical and the Ministry of Oceans and Fisheries (MOF), which is now in charge of the trade of fisheries products, is the most appropriate governing body for this purpose in Korea. The revision of the National Plan of Action for Conservation and Management of Sharks, initially submitted to the Food and Agriculture Organization (FAO) of the United Nations in 2011 as a practical guideline for shark conservation in all Korean fisheries, could be a effective measure to achieve unification of conservation of endangered species and sustainable use of fisheries stocks. The proper CITES measures for the trade of listed species, such as the establishment of the documenting system for Non-detriment Findings, domestic measures suitable for the "Introduction from the Sea" clause, species specific Harmonized System Codes for the customs service, and an effective shark catch data reporting system should be in place prior to the fourteenth of September 2014.

유기농 자재 『그린원』이 해송(Pinus thunbergii) 묘목의 생육에 미치는 영향 (Effect of 『Green-one』 organic nutrient on plant growth of Pinus thunbergii seedlings.)

  • In order to promote the growth of the trees, it is the most important to fertilize efficiently. The organic nutrient "Green-one" which list public notification number 08-organic-3-112" was registered in Rural Development Administration. The "Green-one" is the environment friendly organic nutrient with new concept which is used in planting and maintenance of the trees. The "Green-one" makes the tree grow actively. Also it has a function of the anti germ and sustainable fertilizer effect. In conclusion, "Green-one" promoted the growth of P. thunbergii excellently. Expecially the growth of the root increased. The concentration of "Green-one" dilution was more better 100 times than 300 times in trees grow. This research can apply with the test of fertilizer efficiency in landscape trees.

모의실험을 통한 동남해안 대구(Gadus macrocephalus)의 가입당 생산 분석 (Simulation-based Yield-per-recruit Analysis of Pacific cod Gadus macrocephalus in Southeastern Korean Coastal Waters)

  • We derived biological reference points for Pacific cod Gadus macrocephalus in southeastern Korean waters by applying a yield-per-recruit analysis based on a daily simulation that adopted size-dependent fecundity, growth, and natural mortality functions. This showed that the yield per recruit of Pacific cod can be maximized at an instantaneous rate of fishing mortality (F)=0.37 $yr^{-1}$ under the current regulations, where the minimum catch size ($L_c$)=30 cm in total length (TL). The maximum economic yield was estimated to be attained at $L_c$=35-45 cm TL, if F>1 $yr^{-1}$ but at $L_c$=35-40 cm TL, if F<1 $yr^{-1}$. Despite great uncertainty in the stock assessment, to develop fisheries management plans for the sustainable exploitation of Pacific cod in southeastern Korean waters, it is necessary to estimate F using capture-recapture or other expedient methods.

수산보조금 : 과연 지속가능한 어업발전을 위한 장애물인가? (Subsidies: Are they really obstacles in achieving a sustainable fisheries development?)

  • 지속적인 어업자원 이용에 대한 수산보조금의 역할을 분석한 기존 연구들은 단순히 세계 전체적이거나 국가별 총어업수입과 총어업비용만을 고려하여 잠정적으로 비용 절감형 또는 수입조장형 보조금이 어획노력량 수준을 증가시켜 어업자원의 감소를 부추기거나 남획을 초래했다고 결론짓고 있다. 또한 어업의 특성상 어업에 있어서 각종 규제수단이 사용되고 있음에도 불구하고 이들 수단들의 효과와 보조금과의 관계를 분석하지 못함으로써 어업자원에 대한 보조금의 영향을 명확하게 설명하지 못하였다. 본 연구에서는 어업에 있어서의 각종 규제수단의 사용에 따른 보조금의 영향을 국제적으로 권고되고 있는 생물경제모델을 이용하여 분석함으로써 보조금이 어업자원에 미치는 영향을 살펴보았다 분석결과에 따르면, 기존 연구들의 잠정적인 결론은 관리수단조치가 전혀 이루어지지 않거나, 이루어지더라도 불완전하게 어획노력량 등이 통제될 경우에만 타당한 것으로 나타났다. 반대로, 관리수단 하에서 어획노력량 등에 대한 감시 및 통제가 완벽하게 이루어질 경우에는 기존 연구결과와 달리 수산보조금이 어업자원에 부정적인 영향을 미치지 않는 것으로 분석되었다 오히려 일반적으로 부정적인 것으로 취급되는 보조금의 경우도 어업상황에 따라서는 어업자원에 대한 부정적인 피해 없이 어업에 긍정적인 영향을 줄 수 있는 것으로 나타났다.

바다골재채취에 따른 환경영향 스코핑과 제도개선 (Scoping for Environmental Impact and System Improvement of Marine Sand Mining in Korea)

  • This paper assessed environmental impacts of marine sand mining on coastal areas and Exclusive Economic Zones (EEZs) of Korea, and diagnosed problems of the related assessment statements for suggesting key assessment items (scoping) and system improvement. To mitigate conflicts and environmental impacts caused by large-scale, concentrated sand mining, we suggest it is critical to promote sustainable and eco-friendly utilization of marine resources while listening opinions from various stakeholders and analyzing alternative plans. Especially, it should be mandatory as a scoping item to provide verifiable data on the amount of sand, potential and accumulative impacts by mining, and key assessment items (e.g. erosion and sedimentation by submarine topography, benthic change, spreading of suspended solids, water pollution, grain-size change, and impact on fisheries resources). We also suggest that postassessment and monitoring should be improved to enable tracking of environmental impacts caused by sand mining through seasonal monitoring together with intermittent short-term surveys. In addition, effective measures to mitigate the impacts is also essential. As repeated sand mining at large-scale can damage marine ecosystems by long-term accumulated impacts, we suggest that assessment systems and regulatory policies should be developed and established, especially for ensuring reliability of assessment and review on selected major sandmining projects.
