Most of the construction works in domestic are not direct undertaking work, but by a contract method including subcontracting. Therefore, a general contractor for each project jointly carry out construction work with a specialty contractor for each engineering type. However, in terms of contract, this method is not a joint venture contract, but a subcontract. Accordingly, this system can cause various problems between the prime contractor and the subcontractor. Therefore, this study aims to extract and present the actual obstacle factors in terms of specialty contract company performing specialty construction work for construction project. The presented contents are expected to present the standard for the cooperation system that the prime contractor and the subcontractor can win-win.

The regulation of business area was abolished to improve the competitiveness of the construction industry and the ability of general and specialty contractors to enter the mutual market. As the next step, the government is preparing for a reorganization of business type. If the impact of the abolishing of business area on the construction industry is analyzed, the result can contribute to determining the step by step application scope of the reorganization of business type. This study derived the business types having a high probability of the mutual market entry of general and specialty contractors. Then, the size of mutual market entry is analyzed. First, the connection between the general and specialty construction, and the similarities between the registration standards of general and specialty construction are analyzed. Based on the result, a general contractor can enter 15 business types of specialty construction, and the market size is about 78.8 trillion KRW. This is about 82% of the total contract cost of specialty construction during the year 2017 (about 96 trillion KRW). Next, based on the relevance of business contents, the market size when general contractors enter the specialty construction market is analyzed. As a result, the market size is about 24.7 trillion KRW, and this is about 13% of total contract cost of general construction during the year 2017 (about 190 trillion KRW). Based on the result of this study, there is a higher probability of the mutual market entry of general contractors into specialty construction than vice versa. However, the result of this study is based on the current contents of business types, registration standards, and construction data of before abolishing the regulation of business area. This is a research limitation. If the business contents and registration standards are changed in the future, the result could differ from the current result.

The purpose of this study is to figure out the movements of policy actors in the policy process of the establishment of a local cultural foundation in B-gu(district), A-si (city), then to explore the way to contract out of the management of public libraries to the cultural foundation in the policy process. Data for the study were collected from various sources from newspapers and assembly minutes to blogs and SNS messages of the policy actors, then analysed based on Advocacy Coalition Framework (ACF). The results showed that 'agreement of contract-out' coalition only accepted public interest of the public libraries between the public interest and specialty of librarianship which were insisted by 'disagreement of contract-out' coalition's policy beliefs. The comparison between this case and a similar policy case showed that the specialty of librarianship as a core belief is effective in changing the beliefs of other coalition. Eventually, it is required to differentiate and to specialize library services among public services in a local area in order to keep the direct management of public libraries by the local government, and this means that everyday library services influence the decision making of library policies in the local area.

On March, 2013, the Government announced the Multiple Prime Contract method will be expanded in public building construction projects. The applying multiple prime contract method has been immersing issue among all stakeholders of construction project. The owner conducts the role of a general contactor as well as owner's original responsibility while construction works being executed by specialty contractors. If the owner has not experience of project management, it should be bring about increasing management cost due to the interface problems among prime contractors. With this reason, it is difficult to administrate the multiple prime contract. So far there has been no methodology of predicting management cost in the multiple prime contract. Therefore, this study aims to enable the operation of efficient multiple prime contracts by developing a model to predict their management costs.

Multi-trade Contract Method was introduced as a means of cutting down construction cost of public housing for low income people. Before a specific project delivery method is applied to large public construction project, it is necessary to discuss all the issues raised up from all the parties in construction industry and all the issues which can impact project performance. Thus the interviews were conducted with industrial professionals from diverse organizations and previous studies were investigated to figure out how this newly introduced project delivery method may impact owner's role and responsibility and project performance in terms of cost, schedule, quality and risk. Under the Multi-trade Contract Method, project owner's management tasks will be highly increased, so it should be checked out if the owner can do its role and responsibility. Public owner's organization also needs to be changed and proper project management procedure and system need to be established. In addition, for efficient application of Multi-trade Contract Method, public owner should consider diverse management approach to deliver the project, and how to select and maintain qualified specialty trades.
As the result of investigating domestic interior design (interior architecture) field-related laws, it was found that interior design (interior architecture) is not recognized as in independent area due to weak classification standards by Korean standard industrial classification and job classification. Korean standard industrial classification is applied as a standard setting limits to applicable targets and industrial fields for laws related to general administration and industrial policy other than various statistic purposes. Also, the standard industrial classifications regarding the industry field determines the laws or applicable tax rates, government support and such according to the classification, and thus is very important. Moreover, interior architecture field is largely different from general architecture due to specialization and distinct characteristics, but due to the comprehensive concept of architecture industry regulations, it is considered the proper assessment for the professionalism is not conducted. Also, interior architecture field has irrational contradictions that is not independent with a clear definition and industry field classification not only in legal system and trade customs. Therefore, The following is proposed as the plan to strengthen the domestic/international competitiveness and system improvements for interior architecture. (1)interior design (interior architecture) must be amended as an industrial classification that can coexist with architecture. (2)interior design (interior architecture) must be amended as a job classification that can coexist with architecture. (3)Among the design tasks of an architect, approval for the design task field of interior architecture field must be legislated. -In architect design standard contract (the existing architecture design task scope and quality standard table) of a structure, among the tasks by request of the owner, (1)interior design tasks shall be legislated. It should be legislated so that interior design (interior architecture) majors can be included as well. (4)The task field of interior design that coexists with design must be amended. (5)National contract law - among contract method by negotiation, specialty item must be vitalized.

