Development of a Strategy and Guideline for Adopting Business Process Management Standards (BPM 표준의 도입 전략 및 활용 가이드라인의 개발)

  • A variety of BPM (Business Process Management) standards to achieve interoperability among heterogeneous systems have been released. Areas of BPM standards include business process modeling, process execution and management, and monitoring and controlling. The purpose of this research is to develop an adoption strategy and guideline for implementing BPM standards. We suggest a strategy for implementing BPMN (Business Process Modeling Notation), BPEL (Business Process Execution Language), and BPQL (Business Process Query Language) and provide a specific implementation guideline for developing BPM solutions using each standard. We expect that BPM vendors can establish their own strategy for adopting BPM standards and implement BPM solutions efficiently and effectively with the help of the strategy and guideline described in this paper.

  • Evolutionary acquisition is an alternative to the grand design acquisition approaches. It has activities to make it possible to develop quickly and respond flexibly to changing customer needs and technological opportunities. The Ministry of Defense adopted an evolutionary strategy to acquire defense information systems. but it does not work well always. We look at problems from aspects of acquisition system and project management. We benchmark successful cases for evolutionary acquisition strategy in the DoD, the pubic and the private sector. We suggest an evolutionary strategy for defense information systems. The evolutionary strategy in this study includes an evolutionary acquisition framework, an evolutionary acquisition process, and an evolutionary acquisition guideline for defense information systems. The evolutionary strategy can help to implement evolutionary acquisition process for defense information system, and the process can increase the success rate of projects.

  • Information technology becomes more important to small and medium-sized enterprises. Due to the limit of manpower and capital investment in small and medium sized enterprises, how to successfully implement information systems is very critical issue. Previous research shows that lack of systematic methodology for evaluating and directing informatization is a major obstacle for successful implementaion of information systems. This study developed the methodology for evaluating and directing informatization in small and medium-sized enterprises. Empirical study has been conducted to find out major measurement of evaluation as well as validate the model. Finally the systematic guideline, evaluating information level and directing informatization, has been developed in order to help enterprises successfully implement information systems.

  • As interior and exterior environments change rapidly with the modern IT technology, the strategies related to marketing activities which enhance the library competition have been demanded. Although many previous studies have been conducted to improve the satisfaction of the library users and to increase the use rate, only few studies focused on the marketing strategy to elevate the library performance. With suggestion of a systematic framework related to the strategies, this study aims to analyze not only the interior and exterior factors which impact on the library marketing strategies, but the strategies which may influence on its performance. To achieve this objective, we adopted a comprehensive survey targeting the various types of our domestic libraries. On the basis of the results, we proposed a guideline for the strategy operation for the librarians to enhance the library performance.

  • e-navigation is a Strategy developed by the IMO. It aims to implement the strategy in 2018. To this end, e-navigation Software Quality Assurance and Human-Centred Design Guidelines has been developing for the implementation and development of e-Navigation. The IMO MSC approved this guideline as a MSC circular in June 2015. In this paper, international standards of software quality assurance and human-centred design has been surveyed and analyzed in terms of usability testing for the practical application of this guideline. The result is planning to be reflected in the practical application guidance for the development of e-navigation equipment hardware-software combination.

Enhancement for competencies of health education specialists to prevent chronic diseases in public health organizations (공공부문 보건의료조직의 만성질환 예방사업에서 요구하는 필요능력과 보건교육사의 직무 강화 방안)

  • Objectives: This study performed to enhance the competency of health education specialist on population-based program to prevent chronic disease in public health organizations. In addition, it will provide the basic data to enhance specialized competency for health education specialist. Method: The current operating strategy and demanded competency related to chronic disease programs were analyzed by reviewing the Korean Health Plan 2020, the guideline of integrated health promotion programs, and the job description of health education specialist. Results: Preventive programs for chronic disease provide with healthy lifestyle programs in integrated health promotion service. First, health education specialist should learn to professional knowledge on health risk factor and chronic disease. Second, they should cultivate the integrated competency to manage operations on obesity, hypertension, diabetes, cardiovascular disease, and cancer prevention programs. Third, they get strengthened the-job training to implement health education, public relations, campaigns, media advocacy, and utilization of multi-media. Conclusion: It should implement the preventive programs for chronic disease in various health promotion services through coordination with multiple sectors. To identify of the job in preventive program for that, it would be required empowerment of health education specialists on disease prevention science and practical life skill.

