The policy of suppling tax-exempt fishery oil in Korea has a history of almost 40 years, which was initiated by the National Federation of Fisheries Cooperatives in 1965. In 1999 the volume of fishery oil supplied to the earning fishermen and fishing entrepreneurs amounted to 8,390 thousand DM, 500 billion won in total. This paper analyzes the oil supplying system to fishermen in Korea and shows that the structural obstacles to the stable provision of fishery oil lies in the ineffective bargaining power (fixing price). Provided that the NFFC as a buyer, which is not equipped with the storage facilities for oil bids for a unit-price contract of fishery oil, there exists a possibility of collusion among 5 local oil refineries corporations to influence the oil price, making it difficult to reach a resonable price of oil. Though the international bids and direct imports following the liberalization of oil imports would help lower the unit price, purchasing and importing the oil out of season at a lower price would not be guaranteed without the oil storage facilities. Furthermore, the current supply system of oil is quite vulnerable to the extraneous factors and, say when the oil price soars unpredictably, it is almost impossible to supply low - priced fishery oil to fishermen. The National Federation of Fisheries Association of Japan(Zengyoren), for instance, possesses 10 oil storage facilities, which had been built across the country during the last 20 years (1964-1984). The storage capacity of these facilities reaches 0.6million DM(by kind, 0.56million DM for A heavy oil, 38thousand D/M kerosene, 5thousand D/M for diesel fuel oil). Allowing no intermediary of production associations(fisheries cooperatives) the NFFA's capacity for keeping oil in reserve rises much higher. As these storage facilities can keep the oil amounting to as much as of 70 days demand in reserve, a stable supply of fishery oil on favorable terms is secured. In contrast with Japan case, unequipped with the storage facilities for fishery oil, Korea does not have much bargaining power for bringing down the price of fishery oil. To make matters worse, the oil storing capacity of the member cooperatives is the volume of only 8 days demand. In case the oil price rises, it is almost impossible to supply the oil to the fishermen at a price lower than the price risen.
In the construction of subsea oil and gas developments, it is increasingly common that subsea oil and gas equipment will be installed in subsea well before final hookup and production. Installation of wellheads, subsea hardware, pipelines, and surface facilities (platforms, FPSO, FLNG, connected terminals, or gas plants) are increasingly driven by independent cost and vessel availability schedules; this gives rise to requirements that the subsea facilities must be stored in the seabed for a specific time. In addition, schedule delays, particularly in the installation or startup of the connected platform, FPSO, FLNG, or onshore plant may cause unexpected extensions of the intended storage period. Currently, there are two methods commonly used for storage subsea facilities in the seabed: dry parking and wet parking. Each method has its own risks, challenges, and implications for the facility life and its integrity. The corrosion management and preservation method selection is a crucial factor to be considered in choosing the appropriate storage method and achieving a successful seabed storage. An overview of those factors is presented, along with a discussion on the internal corrosion threats and assessments.

The purpose of this study investigated underground oil storage(USTs) and Landfill using the envi-cone penetrometer system. The electrical resistivity sensor, pH sensor, ORP sensor, and thermometer are installed in envi-cone penetrometer system. This envi-cone penetrometer system provides a continuous profile of measurements, and it is rapid, repeatable, reliable and cost effective for investigation of contaminated ground.
Northeast Asia where is an epicenter of the global financial crisis's conquest is traditional imbalanced region of oil production and consumption. In recent years, the region has been suffered by the shortage of oil storage and transportation facilities due to surging oil trading and necessity in strategic reserves. Therefore, since independent petroleum logistics with the storage facilities and oil trading hub is required to form efficient oil market in this region. In this study, we analyzed the efficiency of refinery facilities by country that is of importance in being a logistics hub in Northeast Asia by employing non-static and dynamic efficiency analysis, which are a part of DEA(Data Envelopment Analysis) and then policy implications have been drawn. The result illustrates Korea's is the highest country in terms of efficiency of oil refining facilities in Northeast Asia. It implies that Korea has strong position to be the oil hub in Northeast Asia.

All crude oil carries a little of water, sand, and mineral sediment molecules tightly bounded with hydrocarbons. The result is the gradual precipitation of these heavier elements into thick, granular petroleum by products known as crude oil sludge. The oily sludges in ship tanks and in storage facilities have to be treated efficiently in order to keep the security and the capacity of storage facilities, to protect a serious environmental pollution, and to retrieve lost resource. The oily sludge treatment system should be designed to satisfy requirements mentioned in safe work condition. As a basic study, in this paper, an oily sludge treatment system by ultrasonic waves was proposed. Then, the features of ultrasonic energy and recovery of sludge with ultrasonic waves are investigated by experiments. As results, we found that ultrasonic waves are a new energy to flow oil sludge environment-friendly in safe work condition. In addition, it was shown that ultrasonic energy is more efficient than thermal energy in treating oil sludge, and that the volume of wastes for disposal is reduced remarkably.