This research aimed at investigating policy change process of after school contracting out and suggesting future alternative. Also, this research conducted a literature search for the research data related to policy and related regulations. As the result of investigation, the Ministry of Education established management plan for after school, however there have been changes in policy, e.g. contracting out was executed from 2004 to 2008 upon autonomy of unit school through school steering committee deliberation(consultation), while standardized procedure was conducted, which was suggested in 'After school operation guideline', produced in cooperation between the Ministry of Education and municipal ministry of education from 2008 to 2015, while since 2016, contract law should be applied when after school contracting out is adopted. Policy change since 2016 is based on the legal necessity that contract law should be followed as the contract size of after school contracting out has become larger along with necessity of clarity of after school contracting out. Nevertheless, there's a worry that quality of after school education could be degraded due to lowest price bidding. The government suggested an alternative to prevent excessive price competition by paying a regular rate of basic price as personnel expenses, however this research suggested a plan to enact an ordinance in regard of specialty of after school educational activities and cities and provinces as the fundamental solution plan.

Quantity Surveying Profession is a new breed with a history of only less than seven years in S. Korea' s Construction Industry. In this paper, the research aims to investigate the background of the market entrance of this profession in Korean Construction Industry, and the current market direction and future market demands. The research concludes that climate changes in Real Estate markets in relation to Project Financing practices caused by economic crisis of late 1997's, enabled the UK originated QSP sustainable in S. Korea. Moreover it was pointed out that the services of QSP current available in S. Korea's market attributed the different aspect compared to traditional quantity surveying services prevailed in UK. Finally it was apparent that the evolutional direction of the future quantity surveying market in S. Korea is most likely toward multidisciplinary skilled services profession processing not only broader architectural knowledges but cost consciousness, specialty in construction costs and construction contract aspects and transparency in ethical manner.
From 1990 to 1997 Home Care Education Programs have been offered at 11 Home Care Education Institutes. But there have been no revisions in the program. Especially in the clinical practicum, the Ministry of Health and Welfare proposed 248 hours as 'Family Nursing and Practice'. But each of institutes has developed their own program, and the clinical practicum is very different. Institutions for home care practice have been very limited and even now only 40 hospitals started home care in the second demonstration project. A few community-based institutions have also been offering home care services. This study was conducted to analyze home care clinical practicum offered at Y university, and plan for a revised home care clinical practicum. Y university clinical practicum was revised to include 'visits to community institutions', 'laboratory practice', 'hospital practice', 'discharge planning and home care practice', and 'home care specialty practice'. The results of the evaluation and plan for a revision are as follows: 'Visits to community institutions' is a practice that helps the students understand community resources which are available to home care nurses, and as an orientation to institutions for practice. 'Laboratory practice' is to used to improve nursing skills that are applicable to home care. Problems that the students identified in the laboratory practice were 'lack of opportunity for individual practice', and 'inadequate theoretical preparation for practice'. To address these problems the basic nursing skills laboratory was open and could be used freely by the home care students, and practice could be done after the theoretical lectures. 'Hospital practice' is a practicum in which the students apply nursing skills to patients and to obtain assessment skills for discharge planning. Using a preceptorship, five days for hospital practice should be offered. 'Discharge planning and home care practice' was done at Wonju Christian Hospital. This institute is too far away that this practice should be provided at different institutions as soon as it is possible to contract with home care institutions. Patients groups in different home care institutions are very different, so the 'Home care specialty practice' should be done after analyzing patient groups and choosing specialty areas. These areas are' care of patients with respiratory dysfunction', 'care of patients with neurologic dysfunction', 'care of cancer patients', 'care of patients on dialysis', and 'wound care'. This practice should be offered with a preceptorship, so preceptors, clinical directors, and students should meet for home visit orientation.

Recently, Construction Projects are being much bigger and more complex. So the importance of Construction Planning and Management is increasing and increasing because of the Construction Projects is involved in a variety of construction-related subjects. Competitive of the Construction Industry decided Cost, Construction Duration and Productivity. But they were just focused on Cost Saving instead of Construction Duration and Productivity. However, they have to finish construction projects using minimum cost and duration with quality and function of required level for successful Construction projects. Thus, current high exchange rate and high period, it is clear to decrease construction cost and to do economic construction in huge Construction Projects and it means more advanced Construction Schedule Management needs for economic construction. But Construction Scheduling Planning, basic of Construction Schedule Management, adjusted contract period without Pre-Planning, just depending on experience and ability of Construction Engineer. Because of that, this study suggests new Duration Estimate Method using Stochastic Model in BIM Environment for advanced Construction Schedule Management. Existing Duration Estimate Methods are just modified wrong points of them or analyzed effective factors of construction schedule. However, New Duration Estimate Method is just consists of Stochastic Model and BIM Environment without existing Duration Estimate Methods. So, new method has creativity and specialty. After this research, it would be a great model in construction industry field.