  • at the design phase and the effective design phase VE application, it is not sufficient to implement VE study at the design phase in the domestic construction industry. The method for estimating design phase VE consulting Fee regulated in current guideline and the insufficient incentive system according to the result of design phase VE application are major problems among the problems related to the roadblock of the active implementation Design phase VE. In this paper, firstly the current methods for estimating Engineering business consulting fee analogous to design phase VE and the domestic and foreign design VE consulting fee were examined, and detailed problems related to the method for estimating design VE consulting fee were indicated, and the Improvement direction were established. Secondly, the estimating strategy for the design phase VE consulting fee and the payment strategy of incentive according to the result of savings were proposed. Finally, the strategies were verified by interview with the experts.

  • We are living in the 21st century when a society is highly information-oriented and the demand for information has rapidly increased. So the information standard of local government has become an index of economic development of local society. GIS has emerged as a new national information infrastructure with which a society can manage and analyze spatial information. Accordingly, many local governments have recognized the importance of GIS and are establishing master plan for an efficient GIS development necessary to implement GIS technology in many aspects of information management. So this study analyzed the present status and problems of master plan made by local governments and proposed a guideline for improving GIS master plan on a basis of it.

The Core Elements and Implementation Strategy for Adopting Smart Work (효과적 스마트워크 도입을 위한 핵심요소 및 구현 전략)

  • Smart work, which is defined as work performed at home, satellite offices or with the smart devices to continually collaborate with the co-workers in anytime, anywhere using IT, is attracting much attention as an alternative work way to cope with the demographical changes of the low fertility and aging. Whereas some implementation cases of smart work have been considered as the success, the other cases have been reported as the failure to implement smart work practices. Nevertheless, there are few researches to identify the reasons of successful ways to adopting smart work. This study integrated the IT-based changes with the smart work practices to identify the critical success factors of smart work in individual, organization and industry levels. As the results, we found out the expected values of introduction, core elements of implementation, and industry characteristics to efficient adoption for smart work. Also, this study compared these evidences with the incumbent smart work policies. The contributions of this study is to develop the guideline to adopting smart work, the smart work implementation strategy and the improvement on the business process.

Comparative Study on the Carbon Stock Changes Measurement Methodologies of Perennial Woody Crops-focusing on Overseas Cases (다년생 목본작물의 탄소축적 변화량 산정방법론 비교 연구-해외사례를 중심으로)

  • This study analyzed methodologies for estimating carbon stocks of perennial woody crops and the research cases in overseas countries. As a result, we found that Australia, Bulgaria, Canada, and Japan are using the stock-difference method, while Austria, Denmark, and Germany are estimating the change in the carbon stock based on the gain-loss method. In some overseas countries, the researches were conducted on estimating the carbon stock change using image data as tier 3 phase beyond the research developing country-specific factors as tier 2 phase. In South Korea, convergence studies as the third stage were conducted in forestry field, but advanced research in the agricultural field is at the beginning stage. Based on these results, we suggest directions for the following four future researches: 1) securing national-specific factors related to emissions and removals in the agricultural field through the development of allometric equation and carbon conversion factors for perennial woody crops to improve the completeness of emission and removals statistics, 2) implementing policy studies on the cultivation area calculation refinement with fruit tree-biomass-based maturity, 3) developing a more advanced estimation technique for perennial woody crops in the agricultural sector using allometric equation and remote sensing techniques based on the agricultural and forestry satellite scheduled to be launched in 2025, and to establish a matrix and monitoring system for perennial woody crop cultivation areas in the agricultural sector, Lastly, 4) estimating soil carbon stocks change, which is currently estimated by treating all agricultural areas as one, by sub-land classification to implement a dynamic carbon cycle model. This study suggests a detailed guideline and advanced methods of carbon stock change calculation for perennial woody crops, which supports 2050 Carbon Neutral Strategy of Ministry of Agriculture, Food, and Rural Affairs and activate related research in agricultural sector.
