This study attempts to present specific technical measures and case models to meet the needs of caregivers and maximize the effectiveness of senior care facilities by utilizing Wellness IT Service. IT services for supporting elderly care need to go beyond productivity and efficiency and now require the new choice and standards to satisfy the Wellness concept of well-being and happiness. Therefore, this study explores to develop the existing human-based service into the Wellness IT Service by utilizing IT based Wellness in the elderly care facility and thereby to improve the quality of elderly care service. Therefore, this study analyzes the relevant research background and the various feasibility of technical applications of Wellness IT service, and review the new value creation in the elderly care facilities. Lastly this study provides a new foundation for Wellness architecture and a service model for using Wellness IT infrastructure of the elderly care facilities.

This study explores how to reconcile science and policy in the wind energy sector by providing a conceptual framework for better understanding evidence-based policymaking (EBPM). Regarding this framework, the core issue is to discover how knowledge is formed over time, and which factors affect this knowledge formation. Comparative cases of wind industry emergence in Spain and Britain are examined. This analysis shows that knowledge formation initially starts in the scientific arena in parallel with its formation in the practical, and is followed by political knowledge formation near the beginning of commercial projects. Regarding knowledge formation, three more comparisons are made between wind industry emergence in Spain and Britain: the different approaches to R&D projects, the different adoptions of supporting measures, and the different ways of coping with public opposition. The factors affecting the comparisons are mainly perceptions of energy supply, nuclear power, environment and science and technology. Communication and unfamiliarity are likely to affect the comparisons in EBPM.

The purpose of this paper is understanding the dynamics of knowledge based industries in Korea and suggesting policy recommendations for supporting those industries. Following KIETs (1999) definition of knowledge intensity, this paper classified industries in Kyung Ki Province according to several knowledge indicators including R＆D activity and human capital content. Having classified industries, this paper investigates growth dynamics of knowledge based industries in Kyung-Ki Province. Based on surveys on some 280 knowledge based industries in Kyung-Ki province, growth path of those industries were identified using path analysis. Using the growth path and coefficient identified by the analysis, system dynamics model was build to simulate dynamics of knowledge based industries in Kyung-Ki province. With the model, further analysis was made to investigate some policy measures that can promote knowledge based industries.

A variety of Urban Rail Transit (URT) systems have been operating and they have different technology bases, causing a lot of difficulties in taking measures against trouble, training, upgrading, interoperability and so on. As such, a standardization project has been carried out to solve the problems by setting up the national standards for URT systems. A common database was built to provide the integrated engineering environment to the community of URT project. This paper discusses the design of the database and how it can be utilized in the successful promotion of the project. The products of the projects are stored into the database with traceability management to be referred to by other new URT projects for reusing and sharing the acquired knowledge through cross organizations.

Interface control activities during the nuclear power plant (NPP) construction and operation have been reviewed for enhancing the safety of NPP. The primary focus of the study is given on analysis of lessons learned from the recent significant events of Korean Standard Nuclear Power plant (KSNP), such as a series of break-off of thermal sleeves at YGN 5 & 6 and radioactivity leak at YGN 5, in respect of interface control. Based on the results of the analysis, this study recommends measures for the improvement of interface control among utility and technical supporting organizations (TSO), and suggests new regulatory systems, such as reporting of safety significant non-conformances, to effectively verify the adequacy of interface control activities during construction and operation of NPPs.

As the physical functions of school buildings and the changes in the functions of educational facilities due to social change are increasing, the demand for fundamental and long-term measures for the maintenance of educational facilities is expanding. However, depending on the function of the facility, the maintenance work has been carried out only when it is directly related to the safety problem, or when the request of the school facility manager is requested, rather than supporting preventive maintenance. In this study, we investigate the maintenance process of educational facilities and propose a method to manage the maintenance process of the educational facilities in the unit of space for establishing an efficient maintenance management system.

The modern has been the aged society. It is also the result of the improvement of the whole living conditions such as the improvement of medical health and national income level. But, as nuclear family has been extended according to industrialization and urbanization, the consciousness of supporting the aged has been weakened. And the problems of old people such as poverty, disease and alienation has been raised. This study propose the three activation methods for paid elderly welfare house which will be another measures for solving the aged problems

Recently, it is demanded to study about agri-environmental indicators including rural landscape indicators. However, there are deficiency to establish the policy of int landscape. This is the base study for the policy decision or management for conservation of agricultural landscape or rural landscape. The objectives of this study were 1) to analyze the supporting elements in the foreign policies, 2) to analyze the agricultural landscape elements and visual values in the field and 3) to make the classification form about the agricultural landscape. And finally, this study suggests the management guides for the conservation of agricultural landscape according to the teleological measures. Through this results, it would be expected to develop the efficient policy of rural landscape such as the direct payment program for rural landscape conservation.

The objectives of this study are to find out, the fact-analysis of environmental friendly farm households around the Chuam Dam through the sample survey, 2) the developing strategies to improve the EPA on the assumption that is the conservation of Chuam Dam's water quality. The data used in this study comes from 75 sample farm households. The developing strategies to improve the EPA around Chuam Dam was found out that the efficiency measure of land utilization around CImam Dam, producing of high quality and safety agricultural products, promoting of the EPA connected with tourist agriculture, improving of the EPA products and supporting of price and income. In conclusion, there must be strategic measures to increase the income of environmental friendly farmers and to conserve the Chuam Dam's water quality.

This study sought to examine five theses from major journals concerning Korea's Library and Information Science, published from 1970 to 2018, so as to diagnose the current stage of International Research collaboration in the field of Korea's Library and Information Science which researchers from two or more different nations jointly conducted. Furthermore, it proposed measures for activating International Research collaboration in the field of Korea's Library and Information Science. First, related conferences should be held and education need to be offered in terms of elevating the awareness of the need and importance of international research collaboration. Second, relevant policies need to be developed and projects should be implemented to strengthen the practical international research collaboration. Third, collaboration with various countries should be pursued in the area of detailed majors of library and information science of greater diversity than now in terms of the detailed majors and countries. Fourth, a research environment supporting the collaboration with various research institutions overseas moving forward will need to be created around the universities.
