Critical Success Factors on PPP Water Project in a Developing Country: Evidence from Indonesia

  • This study aims to explore the critical success factors of the Water Public-Private Partnership (PPP) Projects in developing country with evidence from Indonesia. We all know that water is a basic need and therefore it becomes very important for the governments especially in the developing countries to develop and formulate a comprehensive water policy to deliver and manage the water services in the most appropriate manner as well tackle several challenges such as budget and project efficiency. In this context, PPP is a promising scheme to address the water problems, hence it becomes important to reveal the success factors of water PPP projects. An Analytic Hierarchy Process (AHP) questionnaire built from delphi methods is used to capture the perception of the relevant stakeholders in relation to the success factors. The results of this study show the most critical success factors in PPP water projects is the support and acceptance of the stakeholders from the community, whereas the private and public entities are the the second and third important factors. These findings contribute to the success of the PPP stakeholders by enhancing the policy-making decision process and by executing the water policies to support the development of PPP in the Water Sector.

  • In the following paper we introduce a variational Bayes method that approximates posterior distributions with mean-field method. In particular, we introduce automatic differentiation variation inference (ADVI), which approximates joint posterior distributions using the product of Gaussian distributions after transforming parameters into real coordinate space, and then apply it to pharmacokinetic models that are models for the study of the time course of drug absorption, distribution, metabolism and excretion. We analyze real data sets using ADVI and compare the results with those based on Markov chain Monte Carlo. We implement the algorithms using Stan.

  • 과거 대형컴퓨터와 중형컴퓨터에서만 가능하던 유한요소법을 이용한 CAE기술들이 마이크로컴퓨 터의 발달에 따라 개인용 컴퓨터에서도 가능하게 되었다. 여기서는 사출제품 설계 및 금형설계에 있어 필수적인 설계도구로 사용되는 CAE프로그램중 구조 해석용 프로그램인 Micro-STANS와 사출공정 해석용 프로그램인 C-FLOW가 마이크로컴퓨터 상에서 이용 가능함을 설명하였다. 이러 한 CAE 소프트웨어들은 비용과 노력이 많이 소모되는 시제품제작이 없이도 사출공정에 대한 정 보와 제품강도에 대한 정보를 얻을 수 있게 함으로써 초기설계단계에서 제품의 설계평가가 가능 하게 하였다. 보다 높은 생산성, 보다 낳은 설계 납기단축, 비용절감을 도모해야 하는 사출제품 설계자들에게 초기단계에서 제품의 설계 및 가공에 대한 문제점을 미리 파악할 수 있게 함으로써 대단히 강력한 설계 도구로 이용될 수 있을 것이다.

  • The paper provides the approach to apply formal methods to the development and certification criteria of defense safety/security-critical software. RTCA/DO-178B is recognized as a do facto international standard for airworthiness certification but lack of concrete activities and vagueness of verification/certification criteria have been criticized. In the case of MoD Def Stan 00-55, the guidelines based on formal methods are concrete enough and structured for the defense safety-related software. Also Common Criteria Evaluation Assurance Level includes the strict requirements of formal methods for the certification of high-level security software. By analyzing the problems of DO-178B and comparing it with MoD Def Stan 00-55 and Common Criteria, we identity the important issues In safety and security space. And considering the identified issues, we carry out merging of DO-178B and CC EAL7 on the basis of formal methods. Also the actual case studies for formal methods applications are shown with respect to the verification and reuse of software components.

  • Triggered star formation is not a new idea - it's been around for at least the last 30 years. Although it has never disappeared from the scene, it seems to be enjoying something of a renaissance in recent years, in both observational and theoretical studies. Here we give a brief discussion of the background of triggered star formation, describe some of our own recent observational efforts in this regard, and briefly mention some initial conclusions that may be drawn.
