  • This paper describes typical design and construction practice for in-situ ground reinforcement technique using improved steel pipe pressure grouting. A case history is presented to illustrate the benefit gained by application of the technique. This technique was applied to cut slopes developed in the construction of auxiliary spillway of 00 dam. Applicable conditions, method of survey, slope stability analysis and construction are given in this parer. As for the construction method, a procedure is given and the main points are the control of construction work. As a result of the pull-out test, it is shown that seel pipe nailing is particularly useful for stabilizing rock slope.

  • 최근 잦은 기상이변과 대규모 태풍(2002년 루사, 2003년 매미 등)에 의해 기존 댐의 안정성이 미흡한 것으로 판단됨에 따라 최대가능홍수량(PMF) 유입시 소양강 댐의 수문학적 안정성 확보와 용수공급량 및 발전용량의 확보, 댐 주변 노후시설의 자연 친화적 개보수에 의한 친환경적 공간창출과 이로 인한 관광 수요 증대에 따른 지역경제 활성화를 목적으로 기존 여수로에 추가하여 보조여수로가 계획되었다. 보조여수로는 수리적 특성, 지반조건, 인문사회적 여건 및 문화재 등 기타 기반여건을 감안하여 1,276.4m와 1,206.4m, 2련 14도 완경사 터널식 여수로로 설계되었으며 터널은 폭 $14{\sim}25m$의 대단면으로 계획되었다. 보조여수로는 유입부 및 유출부 구조물, 천이부터널 및 일반터널, 개착터널로 계획되었으며 각 구조물의 수문학적 안정성을 바탕으로 설계되었다.

Study on vortex Characteristics and Estimation of Vortex Erosion at Downstream Part of Hydraulic Structure (수리구조물 하류부에서의 Vortex의 특성 및 세굴량 산정에 관한 연구)

  • Characteristics of the vortex structure and the secondary scour at downstream part of the hydraulic structure such as drainage sluice or spillway ere studied. Mean shear velocity in the scour hole could be derived by the theory of energy conservation and the amount of a vortex erosion could be obtained using entrainment equation for given value of a shear velocity. Comparison of erosion rates with others showed a large value at low shear velocity due to the continuous and strong upward flow of the macroturbulence different from the conventional vortex formed in the lee-side of a sand ripple. For a design purpose, if the flow depth at the end of an apron and the properties of bed material are given, the amount of vortex erosion can be known.

  • 최근 기상이변에 따른 이상홍수가 빈번하고, 댐 설계홍수량 설계기준이 가능최대홍수량(PMF)으로 강화되었으며, 최근의 주요 호우사상을 고려하여 산정한 임하댐 유역의 가능최대강수량(P.M.P)이 설계 당시보다 증가됨에 따라 가능최대홍수량(PMF) 유입시 댐 안정성 확보가 필요한 것으로 검토되었다. 따라서, 본 과업은 “댐의 수문학적 안정성검토 및 치수능력증대 기본계획 수립, 2004. 9. 건설교통부/한국수자원공사”에 의거하여, 최근의 태풍 ‘RUSA’(’02) 및 ‘MAEMI’(’03)와 같은 이상호우에 대한 댐 및 여수로의 안정성을 확보함으로써 국민의 생명과 재산을 보호할 수 있도록 비상여수로를 계획하였다. 비상여수로는 수문학적 안정성을 검토한 후, 가능최대홍수량(PMF)과 같은 홍수유입시 댐의 안전을 위하여 신속히 홍수를 배제시킬 수 있는 수리적.구조적인 안정성 확보가 가능하고, 시공성, 경제성 및 환경성 측면을 고려하여 댐우안 300m 지점에 터널규모 D15m${\times}$3련 ${\times}$L1,262m (L1=379m, L2=421m, L3=462m)의 월류형 터널식으로 계획하였다.

Hydrologic Safety Evaluation of Small Scale Reservoir by Simplified Assesment Method (간편법에 의한 소규모저수지의 수문학적 안전성 평가)

  • Based on the statistical annual report, there are 17,649 reservoirs are operating for the purpose of agricultural water supply in Korea. 58 % of entire agricultural reservoirs had been constructed before 1948 which indicate the termination of required service life and rest of those reservoirs have also exposed to the dam break risk by extreme flood event caused by current ongoing climate change. To prevent damages from dam failure accident of these risky small size dams, it is necessary to evaluate and manage the structural and hydrological safety of the reservoirs. In this study, a simplified evaluation method for hydrologic safety of dam is suggested by using Rational and Creager formula. Hydrologic safety of small scale dams has evaluated by calculating flood discharge capacity of the spillway and compares the results with design frequency of each reservoir. Applicability and stability of suggested simplified method have examined and reviewd by comparing the results from rainfall-runoff modeling with dam break simulation using HEC-HMS. Application results of developed methodology for three sample reservoirs show that simplified assessment method tends to calculate greater inflow to the reservoirs then HEC-HMS model which lead lowered hydrologic safety of reservoirs. Based on the results of application, it is expected that the developed methodology can be adapted as useful tool for small scale reservoir's hydrologic safety evaluation.

Hydrologic Modeling for Agricultural Reservoir Watersheds Using the COMFARM (COMFARM을 이용한 농업용저수지 유역 수문 모델링)

  • The component-based modeling framework for agricultural water-resources management (COMFARM) is a user-friendly, highly interoperable, lightweight modeling framework that supports the development of watershed-specific domain components. The objective of this study was to evaluate the suitability of the COMFARM for the design and creation of a component-based modeling system of agricultural reservoir watersheds. A case study that focused on a particular modeling system was conducted on a watershed that includes the Daehwa and Dangwol serial irrigation reservoirs. The hydrologic modeling system for the study area was constructed with linkable components, including the modified Tank, an agricultural water supply and drainage model, and a reservoir water balance model. The model parameters were each calibrated for two years, based on observed reservoir water levels. The simulated results were in good agreement with the observed data. In addition, the applicability of the COMFARM was evaluated for regions where reservoir outflows, including not only spillway release but also return flow by irrigation water supply, substantially affect the downstream river discharge. The COMFARM could help to develop effective water-management measures by allowing the construction of a modeling system and evaluation of multiple operational scenarios customized for a specific watershed.