In recent years there has been a steady increase in geoenvironmental engineering projects where geotechnical engineering has been combined with environmental concerns. Many of these projects involve some investigation of contaminant in the ground. There are many techniques such as geophysical, drilling, sampling, md pushing techniques for investigation of contaminated ground. The most rapidly developing site characterization techniques for geoenvironmental purposes involve direct push technology, that is, penetration tests. The purpose of this study investigated underground oil storage tanks(USTs) using the envi-cone penetrometer system. The electrical resistivity sensor, pH sensor, ORP sensor, and thermometer are installed in envi-cone penetrometer system. This envi-cone penetrometer system provides a continuous profile of measurements, and it is rapid, repeatable, reliable and cost effective for investigation of contaminated ground surrounding the underground oil storage tanks.

Our experiment investigated the degree of soil contaimination caused by oil leakage. Each soil sample was taken by boring 5, 8m below the test areas, located 5 to 30m from storage tanks at oil stations. According to the results from a series of laboratory tests(both soxhiet extract test and gas chromatograph test), Traces of a light oil were found in all samples except in Dj8, rocky soil and gasoline and petroleum were not detected. We concluded that soil contamination was caused by the corrosion of storage tanks or alternatively by oil overflow caused during the flooding of underground water seeping into the tank during heavy rain fall or the spillage caused by carelessness during lubrication. Old stations without a concrete box enclosing their metal tanks run a greater risk of oil leakage. To research the effect of oil leakage on plant growth and underground water, We examined the results of research conducted overseas. According to these results, when oil leakage occurs, plant growth is repressed and agricultural crops experience low productivity levels. Also, the contamination of underground water can be serious when oil spreads to the aquifer layer. As a result of these problems, to prevent oil leakage and minimize its contaminating effects at oil stations, it is necessary to improve facilities of storage tanks and have the monitoring system of oil leakage.
With increase in oil demand owing to economic growth in Northeast Asia, the establishment of an oil hub in Korea is recently considered by policy and academic circles. This paper aims to suggest strategic schemes on the establishment of Korea's oil hub in Northeast Asia by comparing Korea's conditions as an oil logistics hub with Singapore which has been an oil hub in East Asia until recent year. Quantitative and qualitative analysis methods were employed in order to examine the competitiveness of Korea's oil hub. This research concludes that Korea is very competitive as an oil logistics hub in Northeast Asia, but so much improvements for realizing the project are necessary such as expansion of storage facilities for oil, institutional instruments for facilitating oil logistics and trading and preparation for incentive schemes on foreign investments in oil and its related industries.
The current status and problems of UST management in gas stations were reviewed, and suggestions were made for possible improvement of UST management. Regulations and programs relevant through the whole life cycle of the UST, such as construction, installation, operation, and disclosure are insufficient to prevent oil release. The UST requirements are less stringent compared to those of the U.S. and EU members. Current soil test does not seem to be practically effective in detecting soil contamination caused by oil release. The potential for subsurface contamination due to oil release from the UST is estimated from available data other than soil test results. Much higher following future directions and suggestions are made to improve current unsatisfactory UST management: Firstly, increasing the UST requirements - establishing more stringent standards for new UST facilities, and adding new regulatory requirements for existing UST facilities; secondly, replacing current soil test with the tank and piping tests; thirdly, reinforcing programs for supervising the tank construction and installation; fourthly, constructing a system in which independent gas stations can properly manage the USTs; and lastly, educating UST owners and operators, and constructing DB of UST facilities.

Floating production storage and offloading (FPSO) facilities are used at most of the offshore oil fields worldwide. FPSO usage is expected to grow as oil fields move to deeper water, thus requiring the reliability and stability of mooring wires and risers in extreme environmental conditions. Except for the case of predictable attack angles of external loadings, FPSO facilities with turret single point mooring (SPM) systems are in general use. There are two types of turret systems: permanent systems and disconnectable turret mooring systems. Extreme environment criteria for permanent moorings are usually based on a 100-year return period event. It is common to use two or three environments including the 100-year wave with associated wind and current, and the 100-year wind with associated waves and current. When fitted with a disconnectable turret mooring system, FPSOs can be used in areas where it is desirable to remove the production unit from the field temporarily to prevent exposure to extreme events such as cyclones or large icebergs. Static and dynamic mooring analyses were performed to evaluate the stability of a spider buoy after disconnection from a turret during cyclone environmental conditions.
