Tech start-ups and their ecosystems are gaining increasing prominence globally and so are in India, due to their potential to contribute to employment generation, innovations, productivity, national income and exports. Against this backdrop, this article analyzes the key characteristics of tech start-ups relative to traditional start-ups and modern start-ups in India. Further, the salient features of tech start-up promotion policies initiated by the government of India and government of Karnataka as well as the current regional and sectoral distribution of start-ups is elucidated. Subsequently, the structure and components of entrepreneurial ecosystems currently under evolution in the metro cities of India are examined. Finally, the key factors contributing to the growth of different ecosystem components and its implications for the future growth of tech start-ups are outlined.
This research investigates comparisons and characteristics of government's startup polices between startup for micro-enterprise and technology based startup. In particular, revitalization plans of "New Business Start-up Academy (NBSA)" which is supported by a governmental organization, are proposed. Currently, korean government's startup polices are focusing on more technology based startup than startup for micro-enterprise. In order to overcome this issue, this research examines the current issues of the startup policies for micro-enterprise and the detailed plans for revitalizing micro-enterprises' startups. As detailed research studies, the current program and supporting mechanism of NBSA are analyzed. Then, these are compared with several startup policies of Korea government and the detailed action plans are proposed. The proposed results contributes to the criteria and the references for vitalizing micro-enterprises' startups.

There has been lots of discussions and new policies to encourage people to start new businesses. However, they key issue such as how to raise the success rate of new start-ups still needs to be resolved. Many believe that the success of policies and discussions for promoting entrepreneurship in Korea highly depends on how to lower the risks with which early stage start-ups encounter. In this backdrop, this study aims at providing an emerging approaches in entrepreneurship, 'lean start-up', which can work as an effective method with which early stage entrepreneurs can minimize challenges they face. Even though lean start-up is a widely accepted concept among practitioners and recognized as a useful tool for entrepreneurship and education, but has not got deserved attention from the academic world. This paper offers basic framework and key principles of lean start-ups, furthermore, shows Korean cases of step-by-step application methods of its concepts. It also suggest key issues in adopting lean start-up strategy. This study has implications and contributions for entrepreneurs, educators and researchers through providing comprehensive perspectives on process of the lean start-up strategy.
This study aims to seek the policies and the plans for the successful small business start-up through an exploratory study about the factors affecting the success rate of small business start-up. To measure the performance of the start-up business(sales revenue, net profit, and outcome expectancy), the characteristics of founders (experience, psychological characteristics) and the preparation of small business start-up were measured as independent variables and the self-efficacy was measured as a parameter. 427 small business owners were targeted and structured self-administered questionnaires were collected from them. For the data process, a multiple regression analysis by SPSS 18.0 was conducted. The findings demonstrated the experience in the same business, the need for achievement, the risk-taking propensity, the preparation period for business start-up had a significant effect on self-efficacy, and experience of failure and the ratio of net worth had a significant effect on sales revenue and net profit, and the locus of control had a significant effect on outcome expectancy through the self-efficacy, a parameter. It was also noted the self-efficacy of small business owners and the business performance varied depending on the characteristics of them and the preparation process of the business start-up. Based on the those findings, the theoretical and practical implications were discussed and the suggestions about the limits of the study, future policies and studies were made.
The study is analyzed that policy support impact on youth entrepreneurship and to purpose enhancing the effectiveness of the policy support, would like to empirical study on support performance by start-up support program through education level of the founder, performance of the establishment enterprises and an empirical study of start-up support. The survey targeted engineering students who is practical technology foundation possible during from June 1, 2012 to June. 15, 2012, the way of data collection was directly surveryed to engineering students who participated in the entrepreneurship program. and an empirical analysis were collected each 157 call.

This paper explores the direct relationships between perceived support, attitude toward entrepreneurship, institutional environment, entrepreneurship education, risk-taking, and entrepreneurial intention. A survey of 1,000 students in Vietnam was conducted through face-to-face structured interviews. The confirmatory factor analysis and technique of structural equation modeling were used to explore relationships among latent constructs. The results show that entrepreneurship education, attitude, and social norms positively affect entrepreneurial intention. The findings of this study suggest that attitude has the strongest effect on entrepreneurial intention. More specifically, when students have an attitude toward entrepreneurship, they are more likely to start their own businesses. Research also showed that students are more likely to start a business when they find support from those around them and the knowledge and skills from the university. In contrast, the remaining factors, including perceived support, institutional environment, and risk-taking, do not affect entrepreneurial intention. The reasons for this result are that students cannot accurately assess risks due to lack of entrepreneurial knowledge, and start-up policies in Vietnam are currently focusing on financial support, but not on many other aspects, so that it may lead to start-up policies not being appreciated. The results provide implications for policymakers and educators for entrepreneurship development.

