The study aims to supplement facility management plan and safety regulations & standard of oil pipeline by searching and reviewing related regulation & standard inside and outside of the country. Korean regulation & standard is reviewed based on harbor and fishery design standard of the ministry of maritime affairs and fisheries, general technology standard of oil pipeline safety regulation, gas excavation construction and safety maintenance indicator of Korea gas corporation. Global regulation & standard is reviewed based on U.S standard inspection for offshore pipeline and Europe/Mexico standard inspection for offshore pipeline. The contents of offshore pipeline installation is inserted into pipeline sector for objected facilities of safety inspection regulation & standard and, the standard of safety inspection for offshore pipeline is newly presented into pipeline maintenance part of the planning facilities management with its inspection period and method.

The purpose of this study was to examine the self-regulation in E-commerce business and review the major issues of self-regulation in several countries. This paper reviewed the legislation for the self regulation of APEC, OECD and EC, and introduced the regulation system for several countries, such as U.S. U.K and Japan. Also, we analyzed the current issues and problems of self-regulation in Korea and tried to suggest the future direction. There were three different regulations such as market forces, government regulation and self-regulation and the model of self-regulations were shaped in various types. Even though the government made the standard regulations for business sector but it was impossible to direct individual firms and their compliance of those regulations. To compensate the government regulation, the self regulation with low cost is needed and also two kinds of regulations has to be unified to enhance the regulation system in E-commerce. Industries should participate for the regulation voluntarily and consumers must give an award of legislation for self-regulation to motivate the self-regulations of industries.

The purpose of this study is to examine the tendency of certified organic cosmetics market and the certification standards and regulations they are under, compare one of the most commonly used COSMOS-standard AISBL with the Korea Ministry of Food and Drug Safety (MFDS) organic cosmetic standard regulation. And then examining their differences and any potential issues is to present suggestions to be made as data for certification standard for natural & organic cosmetics in Korea regulation. This contents of study will be used as good research and development to promote the sustainable growth of the natural & organic cosmetic ingredients which have been grown by organic farmers certified. Also certified organic ingredients may help to growth the organic industry. I believe these are actual comparative for application to develop of natural and organic cosmetics in Korea as well the strengthening of the competitiveness of organic cosmetics certified in the world.

By means of analyzing of monitoring technology and monitoring regulation based on maintenance monitoring system installed in subway tunnel section, it needs monitoring system, development of operating program, monitoring analyzing system and development of analysis method, establishment of maintenance monitoring standard specification, and performance of responsible monitoring supervision for applying to subway monitoring maintenance effectively in future. It requires specialized monitoring and legislation of monitoring subcontract, improvement of monitoring work contract method, establishment the standard payment of monitoring, and effective calibration and correction of monitoring system in the plan of improving monitoring regulation.

Objective : To establish the fundament for EBM of Traditional Korean Medicine, the papers on Bojungikgitang(Buzhongyiqi-tang) frequently used in medical institutions of Traditional Korean Medicine were analyzed through researching domestic and international papers. Methods : The papers were classified by the registration of domestic or international journals, the year of publishment, experimental fields and the kinds of studies on biological activities. Results : Among 2005 volumes of papers on Bojungikgi-tang(Buzhongyiqi-tang), 219 volumes were selected according to selective criteria. 71 volumes were published in domestic journals, 52 volumes were in Chinese journal, 96 volumes were in Japanese journal. The papers on instrumental analyses reported the quantification of standard compounds of herbal medicines in Bojungikgi-tang(Buzhongyiqi-tang) using HPLC method. The papers on biological activities of Bojungikgi-tang(Buzhongyiqi-tang) showed mainly immune regulation, anti-infection, anti-cancer, gastrointestinal activity, neuropsychiatric regulation, anti-inflammation, hepatoprotection, musculoskeletal regulation. Among biological activities, papers on immume regulation were reported mostly. Conclusions : The efficacy of Bojungikgi-tang(Buzhongyiqi-tang) could be related to immune regulation, gastrointestinal activity, anti-fatigue and further study need to be preceeded to establish the fundament for EBM of Bojungikgitang(Buzhongyiqi-tang).

