As a patient has recently been recognized as not a passive object but a subject of medical services, various attempts are being made to strengthen the status of a patient. Medical communication which has been led by a doctor so far is being made with a focus on a patient due to sovereignty of a consumer and activation of medical information. The purpose of this paper is to investigate the process to strengthen the status of a patient as a consumer of health care service through a patient association and consumer movement as medical information becomes public. As the patient centered medical service is creating a variety of health care service market using IT technologies, it has contributed to the improvement on asymmetry of medical information. As the expansion of IT fusion health care market is bringing the fundamental change into the traditional relationship between a doctor and a patient, the medical service market is being re-organized. A patient centered medical service such as expansion of mobile health care model led by a patient is being accelerated.
Produced by Chinese local television stations, Maritime Silk Road is a documentary which adopts ancient Maritime Silk Road as a historical nostalgia to interpret "the Belt and Road Initiative", a contemporary Chinese economic, political, and cultural strategy put forward by Chinese government mainly aiming at the countries of Southeast Asia. The main body of this article has three parts and the first part analyses how the documentary adopts computer-generated imagery (CGI) to create a historical nostalgia about ancient Maritime Silk Road in the period of Imperial China. At the same time, this part also presents a sense of diasporic nostalgia of the overseas Chinese. This historical and diasporic nostalgia is related to Chinese President Xi Jinping's political discourse: "Chinese dream" that propagandises to build a strong China put forward by Xi in 2013. The second part analyses how this historical and diasporic nostalgia legitimates Xi's "Chinese dream" and how it responds to recent territorial dispute when China continuously claims its territorial sovereignty in the South China Sea. In this light, the documentary repeatedly mentions two political rhetoric: "coexistence" (gongcun) and "mutual benefit"(huli gongying) as a practical strategy to deal with the dispute between China and some countries of Association of Southeast Asian Nations (ASEAN). In the third section, the concept of "community of common destiny" (mingyun gongtongti) is adopted by the documentary to depict a convenient and effective organization of China and ASEAN, which is framed as an ultimate goal that Chinese government is depicted as the potential leader of this nostalgic community. At the same time, by providing different and even opposite viewpoints, this article discusses three controversial political rhetoric to present how historical and diasporic nostalgia is politicalized and served for Chinese diplomacy and national interest. Overall, this article argues that the documentary creates a glorious ancient Maritime Silk Road, as a sense of nostalgia, to expand China's economic and political influence, to respond to the controversial issues, and to reassert China's leadership as the centre of Asia.
The rising global demand for energy resources may lead to greater interest in the Arctic region. Since it has various resources, such as oil and gas, and large potential as a strategic location in exploration and production (E&P), there is likely to occur island sovereignty issues between the five arctic costal states and other countries. While global warming has led to the opening of the Northeast Passage and the Northwest Passage, several obstacles may impede the development of this area such as the low temperature environment, infrastructure problems in a limited area, flow assurance, environmental regulations, etc. To overcome these problems, various techniques have been applied in the exploration, development, production, transportation, and environment fields and it seems to be made technical development in extreme environment. In this study, the E&P status of representative states and development technologies in the Arctic region have been summarized with regard to carrying out E&P related to drilling, development, production, and operation in oil and gas fields. Furthermore, environmental factors have been taken into account to enhance progress with regard to E&P and ensure sustainable development in the Arctic. On that basis, it will be possible to secure oil and gas field development, production technology and R&D infrastructure in the Arctic.

And as the cognition of citizens' rights grows, the relationship between patient and physician can also get a lot of changes. Patients have the right to know the information about medical care, and to decide whether or not to get treatment including invasions against their own bodies. In other words, Doctors have an obligation to explain to their patients. If doctors did not provide patients sufficient explanation or information, it violates the right of patients. This is a tort, or a breach of contract. To improve the remedy for violation of patient's right, patient is able to be protected by status as consumer. If patient is a kind of consumer in terms of medical consumption, he/she as consumer can enjoy supplementally the consumer's right. The patient as a consumer can exercise now a consumer's right as a constitutional right. In addition, with respect to consumer's rights, Framework Act on Consumers was enacted. This Act is based on constitutional provisions of Article 124 and the Act can be seen as a law that embodies consumer right because the provision of the constitutional law delegates specific contents. In the health care field, patients need to win recognition the statue of the consumer to hold the sovereignty of the consumer. In particular, if patients are consumers, they may be able to make good use of the quickly and efficiently collective dispute resolution and association lawsuit to rescue their damage, the Alternative Dispute Resolution(ADR) of Framework Act on Consumers.