This study focuses on the proposition that the qualities and environmental conditions required for exploring entrepreneurial opportunities and realizing entrepreneurial opportunities depend on the types of entrepreneurial opportunities. In particular, this study aims to identify the type of entrepreneurial opportunities for laboratory start-ups, which have recently been gaining policy level attention. If the type of entrepreneurial opportunities for laboratory start-ups is identified as discriminative, appropriate start-up support policies and training programs can be established. For this study, eight major papers were identified among the papers of last 30 years related to the types of entrepreneurial opportunities. After, the classification attributes for each opportunity type were derived. Then, the existing theories of recognition, discovery and creative opportunities were organized, critically reviewed and reorganized. In addition, the substance of laboratory start-ups was verified according to the standardized classification attributes of the revised and reorganized opportunity types and newly classified as 'creative opportunity'. This study also presents networking capabilities and market orientation as examples of the capabilities needed for entrepreneurs of creative opportunity type. The implication of this study is that it makes it easy to discriminate ontological typology of entrepreneurial opportunity, derives important classification attributes, and that it organizes them conceptually. In addition, it critically reconstructs the problems of confusion in the existing typology, and based on this, the type of entrepreneurial opportunities for laboratory start-ups is determined as creative opportunity. These achievements can contribute to the improvement of start-up policies and start-up training programs according to the types of entrepreneurial opportunity and laboratory start-ups in the future, resulting in realization of actual results at the start-up sites.
Innopolis start-up has become a representative model and path for commercialization of public technology. Along with the quantitative growth of innopolis start-up, the importance of innopolis start-up in national policies and institutional strategies related to public technology commercialization has also increased. However, over the past 16 years, innopolis start-up's establishment and growth have taken place in different ways at different times. This study aims to compare and analyze changes in innopolis start-up over the past 16 years, focusing on comparisons before and after 2014, when the establishment of innopolis start-up began to increase rapidly. Main findings are as follows. First, in the early stage of the quantitative expansion period, policy changes related to innopolis start-up were the main factors for the increase in innopolis start-ups. In addition, the rapid increase in the establishment of innopolis start-up after 2016 was largely influenced by changes in the start-up environment and institutional changes related to innopolis start-up. Second, the time of registration and size of the capital of innopolis start-up had a statistically significant effect on the sales for 3 years after registration. This result shows that with the rapid increase in innopolis start-ups, the need to build a customized support system for innopolis start-ups by size or growth stage has increased.

This study aims to examine the results of start-up policies of the previous government (2013-2017) and the current government (2017-2022). We would like to compare the perceptions of founders on the domestic start-up environment in 2016 and 2021. Based on the data (GETR) that surveyed the perception of the startup environment in 2016, a trend survey was conducted to compare the perception of the start-up environment of founders in 2021. As a result of the study, the founder's perception of the domestic start-up environment changed positively overall, but there was no significant change in the perception of 'tax adequacy', 'easy to recover investment', and 'easy to transfer technology'. In addition, the perception of the start-up environment of livelihood founders was negative compared to opportunity-type start-ups. As such, different results were found for each type of start-up. This study analyzed the difference in perception of the past and present start-up environment from the perspective of founders. In particular, I would like to propose a plan to improve the quality of the domestic start-up environment by seeking support measures for livelihood-type start-ups that have collapsed due to COVID-19.

With the era of the Fourth Industrial Revolution in sight, innovative business models utilizing new technologies are emerging, and startups are enjoying an abundance of opportunities based on the agility to respond to disruptive innovations and the opening to new technologies. However, what is most important in creating a sustainable start-up ecosystem is not the start-up itself, but the process of research-start-investment-investment-the leap to listing and big business-in order to build a virtuous circle of startups that leads to re-investment. To this end, the environment created in the hub area where start-ups were conducted is important, and these material and non-material environmental factors are described as being inclusive by the word "entrepreneurial ecosystem." This study aims to provide implications for Korea's entrepreneurial ecosystem through the study of the interaction of the elements that make up the start-up ecosystem and the relationship of ecosystem participants in Singapore. Singapore has been consistently mentioned as the top two Asian countries in assessing the start-up environment and business environment. In this process, six elements of the entrepreneurial ecosystem presented by Isenberg(2010)-policies, finance, culture, support, human resources, and market-are the best frameworks for analyzing entrepreneurial ecosystems in terms of well encompassing prior studies related to entrepreneurial ecosystem elements, and a model of regional transformation is formed focusing on some elements to suit Singapore, the target area of study. By considering that Singapore's political nature would inevitably have a huge impact on finance, Smart Nation policy was having an impact on university education related to entrepreneurship, and that the entrepreneurial networks and global connectivity formed within Singapore's start-up infrastructure had a significant impact on Singapore's start-up's performance, researches needed to look more at the factors of policy, culture and market. In addition, qualitative research of participants in the entrepreneurial ecosystem was essential to understand the internal interaction of the elements of the start-up ecosystem, so the semi-structured survey was conducted by visiting the site. As such, this study examined the status of the local entrepreneurial ecosystem based on qualitative research focused on policies, culture and market elements of Singapore's start-up ecosystem, and intended to provide implications for regulations related to start-ups, the role of universities and start-up infrastructure through comparison with Korea. This could contribute not only to the future research of the start-up ecosystem, but also to the creation of a start-up infrastructure, boosting the start-up ecosystem, and the establishment of the orientation of the start-up education in universities.