The estimation of proper prediction method and the transformation method of environmental regulation standard were carried out by measuring blasting vibration. Vibration velocity was more adequate than vibration level in the blasting design by scaled distance. Thus, design and construction mutt be controlled by vibration velocity, and it is required that the vibration velocity is transformed to vibration level to meet regulation standard. Three transformation methods were studied. First, transformation formula is derived from the shock vibration data only. The second method it the transformation by correlation equation of vibration velocity and vibration level measured at the same time. The last one is the transformation of vibration velocity by FFT. It seems to be difficult to estimate damages by these methods because that every method shows considerable error. But transformation formula of PPV component to vibration level was most practical.

After the Fukushima Daiichi nuclear power plant (NPP) accident, new regulatory requirements were enforced in July 2013 and a backfit was required for all existing nuclear power plants. It is required to take measures to prevent severe accidents and mitigate their radiological consequences. The Regulatory Standard and Research Department, Secretariat of Nuclear Regulation Authority (S/NRA/R) has been conducting numerical studies and experimental studies on relevant severe accident phenomena and countermeasures. This article highlights fission product (FP) release and hydrogen risk as two major areas. Relevant activities in the S/NRA/R are briefly introduced, as follows: 1. For FP release: Identifying the source terms and leak mechanisms is a key issue from the viewpoint of understanding the progression of accident phenomena and planning effective countermeasures that take into account vulnerabilities of containment under severe accident conditions. To resolve these issues, the activities focus on wet well venting, pool scrubbing, iodine chemistry (in-vessel and ex-vessel), containment failure mode, and treatment of radioactive liquid effluent. 2. For hydrogen risk: because of three incidents of hydrogen explosion in reactor buildings, a comprehensive reinforcement of the hydrogen risk management has been a high priority topic. Therefore, the activities in evaluation methods focus on hydrogen generation, hydrogen distribution, and hydrogen combustion.

Korea gas industrial because of received LNG in 1987 was converted by the Gas Safety Management System in relation to city gas, LPG and LNG. Gas accident were caused by treatment problem on the supplier and user, on technical and use management mater, on facilities and goods, and included problem with gas safety connection system. This study is present standard application plan of each department to use planning gas technical standard and gas utilization standard of introduction model than statute for change of self-regulation management system and complicated regulation of examination center and order.

Generally, there are two types of regulation strategies for encouraging renewable energies ; regulation by quantity and price. With examples of quantity regulation, there RPS (Renewable portfolio standard) system in United States America, Renewable obligation in England, and MRET system in Australia. Countries that chose the price regulation are Germany, Spain, France, Portugal. This Paper overviews the current trends of regulation system on policies for renewable energies in foreign countries on these days.

This study points out the problems of absence of the legislation for standard regulation on Video on Demand(VoD) advertisement which grows so fast lately, for this it recommends making legal references, which have the definition of non-linear broadcasting & VoD advertisement and VoD advertisement standard regulation in the merged Broadcasting Act, and adopting co-regulation system. Pay TV operators providing VoD service have the opportunities to make money as subscribers uses it increasingly. In case of linear service, the Broadcasting Act regulates the advertisement strictly, but not the VoD ads. The reason why is that Korean legislation including the Broadcasting Act does not have legal reference to regulate it, instead of that, it rely on the self-regulation system which is operated by pay-tv players who provide the VoD ads. So, there is the limitation to protect the minors such as children and youth from the harmful VoD ads, to be invulnerable for advertisers to influence to advertising agents, and to ensure the regulatory effectiveness under player-centric self-regulatory regime. In this context, this study analyses the how to regulate VoD ads standard with a three-pronged approach. First, it analyses the VoD ads regulation system in overseas countries, UK, Canada, EU and Ireland. Each country has the legal reference to regulate it in the Broadcasting Act or lower statures and adopts the co-regulatory regime the NRA and the 3rd entity operate together. Second, it reviews the objectives and scope of VoD ads standard. This study recommends that the objective of it is users protection and the scope of it is standard regulation not commercial practice. Third, this study researches how to legislate for regulation of VoD ads standard. Considering VoD service's characteristics(non-linear service) and legal position of Ads agency(i.e. pay tv operators), it suggest that legal reference will be in the integrated Broadcasting bill, which is the general law, not individual. If it is available to regulate VoD ads standard with co-regulatory regime, it expects the enhancement of user protection from the harmful VoD ads and make up sustainability of the pay-tv players' self-regulation.