In 1990, GPS which had been developed for the military purposes became available to the civilian community. Since then these satellite navigation systems have been used extensively in the industrial areas such as car navigation, airplanes, communications, science and surveying. If we are dependent on GPS, however, there are some foreseeable problems in the areas of national security and sovereignty. Current GPS satellite constellation provides limited performance for the country like Korea and Japan where mountain area and urban canyon do not allow the wide skyline. To solve these problems, many countries plan to make other alternative navigation systems.In this paper, RNSS(Regional Navigation Satellite System) is designed to provide communication service with high elevation angle. It is shown, that system does not only have good navigation performance, but also improve GPS performance in Korea and its neighboring areas.
After Presidential Declaration of Korea's Rights in the Surrounding Seas(Lee, Seung-Man Line), Japanese government objected to the Korean government's Declaration of the Peace Line. Japan didn't agree with Korean's ownership of Dokdo and has tried to develop the Dokdo issue into an international dispute and solved it by resorting the International Court of Justice(ICJ) since 1954. As mentioned before, ICJ doesn'thave the right of compulsory jurisdiction of ownership of Dokdo between Korea and Japan. Therefore, we don'thave to agree with Japan's suggestion of bringing a case to ICJ to solve the Dokdo issue. It is not the best way to maintain the international peace judging by ICJ as well. When Japan try to institute case unilaterally, We should remember that it is possible to give the expanding jurisdiction to the ICJ. It is the best way that solving the dispute of Dokdo is to establish the sovereignty over Dokdo while strengthen the control the Dokdo effectively. In conclusion, no matter how Japan claims ownership of Dokdo, it cannot be subject to negotiation.
In recent academic debates within the UN Group of Experts on Geographical Names, two contrasting views evolved as regards to the status of the names of transboundary features or features beyond a single sovereignty. The partial view posits that a name is an endonym only for those portions of a feature where the name corresponds to the language used while the whole view argues that a name in its official language is an endonym for the whole feature. In either of these views, the name East Sea should be given due respect, for the Korean territorial waters at least or as an endonym for the entire sea. This paper supports the partial view that a geographical feature can be separated and each separated portion can have different name forms and status. Regarding the separation of a feature, the limits to which local people perceive as 'their' sea should be used. The name East Sea is proposed as the translated form of an endonym Donghae.

Today, all the countries of the world newly recognize importance of sea, which are focused on efforts for security of marine territory and fishes resources. Many of the coastal state, to strengthen the rights of their own country EEZ, marine survey and continental shelf development, travels through such maritime jurisdiction in the territorial sovereignty and the EEZ overlaps, deepening complex interests between neighboring countries cooperation activities of the fierce competition, the domestic and foreign been has been carried out. Under such circumstances, is devastated coastal of China, our territorial waters and EEZ has been violated more and more, in spite of the powerful crackdown maritime public power, illegal fishing more resistance intensified. They tend to be gradually organization, collectivization and atrocities. Currently, illegal fishing of Chinese fishing boats in the West Sea of Korea, including the waters near Yeonpyeong Island is prevalent as operating in the coast of the country. Furthermore regrettable one is illegal on a scale and the situation where South Korea of scale of damage caused by it have not been accurately grasp of the operation, but that there is damage of Korea official duty enforcement to crack down the increase to illegal operations year after year have occurred. Violent, illegal fishing of Chinese fishing boats, in order to eradicate the operations of insane at our sea, we investigated to the infringement situations of fisheries resources by multiple fields. each of problems presenting a specific preservation plan in accordance with the function and role of the maritime enforcement organization and other government organization the point. at the same time we will try to seek measures such as a scheme that it is possible to increase the capacity.

The recent COVID-19 pandemic is threatening human life and well-being, causing pain that has not been experienced before. Human security was summoned again as a result of the COVID-19 pandemic. However, it is paradoxically a threat to human security due to its inherent limitations and authoritarian control model. This paper first raises the analytical rigor of the concept of human security, focusing on COVID-19. Based on this, the practical usefulness of human security is improved by constructing a practical model that reflects the human security issues raised in reality. In particular, we approach the COVID-19 pandemic not from a natural disaster, but from the perspective of an artificial catastrophe caused by immorality and division in the international community. At the same time, we propose a multilateralism governance model that reflects the perspective of emerging security in order to realize human rights, the fundamental value of human security, and quarantine, a practical task in a balanced way.
This study deals with activities in internet, including activities on consumer counseling, exchange of consumer information, and anti-sites. Among consumers having utilized those three types of internet sites, this study examines whether their satisfactions on them differ depending on their socio-demographic characteristics and types of activities and also explores which factors critically influence consumer satisfactions. According to the results of this study, consumers' satisfactions were higher when consumers evaluated counselors were objective, rapid, and reliable. Thus, Counselors must be more efficiently classify counseling contents, systematically manage, rapid, active and concrete answers for consumers applying for counseling. Second, in the case of consumer information site, the consumer satisfaction turns out to be positively related with exchange of consumer information, rapid provision of information, and reliability. Connection of relevant specialized information, encouragement of active information exchange among consumers, and objectivity and specialty in consumer information site are necessary to increase the quality of internet consumer information cite. Third, in the case of anti site, consumer satisfaction is higher in cases of consumer being joined in anti-site and in cases of objective and reliable sites. In order to facilitate the utilization of anti-sites, those solutions include systematic classification and management of writings listed in the site, active management of the site managers, reducing criticisms on the writings listed and objectivity of information provided, and active searches for solutions. Finally, in order to preserve consumer sovereignty, policy suggestions include improvements of service qualities provided in internet sites, active advertisement, improvement of site management through charging some fees for users, enhancing specialties.