Improvement of condition assessment criteria and embankment transformation of agricultural reservoirs after raising embankments

  • Recently, as fluctuations in annual precipitations continue to grow, the frequency of floods and droughts is rapidly increasing. Especially, since many reservoirs are reported as having less capacity and aging faster than large dams, the damages due to floods and droughts are estimated to become more severe. With this background for the present study, field investigation of reservoirs in Chungnam, Chungbuk, and Chonbuk regions was carried out for disaster prevention and the safety management of agricultural reservoirs. Furthermore, embankment transformations were compared and analyzed after the raising of embankments. Based on design methods for remodeling agricultural reservoirs and the results of embankment raising and the problems which occurred on crest, supplementation to the upstream and downstream slopes, control sector, and spillway should be implemented in the existing reservoir. In regard to this, the condition assessment score of compound member of reservoirs was performed, the Chungnam region score was in the 3.11-4.73 range. In addition, reservoirs in Chungbuk scored in the 4.00-4.49 range, and reservoirs in Chonbuk scored in the 3.90-4.60 range. Applying current precision safety inspection practices to small reservoirs requires economic expenses and time, for which assessment items are too varied and complex. Therefore, subdivided condition assessment items and criteria should be improved and streamlined by deleting, reducing, combining, and selecting only the riskiest factors. In the future, reservoirs should be periodically monitored and systemically managed and rational plans for maintenance and repairs should be used as reinforcement methods.

  • 중소규모 댐 계획시, 댐 하류 홍수피해 저감, 합리적 운영, 유지관리 및 경제성 측면올 고려한 댐 계획은 무엇보다 중요하다. 지금까지 국내에서 계획/건설된 대규모 뱀에서와는 달리, 비교적 작은 규모의 유역에 있어서 댐 계획은 댐 유역 및 저수지의 수리 수문학적 특성 즉, 빠른 시간에 홍수량의 저수지 유입으로 저수지 수위가 급상승하는 등, 일반적인 기존 댐들과는 다른 특정을 지닌 중소규모유역 댐의 여수로 계획을 소개하고자 한다. 여수로 계획을 한 댐 유역의 특성으로 유역면적 약 $33km^2$, 총저수용량 2,211 만 $m^3$, 홍수조절용량 349만 $m^3$의 소규모 저수지를 가진 댐이다. 지방하천 최상류에 위치하는 유역면적이 작은 댐에서의 일반적인 수문학적 특징은 홍수도달시간이 1 시간 내외로 빠르고, 저수지 수위상승 속도가 0.2~0.3m/분 정도로 빠르게 나타난다. 이러한 수리 수문학적 특징 때문에 댐 여수로 수문 조작시간이 충분치 않으므로, PMF 유입과 같은 긴급한 상황에서는 댐을 월류할 가능성을 배제할 수 없다. 따라서 일반적으로 대규모 댐의 여수로 수문을 이용, 단독으로 홍수조절을 수행하던 기존 댐들과는 달리 소규모 댐에 적합한 특성을 지닌 여수로 계획의 필요성이 대두된다. 검토대상 여수로 형식으로는 국내 다목적댐에서 대부분 채택하고 있는 조절형 여수로, 무문식 여수로를 도입한 조절형+비조절형 여수로, 방류관식 여수로, 복합형 여수로 등을 안전성, 유지관리성 및 시공성 측면 등을 다각적으로 검토하였으며, 그 결과로 소규모 댐의 여수로 형식으로는 조절형+비조절형 여수로가 가장 적합한 형식이라고 판단하였다. 그러나, 여수로 형식 이 조절형+비조절형과 같이 폭이 100m가 넘는 광폭의 여수로에서 등폭 도수로를 채택할 경우 감세공의 폭이 과다해지는 문제점은 등폭 도수로와 도수로 끝단부에 도류벽을 설치하여 유수 에너지를 도류벽에서 1 차 감세한 후 댐에서 보편적인 정수지형 감세공으로 유수를 소통시키는 형식으로 계획하였다. 이러한 측수로형 감세공을 도입하여 정수지형 감세공 규모를 줄이는 경제적인 효과도 얻을 수 있도록 계획하였다.

Spillway Design by Using Hydraulic and Numerical Model Experiment - Case Study of HwaBuk Multipurpose Dam (수리 및 수치모형실험을 이용한 여수로 설계 - 화북다목적댐)

  • This study on the HwaBuk Multipurpose Dam showed that two- and three- dimensional numerical model experiments, as well as hydraulic model experiments, can be useful analysis tools for engineers. A commercially available RMA2, which solves the shallow water equations, and FLOW-3D, which solves the Reynolds averaged Navier-Stokes equations, were used to simulate the hydraulic model setup. Numerical simulation results on the following were compared with the hydraulic model results: the flow in the reservoir basin and the approaching channel; the discharge in the overflow weir; the water surface profiles in the rollway, chute, and stilling basin; and the pressure distributions in the rollway. It was shown that there is a reasonably good agreement between the numerical model and the hydraulic model for the most of computations. There were, however, some differences between the numerical simulation results and hydraulic model results for the hydraulic jump in the stilling basin because of air entrainment effect.
